What is the DoT notification regarding
the DPL/NDPL License?

To know about the latest notification about the DPL/NDPL license, let us first
understand the meaning of both these telecom licenses. Then, let us look at them one
by one.

What is a DPL license?

DPL or Dealer Possession License is issued to dealers and possessors of Wireless
products. These entities are involved in the sales and distribution of wireless equipment.
Per the telecom rules, the holders of the DPL certificate can't sell their products to
companies or entities that don't have the approval of the WPC to use those products.

What is an NDPL License?

NDPL License or Non-Dealer Possession License is issued to entities that are neither
the dealers nor the proprietors of wireless products. Instead, they are merely entities
with wireless products in their possession, for example, a local cable operator.

Who issues the DPL/NDPL License in India?

The Wireless Planning & Coordination or WPC issues the DPL/NDPL licenses. The
WPC is a regulatory body responsible for issuing DPL/NDPL registration regulations.
You can apply for the DPL/NDPL License if you're a registered corporate entity.

What did the notification inform about the DPL/NDPL
License?

This year, the Department of Telecommunications (DoT) has issued a Notification
regarding the issue of Telecom Import licenses to the DPL/NDPL License (Dealer/
Non-Dealer Possession License) holders. This is for the import of wireless equipment
for equipment testing under the MTCTE scheme of the DoT.

Limit on the Import of Telecom Equipment

The Authorized Indian Representatives of the Foreign Manufacturer can obtain the
import license for the wireless equipment. The purpose of the import is to test and
certify the equipment under the MTCTE Scheme. Therefore, the DoT has limited the
import to a maximum of 5 of each particular model. Each will be based on the Dealer's
Possession License or DPL certificate held by them.

Online Facility for License Registration

The Department of Telecommunications will avail of an online facility in Saralsanchar.
This new portal will be implemented for both application processing of import licenses.
The facility will be accessible to the public in the coming time. Until the Saralsanchar
becomes operational, the Import License applicant can file their registration application
through their AlRs to the concerned Regional Licensing Offices or RLOs of the Wireless
Planning and Coordination (WPC) Wing. The entire procedure will be based on the
DPL/NDPL license held by them. The Authority needs no separate decision to grant the
DL license from the end user.

Post-Testing & Certification

The imported products can be re-exported or disposed of as per the specified DoT
procedure. But the Regional Licensing Office must make the required entry in this
regard by the DPL/NDPL license holders in the official Register.

Satellite Equipment Application

If any applicant files for the usage of the satellite equipment, the concerned Regional
Licensing Office must refer the application to the WPC Wing of the DoT to seek the
requisite clearance. On receipt of the satellite clearance, the WPC can issue the import
license for the said purpose.

Undertaking as per the MTCTE Scheme

Besides the license application, the Authorized Indian Representative of the Foreign
Manufacturer must submit a copy of the DPL/NDPL license held by them. In addition,
they must submit an undertaking that the imported devices are solely used for testing
under the MTCTE Scheme and will not be sold in the Indian market.
