Service. Agenda 20 : REPORTOFTHE IMASTANDING COMMITTEES Report of Constitution Amendment Committee Chairman – Dr. L.V.K. MOORTHY. Constitution Amendment Committee Meeting was held at Hotel Oxina Lygon on the 11th of February 2023 - 10.30 am. Presided by Dr. T. Sentamil Pari, President IMA TNSB, in the presence of the State Secretary Dr. N.R.T.R. Thyagarajan, Finance Secretary Dr. V.N. Alagavenkatesan, Imm. Past State President Dr. R. Palanichamy, State President Elect Dr. K.M. Abul Hasan. After IMA and Physician's prayer by Dr. M. Subramanian, the Chairman Dr L.V.K. Moorthy, welcomed the State Office Bearers and the Committee Members. He thanked the President for giving him and his team, an opportunity to serve in this most important committee. After elaborate discussion the following points were approved. 1. It is pointed out that the registration details of the state IMAis not incorporated in the latest amended copy. Hence it is decided to add the full details next to the IMATNSB State office address. 2. State Secretary Dr. N.R.T.R. Thyagarajan announced that it is mandatory for branches to have a bye law for the branches and they must be registered. 3. For those branches who don't have their own bye laws, the already prepared common bylaw will be sent to the branches and they should get registered under the society act. 4. MSN & JDN members will be called as ASSOCIATE MEMBERS. Their privileges will be prepared and submitted by Dr Abul Hasan, President Elect. 5. Branches having less than 200 members---- if there is no contest for branch office posts, the sitting office bearers can continue with the approval of the GB. 6. State President shall henceforth nominate an Assistant Secretary exclusively for PPLSSS GUEST HOUSES, based in Chennai from among the Chennai District Coordinators, in consultation with the PPLSSS Chairman and secretary. Once appointed, the said secretary will look into maintenance , upliftment and profitable running of the same in addition to promoting the said facilities.
51 7. THE FSS TRUSTBOARD shall be revamped with only 3 founder Trustees. Rest being the State President , President Elect, Secretary, FSS Chairman and Secretary, Immediate past Chairman and 4 Trustees to be elected by among the District Co Ordinators (one from each zone.) 8. To send voting links for our elections by email also, to those who don't get the same through SMS in their mobiles. This shall be implemented strictly. 9. One Man One Post -- Those who are occupying the important elected posts of the state / Wings/Schemes , can't contest while still in office. Dr. Madhubala, Gynecologist gave a lecture on Adolescent sex and Gyne Health. th In March 26 we are planning World Sleep and TB Day CME and panel discussion. We will be planning to conduct physical meet- zone and branch wise also. 71 leaders, host branch President and the Secretary and the members of State Council, he thanked all for attending the conference and the State Council Meeting and requested the members to enjoy the hospitality and the facilities provided by the organising committee. State President Dr. T. Senthamil Pari said, I am taking over the Presidentialship in a crucial situation as many issues threatening the medical fraternity to face. Most of the members want some changes in the administration and the policies in handling the issues of IMAwhich I want to initiate. I realise and understand the members mind and feelings for which I have prepared myself to bring the change whichever the member like. Conduction of State Council Meeting : State Council Meetings were conducted such a way, the most of the time was wasted by discussing on one or two matters which prevented other agenda for discussion, ie. not been given enough time to discuss. So, I would like to suggest that the State Council Meeting agenda book should be sent to the members 15 days prior to the meeting. Members those who want to raise the question are to send their questions to the State Office by mail within one week from the time of receiving the agenda book. The State Office should forward the question to the concerned schemes and Wings Secretaries, who should come forward and come prepared to answer the question during the State Council Meeting. This will not only save the time, but office bearers able to reply all the questions in a prepared manner and will able to give enough time for all the agenda. Centralised office forState branch, Schemes and Wings : Now State Office is functioning in two different places, the Schemes and wings are functioning the places of the respective Secretaries. Employees are changing every two years, there is no continuation of staff. So, it was found from the previous experience, the new staff member found difficult to understand the accounts, routines and it takes long time to stabilise. They found difficult to trace back the files if needed for verifications. The bank accounts also changed every two years. National IMAand many State IMABranches are working with a centralised Office. It is not only reduce the expenditure, but also executives, employees would be well versed in accounts and routine protocols. Decentralisation of State Office / Sharing work load of State Office : State Secretary should look after the following accounts, 1. IMATNSB 2. IMAParamedical 3. IMAAMS 4. IMACGP 5. IMANHB operated by IMAPAN Card In addition to the above, he has to operate the following accounts also. 1. IMATNSB 2. IMAElection Account 3. IMAAction fund 4. IMAProject Committee 5. IMABenevolent Fund.
72 Operating and maintaining of too many accounts may put pressure and difficult for the Secretary to submit the accounts for scrutiny. I would suggest to operate the accounts of Paramedical, AMS, CGP by its Office bearers, as it was suggested by the FSC, but not implemented. By giving responsibility to the Wing office bearers, we will encourage them to work more efficiently and they may generate more income and reduce the work pressure of the State Secretary. We have to bring necessary changes in the constitution & Bye Laws of IMATNSB. Standing Committee : This year we want to do more community services, we want to nominate members for the community services. He suggested the members not to use IMAfor TNMC Election, not to use the facilities given for the members for TNMC Election purposes. He also requested an opinion of the members for the changes mentioned. AGENDA10 STATE SECRETARY REPORT BY Dr. N.R.T.R. THIAGARAJAN : Greeting the State President, Immd.Past. State President, Immd. Activities: 02.07.2022 - We have met the Health Secretary to invite him for the Doctors day Celebration. Doctors day award given to 44 Doctors, each one from each district. Maruthuva Natchathiram award by IMA & Hindu Tamil Thisai at Chennai on 16.08.2022, where Health Minister and Dr. Ezhilan, MLA were the guests. Another award function was held at Madurai where Finance Minister was the Chief Guest. In every meeting, the Immd. Past State President was made certain demands and it was promised by the Ministers to fulfil the same. East Zone, we had the Transport Minister Thiru. KN. Nehru and west zone Dr. Mathiventhan, Minster for Tourism and Forest. 18.09.2022 - We had our State Council Meeting at Pondycherry, hosted by IMACuddalore. th 28.09.2022 - 80 General Body of IMA TNSB, held at IMA Hall Trichy, where lot of discussions held. There was a convocation ceremony on the same day for the Paramedical students passed out for the year 2021-22. Teachers day celebration was organised by MSN JDN at IMA Tambaram, very well organised programme, thanks to Dr. K.M. Abul Hasan. Launching of Jeevan 2.2 by IMA Madurai at Madurai Medical College-BLS workshop was well organised by MSN JDN of Madurai. Management Committee Meetings and Zonal meets were held for FSS, PPLSSS, NHB and Paramedical Wing. Inauguration of 4 IMA branches: IMA Purasaiwakkam, IMA Mint, IMA Kundrathur and IMA Selaiyur.

