Message From the
Chief of Police

On behalf of all of the dedicated members of the Auburn Police
Department, I would like to welcome you to the our 2014 Annual
Report. Our mission at the Auburn Police Department is to provide
professional law enforcement services to our community. We
accomplish this by hiring quality individuals, who share our core
values requiring courage, honor, integrity and professionalism in
all that we do. We are committed to providing a safe community
environment for the people who not only call Auburn home, but also
those who shop, visit, or travel through our city. The Auburn Police
Department prides itself on our ability to be pro-active in our service,
as well as on our reactive capabilities. All Department members
are dedicated to helping our citizens improve their neighborhood
environments, thereby improving their qualities of life.
The Auburn Police Department experienced great improvements
and advancements in 2014. As the 15th largest municipal police
department in the state, we were one of the first agencies in King County to receive hand-held fingerprint scanners.
King County AFIS supplied us with this technology which allows officers to quickly identify subjects while still in the
field. In addition, Auburn was one of 6 agencies in all of King, Pierce and Snohomish counties, to be included in the
state of the art, Regional Facial Recognition Photo Technology Project. This project utilizes technology that will greatly
increase the solvability of many crimes, by assisting us in identifying suspects. In addition to helping us solve crimes,
we expect that it will deter criminal activity, as its use becomes more widely known among individuals who participate
in illegal activities.
The City of Auburn is an exceptional city, and the efforts of our police officers, civilian support staff, volunteers, citizens
and the steadfast public safety support from Mayor Nancy Backus and the City Council have made a positive impact
in our community. I can assure you that we will continue to be responsible to the needs of our citizens, with the
professionalism of a dedicated staff.
In conclusion, this report reflects the hard work, outstanding accomplishments, and professional services provided
by the men and women of this agency. As Auburn’s Chief of Police, I am proud of our dedicated employees, history,
community-oriented programs, and the progress we have made throughout the years, as well as the vision of an even
better Auburn.

Assistant Chief Pierson

Assistant Chief Pierson was hired with the City of Auburn in 1990 and
was assigned to the Patrol Division where he was awarded the Medal
of Distinction while in field training. In 1993, Assistant Chief Pierson
became the Auburn Police Department’s first Community Policing
Bicycle Officer.
In 1994, he was appointed as a Narcotic Detective and served on the
SWAT Team as a Marksman for 5 years. In 1997, he was promoted to
the rank of Sergeant where he supervised the Field Training Unit.
He is a certified Firearms Instructor and in 1998 became the Range
Master for firearms training in 2002. Pierson was then assigned as
the Special Investigations Sergeant where he supervised narcotic
investigations and proactive detectives investigating vice crimes. He
was also head of the Inspectional Services Unit where he obtained
state and federal grants and investigated Internal Affairs issues.
Pierson was promoted to the rank of Commander in 2005 and was assigned to the Patrol Division where he managed
seven sergeants, the Field Training Unit, defensive tactics and firearms training. He was then re-assigned to the
Support Services Division where he managed the Training Unit, Community Response Team, DARE and Accreditation.
He earned his Bachelor of Arts Degree in Sociology with an emphasis on Public Policy, Law and Social Control from
Washington State University and is member of the Auburn Kiwanis, a 2005 graduate of the Leadership Institute of
South Puget Sound and a graduate of the FBI National Academy.

Administrative Assistants

Terry Mendoza and Heather Shaw both started with the Police Department in 2012 and are responsible for
providing direct support to Chief Lee and Assistant Chief Pierson, as well as the department’s Command
Staff. Their duties vary and include accounts payable and budget processing, payroll, training and travel
coordination. They are also responsible for social media, office supply, fleet supply, contract coordination,
employee performance evaluations, employee welfare, and general support.

