Aside from our fight against the pandemic, our country’s
battle against infodemic also persist. Misinformation and
disinformation among Filipinos became a critical issue
that must not be disregarded, especially when human
lives are already at stake. It is essential to establish and
sustain mechanisms that shall provide factual and more
relevant reports communicating the government’s
efforts in addressing and alleviating the Filipinos’
everyday struggles.
Hence, it is my pride to present the second issue of The
Forefront, DILG Cavite’s official newsletter and share in
this fight against infodemic.
Capturing and communicating how our province and
LGUs have been faring amidst the existing and new
challenges in local governance is an equally arduous
task on top of our regular functions and responsibilities.
Notwithstanding this, I would like to extend my sincerest
gratitude to our provincial office’s Communications
Team for consistently delivering our intended output. It
would not also be possible without our field officers and
other partners who responded and shared our mission
to disseminate timely and accurate reports regarding
the programs, projects, and activities of the Department
and recognize the work that local government units
accomplish for their constituents’ welfare.
Effective communication results to mutual
understanding which we believe in DILG Cavite is a
requisite in building resilient LGUs and communities.
Through our stakeholders’ constant support, this is what
we aspire to facilitate and achieve through the
succeeding issues of The Forefront. May we be accorded
with the same energy from our stakeholders as we
pursue this endeavor.

Governance 2022 in the
Province of Cavite
It has been two (2) years since the last time we have had
implemented the Seal of Good Local Governance. Due to
pandemic, the Department of the Interior and Local
Government (SGLG) had to pause to prioritize everyone’s health
and safety. While on hiatus, the Department made sure that it
would make a grandiloquent comeback by using the respite to
plan for and meliorate its implementation through a series of
consultations and pilot testing.
The Seal of Good Local Governance is one of the Flagship
Programs of the DILG. It assesses the performance of the LGUs
to know the effectiveness of their actions/ decisions in reaching
the goals. Both the national and the local level utilize the result
of this performance assessment. The National Government
determines appropriate capacity development intervention to
address the gaps, and gives awards to recognize LGUs that meet
or even go beyond the minimum requirement as defined by the
relative policy issuance. At the local level, it is considered in the
planning and budgeting process, legislation, as well as in
executive decisions and actions.
The SGLG has been a motivational instrument to influence LGUs’
behavior to sustain and further improve its performance that
supports the national and international developmental goals.
From the “Seal of Good Housekeeping” in CY 2010 to 2012, it has
become the “Seal of Good Local Governance” from 2014 to the
present. In 2019, RA No. 11292 or An Act Establishing and
Institutionalizing the Seal of Good Local Governance for Local
Government Units, and Allocating for This Purpose the Seal of
Good Local Governance Fund was approved on 12 April and
took effect on 2 August of the same year. This year, 2022, is the
first year that the said Act would be implemented.
The criteria has expanded from seven (7) to ten (10) governance
areas. These areas include the Financial Administration; Disaster
Preparedness; Social Protection and Sensitivity; Business
Friendliness and Competitiveness; Tourism, Heritage
Development, Culture and the Arts; Environmental
Management; Safety, Peace and Order and the new three (3)
including the areas of Health Compliance, Sustainable
Education, Youth Development. Aspiring LGUs must pass ALL
these governance areas to be an SGLG Awardee. Further, the
“Performance Challenge Fund” (PCF) is now “SGLG Incentive
Fund” (IF). This fund will be given to the awardees, together with
the marker.
In the Province of Cavite, the SGLG 2022 journey has
commenced last 25 March 2022 through the conduct of Seal of
Good Local Governance (SGLG) Orientation for the Cluster
Leaders and City and Municipal Local Government Operations
Officers (C/MLGOOS), which was then cascaded by them to
their respective areas of jurisdiction. The same was conducted
to the Provincial Government last 29 March 2022. After the Data
Gathering of the DILG Field Officers to prepare the required
documents and other means of verification, the DILG Cavite
Sub-Regional Assessment Team composed of Cluster Leaders,
Civil Society Organization/ Local Resource Institute
Representatives, and Disaster Risk Reduction and Management
Provincial Focal Persons went to their assigned LGUs for on-site
assessment which lasted from 18 April to 5 May 2022. It was
then followed by the Provincial Calibration on 12 May 2022 and
Regional Calibration on 1 - 3 June 2022. At this time of writing,
we are waiting for the schedule of the National Calibration and
the National Validation. After these, the list of passers will be
endorsed for approval of the Council of Good Local
Governance, then.. the Awarding!
It might be a long process of screening but it is important to
ensure the integrity and credibility of the process and the result.
Whatever would that be, may all the LGUs in the Province
continue to be inspired not just for this award, but most of all in
pursuit of local governance reforms and development in all
aspects through good governance.