FSS Accounts: Verified and found that the accounting and presentation inclear and appreciable. Advised to concentrate on membership growth. 4. PPLSSS Accounts: a) Guest Houses are not self-sufficient. For maintenance and repair a considerable amount was transferred from PPLSSS accounts. Steps should be taken to improve occupancy. b) HPS & FBS: new member joining is very minimal. 5. Nursing Home Board accounts were maintained very well and presentation is impressive, very easy to scrutinize and set an example. RAGHAVELU: Greeting the leaders on and off the dais, he said, The Past Presidents Council Meeting held on 18.12.2022, 08.30 am at Chennai trade Centre, News room. 1. Past Presidents Council appreciated the good work done by the Immd Past President Dr. R. Palaniswamy and welcomed the new State President Dr. T. Senthamil Pari and agreed to cooperative his endeavours. 2. Discussed about the unity and status of IMA, the distinct character of IMAwhich should not be impinges by any member. 3. The election process: the voting conducted for 12 hours to satisfy the members, to fulfil their duty may be extended for 5 day from 8 am to 8 pm. 4. The council members urge the President to act the Election Commission Chairman independently, under the guidance of the President and the State Secretary, so as to complete the election process in fair and perfect manner. A fool proof system would be made available for the election process. 5. The responsibility of updating of electoral list is given to the Election Commission Chairman. Dr. N. Mohandas, Past State President : Reputed top three companies are to be called to give quotations for the election process and choose the reputed company and need not be a lowest quotation. The chosen company may be intimated to the State Council and got it approved, which is approved by the State President. The election for PPLSSS and FSS is to be held in March 2022, so the election process is to be start immediately. The same may be intimated in TIMA as well. We should start finding out the election agency at the earliest. Dr. V. The software what we have may be rechecked by the reputed agency for fool proof enough and can be used. It is the responsibility of the IMA branches to give the fool proof databases to IMA TNSB, i.e updated list of eligible members list with the required information. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary : Inpite of repeated requests to branch Presidents and Secretaries, we get the data for around 33000 only, branches find difficult to get the details of the rest. Dr. M. Elangovan, IMA Thanjavur : The cost may not be as per the no. of votes casting. The good quality software, may be costly can be used. The phone numbers must be correct, elect roll must be corrected before the election. Dr. M.S. Ashraf, Past State President : It is the duty of IMATNSB to send repeated reminders to IMA branches to collect the correct email ids and the cell numbers of the members. The biggest problem what they found was that they didn't get link. When is the last date for the new members to cast their votes? The newly elected branch Presidents may not be knowing certain details of few members, the Past State Presidents may take the responsibility to update the database and send it to the State Office within the prescribed time.

AGENDA15 REPORT OFTHE STATE VICEPRESIDENTS : Reports of the State Vice Presidents is printed in the agenda book. AGENDA16 ISSUES FOR DISCUSSION: a. PROPERTYPURCHASE-GUIDELINES & PROTOCOL Dr. T. Senthamil Pari, State President : There are incidences- while building IMA TNSB HQs, certain amount withdrawn as cash and found no receipt for it in, certain amount spent for renovating the building at JVL & certain expenditure now for purchasing land for IMA TNSB. It is for to follow the guideline for any purchase of land or building, so that we don't deviate the norms and facing problems later. I would like to form a committee for framing guidelines for purchase or sale of property. This committee should scrutinize the previous instruction for purchasing or sale of property also. The following are members. 1. Dr. N. Mohandas, Past State President - Chairman 2. Dr. S. Damodharan, Past State President - Member 3. Dr. M. Govalan, Past State Vice President - Member 4. Dr. R. Anburajan, NHB Secretary - Member Dr. N. Mohandas, Past State President : There are instances, the property is purchased in the name of trust and being run by the Trustees then. Changing the owner of the property is difficult. Hence, a guidelines are to be framed to overcome such problems. State President Dr. T. Senthamil Pari said, the Guideline which we are going to frame is for the State Office, can be used by the branches incorporating the same guideline in their constitution, but cannot insist them to buy in the name of IMAor trust.

Prakasam, Past State President : Trusts were made in the branches to save the properties of IMA. The trust property is belong to the concerned branch. However, a guideline may be issued to the branches our guidelines. Dr. Rufes Ponniah, President, IMA Tirunelveli : We had a beautiful precedence in Tirunelveli. We had purchased the land by the Trust. Having 5 permanent members and the branch office bearers are the temporary members changed time to time. Dr. Veerapandian, CGP Governing Committee Member : We cannot control the trust, we can give guidelines to follow. Permanent trustee can be changed by the members when required. The present office bearers may be the Ex-officio members. The branches will look after their own properties. Dr. C.P. Shanmugasundaram, Joint Secretary IMA CGP TNSB : He is informed that IMA Coimbatore has a trust, by which properties were purchased. Dr. A. Kalilur Rahman, IMA Ramanathapuram : Purchasing the property in the name of IMA, which would be controlled by the State and the National IMA. The branch will have the control of the property, if purchased in the name of the Trust, governed by IMABranch. Dr. K. Selvam, IMA Chennai Kodambakkam : We have to enforce the guidelines being formed. The trusts are to be purchased in the name of the branch, should have less permanent members and more of temporary members, maybe the current office bearers. Dr. K. Thangamuthu, PPLSSS Legal Committee Chairman : As the property proposed to buy near Poonamallee have encumbrances, do the property allowed to buy after forming the guidelines or not? Dr. T. Senthamil Pari, State President : As there are liabilities, the proposed property at Poonamalle is dropped. The committee formed will study the draw backs and lapses faced now and would suggest to overcome such drawbacks. Dr. J.A. Jayalal, Immd. Past National President, IMAHQs. : The State or branches have their own PAN card can have their own expenditures, it won't reflect in the National IMA. But, the Trust formed in the branch or State is to obtain permission from IMAHQs. , such Prescence can be passed here in IMA TNSB. The Ex officious should have the control over the Trust than the permanent members. Dr. S. Karthick Prabhu, Chairman-NHB : We had our Trust in IMA Coimbatore, where purchased 3 Acres of land. There are 10 permanent trustees and 10 elected Trustees. The permanent Trustees hold on the trust is for his life time only, it won't carry to his family. The branch President-an Ex officio will have the control over the property. Purchasing the proposed site at Poonamallee is left to the wisdom the present office bearers, but saying that there is a encumbrance is objectionable. The Bank had given loan against the property means; it is a good property to buy. Loan given against the land will be reflected as
