The “Loss” Districts of
Columbia Local Schools
The Columbia Local School District, like most school districts in the State of Ohio, continue to
face many ?scal challenges with on-going cuts in State Financial Aid and unfunded mandates issued to our
school districts by the Ohio Department of Education. However, for decades Columbia Local Schools have
been faced with unprecedented ?scal challenges far greater than the ?nancial assistance loss of State Aid or unfund-
ed mandates: the loss of school tax revenue from those Columbia residents that live in what is known as “The Roth District”
and those residents living in the Southeast and Northeast Quadrants of Columbia Township.
Where is “The Roth District” and how long has this been a part of the Olmsted Falls School District?
“The district gained territory in 1928 when what was known as the Roth District of Columbia Township was added to
the Olmsted Falls District. It remained that way until 1948 when the state school
board decided to return to Columbia’s school system the section bounded by
Columbia and Nichols Roads
and the tracks of the New York

Since 1948, homeowners of Columbia Township, living in the Roth District,
have been sending their children and paying taxes to Olmsted Falls School Dis-
trict located in Cuyahoga County. Since the 1950s, residents that reside in the
South and Northeast quadrants of Columbia Township along Marks Road have been sending their children and paying taxes
to Strongsville Schools in Cuyahoga County as well.
For decades, our residents that reside in these districts have been socially fragmented and politically divided support-
ing these districts outside of Columbia Township, which has resulted in a tax revenue loss in the millions of dollars over the
last 68 years.
The combined 10-year tax revenue that would have been collected by Columbia Local Schools from those residents
living in the Roth District and those along Marks Road is $1,644,945.87(information obtained from the Lorain County Audi-
tor). The 10-year chart is available at the Administration Center or can be emailed to you by contacting Ms. Pat Eddy, Trea-
surer, or the Columbia Local School District.
To make the ?scal challenge more challenging for Columbia Local Schools currently, the District receives a reim-
bursement from the State of Ohio in the amount of $6,000 per student that is in our district. Therefore, for every student that
lives in Columbia Station but attends Olmsted Falls or Strongsville, Columbia Local Schools loses $6,000 per student. For
every 100 students that attend Olmsted and Strongsville Public Schools, the Columbia District loses $600,000 annually in
State reimbursement.
Current 2016 enrollment of Columbia Local School District is
883 students, with building space and educational capacity to take
on more. Superintendent Graig Bansek, Columbia Local Schools,
estimates that Columbia Schools could take on an additional 168
students without increasing educational costs of teachers and staff
and would not have a great impact on the quality of education of our
children; 168 students at $6,000 per student would bring our District
an additional $1,008,000. For every student gained from these dis-
tricts, our education cost per student decreases.
Parents of children that live in the Roth and Strongsville Copopa 1921 Elementary School
Districts should have the choice of where they want their children to
be educated. Olmsted Falls and Strongsville should consider Open Enrollment for these families. And, the tax dollars of
those residents that live in these districts should stay in the Columbia Local School District and not support institutions in
Cuyahoga County.
Our superintendent, treasurer, administration, teachers and all of the support staff are to be commended for an out-
standing job in providing an excellent academic education and an institution of safe learning, while offering a variety of
extra-curricular activities for our children to help mold a well- balanced, meaningful, life experience with the funds currently
available to them.
Contact our State Senator Gayle Manning and our State House Representative Terry Boose to return these “Loss”

· Changes in sleeping habits, such as a desire to over-
sleep and dif?culty staying awake. Some people may ex-
perience disturbed sleep and ?nd themselves waking up
in early morning when they are unaccustomed to doing
so.
· Feelings of fatigue and an inability to adhere to one’s
normal routine
Who is most likely to suffer from SAD?
The Mayo Clinic notes that SAD is diagnosed more of-
ten in women than in men, and MHA notes that three out
of four SAD sufferers are women. Young people are more
likely than older people to get winter SAD, with MHA re-
porting that the main age of onset of SAD is between 18
and 30. Symptoms of SAD may worsen among people
who have already been diagnosed with clinical depression
or bipolar disorder.
