Senguttuvan and Dr.K. M. Abul Hassan, who have been not onlygreat leaders but also very pleasant people towork with. They have guided us, given us afree hand to work, and constantly supportedus in every way. I must also mention my dearFinance Secretary, Dr. S. Gowri Shankar, whohas always been supportive. I personally thankour Immediate Past President, President,President Elect, Vice Presidents, JointSecretaries, Assistant Secretaries, and all theOffice Bearers of the wings and schemes, andall the standing committees, Past Presidents,and all our fellow members for their guidanceand support. My special appreciation goes toour office staff in Chennai and Coimbatore fortheir continuous support.I am happy to share that, as Secretary, wemade multiple representations to thegovernment in the last two years along withmy team, and impressed upon the fact that themajority of hospitals in Tamil Nadu are smalland medium-sized OPD centres, whichcontribute to more than 80% of the entirehealthcare infrastructure in our state. Theserepresentations have enabled us to achievemany important outcomes and have paved theway for us to represent on various governmentcommittees related to healthcare. We have alsosucceeded in obtaining representation of ourIMA lady members in the enquiry committeeconcerning any lady doctor — a landmarkachievement that helps de-stress lady doctorsfacing enquiries in the government.I thank the officials, especially our HealthSecretary, DMS, Mission Director Dr. ArunThamburaj, Dr. Meenakshi Sundari, and manyother officials both in the Secretariat and acrossoffices who have understood our concerns andsupported us in pursuing the right things thathealthcare richly deserves today.One of the landmark achievements is thelatest Minimum Wages G.O., which was issuedin May 2025 following our collectiverepresentations in various committees. This hadbeen pending for a long time and has nowreached a logical conclusion; it will not onlymake healthcare more sustainable but will alsoensure reasonable wages for the healthcareworkforce. I personally thank everybodyinvolved in the representations that made thispossible.Another very important achievement is thelatest Fire G.O., which enables us to obtain alicence for three years and has simplified manyaspects, including third-party certification.Kindly go through the orders and also the order
November 2025 05we received in 2022, which does not mandatea ramp for hospitals constructed before thatdate.The Insurance Summit we conducted hada large impact and has brought us into furthernegotiations with insurance companies. Iappreciate Dr. A. K. Ravikumar, who wasinstrumental in the costing study and inpreparing the costing template. My appreciationto the NHB Office Bearers, especially Dr.Rangaraj, for travelling with me to variousforums. We represented our concerns to theGeneral Insurance Council, and because of ourrepresentation we have obtained a grievanceredressal forum in our state on certain aspects,which is undergoing continuous improvement.We also represented to IRDA officials inmeetings in Mumbai and Bangalore andparticipated in the Insurance Summit conductedby the CII in Bangalore. We have givenrepresentations to the Government of TamilNadu to increase the CMCHIS rates and haveinsisted that it be done using a scientific format.The same representation has also beenforwarded in national forums.We participated in the Ayushman BharatDigital Mission meetings held in Coimbatoreand Chennai, and raised our concerns regardingdata security and the way forward.We responded to several crises faced byour member hospitals, and I personally thankthe Branch Presidents and Secretaries whorepresented crises at the branch level andmanaged to bring the culprits to account underAct 48. My sincere appreciation to all of them.We represented to the government theproblems faced under the PCPNDT Act andhave also raised concerns about certainprovisions where we experience harassment.In association with the Tamil Nadu MedicalCouncil and our IMA AMS, we are developingstandardisation of case sheets along withspecialty organisations. We appreciate Dr.Muruganathan, Dr. Siva Rama Kannan, andofficials of TNMC, together with our AMSChairman Dr. Rajesh Babu, for taking thisforward.We had a series of meetings with our DMSand JD (Acts) on CEA issues, and had animportant meeting where it was agreed toprepare for decriminalisation of various clauses— work that is currently underway.Another landmark achievement is thedigitalisation of membership payments — fromlife membership to all the wings and schemes.This has revolutionised the payment processand made it very convenient for our membersto make UPI payments and use net banking. Ipersonally thank all the wings and schemes,Secretaries, Finance Secretaries, and officestaff for accepting and implementing thischange for the benefit of our members.We have addressed all GST notices. Wehave started to pay TDS and have completedTAN number registration. Thanks to ourInternal Audit Committee members, especiallyDr. R. Gunasekar and Dr. A. K. Ravikumar,for their continuous scrutiny, which helps usfunction effectively and streamline ouraccounts. My special thanks to our FinanceStanding Committee Chairman, Dr. B. Sridhar,for meticulously reviewing the accounts, andto all FSC members and invitees for theircontributions in the interest of IMA.The election software was upgraded, andfor the first time we have created a separateWhatsApp Business account where allmembers will receive messages regardingelections and important matters for circulationfrom IMA. This has increased voter turnout,as is evident in the current election. This hasalso become a mechanism for all the wings andschemes and for IMA to circulate importantinformation to our members’ benefit throughWhatsApp.We have also developed a databaseintegrating NHB, PPLSSS, and FSSmembership district-wise and branch-wise, sothat district coordinators can contact non-