80 encumbrance only. The loan issued property by bank always good property, may be purchased on clearing bank loan. Dr. V. Varadharajan. Past State President : Without independency, we cannot progress. PPLSSS, FSS and NHB was started in independence and IMA joined as a partner. We have not taken permission from IMA HQs. to start the schemes. We should not block the progress of IMA. Give independence and guidance and not rules. Allow the peopled to grow themselves. Dr. S. Damodharan, Past State President : Registered documents only comes on in encumbrance Dr. Anbarasan, IMAPattukottai : The property in bank need not be considered as a good one. Dr. K. Selvam, IMA Chennai Kodambakkam : It was passed in the General body meeting held on 17-12-2023 that, once the amount loaned against the property is cleared by the owner, the land is encumbrance fee, can be purchased. State President replied, the plan is dropped. B. IMA SCAM CASE-A WHITE PAPER PRESENTATION: White Paper Presentation on misappropriation of money by Mrs. Sumathy and others-Action taken. Dates and events: Mrs. Sumathy was employed as accounts incharge of IMATNSB for past around 19 years, ie. from 1999. She was looking into various accounts including the following in for employment. Indian Medical Association State Office, Indian Medical Association CGP, Indian Medical Association Tambaram Guest House, Indian Medical Association FSS. On 11.08.2018, it came to the knowledge of the office bearers of the IMA Tamilnadu that Mrs. Sumathy had misappropriated or swindled a large amount of money from the various accounts of the Indian Medical Association to the tune of more than Rs. 5 Crores by forging the signatures of various office bearers in active connivance with her Husband Mr. V.J. Jeyakumar and others. She also admitted the fact that, she has misappropriated sum of monies in her letters 22.05.2018, 12.08.2018 and letter dated Nil. On 06.09.2018, Dr. S. Kanagasabhapathy on behalf of Indian Medical Association has lodged a Police Compliant as against Mrs. Sumathy and her Husband Mr. V.J. Jeyakumar before the Commissioner of Police CGP II Chennai. Based on the complaint, the FIR Crime No…. was registered and took up case for the investigation. Due to apprehension of an arrest, Mrs. Sumathy filed a Criminal OP No…. before the Hon'ble Court Madras for seeking anticipatory bail. Mrs. Sumathy's Husband Mr. V.J. Jeyakumar also filed a petition before the Hon'ble Court Madras for seeking anticipatory bail. Both of them were absconding, On behalf of IMATNSB Dr. S. Kanagasabhapathy, Chairman of the committee for the Financial irregularities of IMA TNSB filed an intervening petition and objected the both anticipatory bail petitions filed by Mrs. Sumathy and her Husband Mr. V.J. Jeyakumar. During the course of argument the High Court insisted the Mrs. Sumathy to pay Re. 1 Crore or property equal to the value. On that day Mrs. Sumathy's advocate agreed to furnish the property detail on next hearing. On the next hearing, Mrs. Sumathy's Advocate furnished the documents of the land property at Uthramelur which was worth only a less than Rs. 10 Lakhs. Hence our Lawyers, we insisted on the transfer of the house property at Chennai which was worth much more. The Court concurred with our demand. On the subsequent hearing, Mrs. Sumathy's advocate furnished a document of land and building at Jameen Pallavaram at Chennai measuring an extent of 1712 Sqft together with a building area of 2022 Sq feet, which stood in the name of Mrs. Sumathy. In the mean time, Dr. R. Gunasekaran, Secretary of College of General Practitioners
81 HQs. asked for filed a intervening petition before the High Court Madras and objecting for granting anticipatory bail for Mrs. Sumathy and her Husband Mrs. V.J. Jeyakumar. On the next hearing, the court directed the transfer of the said property to IMA. As per the order of the High Court, Madras Mrs. Sumathy executed a settlement deed in favour of IMA TNSB. The original documents are with IMAnow. Based of the above, Indian Medical Association Tamilnadu has the owner of the House property and is trying to obtain quotes from the third party to dispose the same and recover the part of the money. The possession of the property also with Indian Medical Association Tamilnadu. The dates of hearing are here under for our records. Pursuant to the disposal of said cases, the Police started investigation and pending FIR. Various witnesses were examined including accused Mrs. Sumathy and her Husband Mr. V.J. Jeyakumar and accompanies, various office bearers of schemes of IMA Tamilnadu who were holding the office at the time of misappropriation. The investigation officer issued summons on various dates to all parties concerned and we submitted all documents including the following, The Bank Accounts of various Schemes of IMA mentioned by Mrs. Sumathy, amount transferred, withdrawn from IMA accounts vide RTGS, Cheques and Cash. Office bearers and authorised signatories of various schemes of IMAat the time Mrs. Sumathy was handling the IMA Accounts from 2007-2018. Authorisation letters, Board resolutions for appointment of signatories for signing the cheques from2007-2018. As investigation was getting delayed, we had filed a CR LOP NO. before the Hon'ble High Court Jurisdictions at Madras. The said case was ordered by the Madras high Court wherein the investigation officer was directed by the Court to file the final report within 4 weeks from 03.10.2019. Pursuant to said order, also as charge sheet was not filed within the time stipulated by the Hon'ble High Court, we filed another Criminal original petition before the High Court namely the No. of the cases IMAVs Mrs. Sumathy and others. The subject is came up before the High Court on 16.02.2021, the investigation officer was present personally before the Court. Our lawyers brought it to the knowledge of the court that despite furnishing all required document sought by the investigation officer, including the forensic audit report, the investigation has been delayed inordinately. The Lawyers also brought it to the knowledge of the court that despite and earlier CR LOR No. being ordered by the Court wherein the investigation officer was directed by the court to file a final report within 4 weeks from 03.10.2019, the report has not been filed till date. They also draw the Judges attention. to the proof of submission of all the documents pertaining to the investigation which were filed in the type set of paper. They also pointed out to the Judge that the audit report which shows, misappropriation for more than Rs. 8.92 Crores. The Judge after hearing our arguments passed the following orders. The investigation officer is directed to complete the investigation, and file the report within the 3 months from today, the Asst. Commissioner EDF II is directed to monitor the investigation in crime No. and dispose with the above direction and post the matter under the caption of complaints of 02.06.2021. Thereafter the investigation officer filed a charge Sheet before the Tambaram th Criminal Court against the accused and the case stand posted to 06 October 2021 for hearing the th charge before the Tambaram Criminal court against accused and the case stands posted to Oct 6 2021 for hearing the Criminal court. The prosecution has filed a charge sheet and the same has been culminated, in twelve criminal cases, the detail of which are here under,
