The New Year was dawn with my visit to many IMA Branches along with my team for New Office Bearers Installations&New Year celebrations namely at Dharmapuri, Kumbakonam, Jayamkondam, Tiruppur, Coimbatore, Chennai South, Gobichettipalayam, Ramanathapuram. We were very happy to have warm reception, donations for CM Flood Relief Fund also New IMA Membership & FSS Membership. I wholeheartedly thank them for their contributions. The journey to meet our members is still going on. We tried our best to engage our members in this one month time through one IMA Connect – President’s Talkand three executive meetings on several issues. It is our resolve to take everyone into our decisions which are very transparent & participatory. Thank you all for joining those meetings. We had been to Delhi to attend State President & Secretaries meet and discussion about our gain points & pain points. It was a very useful meeting. Membership Drive: As you all know that we have a discounted fee for IMA Life membership, I believe we have this golden opportunity to make more members this time and become number one in India with regards to number of members. Jeevan Programme: I request all the branches to organises Basic Life Support Workshop (CPR) for Public either in your own hospitals or deep into the community. You can procure a mannequin which are available for 6000 to 7000 rupees each and start the programme. We will provide extra mannequins if needed. We will have a mega one day BLS workshop event for Police will be Inaugurated by our Chief Minister very soon. Standing Committee of IMA TNSB: I invite all the Standing Committee Chairmen to organise their first Zoom Meeting and present their roadmap of action and I will be happy to guide the committees. We must start working at the same time I can see much enthusiasm among committee members to work with us. IMA Mental Helpline: IMA TNSB launched Mental Helpline called IMA ESCORT - 24 x 7 Mental Health Helpline for Doctors & Medical Students on 20.12.2023. Calls related to Stress about Hospital work, NEET PG Attempt, Stipend Issue, Post Covid MI Depression, Seniors Toxicity are received everyday and 8 young doctors are undergoing counseling. CWC Meeting in Chennai: I am very happy to share with you that IMA HQ has allotted the next CWC meeting to us, that will be held on 13th& 14th April 2024 in Chennai. Resolution passed in the 1st IMA TNSB Executive Meeting held on 08.01.2024 – 5 pm on Zoom Chennai Flood Relief : The donation of Rs. 50 Lakhs to Tamilnadu Chief Minister’s Chennai Flood Relief Fund, from the Action Fund of IMA TNSB was approved by the Executive Committee. Rs. 10 Lakhs from the Action Fund was already approved in the last 319th State Council Meeting at Erode and the remaining amount to be raised from the branches. Donation from Wings and Schemes can be done if the donation from the branches are not sufficient. IMA HQ Legal Fund : We received request from IMA HQ for contribution of Rs. 5 Lakhs for Legal Fund, and the executive committee resolved to request PPLSS Scheme to give the amount to the Legal Fund. IMA HQRS Building Fund : We also received intimation from IMA HQRS for voluntary donation of TA & DA due to the CWC members of Tamilnadu State to the IMA Hqrs Building Fund. State President requested all the CWC members to do so. Also it was resolved to raise the Building Fund once we get a final announcement with regards to sponsorship of a Room in the HQ Building in the name of our Tamilnadu State by contributing Rs. 2 Crores. Executive Committee also approved the discounted fee structure for new IMA Life Membership Fees from January 5th, 2024 to February 4th, 2024 – (Life Single – Rs. 13275, Life Couple Rs. 20,355, Single to Couple Rs. 6,668). IMA TNSB State Office also requested Executive Committee Members to extend full support for increasing the membership of IMA FSS. As the year started on January 4th myself, Our Hony. State Secretary Dr. S. Karthick Prabhu and all our Vice Presidents went to Theni State office to get the official handing over of all accounts and documents. We checked all the necessary documents and account details and got the handing over from Dr. N.R.T.R. Thiagarajan our Immediate State Secretary. Still the accounts are not transferred to Coimbatore due to Pongal holidays. By the time everyone reading this letter I think it will be get transferred. This month with our President and Secretary we are covering all corners of our State and attending the installation ceremony of the various branches. So totally so far roughly 60 - 70 members joined in FSS.These were the money collected from branches during Installation Functions. Our National Headquarters have announced 25% discount in New membership enrollment fee.so we should make use of it to increase our strength.All of us should take necessary steps to utilize this. Star Health Insurance will not force the Hospital to give discounts on the agreed existing package rates. However, for other than package rates, they will negotiate with the Hospitals. 2. Once the preauthorization has been approved, Star Health Insurance will settle the entire amount. 3. Once the costing study of IMA has been accepted by IRDA and GIC, Star Health Insurance will agree to those rates. 