Two minutes silence was observed to mark the respect of the departed souls since last State
Council meeting. State President Dr. R. Palaniswamy remembered the services of Dr. N.
Muthurajan, Past State Secretary who was a very good, active, dynamic Nodal officer for
many years for IMA TNSB. His services will be remembered for ever. He prayed for his soul
to rest in peace.

KALLAKURICHI : Greeting the leaders on and off the dais, he welcomed the State
President, State Secretary, leaders of the State Office andState Council members of the
branches, behalf of the Kallakurichi IMABranch.

STATE PRESIDENTADDRESS BY Dr. R. PALANISWAMY :
Greeting the Immd. Past State President, State President Elect., Immd. Past National
President, National Vice president, State Secretary, State Finance Secretary, Immd. Past State
Secretary, State Vice Presidents, Joint Secretary, Asst. Secretaries and the leaders and the
members attended the meeting, he thanked the hosting branch IMA Kallakurichi and the
Organising Committee for coming forward and conducting the State Council Meeting in a
grand manner. Hospitality, Cultural programmes of the members of Kallakurichi since the
previous day was appreciated by the State President Dr. R. Palaniswamy.
The main important aspect of attending the State Council Meeting is deliberations,
hence the State President requested all the members to attend the meeting till the end and
share their suggestions and views for the growth of IMA TNSB. Members will be given
chance to express their views once on a particular point.
I had been to 15 branches physically and 8 branches through virtually and found all
are doing very good, there is no word to express my gratitude. The medium size branches are
doing very well, we would like to encourage them all. At the same time, there are few
branches without any activity, no activity and not sending monthly reports etc. The State
Council should suggest usto improve the same / take action as per the constitution. I had been
emphasizing the importance of improving the membership in IMA TNSB, PPLSSS and FSS,
wherever I go. We have inaugurated a new Branch IMA Chennai Purasawakkam on
08.03.2022, most of the members are graduated from the foreign countries, even they are
interested to increase the members to 50 by this year end. We will be inaugurating another
Branch IMAChennai Mint on 29.03.2022.
Under the Own your Home Project, we had laid a foundation stone for a new
Tirunelveli Trust Building-Thamarabarani Building in the presence of the Immd. Past
National President of IMA HQs. Dr. J.A. Jayalal. We have inaugurated a new beautiful
building of IMA Gudiyatham in the presence of Dr. J.A. Jayalal, Immd. Past National
President and Dr. T. Senthamil Pari, State President Elect., a small branch could construct a
building for them, which is encouraging. IMA Tambaram had conducted a rally- “No
violence against women” on 06.03.2022 where more than 1000 members participated.
We had conducted a Leadership seminar on 06.03.2022, where more than 150 branch
Presidents and Secretaries participated. State President thanked the leaders, office bearers
who have given an overview of their subjects during the programme. Dr. Girish, a leader in

Lionism, member of IMA Poonamalle High Road who gave the speech on the leadership
qualities for the Doctors. It was very successful leadership seminar.
We had PPLSSS Management Committee Meeting at Tirunelveli, well arranged by
Dr. N. Subramani and Dr. Francis Roy. FSS is going very strong, even the 1001th claim has
been paid with the eligible amount. Members need not to worry about the functions of FSS.
We have received suggestions from 40 branches and 10 individual members views to carry
forward the FSS scheme.
NHB is functioning well, a full day Zonal meeting was held at Erode, hosted by IMA
Erode. CGP, AMS and Paramedical Wings also doing well. Women Doctors Wing is doing
extremely good, lot of projects is being done within the short span of time like Folic Acid
awareness, Save the girl child, Cancer awareness etc. On 13th of March, we had International
Women's day celebration, organised by IMA Tirupur, where apart from the Doctors, we had
given award to 6 women-Mrs. Rajalakshmi, Mrs. Kavin, Vanitha IPS, Ezhilarasi, Nivetha and
Dr. Uma for their contribution to the society.
Planned for a family tour between 10 to 15 May 2022 to Kashmir, organised by IMA
Tirupur. He requested to give their names at the earliest to the organisers.
We would like to supply 10000 copies of health awareness books in Tamil to the
public, prepared by Dr. M. Mariappan,Asst. Secretary-IMATNSB.
As suggested by Dr. K.M. Abul Hasan, State President Elect 2023, we are planning to
have Book reading club, through the Jr. Doctors Network, whereby to increase our
membership.
State President Dr. R. Palaniswamy announced that Dr. C.N. Raja has been
designated as the Vice President for Tamilnadu by National IMA.
On 16.02.2022, State Presidents, Secretaries meet held at New Delhi, where we met
all the past National Presidents and Secretaries, and we are able to tell our projects to National
IMA.
Standing Committees are doing very well, even the FSC attendance was 18 out of 21.
Constitution amendment committee was met thrice headed by Dr. S. Kanagasabhapathy and
members were given their suggestion to have a strong IMA TNSB Constitution. Fine Arts
Committee is doing very well. Environmental Committee is good. Academic Committee,
Sports Committee, Purchase Committee, Property Committee, Childhood Cancer
committee, Trauma Committee, Non Communicable diseases committee, Village adoption
committee, organ donation committee and other committees are doing their best. Last 2 ½
months, we have added 82 members to our fold, for which State President thanked the
branches Presidents and Secretaries. Among the small and medium IMA branches, IMA
Kallakurichi branch stood first in it, enrolling 14 members, IMA Porur have added 7
members and GAMMPA branch added 3 members, they will be getting mementoes as a
recognition.

An EMI scheme is introduced in IMA branch Coimbatore to help the new members
by Standard Charted bank, that will be circulated to all branches to encourage Doctors to join
IMA.
We have formed a sub Committee in the women Doctors Wing, ie. Mission Pink
Health to strengthen the Wing.

STATE SECRETARY REPORT BY Dr. N.R.T.R. THIAGARAJAN:
a. Activities of the State branch:
· We took over the office on 11.12.2021.
· The 311th SCM held on 12.12.2021, the minutes and resolution are published in the
agenda book.
· We had attended the foundation laying ceremony of Tirunelveli Trust hall, which is
our first official function.
· We had a big lot of members to NATCON at Patna, Tamilnadu has got 63 awards,
thanks to Dr. J.A. Jayalal, the National President, IMA Hqs. Dr. P. Ramakrishnan and
Dr.A.K. Ravikumar has got the best State President and best State Secretary awards.
· As it was the consistent demand from the members to have TIMA Newsletter for all, it
will be supplied from this month onwards. The cost of printing 30000 TIMA
Newsletter is around Rs. 4 L.
· I have attended few installation functions, where the State President attended all.
· We State President and State Secretary have been called by the Chief Minister to
discuss on Covid. They were very receptive to the views what our President was said.
· We had met most of the Govt. officials in Chennai regarding Fire Safety, CMCHIS.
We had insisted for the scientific costing worked out by our Immd. Past State
Secretary Dr. A.K. Ravikumar. However, the increase was made to 10 to 15% only.
We will be moving the matter again and ask for more rates, as the rate what we get is
not viable to give treatment.
· Regarding Labour problem, our members are in the committee formed by the
Government, but yet to get the G.O.