82 The accused namely Mrs. Sumathy and Mr. V.J. Jeyakumar appeared before the Court, the Indian Medical Association also filed an application under section 301/2to assist the prosecution, the court allowed the application filed by the Indian Medical Association. In the mean while 3 persons namely Dr. Ganesan, Dr. Balamurali and Dr. Radhakrishnan filed a petition under 301/2 CRP PC to implead themselves in the case and assist the prosecution. However, the public Prosecutor objected to the petition file by Dr. Ganesan and others, filed a Court against same which is again pending enquiry, before the Judiciary Magistrate Court No. 1 Tambaram. Thereafter Indian Medical Association filed a Criminal original petition before the Hon'ble High Court of Madras CRL OP No. To expedite the proceedings or trial before the Criminal court, the Hon'ble Court has passed the following orders on 01.09.2022 and disposed the said cases. The trail court shall endeavour to dispose all the CMPs and expedite the trial without any further delay. It was contemplated and discuss the feasibility of filing a civil suit for recovery of the said misappropriated money from Mrs. Sumathy and others. Since the money cannot be recovered through the criminal proceedings, which are meant only to punish the accused, it came to light when efforts were taken to locate the properties owned by Mrs. Sumathy and others, they were unable to ascertain the location or establish the whereabouts of other properties owned by her. In such a scenario, even if the civil suit was filed by paying a haptic court fee, ie. 3% of the claim amount to be paid to the court. Hence, we State President, FSC were decided not to go for it, unless know the property of Mrs. Sumathy. In the meantime, IMA had also given the formal complaint before the Enforcement directorate as against accused. However the Enforcement Directorate has at one point of time intimated the Sub Registrar of officers not to reflect any sale of any properties belongs to the accused. The event of Enforcement directorate locating the properties owned by accused, the recovery can be made at that stage. The property we recovered only we had owned so far, it is possible if ED has found any other property of Mrs. Sumathy. Dr. K. Selvam, IMA Chennai Kodambakkam : Do we need to take permission of ED or can we sell it? It is replied by the State President that the property was registered to the value of Rs. 2 Crores, now the Govt. valuation is Rs. 1.4 Crores only, people are claiming to purchase for Rs. 1.2 Crores only. Dr. M. Elangovan, IMA Thanjavur : It is better to decentralise the accounts, so as to avoid such misappropriation. Dr. K. Dr. Ganeshkumar, IMAThanjavur : As we all know vicarious liability, whatever has happened, it is the responsibility of the office bearers. The incharge office bearer took responsibility and pay the misappropriated money. If someone wants to enjoy the power, they should also ready to pay the loss in his period. Dr. M. Subramaniam, IMA Sathyamangalam : The office bearers whose period this misapplication held is the real culprits. They were careless, call them to the stage, let the members ask question, then we will decide about colleting amount from Mrs. Sumathy. They are responsible for the losses. Dr. D. Maheswaran, IMAVellore : Apart from the property we got, the Uthiramelur property and some other properties belongs to her husband, children and relatives can also attached and claim for recovery. State President replied, we cannot go for civil suit, but we can tell the ED to attach the property of Uthermelur and if any property found against them. Dr. G.S. Vijaya Chandar, State Asst. Secretary : The scam held in State office, Guest House, CGP, FSS Etc. How did State office sent so cause notice to the FSS Office bearers alone?, Show cause notice may be sent to other office bearers as well. Dr. S. Karthick Prabhu, Chairman NHB : The liability is not only to the authorised signatories, but also to all the officials related in various official duties. When they are in Honorary job, we should not corner certain members, unless deliberate mistake/misappropriation. Nobody will come for an honorary post when such an action intends to initiate. We will make everybody accountableoffice bearers, State Council Members everybody passed the resolutions. General body resolutions are not respected, but the view of the State President. All the office bearers are accountable. It not only our money lost, loosing our right, loosing our practice, our life is being lost by the office bearers who did not do their job correctly and keeping them as the leaders, what action on them?. A white paper may be submitted for all the matter went wrong in IMA. We should give certain basic honour to the Honorary office bearers. Nobody will come for an honorary job. Everybody is responsible for the misappropriation happened, bring everybody in a task. To avoid such misappropriation in future, proper internal audit and joint bank account by 2 or 3 may be engaged and verified the accounts once in three months. Dr. Ganeshkumar, IMA Thanjavur : We should make a full stop for the repeated talk of FSS Scam. Inform the concerned authorised signatories to settle the lost amount, they are the responsible, let them answer to FSS, we move to other subjects. We have lot of issues to be discussed and move forward, than keep talking about Mrs. Sumathy. Dr. Senthilkumar, Secretary, IMA Tirupur : Why the office bearer's name was not included in the charge sheet? The complaint is against Mrs. Sumathi, State Secretary replied. Dr. V. 84 action, we have to go according to the law. The case discussed is been discussed again and again. Such a scenario nobody will come for association, there will be no progress. Most of the members do not how the Nursing Home board, Law against attacking hospitals have come. We cannot find a solution in GB, legal matter are to be settled legally. This matter should have not brought to this meeting. We cannot talk on the matter investigated by the Police. Targeting someone is not going to develop the association. Dr. J.A. Jayalal, Immd. Past national President, IMAHQs. : IMATNSB is one of the powerful IMAState Branch in India. Last 4 years, we are talking the same issue. Immediately after the scam cam to light, we had a special SCM at Madurai. Now the matter sub judice. Matter is under investigation, our office bearers are taking adequate steps. No single office bearer had earned any money from IMA, Nobody can say that some office bearer lived by IMAmoney. Let the IMA take the positive decision, we have been harassed, let us not destroy ourselves. If someone is made a mistake, they will face the consequences, don't make any personalise attack on anybody. Let the court punish them. He requested the State President to bring out the issues which affecting livelihood of Doctors. Dr. K.M. Abul Hasan, State President Elect : We are not progressing in many issues, like in profession due to this scam issue. Last 4 years, we have not progressed in front. All the Wings and Schemes have their own accounts, audited by the professional auditors, internal audit by our own members, scrutinised by the FSC consists of more than 10 members, than how can we blame one person for the theft, it is very irrational. It is the collective responsibility of everybody. We will cooperate with the State President and identify the properties of Mrs. Sumathy. The criminal case is very serious, she will be punished. We will get back maximum money what we lost. As our State President have brought up this white paper, we will stop discussing the matter today. He requested the members to discuss on Clinical Establishment Act Class 5/2, very important point to be discussed. 14 Hospitals have been closed, so many issues to be solved, branch issues are plenty, we must discuss these and find out the solution. Dr. V. Seetharam, IMA Coimbatore : FSS is functioning well. We have to move beyond the frustration. We must look for the progress of the association. Dr. M. Balasubramanian, Past State President : State President has given nice white paper presentation. He has highlighted certain points to add in the white paper of the State President. After the Police complaint, the office bearers since 2006 were summoned by the Commissioner of Police and interrogated, taken written statement. When the State Finance Secretary and the Guest House Secretary used to be the signing authority, my name have been used by Mrs. Sumathy was not known to me. Chairman of Guest House has no role in signing the cheques, but it is there in the letter pad stating Dr. M. Balasuramanian is one of the signatory, forged by Mrs. Sumathy. Our signatures were verified and said, signatures of various office bearers were forged by Mrs. Sumathy. In the charge sheet, the culprit name is there, we are the witnesses. The FSC Chairmen were read out the reports and found alright and found wrong now, they can be also called as defaulters. The scrutinisers should have found out the misappropriation. When Dr. P.K. Kesavan had told that there was a loss of Rs. 1.1 Crore, what was the action then. What was the action by the FSC? The verdict will come that Dr. T.N. Ravisankar is not the culprit. He requested the State President to add the above in the white paper.