4. Grievances Redressal Committee will be formed with IMA and Star Health Insurance officials to settle the issues between Hospitals and Star Health Insurance, except price fixing and empanelment issues. 5. Where differential charges are not billed by Hospitals and if that declaration is given by the Hospital, Star Health Insurance will not do propionate deduction as per IRDA norms. 6. Star Insurance agrees to support small and medium hospitals to get into the stream of Insurance. 7. The MOU between Star Health Insurance and IMA NHB has expired. Star Health Insurance has agreed to empanel willing member hospitals. 8. Agents bad mouthing about the hospital and pushing patients away from one hospital to their preferred hospitals will not be accepted and Star Health Insurance will take stringent action against such agents, if complaint received. 9. January 2024 /Co-pay on the Insurance Card itself and Star Health Insurance accepted to work on it. 10. Star Health Insurance requested to keep the discharge as early as possible before 4 O’clock for better handling and to consider (D minus 1) discharge for elective cases (to send the final bill the previous day of planned discharge for faster processing on the day of discharge wherever possible and applicable). 11. Star Health Insurance was concerned about some hospitals who do malpractices and wrong claims. IMA assured that it will not support those hospitals doing malpractices and Star Health Insurance can take action upon them, both disciplinary and legal. 12. It was agreed to increase the rates on a yearly basis. The percentage of increases will be negotiated on a one-to-one basis with network hospitals, interimly till consensus rates arrived by IMA costing study has been accepted by GIC / IRDA. 13. In cases of preexisting disease hidden by the client and Star Health Insurance is in a position to cancel the claim after preauthorization, the following plan of action will be adopted - 14. Star Health Insurance will ask the hospital to inform the patient that the claim has been cancelled because of non-disclosure of preexisting diseases and that the payment has to be made by the patient only. 11 15. If the patient disagrees to pay the Hospital, Star Health Insurance Official in that region will talk to the patient directly to make the payment to the Hospital. 16. Still if the patient disagrees, Star Health Insurance will settle the preauthorized amount to the hospital and deal with patient directly. The meeting was concluded with a positive note and similar such meetings were also planned in days to come for smooth functioning between Hospitals and the Star Health Insurance Company.

As usual, New year started with colorful and joyful festivals. While enjoying the festivals, we get some hurting messages on the other side. As we already mentioned in the previous TIMA News Letter, we are getting many legal notices and court orders against our members. Top of it, one of our members had judgement of one year imprisonment with 2lakhs cash payment. It became a real crisis for TNSB. Urgent EC meeting is called and discussed this issue. Since, it is a criminal proceeding in the court, we are following the court routine as per the advice of our PPLSSS Panel Lawyer and applied STAY in the court so that, as a next step, we can make APPEAL in the higher court. In spite of guidelines we have, some do not follow our instructions about “what to do when someone get Legal Notice.” We had another crisis, that one of our member in HPS is getting notice for closure of hospital using CPA if not responding in the court in the stipulated time. Our lawyer is going to appear in High court to face that problem. Another case is failure of IVF. In spite of all routines followed in that case, the judge awarded one lakh rupees as compensation. Since, it is unacceptable judgment even though the amount is less, we are proceeding to appeal at state forum. (again, OGCIAN do not approach our PPLSSS LAWYER) At this juncture, we insist our members to understand that day by day, the number of notices against our doctors are increasing. In the court due to various reasons, we are getting unfavorable judgements also. So, we should be very very careful while treating the cases. People say”, DOCTORS ARE GOD” They come to Doctors for some ailments expecting complete cure. They don’t understand our difficulties, limitations and do not accept that unexpected results in treatment are unintentional. When some failure or inconvenience occurs to them, people want to punish (GOD) Doctors by various means (physically, mentally and financially) which are sometime grossly disproportionate to real suffering. So it is upto us to be safe. Many doctors do not open the TIMA which give lot of useful information about our IMA activities. I request our District coordinators and other office bearers to make awareness among our doctors and sensitise them. That will be real service to our brothers and sisters who are ignorant about unpleasant things happening against our doctors community. We are happy to convey that we have deposited 25 Lakhs in PPLSSS renewal and 10Lakhs in HPS accounts.