· We were also met DMS, DPH regarding Insurance and CEA and requested them to
include IMAmembers of the district in district level CEAmeetings.
· FSC meeting held on 06.02.2022.
· PPLSSS Management Committee Meeting held in Tirunelveli.
· The NHB meeting at Erode was very success. There was lot of discussion on various
issues. Along with the NHB meet, an orientation cum faculties meet of the
Paramedical wing held at Erode with very good participation.
· Three Constitution amendment committee meetings were held, the Constitutions for
the branches would be prepared abiding State and National IMA Constitution. The
final draft will be circulated to all the Presidents and the Secretaries before it is
adopted.
· We had the FSS Trust board meeting at Kumbakonam, Suggestions were received
from 40 branches, which would be considered to uplift FSS further.
· Hony. State Secretary Dr. N.R.T.R. Thiagarajan and State Vice President north Zone
Dr. V. Saravanan had visited the hospital and paid homage to Dr. N. Muthurajan, our
past State Secretary. We miss him, as he was very active in all the meetings in Chennai
and throughout the State.
· State Secretary congratulated IMAGudiyatham for built a wonderful IMAHouse.
· The leadership training programme held at Chennai was well attended by the newly
elected Presidents and the Secretaries of the branch which was very useful.
· New IMAbranch- IMAPurasawakkam was inaugurated.
· State Secretary congratulated the Women Doctors Wing who increased their branch 8
to 20 within 3 months of time.
· Communications regarding Paramedical, AMS and CGP can be sent to State Office at
Tambaram and membership and other matters to the State Secretary office at Theni.
· The revised grouping of branches are printed in the agenda book, State Secretary
requested the Branch office bearers to go through the same.
· The Constitution and Bye Laws received from IMA Madurai branch is being
forwarded to IMAHQs. for their approval.
b. Membership Report:
We have added the membership of 1522 in Nov and Dec 2021.

c. Resolution passed in 311th SCM and theAction taken :
1. It was resolved to pass the minutes of the 310th State Council Meeting held on 10th Oct
2021at Thanjavur by the members unanimously, as proposed by Dr. K. Prakasam and
seconded by Dr. S. Karthick Prabhu.
2. It was resolved to pass the request of IMA Karaikudi Kauvery to change their branch
name as IMA Karaikudi K.M.C. is accepted by the members of the State Council
unanimously. The request will be forwarded to IMA HQs. for necessary
change…….Change of name is forwarded to IMAHQs.
3. The Wings having huge amount, where the finances are not managed by the State
Office can have their own PAN Card on approval of State Office/General body, till
that the time no separate PAN card can be allowed. …………….Noted.
4. 25% of the JDN amount paid to IMA TNSB can be utilised for the activities of
MSN…Noted
5. It is resolved to approve and pass the statements of accounts of IMA TNSB for the
months of July 2021 to September 2021 unanimously by the members, as proposed
by Dr. K. Vijayakumar and seconded by Dr. K. Selvam.
6. Dr. Capt. G. Raghavelu has been elected as the Chairman of Past Presidents Council
for the period of two years, as proposed by Dr. R. Gunasekaran and seconded by Dr.
M. Balasubramanian.
7. Past Presidents are the advisors of all the wings and the schemes. The facilities
available to the management committee members is applicable to all the past
Presidents….being followed
8. No IMA member should go to the court or media and not to damage the name of
IMA…instructed to the members suitably. There will be a suitable amendment
in the Constitutions of IMATNSB.
d. To pass the minutes of the 311th State Council Meeting
It was resolved to pass the minutes of the 311th State Council Meeting held on 12th Dec
2021at PSG Coimbatore by the members unanimously, as proposed by Dr. T.
Sadagopan and seconded by Dr. B. Venkatessan.
e. Resolution given by IMA Chennai Metro Branch to Change their Branch name to
IMAChennai Metro Venkateswara Branch.
It was resolved to pass the request of “IMA Chennai Metro Branch” to change their
branch name to “IMA Chennai Metro Venkateswara branch” is accepted by the members of
the State Council unanimously.

STATE FINANCE SECRETARY REPORT BY Dr. V.N. AZHAGAVENKATESAN,
STATE FINANCE SECRETARY : Greeting the Leaders and the members on and off the
dais, he presented the Statement of accounts for the period from Jan to Mar 2022.
Dr. S. Damodaran, Past State President : There is a difference in the closing and opening
balance of Sweep account. It is clarified by the State President and the State Secretary that the
Sweep account is closed, because we are unable to understand the way the sweep account is
functioning. The opening balance is more than the previous month closing balance, it could
have been the interest fetched by the sweep account credited in the next month.
Dr. B. Venkatesan, Chairman-FSS : The Sweep account closing balance as on 30.11.2021
is Rs. 3796695/- is shown as income in 01.12.2022 and balance as on 31.12.2021 is Rs.
108298/-. It is clarified by the State Secretary that the statement of accounts has been verified
by the auditor, also the amount shown in page 107 is tallying. We have closed the account,
because we have very less understating on the sweep account.
Dr. C. Thangamuthu, Past FSS Chairman : As per the SOP issued by the auditor, the
closing and the opening balance should be the same, if there is a difference, what is the
reason? State Secretary replied, the bank statement is given to the same auditor who prepared
the SOP for verification, which is submitted to the FSC after due verification by the auditor,
then it is presented to the State Council. State President requested him to come for the
forthcoming FSC meeting with the suggestions to overcome the hurdles faced in operating
accounts.
I have sent Rs. 1000/- to IMA TNSB in March 2021 to have the address of Branch
Presidents and the Secretaries, I got the email copy of the receipt, but not the hard copy of the
receipt. State Secretary said, as the election updating were in force, the hard copy of the
receipt could not be sent on time, however the list of Branch Presidents and Secretaries list
maybe dispatched now or return the amount.
The amount spent through the petty cash by the IMA TNSB office at Chennai and
State Secretary office at Coimbatore was Rs. 1.5 Lakhs, which can not be a petty cash. It is
replied by Dr. A.K. Ravikumar that the petty cash was released Rs. 10000/- at a time, it was
released several times for the conference and award functions. State President emphasized
the State Secretary to meet the expenditures through cheque. The expenditure of petty cash
has been put up in the FSC and found correct with the proper vouchers. Dr. C. Thangamuthu
insisted to spent less money through petty cash with proper vouchers.
Dr. K. Thangamuthu, Legal Committee Chairman : All the pretty cash expenditure must
have the bills and the vouchers. There should be an InternalAudit Committee elected through
the Election Process. Nomination of Internal Audit Committee is not accepted. There is so
many suspicious State office accounting. It is illegal to say no to the internal audit committee
for State office. State President agreed to clarify the whether the receipt for Rs. 1000/- was

sent to Dr. C. Thangamuthu or not. The Constitution amendment Committee assembled
several times to consider and adopt the suggestions of the members, there will be a solution to
the requests of the members.
Dr. B. Venkatesan, Chairman-FSS : The receipt for the amount received must be sent to the
members. The cheque issued should have vouchers to confirm the amount is received by the
member.
The broachers for the 77th Annual Conference to be held in 17th & 18th, December 2022 at
Chennai is released by the State President Dr. R. Palaniswamy, who wished the 77th Annual
Conference very success and requested the members to register in large.

REPORT OF THE FINANCE STANDING COMMITTEE BY Dr. T. SENTHAMIL
PARI, FSC CHAIRMAN / STATE PRESIDENT ELECT.
Greeting the leaders on and off the dais, he readout the resolutions passed in the FSC
meeting held at JVL Plaza, Teynampet, Chennai on 06.02.2022, as follows:
Dr. R. Palaniswamy, State President welcomed the members and he lavishly appreciated the
concerned Secretaries of the schemes and wings for promptly sending their accounts 7 days
before the FSC meeting, enabling us to go through the same and come out with a clear idea
about the issues for discussion.
Dr. P. Ramakrishnan, Immediate Past President welcomed the members and stated that
the IMA have both moveable and immovable properties. He requested to enhance the
movable properties. He notified that many transactions in IMA TNSB accounts did not have
any reference with regard to the Vouchers and Cheque numbers and that he also requested the
office bearers of IMATNSB to maintain and develop the assets of IMA.
Dr. T. Senthamil Pari, FSC Chairman / State President Elect : Dear Friends, Greetings
from Finance standing committee. Accounts of IMATNSB State office, PPLSSS, FBS, HPS,
PPLSSS Guest Houses, FSS and NHB were taken up for discussion one by one. Clarifications
sought for by the members were cleared by concerned secretaries.
Decisions taken in FSC Meeting held on 6thFeb 22 at JVLPlaza, Chennai.
1. Secretaries of schemes and wings are requested to send book of accounts with bank
statements attested by the bank manager and concerned secretaries. Handing over
Book, for all schemes and wings of IMA TNSB should be maintained meticulously, in
which all details relating to the handover process to be detailed. Handing over should
be completed on or before 15thof January of IMAyear.
2. Separate Accounts should be maintained for the income and expenses relating to
Innova car of IMA TNSB while exempting the usage by State President and State