85 Dr. A.K. Ravikumar, Past State Secretary : During the State Council Meeting at Thanjavur, when Dr. S. Kanagasabhapathy was submitted the fact Finding report, it is said to stop the matter as it is sub judice, but being dragged in each and every meeting and loosing the precious time.He requested the State President to issue order, not to discuss on scam in the future. Dr. Karthikeyan, IMAThanjavur Secretary : Thanking the State President for come out with the white paper on scam, he said the swindling of the money is there since 2008. ie Rs. 50 L per year. The Secretaries are responsible for the transactions of fund, they have not done their duties properly. They should not be allowed for the future poss. Regarding finding out the property of Mrs. Sumathy, it can be found out by requesting through RTI. Dr. L.V.K. Murthy, Past State President:Congratulating the State President for come out with the white paper, he requested him to limit the time for every person. It is place where every member can express their views, we should not stop. Frame another guidelines to have faith on our system to the future generation, also not to happen such scam again. Dr. Capt. G. Raghavelu, Past State President : Dr. T.N. Ravisankar has taken the responsibility for the misappropriation happened in FSS during his time, also said that he won't attend the IMA meetings unless the case is proved, he has withdrawn himself from all the activities of IMA. He has offered to extract the loss occurred and to extract from Mrs. Sumathy, it was in the process, the fact finding committee and others vehemently pushed him out and formed a committee. The misappropriate amount said to have Rs. 8.92 Crores, which is not correct, when it is scrutinised finally, it is only Rs. 3.62 Crores. Given the time to Dr. TN. Ravisankar, he would have extracted the money, but gone to the legal side and wide propaganda throughout Tamilnadu. We made ourselves difficult entanglement now. There were 3 auditing committees after Dr. P.K. Kesavan's exposure, which have given report that the accounts are perfect, nobody has did it intentionally. Dr. R.S. Kiruthika Devi, IMA Tambaram : I found no unity amount us, that why we were not respected anywhere. It is pained that the Minister did not attend our prestigious function, because there is no unity. We have wasted so much of time speaking the same matter again and again, leaving the problems faced by the smaller hospitals. We can talk to fulfil our requirements like challenges to run the hospitals by the lady Doctors, scarcity of staff etc. There is no use of accusing and cornering a single person. Dr. Umaiyal Murugesan, President IMA Tambaram : I was the Secretary of IMA Tambaram when the scam came to the light and could felt a staff can cheat us. We come to know that she swindled the money by forging my signature by signing the cheques and we lost around Rs. 1L to 1.5 Lakhs. She transferred the amount back to IMATambaram when we demanded. She has been forging the signatures of the office bearers. Now we had changed our system, all the vouchers are internally audited quarterly, so let us learn from our mistakes. Dr. N. Mohandas, Past State President : It is wrong to say to remove the office bearers whose period the misappropriation happened. We, all the office bearers of the said period has attended the enquiry and submitted the record requested. FSC is scrutinizing the accounts submitted, no scope of finding out the forgery cheques, we cannot do the work of the auditor. We had answered to the forensic auditors. There is no use of talking again and again.
86 Dr. K. Kuthalingam, IMA Nagercoil : We had been talking the same matter again and again, the matter is sub judice. The progress of the legal action only can be explained. Dr. K. Ramaswamy, IMAThirukoilur :As I come to know, Mrs. Sumathy is accused in the scam and our office bearers are the witnesses. We should make a full stop for speaking on the scam. Dr. T. Senthamil Pari, State President : We had allowed another forum- Legal group, because we did not find a solution to the scam held in IMA Tamilnadu. We have to stop speaking on the scam again. The office bearers have come to the post by their own, voluntarily, we have not nominated. They are willingly coming to the post. Then they have the moral responsibility. We cannot accept, someone stating that he does not know what had happened. The authorised signatories are responsible for the amount we lost, they have to answer for that. As the show cause notice sent already to the authorised signatories of the FSS, now we are going to send show cause notices others also, they have to answer. State President formed a committee for the following reasons, 1. Find out any other properties of Mrs. Sumathy which will be forwarded to ED. 2. Enquire the authorised signatories, including FSS, on receipt of the answer to the so cause notices. They have to find out the degree of the negligence. The committee should suggest what action are to be taken against them. Further action will be taken on an approval of the State Council members. The committee members are as follows, 1. Dr. L.V.K. The enquiry committee should find out any other property of Mrs. Sumathy, which will be intimated to ED. AGENDA17 : QUESTION HOUR : Question of FSS will be taken up during the agenda of FSS AGENDA18 : REPORTS OFTHE IMASCHEMES : FSS : Dr. SOLOMON JAYA, SECRETARY – FSS : Greeting the State President, Immd. Past State President, Immd. Past National President, National Vice president, State President Elect, State Vice President, Hony. State Secretary, Joint Secretary, Asst. Secretaries, Leaders and members of IMATNSB, he said, th Annual Contribution term of FSS I and II has been fixed as 25 years by the 74 FSS th Management Committee. FSS-II is going on well. 4 due has been paid by most of the members, except 400 members. To fill the bridge between FSS warriors and the IMATNSB and bring down the burden of seniors and the retired life members and bring more members to FSS, the above amendments were brought in. The popular demand, and a general opinion poll of our members and the resolutions send by the most of the members, made the management committee to pass
87 resolutions in favour of exit policy of the 25 yrs of consecutive annual contribution with the hope that you all take up role of membership enrolment in accelerated face. Earlier we are declared this proposal as per the financial advisors opinion, and made us to struggle, with the existing members and it fail to attract, new membership enrolment. In addition it created a wide divide among our members. In the year 2022, we have lost 331 members from our scheme, 213 members were deleted, and 92 death claim paid. But we could enrol only 50, net loss in FSS I alone 281. We all need to travel together as FSS family in order to carry forward our scheme to next level of success. It is essential to add more new members to our scheme to keep the claim amount once our honorary members stop contributing after 25 years of contribution and to keep our scheme more vibrant way. The important resolution passed in the last Management commit is as follows, First and original promise made in the FSS at the time of inception for fixing the payment term with little modification. In FSS I and II, paying time is restricted to 25 yrs for both new and existing members. The previous amendment of life time payment is revised to 25 years of consecutive payment, as per the demand of our members. After 25 years of payment, they will continue in the scheme, as Hony member, and on death of the members, he shall get the claim amount as per the effective membership strength of the in the FSS Scheme. FSS I,200 x effective members and II, 300 x effective members. It is decided to increase the membership by encouraging the youths. The upper age to join FSS I is increased from 50 to 55yrs and defaulters are allowed to rejoin, but the th upper age limit is 55 with some free conditions. FSS I, 650 members are yet to pay the 28 AFC last th th date to delete the defaulters is changed to 30 June. Last year we have paid 92 death claims. 29 AFC is Rs. 18000/-. It is also decided to send notice to Dr. C. Thangamuthu, who is the advisor of the descending group of FSS. He being the advisor the FSS, he cannot be at the other end of FSS. It is decided to ask for an explanation and suspend him till he gives a suitable reply and also dissolve the advisory committee. FSS Secretary requested the members to enrol more members to FSS. Dr. T. Senthamil Pari, State President : He suggested to leave the lapsed period of the defaulters from paying, however one should pay for 25 years, will be decided in the next management committee meeting. Dr. S. Damodharan, Past State President : He insisted the defaulters to pay the money and rejoin the scheme, because the death claims were paid, calculating the effective strength of the defaulters as well. Dr. D. Maheshwaran, IM Vellore : The defaulters must pay the due amount and then only he would be allowed to rejoin the scheme. The choice is given to the defaulters to join the scheme again. When the scheme launched in 2004 with 20 years exit policy was found not viable and it made to 25 Years of exit policy. Still, is there any viability or we would go for the life time contribution. A sentence can be added that the life time contribution would be possible if the 25 years of exit policy is not viable. Dr. R. Palaniswamy, Immd. Past State President : The defaulters should pay the amount for the lapsed period and rejoin. The 25 years of exit policy was passed by the management committee and the death claim is as per the effective strength.