In 2014, Auburn Police Officers responded to 88,306
CAD incidents and completed 18,174 case reports. Officers
made 5,189 arrests, with 2,940 of those arrestees being
booked into the SCORE Jail, and officers issued 9,221
infractions/citations. All of this activity accounts for only
a portion of the personal contacts with our community
members that are made by our police officers throughout
the year.
As outlined in the Auburn Police Department Manual
of Standards (MOS), the CIA system provides a uniform
means of reporting, investigating, and documenting
Commendations, Inquiries, Allegations of Misconduct and
Collision Reviews.
A Commendation is used to recognize actions or
performances by members of the police department who
act or perform in a manner that is outstanding or beyond
what is normally expected. The Commendation process
recognizes employees for Professionalism, Exemplary Job,
Exemplary Actions, Life Saving and Heroism.
During 2014, there were 52 commendations awarded to
a total of 126 employees. Of those, 10 were generated from
within the department, and 42 were generated from citizens,
businesses and those in the law enforcement community.

The Patrol Division is the Department’s largest division. In 2014, Commanders Colglazier and Caillier led a staff of 6
Patrol Sergeants, 58 Patrol Officers, 1 Traffic Sergeant, 4 Motor Officers, 1 Collision Investigator, 2 Mall Officers and 2
Parking Enforcement Officers. Additionally, they are responsible for on-going crime and related problem solving in
their respective sectors. Commander Colglazier directed the Department’s SWAT Team, K9 Unit and Field Training staff.
Commander Caillier directed the Defensive Tactics & Range Staff.

Traffic Division

The primary responsibility of the traffic officers is traffic enforcement and collision investigations. Advanced expertise
includes Technical Collision Investigation, Collision Reconstruction, and Drug Recognition Enforcement. The Traffic
Unit is also responsible for the Red Light Photo Enforcement Program. Patrol’s Traffic Division investigated 1,308 traffic
collisions in 2014.

Sergeant James Nordenger led the Traffic Division which consists of 4 Traffic
Officers and two Parking Control Officers. Sergeant Nordenger has over 16
years of experience and is a current Defensive Tactics Instructor.

Conner. Their primary responsibility is to enforce
the parking ordinances of Auburn and respond to
abandoned vehicle complaints. In 2014, the Auburn
Police Department wrote 5,238 parking tickets in the
City of Auburn.

Response Times

The year 2014 was again a very busy year for the Patrol Division. Despite many challenges to maintain optimum
staffing levels, response times for priority 1 calls (potentially life threatening) were 3.71 minutes.

Investigations Division

The Investigations Division remained very busy in 2014. However, new felony cases assigned to the Division
decreased by 6% compared to the previous year. All felony cases are assigned to a detective for review whether or not
there is actual suspect information.

3,821 investigations with 1,195 of those being major crimes. There were 2,308 Property Cases assigned and 318 SIU

Volunteer Program

The Auburn Police Volunteer Program remained very vibrant and supportive in 2014. 26 volunteers contributed 3,154
hours throughout the year supporting numerous community program events, as well as many of the above listed
Citizens on Patrol missions. The Citizens on Patrol (COP) division of the volunteer program drove 4,609 miles in 2014.

Along with the Citizens on Patrol division, we also have volunteers who help victims of domestic violence and
victims of other crimes. Volunteers also assist the department with projects of many different levels. We are
actively seeking new volunteers, for more information on volunteering with the Auburn Police Department,

Records Division

The Records Division consists of a manager, 2 supervisors and 7 specialists. The
Records Division processed over 18,174 police reports in 2014 and is responsible

Reporting System (NIBRS). In addition, they process warrants, court mandated orders,
and concealed pistol licenses. The records division also provides fingerprinting
services.

Records Supervisor The evidence room is staffed by evidence technicians
Jean Price Lisa Davies and Beth Bergeon who are responsible for
the proper storage, disposal, and destruction of all the
evidence and property taken into custody by the Auburn
Police Department. The evidence technicians received
7,132 items in 2014 and disposed or destroyed 7,918 items.
The evidence technicians perform laboratory examinations
of marijuana and are responsible for submitting all other
evidence to the state crime lab for analysis.

In addition to processing 18,174 case reports, the Records Division processed thousands of citations, infractions, arrest
warrants and protections orders, Additionally, the division processed 1,007 Concealed Pistol Licenses (CPL).