Secretary for their official purpose. On the basis written requests from the National
Head Quarters, the Innova car can be utilised by the National IMA Leaders. Innova car
should be let out to IMA Members only with prior permission either from the State
President and or from the State Secretary.
Charges for Innova car:
· Pick up and Drop Rs.750/-
· For 12 hrs and 100km Rs.2000/-, for more than 100km Rs.15/- per km.
3. TA, DAto the staff should be actual, Not to pay as per km.
4. TIMANEWS LETTER
· President and Secretary are requested to take necessary steps for getting
advertisements for TIMANEWS letter.
· Advertisement shares by PPLSSS and FSS is increased from Rs. 10,000/- to
Rs. 15,000/- provided that the TIMAnewsletter is sent to all members.
· Since some members are getting more than one copy of TIMA newsletter, FSC
requests State office to streamline the circulation of TIMAnewsletter.
5. UNICEF and NATCON accounts should be closed.
6.Apply for separate PAN card to NHB with the concurrence of the state council.All MMD of
NHB should be converted to FD.
7. The Journal and General fund of NHB should be merged.
8. PPLSSS:
· FSC requests the PPLSSS Office bearers to take necessary steps to improve the
membership of FBS, HPS and also PPLSSS.
· Operations of IMA Guest House should be streamlined in order to Enhance
occupancy.
· Guest house expenses should not be included in PPLSSS Income and Expenditure
accounts. In case the Guest houses expenses is over and above the Income generated,
the FD should be closed or the money should be transferred from PPLSSS to Guest
house account.
9. Scam case:
· Advocate Mr.Anand David's letter regarding scam case has been forwarded to
usseeking all necessary documents to pursue the case effectively. The necessary
advocate fees should be permitted by the FSC.

Advocate gave us three proposals, 1. Attachment of property of the accused, for which
we have to pay Rs. 27 L as stamp duty, non refundable, ie. 3% of the claim amount. As the
identified property value is less than the claim amount, it is decided not to go for it, and let the
ED take the case. 2. ED to file FIR as per the direction of the High Court. 3. Once the Charge
sheet is filed, ED will file FIR.
Dr. C. Thangamuthu, Past FSS Chairman : Did FSC Chairman gone through the accounts
of the Petty cash?.It is replied that the Petty cash accounts printed in the FSC report in detail.
FSC Chairman said, the SOPWould be followed.
Dr. K. Thangamuthu, Legal Committee Chairman : Dr.A. Raja Rajeshwar took Rs. 2.00 L
for the Society Registration work, was it come on the FSC for discussion? What action taken
to take Rs. 2.0 L from him? State President accepted to take action as per the suggestion given
by the State Councill members. We will form a committee comprises of Dr. S.
Kanagasabhapathy, Dr. C.N. Raja, Dr. A.K. Ravikumar, Dr. B. Sridhar and Dr. K.
Thangamuthu and go for a legal action.

It is resolved to approve and pass the statements of accounts of IMA TNSB for the
months of October 2021 to December 2021 unanimously by the members, as proposed by Dr.
K. Thangamuthu and seconded by Dr. C. Thangamuthu.

REPORT OF THE PAST PRESIDENTS' COUNCIL BY CHAIRMAN Dr. CAPT. G.
RAGHAVELU: Past Presidents' Council Meeting held on 19.03.2022, 06.00 PM at ANB
Mahal, Kallakurichi. The following are the resolution passed.
1. Discussed about the current National and State Health and Educational issue and
advised the State Office how to react and how to go about it.
2. FSS issue discussed in detail, there was a consensus among us that the past Presidents
should cooperate and help in controlling the function of the scheme.
3. Discussed about the disputes in certain branches in a State level and Branch level
administration like Election, and given views of the Past Presidents.
4. Past Presidents Council insisted to send the TIMA Newsletter soon to all the
members.
5. Advised FSS to call for a zonal level meet along with the members who are not
satisfied the way FSS function, and discuss on the issues and settle it soon.

Dr. C. Thangamuthu, Past FSS Chairman: Already the Fact-Finding reports were
submitted, what recommendation did past Presidents Council made to take action against the
members who is accused? Dr. G. Raghavelu said, an office bearer already stays away from the
activities of IMA TNSB, not accepting any positions and not attending any meeting. State
President replied that he would sit with the other officed bearers and past Presidents and take
decision.
Dr. K. Thangamuthu, Legal Committee Chairman : Dr. Selvaraj was suspended from
IMA for financial misappropriation either from IMA TN and IMA HQs. Similarly, when a
member accepts the misappropriation held during his time, we should have taken certain
departmental action and write to IMAHQs., where he is an office bearer.
Dr. N.R.T.R. Thiagarajan, Hony. State Secretary : I had gone through the Fact Finding
report, where there is no clarity about whose period how much amount lost, the clarity have
been sought from the Auditor. As per the Advocate, we cannot demand the lost amount from
Mrs. Sumathi and the Office bearer who was in-charge then. Until the charge sheet copy
received, we can not take action. Once the Charge sheet received, we will find out whose
period what went missing and take action accordingly.
Dr. K. Thangamuthu, Legal Committee Chairman : Dr. Raja spoken to Mrs. Sumathi in a
hotel, let him reveal the discussion if it is useful to IMA TNSB. State President Dr. R.
Palaniswamy replied that Dr. K. Thangamuthu is to give in writing about the incident to take
further action.
Dr. P. Ramakrishnan, Immd. Past State President and Dr. A.K. Ravikumar, Immd. Past State
Secretary were handed over the Appellate Committee report on Election dispute to the State
President Dr. R. Palaniswamy.

REPORT OFTHE STATE VICE PRESIDENTS :
Dr. V. Amuthan, State Vice President South Zone : Greeting the State President and the
members he said, it is an honour for me to submit the report of State Vice President South
Zone. I have attended the installation ceremonies at Tirunelveli and Marthandam. I have also
attended FSC meeting, TNSB Leadership meeting at Chennai. Attended as a Guest of Honour
in an International Women's' day function at Madurai. A hybrid AMS South zone conference
organised by South Zone Vice President and well attended by the members. National
President, HSG, State President, State Secretary, IMA Madurai branch President and
organising Secretary were attended the meeting. Advanced technic in Cardiac prevention
was the topic, where ECG, ECHO and management to prevent cardiac were presented by Dr.
Chenniappan, Dr. Amuthan and Dr. Aravali. Dr. Sridhar were given presentation on Diabetes.
Digital marketing was presented by Dr. Pragatheeswaran. Paediatric symposium organised
by Dr. Mahalingam. He thanked State President, Madurai IMA Branch President and
Secretary for permitted to conduct such a nice conference successfully.