88 Dr. Muthu, Past State Vice President : The defaulters must pay the amount for the lapsed period, also there should be a lock in period of six months. The death contribution may be hiked to Rs. 300 or Rs. 400 and pay the death Rs. 18 L. Dr. C.P. Shanmugasundaram, IMACoimbatore : The defaulters should pay the amount for the lapsed period and rejoin. Interest must be collected for the amount due in the lapsed period, collecting Rs. 5000 additional is not an ideal thinking. Dr. Vallaban, IMA Perambalur : He congratulated the newly elect State President Dr. T. Senthamil Pari and thanked Dr. R. Palaniswamy for served IMA TNSB for last one year. The decision of permitting the defaulters to rejoin is the motto of increasing the FSS strength. He suggested that the defaulters may be allowed to join and continue without paying the amount for the lapsed period, but to join FSS II also. Dr. S. Byravarathinam, IMA Coimbatore : Congratulating both the State President and the Immd Past State President, he said that we should see the viability while paying the amount. Giving concession would make a mentality to others for not making timely payment. Dr. A. Muruganathan, Past State President : He appreciate the positive thought of the State President to hike the membership by relaxing certain norms. The branch which enrolling more members can be awarded monthly. Discipline, Credibility and accountability is very important that we cannot allow the defaulters not paying the amount for the lapsed period. A motivatingmessage, cartoonsmay be sendeverymonthto thememberstoattractthemtowardsFSS. Dr. T. Senthamil Pari, State President : I have asked the branches to add 1% of their members to FSS, so as the give award. He also requested the state office bearers to express the importance of joining FSS and encourage the branch members to join FSS. Dr. Saravanan, President-IMA Dharmapuri : We had tried to motivate 3 of our members who were found to be the defaulters from paying the contribution, but could not. They said, the way the FSS functioning is not acceptable to them. Adetailed brochures may be prepared and given to the defaulters, so as the attract the defaulters once again to FSS. Pamphlets containing detailed information on FSS may be issued to the branches to enrol more members. He also complied the questions raised in SCM Cuddalore by him has not traceable in the agenda book. Hony. State Secretary replied, a portion of SCM recording not received as it was the technical flaw. Dr. S. Kasi, IMATambaram : The defaulters can be allowed with certain pre conditions. 1. Certain fine can be collected apart from the amount due. 2. There should not be any exit period after 25 years for the defaulters, but to pay the amount meant for the lapsed period, beyond the actual 25 years. Dr. Solomon Jeya : FSS Management committee also added certain sub clause to re-join the defaulters: Upper age limit is 55 Years. Pay back all the back log fraternity contribution amount which is outstanding from the defaulter year and date of deletion. They will be exempted from paying the non refundable deposits bust should pay onetime admission of 5000 apart from the outstanding dues. Window period is 1 year, from the date of re-entry, and window period remain same for new members and the members re-joining.
89 They will be issued a fresh membership certificate and number. Dr. L.V.K. Murthy, Past State President : The amendments of FSS management committee is to be passed in the GB before implementing it. He clarified that the Death benefit fund increased in his tenure of Chairman FSS when Dr. J.A. Jayalal was the State President with an approval of the GB, also started FSS II which was initiated already by his predecessors. The positive steps were taken to improve the membership. Dr. S. Karthick Prabhu, NHB Chairman : We were the FSS members and we welcome the decision of exit policy after 25 years, so that more members are going to join. The wilful defaulter should not be joined without fine, there should not be any discount on arrears. Because of the members who spread wrong message on FSS, without knowing the merits of FSS, a Doctor who did not join FSS, died in the age of 44. State President instructed the committee constituted for enquiring the Scam should send a so cause notice to the members of Legal Action Committee and submit the report for further action. Dr. A. Kalilur Rahman, IMA Ramanathapuram : While considering 25 years exit policy, we must think 2000 members will go out in 2029. In 2030, another 2000 would go out, the 9000 strength would go to 5000. FSS is growing negatively. As on now those who pay Rs. 2 L, we pay Rs. 18 L, the max. one would pay Rs. 5.00L. Is it possible to take Rs. 18 L? Is this scheme viable after 2020 ? The scheme is to be thoroughly studied by the auditors. Dr. C. Thangamuthu, Past Chairman-FSS : Having handed over certain documents and letter to the State President, he said to the State President to go through the letter, by which he was suspended from the Management Committee of FSS. It is dated 02.09.2022. It was send to 200 members on 05.09.2022 by email including to Dr. R. Palaniswamy, Dr. B. Venkatesan, Dr. Solomon Jaya, Dr. S.K. Anoop and Dr. N.R.T.R. Thiagarajan. They had enough time to take action before bringing it in the agenda. Instant Suspense was happened in that meeting inspite of the State President Elect asking them to follow the usual practice for issuing so cause notice and getting reply. It was wrong. During the GB at Trichy, when there was a demand for GB for FSS in Trichy, I said You take the chance and come to the Gb, I have never said anyway above, outside the constitution. I can ask them to come the GB and present in the GB. I told them go prepare well before going to GB, so that there is no writ petition or waste of time of GB. I asked them to classify the demand, so the GB will understand the demand grievances clearly without any confusion, Is it a crime? Advocating to have a strong association and put the demand in our association and not to degrade our own association, is it a crime? I requested them to avoid branding all office bearers a corrupt and dishonest and advised them to have evidence before accusing anybody, is it correct or crime? I impressed them that we must run own association, not to ask Govt. or others to run or interfere in our association, is it a crime?
90 I stand my opinion given in the para 7 that IMATNSB are not much interested in the scam matter, expressing my opinion to another or the same association is not a crime. I have told the members in the meetings by the President himself, but how the association is going to deal with the charge sheet. I do not think it is a secret or confident matter that every member have the right to know how IMATNSB is going to deal with the criminal cases. I explained, even though the corrupt office bearers name is not in the accused list, how we can elicit their involvement in the scam, ie. I will give evidence when they stand in the court. Is it wrong? We have to get the money back. All my advices to them were to act within our Constitution and get the demands fulfil. I have asked them only put for the demand in our association itself. I asked them to fight for the good cause, within our constitution, I never asked them to go to the court or Government. I have said not for any civil matters, only to punish the culprit, as per the charge sheet and assisting the court. It is the power of self assumed, of suspension, of a senior member, is different from the attitude of dictator like a Hitler, it is a self assumed power. Look at the statement of the senior members: Dr. T. Sadagopan- Look at the 72nd Management committee members, because the FSS Legal Action Group, and the Meetpu Peravai some awareness is happening in the whole FSS. I do not find fault with the Legal Action group, let them come and help us, it is the view of the Chairman's view. I ask the State President and the State Secretary to discuss with the group and come to a solution, for permanent solution. Dr. N.R.T.R. Thiagarajan-We need to fix the responsibility of behalf of the association, how much is lost, whom is it lost? We will name them MCM Whoever is responsible. If the State Office wants to name them, fix a responsibility, we shall do it. Another statement on Social media group. All are our members, and we can reach most of them. We can arrange a meeting with them, in a place where they demand and settle the issue, it is my personal opinion, it is in the record. Dr. R. Palaniswamy-We may invite the 69 members who were sent a legal notice to us along with other members and try to settle the issue- it is answer to my question. What is wrong?, what is the crime I have committed? Dr. Solomon Jaya: I have mentioned Dissent group because Dr. Balamurali had collected illegally Annual Contribution fund in his name, which is officially acknowledged by the Legal Action group. They have filed a case against FSS and IMATNSB and asking to freeze the account and to appoint an Advocate receiver, can't we call them dissent group. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary: You should have addressed the letter to the FSS Chairman or the IMATNSB President. Whom are you addressed letter? Replied. Dr. Balamurali, one of the dissent member.