The Auburn Police Department supported the City and greater law enforcement community with a variety of well
trained and equipped specialty units. They include, but are not limited to, the following:

The SWAT team trains three times a month and completes a team training week every year. The team was called out to
execute 70 actual missions during 2014.

Specialty Units

The Auburn Police Honor Guard performs in The Auburn Police Department has two K-9 Units.

Animal Control

Animal services in the City of Auburn are provided by the Auburn Police Department’s Animal Control officer. If you
are experiencing a life-threatening animal-related emergency, call 911.
For non-emergency animal control service, please call
253-931-3062. Animal Control Officers respond to the
following requests:
• Vicious animal complaints
• Animal bites
• Disruptive animals
• Injured animal rescues
• Dead-on-arrival livestock/cats/dogs
• Police department calls for assistance
• Loose livestock on roadways
• Aggressive or sick animal pickup
• Animal cruelty investigations
• Wildlife in the living area of a home

Animal Control Officer Winner completed 1,519 calls for
service in 2014. He has been in the Animal Control field for
the past 11 years, and has four years experience as an Animal
Control Officer. Animal Control Officer Winner completed a
B.S. in Biology from Central Washington University in 2005.
He has been employed with the City of Auburn, as such, since
Dec. 2012, and he was previously an officer for the City of
Indianapolis. ACO Winner owns an Australian Cattle Dog/
Alaskan Malamute mix, and two cats.

Muckleshoot Officer

In June of 2014, the Auburn Police Department enhanced our relationship with the Muckleshoot Tribe with a new law
enforcement partnership. The department now has a Muckleshoot Indian Tribe Officer assigned as a full time liaison
with the Tribe and the King County Sheriff’s Office Muckleshoot Detachment.

The Auburn Police Department worked with the King County
Sheriff’s Office and Muckleshoot Tribal Council to select the best
fit from a pool of candidates from Auburn Police Department.
Officer Stephanie Bennett was selected to be our first MIT
Officer and has been paving the way for this new partnership
since June. Officer Bennett is primarily responsible for incidents
involving tribal members inside the city limits. Officer Bennett
also assists King County Deputies outside the city limits on
Muckleshoot related matters. Officer Bennett interacts with the
Sheriff’s Deputies each day to complete joint projects, as well as
interacting with the Tribal Council and other members to be a
resource from the city. Officer Bennett has office space at the
new community building at Auburn Way South and Fir Street.
Officer Bennett has been with the Auburn Police Department
since 2011 and has donated some of her spare time to the
Make-a-Wish Foundation, Special Olympics, as well as serving
on the board of the Auburn Police Officers Association. Officer
Bennett is excited for this opportunity and is looking forward to
working with the community members and businesses on the
Muckleshoot reservation.

CRT The Community Response Team is a significant resource
within the police department to problem solve. Problem
Officer April Clapp solving and reducing crime is addressed through
Officer Jason Blake tracking all rental property throughout the city and
taking an active role in enforcing the Multi-housing
ordinance. CRT Officers review police activity through
reports and crime analysis to identify on-going issues/
problems and coordinate efforts utilizing all city, county
and state resources. CRT Officers make every effort to
make contacts in the city through community meetings
and Blockwatch efforts. Additionally, CRT Officers play a
large role in collecting and tracking gang intelligence and
activity.
CRT Officers perform a slightly different role from officers
in the Patrol Division, as they are able to be more pro-
active in their duties, however are in uniforms and
assigned patrol vehicles. CRT Officers are visible in the
community and take an enforcement role to address
problems that are identified and will work with the Patrol
Division in a collaborative effort.

False Alarms

In 2008 officers responded to 1,655 false alarms. In July of that same year, the City of Auburn adopted a
comprehensive false alarm ordinance. For 2014 there was a 36% decrease in false alarms since the program inception.
The fewer alarm calls freed officers to spend more time proactively patrolling their districts or decreasing response
times for valid calls for service.