Dr. Suseenthar Muralidhar, State Vice President West Zone: I am very happy to serve
IMA TNSB. I have visited branches in the West Zone-Coimbatore, Pollachi, Erode, Hosur,
Namakkal, Athur, Tiruppur and Chennai. Reports are being received from the branches
regularly. Upcoming meetings are Satyamangalam, Rasipuram and Salem.
Dr. V. Saravanan, State Vice President North Zone: Greeting the leaders, he expressed his
happiness to serve IMA TNSB as the Vice President of IMA TNSB and said, I have
accompanied the State President and the State Secretary to greet the Govt. officials on
03.01.2022. Attended Avadi Ambattur branch on an occasion of New Year's Day celebration.
Attended FSC meeting and JDN/MSN meeting on 06.02.2022 at JVL Plaza. Attended the
branch meeting at Villivakkam and Ayanavaram along with the State President Elect Dr. T.
Senthamil Pari. We have attended the last rights of Dr. N. Muthurajan, Past State Secretary. I
have also attended the installation ceremony at IMA Purasavakkam branch. Attended the
PPLSSS management Committee meeting at Tirunelveli on 13.02.2022. He requested the
North Zone Branches to send the reports to his e mail id.
Dr. R. Palaniswamy, State President appreciated the Vice Presidents for their commitments
and visiting all the branches and meetings.
Regarding theAppellate Committee report, he said Dr. C.Anbarasu has withdrawn all
his cases and he wants the software used in the Election to be looked into for better function in
the future Elections. Hence, no action required on the Appellate Committee report and the
subject is closed.

ISSUES FOR DISCUSSIONS:
a. Re-grouping the IMA Branches : Dr. R. Palaniswamy, State President said, IMA TNSB
have regrouped IMA branches and placed in the agenda book. He requested the branches togo
through and know their competitors and the Groups. He advised the branches to have healthy,
sportive competition and improve their branches in all the activities.
b. Purchase of Land : We have been looking a good site for IMA TNSB, outside and inside
the city of Chennai, including a site mentioned by Dr. T. Senthamil Pari. Dr. A.K. Ravikumar
and Dr. V. Saravanan looking for a good site for us.
Dr. V. Saravanan, State Vice President North Zone : We have seen three sites, One at
Eldams road, next to Kauvery Hospital, 20,000 Sq Ft., have 5 floors-Basement and 4 floors.
Basement can be used to park around 7 cars. Property value around Rs. 18.00 Crores, we had
demanded for Rs. 15.00 Crores. It is highly commercial area, 12 Years old building, Terrace
can be used for the functions. It can be rent out for commercial purposes. The negative is that
the frontage is less, only 42 feet. Single passage for the car to go and come back. It can be used
as it is, cannot resize. However, Car can be parked in front of the building, beyond the road, if
hired. There is no lift, there is a provision, can be installed.

The next property seen was a barren land opposite to Queens land, 32 KMs from
Chennai, adjacent to St. Johns School, it is an upcoming area for 7 Acres, asking Rs. 7 Crores
per Acre, but is away from Queens land and St. Johns School. It is in outer ring road, 15
minutes drive from Tambaram, 20 Kms away from the new Airport coming up and near to
Sriperumputhur. The metro is at Poonamalle, 7 kms from the site. As we asked for Rs. 5 per
Acre, we can negotiate the price. We can double the amount, if we invested.
The third one is on OMR road, opp. to Hiranandani towers, a residential complex,
built area is 12700 Sq ft. and 13000 Sq ft is UDS. A single floor is of 13000 Sq Ft. Fully
commercial building, Current rental income is Rs. 9.00 Lakhs per month, Price Rs. 18 Crores,
Negotiable, IT companies are around and the IT people are the tenants, hence reliable.
Negative is it cannot be altered and cannot take independent actions on it.
Dr. A.K. Ravikumar, Immd. Past State Secretary added saying, the property at Eldams
Road is seems to be good, Commercial area, leaving two floors rest can be given for rent, fund
transaction is fully white money. This also can fetch income through rental around Rs. 9.00 L.
Dr. T. Senthamil Pari, State President Elect : A site near Madhavaram is 7 Km away from
Central Railway Station, 9 Kms from the Maduravayil toll gate. There is an outer ring road
and other high way for Airport. Land of 121 x 300 Feet, ie. 16 Grounds, vacant land on the
National Highway. Rate is Rs. 1.5 Crore per ground, negotiable.
Dr. R. Palaniswamy, State President: As we may not like the joint property, leaving the
property near OMR, rest can be decided. As the interest in the fixed deposits are not
appreciateable, we can invest the amount in a property. We have around Rs. 4.48 C in PPLSSS
new account, Rs. 6.32 IN Renewal account, Rs. 5.64 C in HPS, Rs. 6.00 C in TNSB, Rs. 3.00
C in NHB, total around Rs. 25 C with us except FSS, FBS and Guest Houses.
Dr. A.K. Ravikumar, Immd. Past State Secretary: Within our budget, we have two
options, one is the Eldams road property and is the vacant land near Queens land, which are
within our budget.
Dr. C. Thangamuthu : He has insisted for a free hold property only, no joint property is to be
purchased. There should be an income from the property what we are going to purchase,
because we do not have any fund to have maintenance.
Dr. K. Selvam : The amount transaction must be in white and the FSI maybe increased in a
place where we have seen the vacant land.
Dr. S. Karthick Prabhu, NHB Chairman : It is a good move, but we should have a huge
parking space to park around 100 cars.
Dr. Elangovan : Why to purchase the property in Chennai, why not in Trichy, which is the
centre place, within in a budget we have, we can build a good building. State President
replied, Chennai is preferred because of the official and personal visit we do to Chennai very
often. If we look for a large parking area, we may buy the vacant land.

Dr. Sampath, IMA Thanjavur : Instead of purchasing property in Chennai with high price,
it can be purchased in other places with less price. We can build a building with lot of car
parking, he insisted to buy a land in other places other than Chennai.
Dr. Capt. G. Raghavelu, Past State President : The property at Eldams road is not good, as
it is having only 7 car parking for 4 floors. Why don't we think of a resort at Ercad, we have to
think of the utility of the members. The building or the Guest house should be in a place where
all the members of IMAcan visit and stay comfortably, not to think of income.
Dr. S. Karthick Prabhu, NHB Chairman : We should have a property in Chennai only, we
may sell other properties and build a huge memorable building which will be comfortable to
all our members.
Dr. Seetharaman, IMA Coimbatore : We can split the amount and buy a property in all the
zones.
Dr. M. Mariappan, Asst. Secretary - IMA TNSB : As IMA Gudiyatham have their own
building, we can give loan to the branches who wants to build a building in a lesser interest.
Dr. R. Palaniswamy, State President : If we buy a property, it should generate income to
compensate the expenditure involved. Most of the members are raised their hands to have
a property at Chennai only, hence decided to buy a property at Chennai. Members also
supported to buy vacant land in Chennai where we can have our own building in future.
The property acquiring Committee would visit the sites and move forward to purchase the
land.
REPORT OF THE CONSTITUTION AMENDMENT COMMITTEE BY THE
CHAIRMAN Dr. S. KANAGASABHAPATHY : Three meetings of the Constitution
amendment held at Kumbakonam, Teynampet and Kallakurichi, amendments pertaining to
State office is completed. Regarding amendments on PPLSSS and FSS, they should come
out with the amendments duly passed in the Management Committee and General Body
meetings and forward it to the Constitution amendment committee, which would compile all
the amendments and sent to all the State Council members one week before the next State
Council meeting, for approval. Once it is passed, the same will be sent to the Society and to
the Central Working Committee of IMAHQs. for approval, which will be the final.
Dr. K. Thangamuthu, Legal Committee Chairman : When all the office bearers know that
the Sitting President of IMA Branches cannot contest for second tenure, how did Madurai
President allowed to continue, even if IMA HQs. did not allow. Why did the report of the
committee formed by Dr. P. Ramakrishnan was not considered?
Dr. R. Palaniswamy, State President : Constitutions are amended based on the problem
faced by the IMA branches. Nowhere mentioned in the Constitution book that the Past
President cannot contest for the second time, we had gone through the Constitution and even
consulted the lawyer.

Dr. J.A. Jayalal, Immd. Past National President, IMA HQs : It is written in our
Constitution that the any President cannot contest for second term. Any Doctor occupying
the position cannot hold again, National IMA also very clear on this subject. Also, the volume
of the branches is to be considered before deciding on such matters. It is unconstitutional to
permit the sitting President to contest for another term.
Dr. R. Palaniswamy, State President : The National IMA Constitution itself, there is a
clause, “all office bearers of the association will hold the office for one particular post for a
max. of one term of two years, except National President Elect, National Vice President, Dean
CGP HQs., Chairman IMA AMS, Director Sinha inst” etc. who shall be elected for one year
and one term only, this is what we had referred. There is nothing in the constitution of IMA
TNSB on this subject. There is no second thought that the branch which have more than 2000
members would hold the post for second term, rather others should come forward to contest
the post. That's what we have amended the constitution that the branch which has more than
200 members should conduct election yearly and elect the President. Branches have less than
200 members can hold the post second term as well. If membership more than 200, if any
another member contesting, Past President Nominations become ineligible and it will
rejected. In the General body of IMA Madurai which passed the second term of the sitting
President.
Dr. Capt. G. Raghavelu, Past State President : There is no disrespect to National IMA and
the State IMA, it is the interest of the IMA branches that we bring constitution amendments.
As per the clarification from the lawyer, the constitution and bye law of the branch cannot be
questioned.
Dr. J.A. Jayalal, Immd. Past National President, IMA HQs : Our Constitution is clear that
the term of the President is one year and cannot continue for the second year. Branches cannot
function as its own.
Dr. K. Prakasam, Past State President : Constitution of the state cannot be questioned by
the district. Constitution or bye law stipulated by a State branch cannot be questioned by the
branch. Majority of the branch cannot beat the laws in the constitution.
Dr. M. Balasubramanian, Past State President : There are two aspects in it. IMA Hqs. was
only the registered Society, not the State. National IMA have their constitution and give
constitution for branch as well. Branch IMAs are entitled to make certain changes in the Bye
Law and pass it in their General body. The amended Bye law will be sent to the IMA HQs
through the State Office to place it in the Central Working Committee and pass it by Central
Council, which is valid. I am confident that the senior branch of IMA Madurai branch would
have sent the copy to IMA HQs, and the State. There are Presidents and Secretaries who holds
the posts for many years. Hence, State office send the observer and contest the election to
elect the President. The State Constitution applicable to branch as well. Such a condition, the
State President cannot give ruling.

Dr. Kalilur Rahuman, IMA Ramanathapuram : The big branches, where the posts are
contested, but the small branches do not have the candidates to hold the posts, such case they
should be allowed to continue.
Dr. R. Palaniswamy, State President : After the Constitutions are amendment there won't
be any problem for the smaller branches, provided election of office bearers passed in the
General Body of the Branch. In Madurai the Election Committee Report has been was passed
in their General Body Meeting. The status quo of the Madurai branch election will hold as it
is.

1. Dr. T.N. Ravisankar was removed from the FSS Trust membership for he did not
attend three consecutive meetings, when are we going to take the disciplinary action
against him? whether the decision is intimated to the National HQs.
Dr. R. Palaniswamy, State President : We are waiting for the charge sheet copy, we
cannot blame one person just like that, because many names have been reflected in the
report. We would finalise it and will inform before the next State Council Meeting.
2. Dr. P.S. Kandasamy was the life member of Pollachi, became the member of FSS in
2004, he has not received his life membership yet and no action from the State Office
for last six months. He is finding difficulty for changing the nominee, where was the
amount sent? it is the evidence that the State Office do not maintain accounts
properly. Similar thing had happened to another member inAmbur.
Dr. R. Palaniswamy, State President : We would look into the matter, scrutinise the
accounts and efforts will be taken to get him the IMALife membership certificate.
3. When are we going to form an Internal Audit Committee for the State office from the
State Council members?
Dr. R. Palaniswamy, State President : We are bringing it in the Constitution
Amendment and it will be done.
4. Innova car pick up and drop is for Rs. 750/-, clarify where to where?

the State Council. We have to fix the rate of the property, then only we can negotiate.
Dr. R. Palaniswamy, State President : We have already informed the mediators,
who would inform us soon, then we can decide.
Dr. K. Prakasam, Past State President : We can give an advertisement to invite
more person, so as to sell the property in a better rate.
Dr. T. Senthamil Pari, State President Elect : It can be sold floor wise, as there are
different ways to enter each floor.
Dr. V. Saravanan, State Vice President-North Zone : The road is very narrow, it is
better to rent out the building now, so as to maintain the building and look for a better

He requested the State Office to do some financial help to the family of Late Dr. N.
Muthurajan, Past State Secretary who worked for IMATNSB for a long.
Dr. P.K. Kesavan, Past State President is the person who brought the scam outside,
who is bedridden, he may be recognised, appreciated for the services he made for
IMATNSB. State President agreed to honour him in an appropriate time.
Dr. K. Thangamuthu thanked the State President for translating the flag salutation
into Tamil and printed in the agenda book, also thanked him for permitting the
schemes to present their activities early in the State Council Meeting.

REPORTS OFTHE IMASCHEMES :
FSS :
Dr. B. Venkatesan, Chairman FSS: Last Management Committee Meeting held in
Kumbakonam, we gave the following proposals.
1. It is decided to permit the voluntary foreclosure for the members aged 80 and above
with the following pre conditions.
a. They should have contributed atleast 15 years
b. 1st nominee also should sign the claim request and should be forwarded by the
branch office bearers.
c. The final claim fixed as Rs. 3.00 L only and it will be handed over to the member,
it is only for the members opting for the fore closure.
d. The interest gained from the fixed deposits shall be utilised for the above
purposes.
2. It is decided to consider exempting members after 25 years of contribution provided,
we add 1000 new members to our scheme within one year or at the earliest.

3. The modalities will be worked out in consultation with the financial advisors. The
claim amount remains same., ie Rs. 18.00 L. ( 200 x active members).
4. It is not possible to exempt the members from paying Annual fraternity contribution
after 25 years of contribution.
5. Dr. R. Palaniswamy, State President, State Secretary Dr. N.R.T.R. Thiagarajan and
State President Elect Dr. T. Senthamil Pari have been entrusted for the sale of the
property recovered from the scam and transfer the whole amount to FSS.
6. The Trust Board Members and Management Committee members unanimously
decided to delete Dr. T.N. Ravisankar from the Board of Trustees from FSS Trust, as
he has not attended three consecutive meetings.
7. We express our gratitude to IMA TNSB Office bearers for accepting to send IMA
Newsletters to all our members.
8. It is decided to add FSS I and II members from each district to decide the District
Coordinator number.
9. Requested IMA TNSB State Office to send Show cause notice to the members who
give negative publicity in the social media against the FSS Scheme.
Dr. T. Sadagopan, Past State President : It was decided in the management Committee
meeting to form a committee to sale the property at the earliest, are they started the work?
Dr. R. Palaniswamy, State President : We have informed and invited few mediators who
would confirm shortly. He requested State Council Members to inform them if any mediators
are ready to purchase the property. When we enquired nearby, the property value could have
been Rs. 1.4 to 1.5 Crores only.
Dr. N.R.T.R. Thiagarajan, State Secretary : The mediators are demanding with very less
rate, for which we not ready for, waiting for a reasonable rate.
Dr. T. Senthamil Pari, State President Elect : The rate quoted during registration was very
high, ie. 2400 per Sq Ft. it should have been Rs. 1500/- per Sq ft.
Dr. K. Thangamuthu : He thanked the President for conducted meeting with the branches.
But he insisted the State President to write a letter to the members who is giving negative
publicity on FSS and invite suggestion, so as to solve the problem. State President agreed to
contact them and try to solve the problems.
Dr. D. Mageshwaran : It is said if we add 1000 members in FSS within 1 year, we can allow
exit plan. In 2004 itself, more than 2000 members were joined, hence to give exit plan, we
should have atleast 2000 members, unless which the scheme won't be viable. State President
and Chairman FSS clarified that the decision will be made after consulting few financial
advisors only. Dr. D. Mageshwaran insisted to amend the decision as, enrol 1000 FSS
members per year to allow exit plan, after 25 years of contribution. It is also clarified to add 51
to 55 years of age group in FSS II and to amend the constitution accordingly.

Dr. Sasiraj, IMA Thanjavur : PPLSSS scheme is giving better return for the amount paid,
but FSS return very less amount for the amount paid due to the method of functioning.
Instead of easing the financial burdon on the members, it is increasing burden on the
members, is there any attempt to consult any financial advisors to reduce the burden on the
members.
Dr. R. Palaniswamy, State President : We cannot compare PPLSSS and FSS, because
PPLSSS help when a Doctor is in trouble, but FSS pays to the doctors family after the demise
of the doctor Rs. 18 Lakhs, similarly we cannot compare it with the insurance scheme, it is the
contribution to our Doctor friend family after the death.
Dr. R.M. Krishnan, Past State President : Any suggestion should not be taken as the
criticism. To have a confident on the scheme, why don't you make the scheme for only 25
years. Instead of Rs. 200 per head, make it Rs. 150/- and remaining as a source of income, let
the money accumulate. Avoid issuing show cause notices to the members. Give lot of
concession to the youngsters and enrol more members, waive NRD etc. Increase the
membership, which is more important.
Dr. S.T. Prasad, Erode : The glare of the Scheme has gone, because the contribution is so
high. It is very difficult at the ground level and enrol 1000 members per year. Certain
ratification has to be done to bring back the glare of the scheme. Certain slab system can be
brought in, so the scheme would be more viable. State President agreed to implement
changes in the scheme.
Dr. S. Karthick Prabhu, NHB Chairman : The scheme is for the death benefit, it is illogical
to claim the amount when a member is alive. As mentioned earlier Rs. 150 can be the
fraternity amount and rest can be accumulated. The proportional amount may be paid to the
member who is not in a position to pay the contribution. Returning amount is a bad
precedence. The objective of the scheme should not be changed for the sack of few. State
President clarified that the fore closure will be considered for the members who is bed ridden
and unable to pay.
Dr. Kuthalingam, IMANagercoil : When the scheme was started, the members were young.
Now after around 20 years, unless we increase the membership growth, the scheme won't be
viable.
Dr. C.P. Shanmugasundaram, IMA Coimbatore : Do not dilute the policy of FSS. Don't
return the money, keep up the merit of the scheme.
Dr. Aravazhi, Asst. Secretary – IMATNSB : It is the distribution scheme. I fat all you return
the amount, it cannot be Rs. 3 Lakhs, it should be the amount what was he contributed. We
had not generated corpus fund like NSSS, it is the time to think of generating corpus fund,
what we say corpus fund is an NRD. The scheme would be viable if your save corpus fund
alone.

Dr. SOLOMON JAYA, SECRETARY – FSS : 71st Management Committee Meeting held
at Kumbakonam and following are the points finalised. Voluntary closure is accepted to the
members above the age of 80 or to contribute as long as they alive. If anybody is opted for
fore closure would get Rs. 3.00 Lakhs and their nominee won't get anything, it is a one time
settlement. If he or she is decided to continue the scheme, the nominee is eligible for the full
amount. We got the resolutions from IMA branches that we should exempt the FSS members
after 25 years of contribution, and is being considered by the State Office, provided 1000
members are enrolled in a year. He requested the members to join FSS.
In FSS II, as we have paid for 20deaths, now we are collecting for 60 deaths. We have
Rs. 25 Crores in FSS II, Rs. 21 Crores in NRD amount and Rs. 4.00 inAFC.
In FSS I, 16 claims have been paid, we are collecting for 100 claims, we have Rs. 15
Crores in FSS I, NRD amount Rs. 8.00 Crores, Fraternity contribution Rs. 7.00 Crores. If the
same trend continues, the yearly contribution may be reduced.
He requested the members to pay the premiums at the earliest. Inspite of we had added
18 members in January, we could add only three in February and two in March due to the
messages on the WhatsApp group circulation.
PPLSSS :
Dr. P. Manivannan, Secretary – PPLSSS : As per the decisions of the Management
Committee meeting held at Tirunelveli, the replies given by Dr. K. Thangamuthu has given
for printing, a separate place have been chosen in JVL Plaza to make a library, which is
approved by the State Council Members. Super speciality will be added in the Surgical
category. No charges will be made for issuing duplicate certificate. No more slab system.
Only Primary, Secondary and Tertiary Care (> 50 beds) is accepted by the Management
Committee Meeting. Fee structure is Rs. 5000/- for Primary, Rs. 12000 for secondary
category and Rs. 55000 for the Tertiary category having > 50 beds.
FBS : The membership is to be increased. Discontinued members are not allowed to re-join
the scheme.
We have won 5 cases during last 3 months and lost 2 cases.
He requested the District Coordinators to enrol more members for PPLSSS.
Dr. R. Aravazhi : We are ready to pay Rs. 50,000 for the block of 30 years, instead of paying
for every 5 years, use as wallet and reduce the amount. It is one of the most life saving /
practice saving scheme, hence there won't be any defaulters list. As there are so many factors
for members leaving the scheme, State President agreed to discuss this matter in the next
Management Committee meeting. Dr. M. Mariappan. Asst Secretary-IMA TNSB also in a

same view of Dr. R. Aravazhi requesting for onetime premium or reducing premium
subsequently.
Dr. K. Thangamuthu, Legal Committee Chairman : No. 107 and 108 of JVL plaza have
been locked for others for last two years. The rooms used by our members when State
President and State Secretary is not available, hence the income is affected. The scam papers
dumped can be stored in Tambaram Guest House.
Dr. N.R.T.R. Thiagarajan, Hony. State Secretary : The State Secretary room was under
lock and key for last two years, because the important scam documents were there in it, but
now I have shifted the items to the adjacent small cabin and locked and the key is with me, the
State Secretary room have been permitted to let out for rent when the Secretary is not
available.
Dr. R. Palaniswamy, State President : When an immediate call for the State President and
the Secretary to be in Chennai and if someone is occupying the rooms meant for State
President and Secretary, it may not be good to ask someone to vacate it, we may stay in
Tambaram or somewhere, if the future State Secretary and the State President have no issue.
Dr. S. Karthick Prabhu, NHB Chairman : The rooms meant for State President and the
State Secretary cannot be rent out for others, they have to perform their duties, staying there,
keeping their items etc. It is credit for the State President and the State Secretary have a room
in JVL Plaza and there should be certain privacy for them. It is a disgrace for a State President
and Secretary cannot have a room. If some other office bearer comes and need a room, he can
have with the permission of them, not for general purpose and I object it.
Dr. T. Senthamil Pari, State President Elect : The State President and Secretaries visits
Chennai often on their official visit, we may not insist the rooms to allocate for other
members.
Dr. R. Palaniswamy, State President : As decided, the Room No. 107 and 108 in the JVL
Plaza will be for the State President and State Secretary only. He also appreciated the
functioning of PPLSSS.
Dr. M. Balasubramanian, Past State President : The State President and Secretary should
not leave their rooms for their assistants as well.
Dr. K. Selvam, IMA Kodambakkam : He got it clarified from the PPLSSS Secretary that
PPLSSS won't plea for the member's case who is not renewed his membership, even the case
was when he was a live member. He requested the council to consider, to protect a retired
member from facing a case when he was in active practice and was a member of PPLSSS, if
he paid a onetime payment during retirement, a scheme like Run off Cover is introduced by
the insurance companies, may be implemented in IMA PPLSSS. State President accepted to
keep the point in the forthcoming Management Committee meeting.

REPORT OF THE CGP BY DR. P. SENGUTTUVAN, CHAIRMAN IMA TNSB CGP :
As we had started the Diabetology course, we are going to start Diabetic Foot course by this
months and other courses would commence within two to three months.
Dr. D. SENTHILKUMAR, SECRETARY, IMATNSB CGP : Greeting the leaders and the
members, he said, as we had begun FCD course, Diabetic Foot course will commence on
17.05.2022 with CME. Respiratory course would commence soon as a physical class. Other
courses like Practical Cardiology, Reproductive Medicine, Infectious Disease and Infection
control, Sexual Medicine, Mental Health are having less enrolment, would commence as and
when the strength improves.
Regarding Toxicology course, it is suggested by the State President to contact Dr.
Ganapathy, Course Coordinator to conduct further class and hands on training or to return the
amount proportion to the class conducted.
Regarding Study tour, State President said, there was lot of problem in organising
Study tour, hence not encouraged. There is a family tour arranged by IMA Tirupur to
Kashmir, interested person can join.
Dr. K.M. Abul Hasan, State President Elect 2023 : He suggested the CGP office bearers to
plan for certain new courses to the young Doctors, who is preparing for PG courses. He
suggested to adopt CFM course, which was not conducted by National CGP.
AMS :
REPORT OF ACADEMY OF MEDICAL SPECIALITY BY Dr. R. KANNAN,
CHAIRMAN : Last two years, we did lot of seminars, workshop, CME etc. Till March 2022,
we had released 4 Videos on Road Safety Week, International Epilepsy Day, World Kidney
Day& World Head Injury awareness day. IMA AMS Chapter Tirupur, which was elected as
the best AMS Chapter did lot of activities like World Cancer Day. IMA Coimbatore is started
conducting Lecture series, celebrated World Epilepsy Day and organising lot more
programmes. IMA TNSB also celebrated World Cancer Day. South Zone AMS Hybrid
conference was conducted very successfully with lot of lectures and scientific programmes.
As CGP is conducting courses, we have planned for 6 workshops, being applied for the
approval of the State President. Deepvein thrombosis, Digital marketing- which was very
success at Madurai zone conducted by Dr. Pradeep, Workshop on Paediatrics by Dr.
Neminathan, Emergency Medicine workshop from Salem etc. We also planning for a hybrid
meeting from Chennai in future.
State President suggested Chairman AMS to conduct more workshops at state and
branch level.

Dr. K.M. Abul Hasan, State President Elect 2023 suggested for the Monthly Suturing
workshop in branches before commencing another meeting. Dr. K. Selvam suggested not to
use the name marketing, in the above said workshops.
Dr. M. Balasubramanian, Past State President : He suggested to organise the meeting with
the other speciality associations, where IMAState President and the Hony. State Secretary are
the chief guest/speakers. We have to find out whether the Digital marketing is an ethical one,
so that we will not landup with any problem with Medical Council.
Dr. Seetharaman, IMA Coimbatore : We don't get credit point for the CGP and AMS
courses even we pay the amount. Dr. Kannan agreed that there was certain gap and he would
settle it soon.
State President congratulated theAMS team for the good work done.
During the CIMACON / TIMACON 2022, the Organising committee had spent
about Rs. 2.5 lakhs for Awards and Rs. 85000/- for credit hours and we will be giving
Rs. 50,000/- to State Office, ie. Rs. 4.00 Lakhs spent for State Office. State President thanked
the organising committee.
NHB :
REPORT OF IMA NURSING HOME BOARD BY CHARIMAN Dr. S. KARTHICK
PRABHU : Since last State Councill meeting, NHB had faced lot of problems, especially
Minimum wages, where we went to the Govt. and requested them to reconstitute the
committee, met Labour Secretary and CM Secretary Dr. Umanath, I.A.S. who assured us to
take it to further. When a committee formed, the procedure would continue as it was.
Our State President met the DGP for Fire Safety and clarified that the court order have
been received. It will be circulated as soon as received by this office.
Hony. State Secretary has met the authorities for Insurance, where the rates are to be
increased, decrease the grading. For any category, the Doctor fee remain same. OP insurance
has come in a big way. Star have come with the proposal where there is no capping on a fee,
investigations and drugs are covered etc. As we submit the proposal to IMA TNSB, he
requested the members to go for it and enjoy the opportunity. We also looking for a course on
insurance where the insurance can be done without the third party intervention. Every month,
we will have one meeting at the district level headed by the District Coordinator. We are
looking forward for a software with the sponsorship by where we will rate the insurance
companies and to promote them for our patients, so as to get the good rates.
Dr. R. RENGARAJ, TREASURER - NHB : As we took over the office on 26.01.2022, Our
account details are with NHB Office Tirunelveli. Till now 23 new enrolments, 104 renewals,
Current membership is 4447. We have asked all the IMA branches to have Asst. Secretaries
for NHB, District Coordinators for the District. 11 Vacant posts of District Coordinator post
will be filled soon. Our NHB zonal meeting at Erode was success. Next Meeting would be at

Thanjavur. We had our Management Committee Meeting at Erode and have certain important
approvals. He requested the District Coordinators to identify the new hospitals established all
over the Tamil Nadu and make them in our fold.
Dr. R. Palaniswamy, State President : NHB and Insurance Committee jointly do many
things for our members, also we have to do it very strongly. We have to follow the Minimum
wages committee formed. We may ask the Govt. to increase certain amount in the insurance
that we have to follow it up. We have already met the Ministers, concerned officials and gave
our proposals, we have to meet them again to impose our requests.
Dr. K. Selvam, IMA Kodambakkam : There is an email id in Hospital Board of India,
wherein we can speedup settlement of claims. He requested NHB to combine the claims of
the hospitals and approach the insurance companies through this email id, it would be
beneficial to the members,
Dr. S. Karthick Prabhu, NHB Chairman : As said earlier, an app can be created where the
feedback of the insurance companies can be placed on settling the claims. Public would
certainly go for the company which is settling the claims at the earliest. This is how we can
tackle the insurance companies.
Dr.R. Rengaraj, Treasurer NHB : While signing with the Insurance companies, we should
see that the settlement is within the date prescribed, beyond which we must insist for the
interest prescribed by IRDA.
Dr. Pradeep : To overcome the long-uncleared settlements, we may appoint someone who
have thorough knowledge and get us the claims early. Chairman NHB agreed upon all the
suggestion given, so as to get the settlements early.
Dr. Seetharaman, IMA Coimbatore : We should plan for an Insurance Conclave. NHB
Chairman replied, we have planned for one such conclave and a training programme where
the structure of all the insurances is taught, so one can opt for a good insurance company who
is settling the claims fast.
Dr. K. Selvam, IMA Kodambakkam : Whenever a Secretary changes, lot of papers goes
missing and the efforts he put for last two years goes in vain, instead a part time managerial
staff may be employed permanently and continue the subject, so the continuity is maintained
without missing anything. Chairman replied, it can be outsourced and give time to time
instruction and get better result.
PARAMEDICALWING :
REPORT OF THE PARAMEDICAL WING BY THE SECRETARY Dr. R. GOWRI
SHANKAR : We have 60 Paramedical Intuitions and 1002 students. On 20th March, we had
conducted an Orientation cum faculty meet at Erode where 25 institutions participated.

There were certain proposals by the institutions that the Diploma courses conducted by IMA
TNSB Paramedical Wings is to be converted to 2 Years Diploma courses. Lateral entry to
the students completed two years DHA to second year AHA. Introduction of two new
certificate courses, ie. 1. CSSD and Infection control technology. 2. Basic computer with
ward and MRD records maintenance. The above proposals were approved by the State
Council unanimously and suggested to prepare the curriculum accordingly.
A West Zone Paramedical meet proposed at Pollachi on 05.06.2022 is approved by
the State President. State President advised the Chairman and the Secretary to accreditate the
courses with Skill development programmes of the Government.
Dr. P. Mannar Mannan, Chairman Paramedical Wing expressed his desire to start
Paramedical Colleges by the IMA branches where the small and medium hospitals are there,
State President accepted the view of the Chairman and said any IMA Member, registered
NHB Hospitals or IMA Branch can start Paramedical Courses following the norms available
with us.
REPROT OF THE WOMEN DOCTOR'S WING BY THE CHAIRPERSON Dr.
SANTHA NARAYANAN : Women Doctor's Wing will raise the voices of the Women
Doctors in their honour and dignity. WDW will work for the welfare of the women Doctors
and for IMA, involving Local, State and National authorities. Our agenda is to create Women
Doctors wing all over the branches, conducting seminars. Webinars and CMEs, Spread the
Feale Health issues, saving the girl child, promoting sexual safety in young women and
workshop on leadership. We will be actively participate and support all our state and national
functions and events including sports and fine arts. We will continue to do the project-
Swayam, awareness of Brest cancer, conducting Mission Pink health, detection on anaemia,
addressing the adolescent issues. We have started a subcommittee of Mission Pink Health to
strengthen MPH activities, conduct National level competitions to show our talents,
conducting Eves clubs.
We also participated in Folic Acid awareness programme, Pongal celebration,
National Girl child day, Leprosy awareness and Republic day celebrations. In February, we
had conducted World Cancer day, Sexual and reproductive health, valentine's day, Thaimai
Programme from Coimbatore, New installation of Mission Pink Health in Krishnagiri,
Womensday programme in Namakkal and Go green activities. In March, we had attended
Leadership programme in Chennai, International Women's day at Tirupur and Krishnagiri
WDW programmes, mega rally by IMA Tambaram etc. Kids club is doing very well in all
over Tamil Nadu.
State President said, we had honoured six Women, apart from Doctors, for their social
activities. He wished to start many more Women Doctors wing in Tamil Nadu.

State President Dr. R. Palaniswamy express happy over the announcement that the
service Doctors who have completed 3 yearsof service can have 50% reservation.
Dr. V. Rajaselvam said, he had Participated in Musiri Kulithalai local branch meeting,
met DMS for the transfer and the counselling and promotion process and carpus fund for the
Govt. Doctors fund. Govt. have announced for Rs. 1 Crore for the monthly contribution of Rs.
500/-.The database work to collect details of the service Doctors in IMA TNSB will be
completed soon and handed over to the State office. We are created a group to improve the
life membership as well.
State President requested the Service Doctors Wing Secretary to promote FSS,
PPLSSS etc. among the service Doctors, as we have made lot of changes in FSS and PPLSS to
make it more attractive. He appreciated the Secretary-Service Doctors Wing for his effort to
support IMATNSB by all the possible means.

Academic Committee: They are meeting every month and doing well.
Quackery Eradication Committee : As Dr. K. Prakasam presented in the Leadership
seminar, certain bills are to be passed by the Government.
Sports Committee report by Dr. Mohamed Ibrahim : Our aim is to bring out the sport
personalities among IMA TNSB. Apart from conducting annual sports, we are here to
address the fitness issues. We are going to inaugurate an IMA sports directory to know the
sports personalities and to promote the same. We have made a Whats App group IMA fitness
group, interested person can join in it, apart from the Facebook group to inspire others. The
zonal level sports will be conducted well ahead and the state level will be held in Tirunelveli
by June or July. Virtual sports, Nellai marathon where Dr. Shantha Narayanan won the prize,
calisthenic were our activities. “Stay fit, stay safe and inspire others” is the motto this year of
the Sports committee.
FineArts Committee report by Dr. Pradeep Kumar : Everybody is a cultural man. We take
activity every month. In “Making memory of the festivals” we had received 30 replies and
awarded to three. In February, conducted selfie competition in the eve of Valentine's day,
where we have received lot of response, given award to three. As the Women day is
conducted, to express the Women empowerment, conducted self-love for the women,
selected the winners and the prizes will be announced soon. We were conducted painting
competition for the kids, where around 100 kids were participated. We are planning to

conduct 6 such competitions in a year. We had conducted Yoga workshop and created a
website apart from the Facebook created last time. Zonal level competition will be held from
August to October and the final will be held in Hosur.
Aao Gaon chalan village adoption committee report by Dr. Amutha Karunanithi :
Cancer awareness programme conducted, visited Sevalayam in Coimbatore and given
stationers and day to day care materials and parlaying materials to 17 under privilege
children, Avadi Ambattur branch did free medical camp and sponsor food for 110 children,
Cancer Awareness programme conducted by IMA Tambaram branch along with the
Kancheepuram Obstetrics society and a free medical camp at Ponmar village, sponsored by
Kaleeswari group of companies. Awareness on Cervical cancer, anaemia, importance of self
Brest check-up, identification and prevention cancer given. IMA Sathyamangalam has
adopted an Ashram along with the rotary club in Punchai Puliyamptti village, they have
constructed a new home also. IMA Attur branch has conducted Pongal celebration and
donation were made to Kamalalayam, Anbagam old age home. IMA Trichy conducted free
Anemia camp for the elderly and orphan children. Dr. Thirumavalavan has donated food to
the poor people during the rainy season.
She insisted the branches to do medical camps, help the old age home etc. monthly
and join Environmental team to plant more tree plants.
Dr. D. Maheshwaran, Chairman Organ & Body Donation : We have planned for a short
film on organ donation, the notices, pamphlets will be printed and distributed. There should
be two registers to be maintained for body and organ donation.
“IdamtharumIdayam”, a book written by Dr. Magudamudi, supported by many was
released by the State President Dr. R. Palaniswamy.
Childhood Cancer Awareness Committee - Dr. S. Veerapanian : The awareness on
childhood cancer is to be spread all over the place and is to be initiated in future also. As per
WHO, there is vast difference in higher and the poor people in success rate. If, IMA and Lions
club International make a MOU, we can move forward.
Dr. Srinivasan - Environmental Committee : The following suggestion were arrived
during the last two meetings held. Create an Environmental Wing and promote the need of
safeguarding environmental. As the IMA Kallakurichi has distributed tree plants, it can be
done by all the branches. Project -Green the Nation may be conducted in June 05th during the
Environmental day, with the support of school students. Manchapai programme is to be
taken to all over Tamil Nadu and say no to Plastic. Save a marine plants also planned, for
which corporate hospital, business people are to be involved.
Around 200 Plants were planted. Villupuram IMA has donated tree samplings. Dr. T.
Senthamil Pari has donated tree saplings to IMA Tiruvallur branch. Ambattur Avadi also
planted tree saplings. IMA Tambaram, IMA Tirunelveli also continuing the plantation. IMA
Namakkal also doing this project, which involving students through drawing competition.

Biomedical Waste Management Project by Dr. A. Kalilur Rahuman : As the project is
coming on, IMA Ramanathapuram has applied for the approval to the Government.
Processing fee Rs. 1 Lakh have been paid. The newly elected members of the state level
impact assessment authority has takin up the project one by one. He also requested IMA
TNSB to help them to get the approvals at the earliest.
Research Committee: Dr. N. Subramanian, IMA Tirunelveli will be looking after the post
held by Dr. S.G. Balamurugan.
Medical eqpt. bulk purchase Committee by Dr. V. Seetharaman : We are looking for a
good vendor who is supporting our project, so that our members are benefited out of it. We
would like to make an online platform, so all our members can make use it. The rate we get
will be vendors will be approved by the State Office and introduced to the members. All the
purchases will be done through IMAState office.
Dr. K. Selvam has suggested to look for a vendor who do service for equipment AMC
also. It is agreed by the Bulk Purchase Committee members to look for the vendor who have a
good service backup includingAMC.

members of the State Council unanimously.

months of October 2021 to December 2021 unanimously by the members, as proposed
by Dr. K. Thangamuthu and seconded by Dr. C. Thangamuthu.
4. Most of the members are in favour of purchasing a property at Chennai only, hence
decided to have a property at Chennai. Members are also in a view to buy vacant land
in Chennai where we can have our own building in future.
5. The room No. 107 and 108 in the JVL Plaza will be for the State President and State
Secretary only.