November 2025members and help them become members forthe growth of our schemes and wings.We represented IMA to the Tamil NaduTourism Development Corporation regardingmedical tourism at their event in Chennai,stressing that many hospitals outside Chennaiare capable and willing to cater to medicaltourism. We requested a more horizontaldistribution across the state for medical tourismopportunities.We have represented in all NHM meetings,and I personally thank Dr. Arun Thamburaj,Mission Director, for the deliberations and formaking IMA part of all the meetings. IMA isnow part of the Transplant Committee andCTCL (Clean Tamil Nadu Company Limited)under Dr. Uma IAS with regard to solid wastemanagement. We are also associated with theBureau of Indian Standards, which is in theprocess of standardising hospital bills, and weare exploring other ways to standardise smalland medium hospitals.Last year, we had many landmarkprogrammes like the Jeevan Program, whichwas inaugurated by our Honourable ChiefMinister. This project was a brainchild of Dr.K. M. Abul Hasan; under Dr. P. Senguttuvan itwas expanded to attempt an India Book ofRecords entry by adopting the entire village P.Ramachandrapuram. My appreciation to IMASivakasi for conducting the training program andto RK Charitable Trust for sponsoring the event.We also launched the Doctors Citizens Forumin Chennai and in various branches across thestate. Aatral, AASAN, BEACON, walkathons,and other initiatives were all very successful.I appreciate the local branches who hostedthe State Council Meetings in the last two years,and those who hosted our FSS, PPLSSS, NHB,AMS, CGP, drug awareness programs, and allthe events conducted by the wings, schemes,and standing committees of IMA Tamil NaduBranch.Our guest houses in Teynampet and Chetpethave been renovated — thanks to Dr. Saravananfor overseeing the process and PPLSSS for thefinances. Our dream of purchasing property forour headquarters is in progress, and we hopethis year or next we will be able to secure ourown property in Chennai. I thank the PropertyPurchase Committee members for theircontinued support. The defamation suit againstthose who are demeaning IMA and FSS is alsoin progress as per the advice of our ExecutiveCommittee.My sincere thanks and appreciation to ouradvocate, Mr. Anand David, for his continuoussupport and availability whenever we soughtclarifications and legal support, which he hasprovided despite his busy schedule.There are a lot of challenges in our practice,and I am really thankful that God gave me theopportunity to serve as Secretary for two years.This role allowed me to represent issues andunderstand their gravity, so that collectively wecan work to make things better for the nextgeneration entering our profession.Last, but not least, I personally thank mywife, mother, and daughter for loving andsupporting me while I dedicated priority time tothe activities of IMA over the last two years.I am enclosing a brief list of importantmonthly events in which I participated duringmy term for your reference.I thank each one of you for giving me thiswonderful opportunity to serve you as yourhonorary state secretary, and I hope that I havedone justice to the confidence you all entrustedto me. GowriShankar as Finance Secretary, and the team, we willtry to do everything within our capacity to takeIMA’s name to greater heights and also to solve theburning issues we face in day-to-day practice.We have already started lobbying for ourproblems such as the Clinical Establishment Act,Minimum Wages, Insurance Rates, and so on. Werequest all our members to follow the guidelinesgiven by IMA with respect to the common issueswe face, so that together we become a strong forceand fight for our rights for a peaceful medical practice.Our President has given several noble projects,and we will try our best to implement themsuccessfully. We are also working closely on ourburning issues that need attention.To support the Government of Tamil Nadu inhandling the health crisis, IMA TNSB decided at theSCM meeting in Erode on 10.12.2023 to donate fiftylakhs to the Government of Tamil Nadu and toconduct camps for affected people in the state andparticipate in infection control measures initiated bythe Corporation of Chennai and the Government ofTamil Nadu. Chennai Flood Relief: The donation of Rs. 50 Lakhsto the Tamil Nadu Chief Minister’s Chennai FloodRelief Fund from the IMA TNSB Action Fund wasapproved by the Executive Committee. Rs. 10Lakhs from the Action Fund was already approvedin the 319th State Council Meeting at Erode, andthe remaining amount was to be raised from thebranches. Donations from wings and schemes canbe considered if branch collections areinsufficient. IMA HQ Legal Fund: We received a request fromIMA HQ for contribution of Rs. 5 Lakhs for theLegal Fund, and the Executive Committee resolvedto request PPLSS Scheme to provide the