How to register for the IPLC License in India?
What is IPLC in Telecom?
IPLC License is issued to those people who wish to provide end-to-end IPLC
International Private Leased Circuits between India and abroad. The license holder
must obtain the circuits from the ILD International Long-Distance services providers –
ensuring that the ILD services reach its end consumers.
General Principles of an IPLC license
Exclusive Subscription
The IPLC Network licensee can only use its license to provide IPLC services to its
subscribers.
Relations with TSP and IPLCs
The IPLC license holder can sell the bandwidth to the TSPs Telecom Service Providers
other than other IPLC licensees.
CLS Location as per IDLO rules
The location of the IPLC license holder's Cable Landing Station must be according to
the terms of International Long Distance Operators rules.
Multiplexing and Billing
An IPLC License company can create the proper infrastructure for multiplexing, de-
multiplexing, and billing.
Scope of the IPLC license
An IPLC license service provider imparts an end-to-end International Private Leased
Circuit (IPLC) between India and the destination abroad. By this, the IPLC company
obtains the International bandwidth from the ILDOs, i.e., International Long Distance
Service Providers. The IPLC provider provides services to its end subscribers by
entering into a legal arrangement for leased lines with the following entities:
Access Providers (APs)
National Long Distance (NLDs) Service Providers
International Long Distance (ILDs) Service Providers
The IPLC Licensee can only access its subscribers to provide IPLC services, not for
anything else. They can sell bandwidth on retail with or without value addition to the
subscriber. Also, the IPLC Company must not sell its allotted bandwidth to another IPLC
Licensee to resale the License.
The co-location of the IPLC equipment certificate holder at its Submarine Cable Landing
Station must be as per the terms and conditions prescribed by the TRAI, i.e., the
Telecom Regulatory Authority of India.
IPLC Services
The IPLC service provider can create the following limited infrastructure:
Multiplexing
De-multiplexing
Billing
Customer Management System
An IPLC certificate holder must not engage with any of the following networks:
PSTN Network
PLMN Network
GMPCS Network
Internet Telephony Network
The service area for the resale of IPLC International Private Leased Circuit services
must be at National Level only.
Pre-conditions for the IPLC License Registration
The applicant must fulfil the following criteria to obtain an IPLC license in India:
IPLC applicant must be a company incorporated under the Companies Act of 2013.
IPLC company must be able to dispense its duties as required by the Authority.
IPLC applicant company must have a net worth of two and a half crore rupees.
For Foreign Direct Investment in the applicant IPLC, the applicant must provide precise
details. Applicant must also provide a declaration that it abides by the compliance
requirements of the Indian FDI rules.
Documents Required for IPLC License in India
The applicant must submit the following documents along with the license registration
application in India:
Certificate of Incorporation of the applicant IPLC
Memorandum of Association of the applicant IPLC
Articles of Association of the applicant IPLC
Net Worth Certificate of the applicant IPLC, verified and signed
Audited Balance sheet of the applicant IPLC
FDI details (if any foreign direct investment is involved)

Process of Applying for an IPLC License in India
Every IPLC applicant must follow the following process to get registered as an IPLC-
licensed company in India:
