thank my home branch IMA Coimbatore for giving me this golden opportunity to
lead the state IMA. My sincere thanks to all the Past Presidents and nearly forty 03
thousand members ofIMA Tamil Nadu family, the second largest state in
membership in our country. I never forget the encouragement and the help
extended by my friends in Lions clubs and other organisations to obtain this
great honour.
I firmly believe for any leader to head an organisation family support is very
much important, in that way I am fortunate to have the full co-operation and
support from my family members.
MEMBERSHIP GROWTH
For any organisation membership strength is most important. Our priority
must be to identify doctors of modern medicine not yet joined in IMA in our
places and encourage them to take up the membership. I have decided to visit
medium and small branches with their prior appointment and to support the PST
Team for membership growth and all other activities. Equally important is to
increase the strength of members in PPLSSS/FSS schemes and NHB, IMA
CGP& AMS wings. Awareness about Junior Doctor Network (JDN) in all medical
college will be the priority to attract fresh MBBS graduates.
SAFTY OF DOCTORS AND PROFESSION
Dignity &Safety of Doctors and profession will be first priority and whenever
and where ever needed will be taken up for discussion with Government and
Public. Crisis management committee of State will instruct and advise all Branches
to form the crisis committee for ensuring the safety of Doctors in their practice.
INSURANCE SCHEMES
Central Ayushman Bharat, State CMCHIS and Private Insurance companies
will be requested to enhance the amount paid for the treatment of all categories.
We will ensure our fullest co-operation to the Government in providing good
health care to the public. IMA will be always in the fore front in helping Government
during natural calamities as well as in pandemic and epidemic situations. Our
members have proved this in the COVID – 19 pandemic and in the recent
cyclone and floods in our State.
CEA AND OTHER REGISTRATIONS
Thanks to Government for simplifying many clauses in CEA. Still Doctors
have to get more clearances from Government to establish Clinic or Hospital.
IMA & NHB wing will work together for getting single window Registration which is
a long-time dream of us.
SCHEMES AND WINGS
All the schemes FSS, PPLSSS, FBS, HPS, and wings NHB, IMA CGP,
AMS, Paramedical are functioning well.For effective administration and further to
strengthen and improve, the management committee meeting will be conducted
on separate days and a time will be allotted for the scheme members to express
their views. NHB meeting will be conducted as Zonal meetings as before in four
zones and issues relating to Hospitals will be discussed in detail and presented
in the state council meetings.
MEDICAL STUDENT NETWORK (MSN)
This important activity will be taken up and all branches are requested to
sensitise the students of modern medical college about the IMA and its objectives
so that in future they will join in IMA. We will guide them for their future education
and employment opportunities.

Protection Act 2019 (CPA) .

Respected Sir
The Consumer Protection Bill, 1986 was passed by both the Houses of Parliament and it received
the assent of the President on 24th December 1986. It came on the Statutes Book as THE CONSUMER
PROTECTION ACT, 1986 (68 of 1986). The Legislature while drafting the Bill, 1986 had specifically
not included the services provided by the medical professionals in the term of services.
Accordingly, medical practitioners who belong to the medical profession are not covered under the
Consumer Protection Act.
As per supreme court judgement in the case of “ Indian Medical Association versus V P
Shantha , AIR 1996 SC 550 “ , Health care was included in CPA 1986 Act .
Consumer Protection Act, 2019: The Consumer Protection Bill, 2019 has been passed by both
Houses of Parliament i.e. Lok Sabha (30th July 2019) and Rajya Sabha (6th August 2019). Thus, a
new law on consumer protection has been enacted i.e. the ConsumerProtection Act, 2019.
THE NEW ACT DOES NOT INCLUDED SERVICE RENDRED BY MEDICAL
PROFESSIONALS.
SO NOW, IN THE NEW ACT OF 2019, THE TERMS “MEDICAL PROFESSION”,
“HEALTHCARE”, “DOCTORS”, ETC .ARE NOT MENTIONED.
Legislative intent
Even though, the landmark precedents as laid down by the Hon’ble Supreme Court of India cover
the medical profession/healthcare under the purview of Consumer Protection Act, the Legislature
never intended to cover the services rendered by the medical professionals under Consumer
Protection Act.It is also to mention that medical professional services are not covered under GST.