amountto the Legal Fund. IMA HQRS Building Fund: We also receivedintimation from IMA HQRS for voluntary donationof TA & DA by the CWC members of Tamil NaduState to the IMA HQRS Building Fund. The StatePresident requested all CWC members tocontribute. It was resolved to raise the Building Fund oncefinal details regarding sponsorship of a room inthe HQ Building in the name of Tamil Nadu Statewere announced — with a proposed contributionof Rs. 2 Crores. Executive Committee approved a discounted feestructure for new IMA Life Membership Fees fromJanuary 5th, 2024 to February 4th, 2024 – (LifeSingle – Rs. 13,275; Life Couple – Rs. 20,355; Singleto Couple – Rs. 6,668). We convened an emergency ExecutiveCommittee meeting the same day and resolved tohold a strike from 6 PM on 13th November to 6 PMon 14th November. During this period, onlyemergency services were functional in the privatesector. We stood in full solidarity with governmentcolleagues. I commend all branches forparticipating in the protest and ensuring that ourvoices were heard.Looking ahead, we have a crucial meeting withthe General Insurance Council in Mumbai to discussongoing issues between hospitals and insurancecompanies. I congratulate all theawardees and next year should see more branches compete forthe awards.On 16.10.2025 - The day was very busy with three scheduledprogramFSC meeting was held in the morning and it was a thoroughanalysis of the accounts of the state office, wings and schemes.Senior leaders gave good guidance. I take the opportunity tocongratulate the office bearers of IMA TNSB, wings andschemes for the excellent efforts and extreme cooperation. Ifwe continue maintaining the current standards there shouldnot be any issues in future. I thank them all for their cooperationand support. In the afternoon I took part in the annualconvocation of Paramedical wing where more than 800 studentsgraduated. Well done IMA Paramedical team and team IMATNSB. In the evening, I joined our CMA PresidentDr. J.A. Jayalal and our President Dr. P. Senguttuvan to attendIMA Coimbatore CME cumteacher’s award function. Great work by State team and IMACoimbatore.Next month we will be having our NHB meet inRamanathapuram for the South Zone. Then our FineArts Final in Hosur followed by the Annual StateConference TIMACON in Karaikudi. We expect youall there in great numbers and meet you all there.Now I take this opportunity to thank myPresident’s Dr. K.M. We hadbeen uplifted the paramedical courses in termsof academic, no. of Institutions, No. of studentsetc. Around 170 registered Institutions are withus, out of which around 100 institutions haveenrolled 2100 students for the year 2025-26.To improve the quality of the training, we haveintroduced the online classes in every Thursdaybetween 1 pm to 2 pm. The experts, EminentPrincipals/Faculties used to take the class. Thetwo Term tests and a model exam is conductedto make the students to thorough their subjectstaught. The required study materials weresupplied without fail. The faculties have beeninstructed to take the class as per the Termplan prepared and supplied. Every institute haveto follow the term plan for the teaching and toconduct the term test/Model test etc.The existing Institutions, which were duefor renewal were inspected and issuedaccreditation. Newly approved institutionswere also issued with accreditations.Every Institute should have trained regularfaculties. It is observed that few institutionshave inadequate faculties and the students havesuffered without proper training. IMA TNSBis finding difficulties even to contact the contactperson for any administrative reasons. TheInstitution/Contact person should have a contactwith IMA TN Paramedical Wing through phoneand WhatsApp.The Hospital applying for a Paramedicalcourse should have updated Nursing homeboard certificate and min. 20 beds vide ClinicalEstablishments Act Certification. The Doctorin-charge of the paramedical programme mustbe a member of IMA. The seats allocated isnormally 1/3 of the bed size and therecommendation of the inspecting officer andthe facilities available.It is instructed that every Institute shouldattend all the online class, irrespective of thesubject taught. It is expected, the classteachers/ faculties to encourage the studentsto concentrate the class and respond to the stafftaking class and not to disturb the class duringthe lecture. Please keep the audio visuals(Computer/Laptop/LCD etc.) and broad bandready with good signal strength.The Convocation for the passed-outstudents was held on 16th November at IMAHall Coimbatore. Earlier, in the morning 11 am,Dr. S. Nehru, Chairman Paramedical Wing wasreviewed the paramedical institutions and

In the afternoon 3.00 PM theConvocation ceremony commenced with thestudents’ holding candles on and marched tothe Ceremony Hall. Chairman Dr. S. Nehruwelcomed the VIPs gathered on the stage andthe participants on the hall. Lot of students andinstitutions were participated the ceremony.Paramedical Secretary Dr. V. Saravanannarrated the list of events for last two yearsand requested the State office to give dueimportance to grow further. State PresidentDr. P. Senguttuvan was the chief guest whoadvised the students to serve the communitywith patience and care. Hony. State SecretaryDr. S. Karthick Prabhu encourage the studentsserve well and wished them success. StatePresident issued certificates to the passed-outstudents.
