PROBLEM STATEMENT OF FIELD STUDY CLAT is paramount in military organisations as well as other agencies. Without effective and efficient CLAT practice in the military organisation (particularly at the unit level), it will jeopardize the Commander’s overall plans and initiatives which consequently produce an incompetent unit. Commanding a new unit will be a big challenge for the Commanding Officer because he/she will face problems in terms of lack of resources, training the new personnel and various facilities constraints. As a Commanding Officer in a newly formed unit such as 75 Wksp Div, how can all these problems and challenges be resolved through the application of command, leadership, administration and training? 6


1. To evaluate the challenges faced by the unit and its impact in the aspects of command, lead, administer and train (CLAT) among the commander, staff and other ranks specifically with regards to the establishment of the new unit. 2. To analyse the effectiveness of CLAT in the unit, focusing on resource management and how the synergy of all those elements can solve the problems in the unit. 3. To provide recommendations on mitigating factors in the aspect of CLAT. 7 RESEARCH OBJECTIVES


8 RESEARCH QUESTIONS 1. What are the challenges faced in 75 Wksp Div? 2. What are the impacts of the challenges to the unit? 3. How do the elements of CLAT can be implemented to mitigate the problems in the unit? 4. How effectiveness the management of the unit in working with limited resources? 5. What are the mitigating factors available? 6. What is the significance of enhancing the unit’s CLAT in the future?


9 RESEARCH’S CONCEPTUAL FRAMEWORK This framework is divided into parts for better understanding of the research. There will be two variables, which are the Dependent Variable (DV) and Independent Variable (IV). A unit command is the main independent variable that is influenced strongly by four command functions including the style of command, leadership, administration, and training. Functions of command are influenced by the management of resources, leadership style and traits, administrative functions ranging from planning to controlling and lastly the conduct of individual and collective training in accordance with the Malaysian Army Training System. The IV with its confounding/mediating factors will determine the issues and challenges faced.

1. Field research is exploratory research with a qualitative approach by using primary data from questionnaires and research interviews during field visits, whereas research material will be based on secondary data sources such as printed articles, newspapers and other open online sources. 2. A structured interview through a purposive sampling method will be conducted by group syndicate based on CLAT, which is Command (Syndicate 1), Leadership (Syndicate 2), Administration (Syndicate 3) and Training (Syndicate 4). 11 RESEARCH METHODOLOGY


1. Academic Field. This study will offer a different perspective on factors contributing to resource management in the unit according to the CLAT implementation. This paper can be used to get a better understanding of the nexus and correlation between CLAT. Apart from that, findings from this paper can be used to enhance further research in similar fields. 2. Organisation. The factors identified contributing to the CLAT challenges in the Malaysian Army can be used as a stepping stone for further improvement and discussion at the strategic level. Extensive planning is needed before the root cause of the issues and challenges can be mitigated. 3. Personnel. This study also benefits the personnel whether the students who do the study as well as the officers and other ranks in the unit in enhancing their knowledge and sharpening their skills in managing and solving the problems. 12 SIGNIFICANT


1. There were limited studies done in this area of research, especially in the Malaysian Army setting. 2. Based on the research method, there was a possibility of information bias, not from the real fact. However, we can minimize this possibility by triangulation with other information and data gathered through the questionnaire survey. 13 LIMITATION


Chapter 1 – Introduction. Chapter 1 will briefly introduce the research topic, problem statement, research objectives and the method used for conducting this research. It will identify the research areas that will be explored and the research framework that will be used to achieve the objectives. Chapter 2 – Issues and Challenges of CLAT at 75 Wksp Div. This chapter will evaluate the challenges faced by the unit and its impact in the aspects of command, lead, administer and train (CLAT) among the commander, staff and other ranks specifically concerning the establishment of the new unit. Chapter 3 – Implementation of CLAT at 75 Wksp Div. This chapter will analyse the effectiveness of CLAT in the unit, focusing on resource management. 14 ORGANISATION OF CHAPTERS


Chapter 4 – Recommendation On Mitigating Factor of CLAT. This chapter will provide recommendations on mitigating factors in the aspect of CLAT. Chapter 5 – Conclusion and Recommendation. This is the concluding chapter, and its purpose is to summarise key findings from chapters 2, 3 and 4 in order to accomplish the research objectives.