91 You should have addressed to FSS Chairman or IMATNSB President. You have writer our Advocate, as you are the part of that group. The Legal Action Group gone to the court asking Advocate Commissioner to take over IMA TNSB, FSS and PPLSSS. They have written to the Society to dissolve the association, antiassociation activities, and you seem to be guiding every step what they are doing. As a IMA Member, FSS former Chairman, CWC Member, Fact Finding Committee member, you are guiding the dissent group. I have sent 65 Notices to every Legal Action group members, somebody should not think we did not function. You are associated with the group what is asking Advocate Commissioner to take over IMA TNSB, FSS and PPLSSS and dissolve the association by the Registrar of Societies. We had a trust with you as a former Chairman of FSS, whereas shocked by seeing this letter. Is it right IMA TNSB to go to the splitted group and speak. How is it right to associate with the team which wants to destroy IMATNSB. As a former Chairman of FSS and the member of the Fact finding Committee, you should not have not done it, you should have told to the State President or to me. You have written 'Our demands”, are you part of that group or IMATNSB. Everybody should read this letter and let them decide what type of action is required. You have been told not to attend the FSS Management Committee meetings. You are seem telling them what to do next. Your intension is very clear after reading this letter. Dr. C. Thangamuthu, Past Chairman-FSS : My intension is to convince and bring them to our fold. I have not done anything against IMATNSB. Soon after the GB held for IMATNSB at Trichy, me and Dr. T. Senthamil Pari went and talked to the group. Since then they stopped collecting money. We have been convincing them. MYaim is to remove the corrupt office bearers and assist the court to take action appropriately. Dr. Solomon D. Jaya : How can you say, our criminal lawyer is not fit enough to fight our cases now? Why not when you were the Chairman then? There should not be any double standard. Dr. T. Senthamil Pari, State President : There are certain justification what the Legal Action Group demand. They should have come to our forum to ask justification than going to Court. The are complaint in Income tax department, Registrar of Societies and other Statutory bodies against IMA TNSB. Their demand is that the scheme-FSS should stop functioning, the Scheme is to be done by the Receiver. I have met and requested them to convince and withdraw the case. As you are all know, their demands are being fulfilled today, they should withdraw the case and join our stream, otherwise I will take action. IMA Is more important, I won't leave if anybody going against to it. He requested the Past Chairman to tell the dissent group to withdraw the case, as all of their demands are being fulfilled, otherwise necessary action would be initiated against them. He requested the FSS office bearers to revoke the suspension of Dr. C. Thangamuthu from the management Committee of FSS. There are incidences where the Advocates of the patients reaching Police before the Doctor reaches. Karuna, State Vice President, West Zone. The book is to be supplied to the rural areas, which contains the Diabetic awareness, treatment and the consequences if not treated. Dr. Muralidharan, Diabetic Awareness Committee : We have to screen the patients for diabetes in 100 villages, so can prevent the development of complications in that area. Micro and Macro level of complications can be prevented. The economic burden of family and the Govt. will come down. We will discuss our plans among our members and decide how to do the screening and submit the report. AGENDA19 : REPORTS OFTHE WINGS CGP: Report of the IMATNSB CGP Director of Studies Dr. P. Senguttuvan : We have been st conducting lot of Fellowship courses in the previous year. We have got 1 Prize from IMA CGP HQs. for our performance for the year 2022 and enrolling more members in CGP. With the wishes of IMATNSB, we would perform our activities as routine. Dr. D. Senthil Kumar, Faculty Secretary, IMA TNSB CGP : We have organised rd GPCON on Dec 3 at GRTHotel Chennai. Also, there was a convocation ceremony for the National CGP and IMA TNSB CGP. The programmes was co-hosted by IMA Greater Chennai City and special IMA Tambaram team. We had National award Ceremony where IMA TNSB CGP got awards. Best Sub Faculty award given to IMA Tambaram and IMA Coimbatore branches. The conference was inaugurated by our National IMA leaders, national CGP Leaders and our State Leaders. We had wonderful CME programme for two days which was accredited with 4 TNMC credit hours. He also thanked Dr. R. Anburajan and IMA Tambaram members for conducted programmes nicely and supported the arrangements. We will try to start the Fellowship courses by January last week. Course fee Rs. 25000/- In the coming years, all the courses will be accredited with 6 credit hours. He also explained the way one to get the credit hours. Dr. C.N. Raja, National Vice President, IMAHQs. : He insisted the Faculty Secretary to keep the records of CGP membership in Tamilnadu and the sub faculty in Tamilnadu. He also encouraged the members to become the member of CGPand AMS. Dr. R. Anburajan, Secretary-IMACGPHQs. : We are having 2938 CGP memberships in Tamilnadu as per the record available in National CGP Hqs. Last year alone Tamilnadu had enrolled 173 members to IMACGP. He requested all the members to become a member of CGPand get lot of benefits provided by IMACGPHQs.
95 AMS: Report of the IMATNSB AMS by Jt. Secretary Dr. Arul Jothi: We are planning minimum one AMS meeting in every branch every month. We will be doing a CME programme every months with 0.5 Credit hours, so that one will get 6 points at the end of every year. Last year we had a south Zone conference in Pondycherry for 5 days and got 6 credit points to the members. We are also planned to release a video on every health days. We will be releasing newsletter in the month of June 2022. We are already conducting Social medial workshop, planning for Sonography workshop. Critic care workshop is being conducted along with the credit hours. We are planning for a zonal conferences in Tirupur, Chennai, Tirunelveli and Villupuran and National South zone conference, may be at Pondycherry. We will be conducting more workshops then courses in the coming days with the support of the State office and by the members. Dr. K.M. Abul Hasan, State President Elect : What is the membership of AMS in Tamilnadu, It is replied by the Jt. Secretary that it is 1438 and 98 in last year itself. Dr. C.N. Raja, National Vice President IMA HQs. : Memberships can be hiked by collecting additional amount for membership and increase the whole membership of AMS. Dr. T. Senthamil Pari, State President : He insisted that the Chairman and Secretary are to present the report of the wings/Schemes. The office bearer who is unable to attend the meeting should apply for the Leave of Absence. NHB Report of NHB by the Secretary Dr. R. Anburajan : To protect and safeguard the interest of Nurses and the Paramedical staff, there was a meeting with the Principal Secretary/Commissioner of labour on 04.08.2022. The facilities to be provided to the Nurses and the Paramedical staff were insisted on the meeting. We had a zoom meeting with our NHB members and sought opinion, which will be shared to Govt. in the next meeting. Minimum Wages: We met the Labour Commissioner on 22.11.2022 and gave our representation. We got the revision of Minimum wages committee on 17.10.2022. Mismatch of certain points were highlighted to them. The next meeting with Govt. would be on 10.01.2023. We also requested them to include IMA NHB in the Meeting of Labour, what they will be considering. Insurance: We are planning for a High Level Insurance Conclave by Feb 2023. We had already met the Health Minister, Secretary and the Project Director CHIS regarding delay in getting the approval amount, denial of Pre authorizations without proper reason, paying less amount after giving final approval and denial after giving final approval. They may form committee to revised the rates soon. Solid waste Management: This coming year, we have to sensitize and educate our members in various easy methods of solid waste management by themselves Validation of members and motivation of new enrolment: When we analysed we found there are 1595 hospitals as defaulters, because: Closed, Changed to OP Consultations, Ownership Change, Name change / Address Change, Not interested/Not bothered and CEA. Defaulters have been contacted to renew the membership. Changing renewal system of NHB membership: w.e.f Jan 2023, NHB renewal will be done only in accordance with the enrolment date, once in 5 years and not on Dec 31. New FD created: Gen account Rs. 3,95,090.00 and Journal account Rs. 14,52,816.00. We also planning for a new FD for Rs. 15L. Amalgamation of Gen and Journal account: As per the approval, w.e.f Jan 2023, both these accounts will be made into one. 52 FDs will be amalgamated into 20 FDs only. South Zone Meet: South Zone meet along with Management Committee meeting and General body meeting held on 20-11-22, hosted by IMAMadurai. Dist Coordinators: There will be a review meeting every month. We will be giving sensitization regarding various issues our hospitals are facing and also sharing best practices among themselves and make them an efficient ambassador for member hospitals in the district. Replying the question of Dr. C.N.Raja, National Vice President IMA HQs., he said the website is updated. Dr. K.M. Abul Hasan, State President Elect insisted to look into the closure hospital by the clause 5/2A. We may fix an appointment with the Health Minister and talk to them to settle the issue. Dr. C.N. Raja said, any closure of hospital should be done on consultation of district level advisory council only. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary : It is insisted to the Govt. various times that we are against closure of any hospital, closure of hospital is to be done with an approval of the district level advisory council only. Any escalation in the hospital must be intimated to the State level advisory committee through the District level advisory committee. The local JDs are to be sensitised to consult the District Advisory Committee before close any hospital. Now any closure hospital, there will be a strike. Dr. S. Karthick Prabhu, Chairman NHB :There must be an evidence, thorough enquiry, approval of the district level Advisory Committee before closing any hospital, unless which we go for the strike. If the repeated requests are not heard, we should see the Chief Minster.
97 Dr. C.N.Raja, National Vice President IMAHQs. : Govt. should listen to IMAPresident and Secretary who is representing 40000 members. Dr. S. Karthick Prabhu, Chairman NHB : We should have a unity among ourselves that we should not do any procedure below the rate we had quoted. It is wrong to tell us to do the procedure which is not possible by the Govt. Hospitals. It will be alright if they allow us to collect additional money from the patient than allowed in the insurance. Dr. A.K. Ravikumar, Immd. Past State Secretary : Nowhere in the CEA to close the hospitals, if any amendments done by the State body, it should have been known to us, otherwise we have to represent it to the Govt. Dr. R. Palaniswmy, Immd. Past State President : We have to find out if it is any communication to the Past Presidents. Dr. R. Anburajan, NHB Secretary : We will study the CEAand its amendments and give representations, if not we will decide what can be done. Dr. T. Senthamil Pari, State President : We will try to take an appointment with the Health Minister and explain our problems, if the problem is not settled we may plan for next course of action. Dr. A.K.Ravikumar, Immd. Past State Secretary : We had an international conference on Bio Medical Waste management at Tirupati, necessary recommendations were framed. International committee is representing to the Central Pollution Control Board. Along with this resolutions and the resolutions with the IMA HQs. under the Hospital Board of India will be represented to the authorities. He requested IMATNSB NHB to forward their points, which needs to ament the rules. The whole representations will be handover to the central Pollution Control Board which is under Environmental Committee. Dr. T. Senthamil Pari, State President : It is sad, we don't have representation proper representation in the minimum wages committee. He asked the Secretary NHB to draft a letter to seek appointment of the Labour Minister, where we would talk and settle the issue. Dr. Saravanan, Secretary IMAErode : We are getting preauthorisation for the treatment of the patient, we are getting satisfactory treatment report from the patient and depositing it, but it is denied stating late submission etc., which is illegal. We have not updated with any new guidelines, not intimated the revised rate in the time of preauthorisation time, hospitals have been targeted as the soft target. It is creating huge mental agony, but good name to the authorities. Even I am to get Rs, 26 L, I am not in a position to stop the treatment. Due to these ethical guidelines, we are taken as granted. Now I have to file a case with UOIC, because I have the MOU with UOIC. He requested IMATNSB and IM NHB to back him in case he goes for filing case against them. He also requested IMATNSB and IMA NHB to sensitize the patients to call on the toll free number and report to the district collector. The grieved hospitals wants the NHB should file a case and the hospitals will be the party. Dr. S. Karthick Prabhu, NHB Chairman : Either we have to file a case in general or the party should file the case and we one of the party.
98 Dr. N.R.T.R. Thiagarajan, Hony. State Secretary : When this matter is taken to the Project Director HSP, she said it beyond their limit and it is with the finance. Only way we can go is go to court or go to road. The Patients can be sensitised, can file PLI. The best is the grieved hospital can file a case and IMANHB would support. Dr. T. Senthamil Pari, State President : If the party bear the legal expenses, IMA NHB implead the case. Dr. K. Selvam, IMA Chennai Kodambakkam : As per the instruction now on bio medical waste collection, we need to register in the website to collect the same, Is it so. It is clarified by the NHB Chairman that this matter would be discussed in the fourth coming meetings. Immd Past President said, it is reported by the Bio Medical Engineer at Madurai that the hospitals are not registering it. Dr. V.N. Alagavenkatesan, State Finance Secretary : Earlier, it was told to register for the 20 or more bedded hospitals to register, but now it is compulsory that every hospitals has to register to collect the bio medical wastes. It is good for us, we will do it as early as possible. Dr. K. Thangamuthu, PPLSSS Legal Committee Chairman : Dr. P. Ramakrishnan is there in the committee of Minimum Wages, but as per the request of NHB Secretary Dr. Ashokan's name was said to have added. There was a hospital closure in Kallakurichi where the Judge said, under CEAno hospitals can be closed, but the concerned Doctor, if found guilty, the same can be put in TIMA. If a member wants to file a case, he will be helped if he is a member of NHB and HPS of PPLSSS Scheme. Dr. Balamurali: IN Pollution control board certain amount have been collated to collect the biomedical wastes, it can be done for 10 years than every year. Dr. A.K. Ravikumar, Immd. Past State Secretary : 10 years means, it is 5 times of renewal. It is mandatory that Annual report has to be updated in the website. Now it is said to upload the daily waste in the website. But, it is not fully rolled out. Dr. Ramakrishhnan, IMAPollachi : The patients can pay and undergo the procedure, let them report the matter to the authorities, but there is no unity among us, how our strength or unity. Dr. Senthilkumar, Secretary IMA Tirupur : Renewing Fire safety licence every year is difficult, may be made to 5 years. It is replied by the NHB Chairman that it is already taken up to the Health Secretary. REPORT OF PARAMEDICAL WING: Dr. P. We have 92 institutions registered with us, out of which 65 institutions have enrolled 1160 students in this year 2022-23.
