Covid-19 Relief Supplies Support
for Children with Disabilities and Families in 2021

REPORT OF COVID-19 RELIEF SUPPLIES SUPPORT
FOR CHILDREN WITH DISABILITIES AND FAMILIES IN FY 2021

Executive Summary

The pandemic of Covid-19 in Thailand was newly emerging on 18 December 2020
among migrant workers who are working at shrimp market in Samutsakorn and then
spread over 58 provinces around Thailand (updated 9 Jan 2021). And the biggest number
of detected people was in 3 provinces, Samutsakorn, Rayong and Chonburi. Therefore, all
people have to watch out and many activities slowed down or stopped again. Then
Thailand had faced the third emerging of Covid-19 which began in 3 April 2021 from the
group of people who went to the night club in Bangkok which is the most serious
situation since the number of detected people was higher very much (2,000/day) and
detected persons were dead also increased every day. Then there was fourth emerging of
Covid-19 in June 2021 from the group of people in construction camp. So Thai
government couldn’t relax the measures for people to live and work regularly.

Therefore, WAFCAT made a survey of all types of children with disabilities in specific
23 provinces; Bangkok, Samutprakarn, Pathumthani, Samutsakorn, through the cooperation
from provincial education centers in Thailand to find out the effects of COVID-19 to their
families’ economic and how they cope with the situation, including need assessment.

The survey result showed 271 families of children with disabilities were effected by
Covid-19.
45% of those families are general employed
25% of those families are trading
20 % of those families are salary man
10% of the rest families are taxi drivers, selling lottery and owner of garage.

The major effects was income was decreased because of unemployment and
couldn’t sell the goods or products because customers also had lower incomes.

WAFCAT applied the proposal for financial support to WAFCA Japan of 520,000THB.
After WAFCA Japan finished fund-raising in, they transferred the donation of 365,103 THB
to WAFCAT in September 2021. So WAFCAT reviewed the 271 candidates again to select
the most appropriate candidate to get the support from WAFCA Japan. The final number
was 131 families in 23 provinces.

Then WAFCAT had cooperation with 23 provincial special education centers to
provide the support of targets families and hold ceremony of Covid-19 Relief Supplies
Support for Children with Disabilities and Families in 2021 at Special Education Center of
Patumthani on 3rd December 2021 (International Disabled Day) by inviting other 3 special
education center of Bangkok, Samutprakan and Samutsakorn to join the ceremony. While
other 19 provincial special education centers joined the ceremony through online system.
WAFCA Japan and some Japanese donors also joined the ceremony through online too.

After the ceremony, WAFCAT transferred cash to 19 provincial special education
centers with the secured amount. Then those special education centers provided
financial and supplies support to the target families of children with disabilities and
worked on documents and photo report back to WAFCAT.
WAFCAT did follow-up with some families to make sure that this financial and supplies
support could help them to get overcome the difficulties from the effect of Covid-19.
