PUBLIC SAFETY TRAINING COMPLEX, PHASE I - LAW ENFORCEMENT FIRING RANGE | STEPHEN BORUFF ARCHITECTS & BALFOUR BEATTY

PALM BEACH STATE
COLLEGE EXPERIENCE

Law Enforcement Firing Range, Phase 1
Public Safety Training Center, Palm Beach State College

LAKE WORTH | FLORIDA
OCI Associates, Inc. provided complete mechanical, electrical, plumbing and fire protection
engineering design services for Public Safety Training Complex. The project was completed
in three phases and sits on 17.9 acres and integrates Fire Science, Criminal Justice, EMT and
Paramedic Academies.

Phase I involved a Law Enforcement Firing Range Building that is the centerpiece of the building
with two 12-lane firing ranges, one for side arms training and the other for both pistol and rifle firing.
The interior walls and the roof of the range are constructed of reinforced concrete and a bullet trap
at the end of the range captures the slugs. A control booth can adjust conditions on both ranges
to reflect real-world conditions—nighttime or low-light situations, or simulate flashing blue and red
lights from police cruisers.

The training building contains a multipurpose classroom, where instructors can teach classes and
police academy cadets can disassemble and clean their firearms after shooting in the ranges.
The new building is used to train criminal justice cadets for law enforcement positions and for the
continuing training and education of officers employed by local law enforcement agencies. OCI
Associates, Inc provided complete mechanical, electrical, plumbing and fire protection engineering
design services for the building.

Fire Training Tower & Defensive Driving Course, Phase II
Public Safety Training Center, Palm Beach State College

LAKE WORTH | FLORIDA
OCI Associates, Inc. provided complete mechanical, electrical, plumbing and fire protection
engineering design services for Public Safety Training Complex. The project was completed in three
phases and sits on 17.9 acres and integrates Fire Science, Criminal Justice, EMT and Paramedic
Academies.

Phase II of the project is a five-story fire tower, classrooms for the fire academy and criminal justice
students and facilities for EMS and EMT programs. The $3.2 million project involved a five-story Fire
Academy Training Tower, a three-story Burn Building, Observation Platform, a 4.5-acre Defensive
Driving Course (skidpad), a Prop Field including LP Gas Props, a Vehicle Extrication simulation area
and several emergency response scenario drill areas.

One distinctive feature is the tower’s high-rise alarm system, which tells the status of the heat and
smoke detectors and water sprinklers on each floor. It mimics those found in high-rise buildings, but
with one difference: the tower’s system is programmable, allowing instructors to preset conditions for
different fire scenarios. Trainees won’t know what to expect and will need to evaluate alarm status on
the spot. Alarm sounds and strobe lights add to the realism of the training.

All training employs redundant safety measures and mannequins. Other features include a fully
operational elevator covering three of the five floors, allowing for simulations involving passenger
rescue; an isolated fourth floor will be used for rescues of trapped victims from confined spaces; a floor
cutout on the fifth story allows for exercises involving floor breaks that often endanger firefighters as
well as victims; and the tower’s roof has davits for hoisting tools and equipment, or hanging scaffolding
to simulate a scaffolding rescue
