LOCATION/TIME

• The meeting was held at the Council, with participants joining in person and on the phone. The meeting opened at
7:35 am.

OPENING

• Mr. John Lozano opened the meeting welcoming everyone and thanked all those for attending wishing everyone
Happy New Year with a renewed focus for the year on the strategic imperatives.

MINUTES

• Minutes were reviewed by Monica Menzel. A nominal change of time from am to pm was noted for meeting start/end
times. Don McNeely moved to accept the minutes with this change, seconded by Clif Miller. Motion carried.

FINANCIALS

• Mr. James Estes reviewed the financials. Mr. Estes informed the Board that the revenue for the YTD period ending
December was $726K against a budget of $645K. The Expenses actuals were $942K against a budget of $965K.

• NMSDC issued a bonus check in the amount of $68K in October based on performance as a top tier Council ranked
# 2 in the Country.

• The P&L for 2018 was positive at year end by over $30K, excluding the NMSDC $68K bonus.
• Approximately ($100K) has been spent toward 45th anniversary.
• James Estes and Margo Posey introduced new bonding program for construction MBEs.
• Clif Miller made motion to accept Financials which was seconded by Betty Manetta. Motion carried.

• It was noted that 26% of Council spend was with MBE. In-kind contributions of $142K received in 2018.

CERTIFICATIONS

• Ms. Margo acknowledged the certification committee for their help and reviewed the Certification Board report. New
MBE Certification: 26; Out of region Subscriber=9, 0 new and 9 renewals

• It was highlighted that the average cycle time is 27 days.
• Ms. Betty Manetta made motion to accept certification report which was seconded by Ms. Silvana Rosero. Motion

carried.

CONSENT AGENDA/REPORTS.

• Buy Those that Buy Us – Ms. Terri Quinton provided background on BTTBU including the requirements for
submission for recognition consideration.

• Inclusive Supply Chain Working Group – Clif Miller gave preview of upcoming Quarterly Buyers Luncheon. The
first quarter will be focused on Technology/AI disruption.

• MBEIC – Ms. Betty Manetta provided some background MBEIC structure and objectives. Betty referenced the
report included in meeting materials. Recent planning meeting with Margo resulted in calendar that is currently
pending. Betty also referenced upcoming events.

PRESIDENT’S REPORT

• Ms. Margo Posey referenced the Council Dashboard and the Council at work
• Margo reminded the board of the member management tool. Training has been offered and online access will be

granted.
• Margo referred to the documentation that is required from all board members to be signed before February board

meeting
• Margo also reminded board dues and membership due by February 28th.
• MBDA continues to work and are employees of the Council and are not affected directly by government shutdown.

Drawdowns have not been available since December 15th.
• NMSDC: Annual leadership meeting in January was pushed to February in San Francisco.
• Margo introduced rollout of DFW Bonding Experience
• Margo reviewed MBDA Business Center report.
• Heather Herndon-Wright shared with the board about the upcoming 3-part series on the Hiring the Best – best

practices for hiring talent.

BRAGS

• Margo thanked Don McNeely for inclusion in MBNTEXAS magazine. Terri Quinton thanked staff for work on
successful board installation event.

MBEIC REPORT FEBRUARY 2019

The MBEIC leadership participated in the new member orientation on February 5, 2019, and
encouraged new member participation in MBEIC events as well as all other events.

The MBEIC leadership met and outlined the plan for 2019 programs. In addition, MBEIC leader
participated in the Inclusive Supply Chain Working Group (ISCWG) to discuss potential programs
that is beneficial for both MBE’s and buying entities.

On February 20, MBEIC and MBE board members will hold their first event. It will be a
networking meeting and will be held at the Council. This is an afternoon/evening event. The
MBEIC leadership will introduce the new slate and the MBE Board Members to stimulate
conversations and find areas for potential business opportunities with each other or
collaboration for large projects.

Upcoming Events:
February 25-27 - NMSDC Leadership Meeting (San Francisco, CA)
March 20 – MBEIC Healthcare Procurement event at UNT Health and Science Center – Fort
Worth, TX.

D/FW MSDC ACCESS BUSINESS EXPO 1-ON 1 Opportunity Matchmakers open March 1st.
Buyers, contract administrators and end-users meet with D/FW MSDC certified suppliers on
potential near term projects and opportunities to bid/consideration.

MBDA There are ten Federal Holidays recognized by the United States Government. On these

days, all non-essential government offices are closed federal employees receive a paid day off.
As part of our grant specifications the D/FW MSDC must recognize this policy and the MBDA
office is closed. My MBDA staff met and chose without notice to me that they would work on
Monday to ensure they would be ready for this year’s grant close out on March 31st

MBIPP PUBLIC POLICY DAY Congratulations to Clif Miller co-founder of the Minority
Business Institute for Public Policy for the best session since the inception of the organization
in 1997. The D/FW MSDC since inception has been a partner and has provided past funding
ssuppot. Dallas had 2 buses of attendees leave the Council on Feb.12th. Salute to Clif,
Carmen Garcia (co-founder,DART) AND Andrew Nash Logistics drector for a great session. At
least 10 representatives came and spoke before the group during session or at the reception.

ACCESS 2019 is designed to provide value to our Buying Entities and increase
business opportunities for our certified MBEs. The 1-on-1 meetings will provide
your representatives sourcing services for near term opportunities and to
actually visit with potential suppliers/providers. We are requesting your buyers
attend and participate in pre-scheduled 1-on-1 business meetings with our
certified D/FW MSDC MBEs at ACCESS 2019.
The New Members Management tools and the 1-on-1 matchmaking software
which will make the process easier and smoother for you and your buyers. We
will work closely with you and your buyers to ensure the requested 1-on-1
meetings are scheduled and you and your representative have complete and
detailed information starting April 19, 2019.
To receive optimum results from this new tool we need your help.
1-on-1 sessions will take place in the morning and afternoon of Tuesday, May
8th. Sessions will last 10 minutes each with 5 minutes in between each
session. Attached is a list of our current certified MBEs including their company
name, NAICS code and business description to help you identify which MBEs
you and your buyers may want to schedule a 1-on-1 meeting with.
(PLEASE NOTE: This data is proprietary & confidential to D/FW MSDC members
– DO NOT share beyond the scope of this event.)
The process is EASY:
• Send the attached list of D/FW MSDC certified MBEs to your buyers
immediately
• Ask buyers to pre-select MBE companies your buyers would like to meet
with, where they have near term opportunities through the end of the year
• You are also welcome to send us commodity/product/service specific
queries, if you prefer and we will respond with a list of MBEs.

The list should include the Buyers Full name, Company Name, email, phone
number and the MBE they would like to meet with. We will assist the buyers
with scheduling and selecting the suppliers using the online MMT and One on
One Software.

It’s important that you send this email and MBE list to your buyers as soon as
possible. Please send us the specific MBEs that your buyers have identified they
want to meet with no later than March 15, 2019. Send your list to

Your help and assistance this year is critical to ensure successful 1-on-1
sessions. Please note that we encourage you and your Buyers to also
participate in our Roundtable sessions at this year’s ACCESS Expo – stay tuned
for more details on Roundtables coming soon. See you at ACCESS 2019!