Municipality of Silang, Short-listed for
“Natatanging CBDRP and Aftercare Program”
As part of the intensification of campaign against
illegal drugs, LGUs play an important role in the
implementation of Community-Based Drug
Rehabilitation Program (CBDRP) and Community
Support, Aftercare, and Reintegration (CSAR) Program.
Said programs aim to help Persons Who Used Drugs
(PWUDs) to eradicate the influence of illegal drugs and
overcome drug addiction, and help them to be
reintegrated back to the community and have a
normal life.
To give recognition to LGUs with “Natatanging CDRP
and Aftercare Program”, an assessment was
conducted in November 2021 which covered all 146
cities and 1,488 municipalities nationwide. It was
headed by the Bureau of Local Government
Supervision (BLGS) and the National Barangay
Operations Office.
Criteria for the said assessment includes: 1) total
number of enrolled PWUDs in CBDRP versus total
number of PWUDs who graduated from CBDRP from
2017-2021 (70%); and 2) total number of enrolled
PWUDs in CSAR Program versus total number of
PWUDs who graduated from CSAR Program from 2017-
2021 (30%).
Based on the assessment, the Municipality of Silang
was short-listed for “Natatanging CBDRP and Aftercare
Program” for having a total of 1907 rehabilitated illegal
drug users, one of the highest from 2017-2021. Thus,
the LGU was subjected for CBDRP-DATRC On-Site
Monitoring, Assessment, and Validation of documents
conducted on June 15, 2022 by the Philippine Anti-
Illegal Drugs Strategy-Project Management Office
(PADS-PMO) together with the Anti-Drug Abuse
Program Regional Focal Persons.
The team was received and welcomed by MLGOO Ma.
Normita H. Arceo, DILG-Silang and Mr. Noah Caasi, the
LGU ADAC Focal Person together with the other
members of Silang Municipal Anti-Drug Abuse Council.
During the activity, the PNP presented the number of
PWUDs in the Municipality from 2017-2021 and the
number of PWUDs who graduated from the CBDRP. On
the other hand, the MSWDO presented the Aftercare
Program of the LGU.
The validation team also visited the facility of the LGU
where the CBDRP and Aftercare Programs were being
implemented. Further, the PADS-PMO conducted
interview and video coverage which will be aired as
one episode of the ICAD Advocacy Cluster TV
Program.
Before the activity ended, the PADS-PMO presented a
certificate of recognition signed by DILG Assistant
Secretary for Peace and Order/ Outcome Officer for
Anti-Illegal Drugs Manuel B. Felix, to the Municipality of
Silang for their commendable contributions to the
country’s demand reduction efforts in achieving a
drug-free community.

The construction of the said facility is a
component of a JPY 1.85 Billion DOH-JICA program
grant called "Consolidated Rehabilitation of Illegal
Drug Users (CARE)". This bilateral project aims to
improve DOH's operational and service standards
for recovering drug dependents and develop
information materials on preventive education
and awareness against illegal drugs, as part of the
efforts to uphold public safety. This facility has
480 bed capacity: 400 for male and 80 for female
clients.

Brgy. Sta. Mercedes (Patungan), Maragondon:
One of the Target Barangays in CALABARZON for the
Implementation of RCSP FY 2022
Among the 72 target priority barangays in
CALABARZON for the implementation of
the Retooled Community Support Program
(RCSP) for FY 2022, Brgy. Sta. Mercedes
(Patungan) of the Municipality of
Maragondon is the sole barangay coming
from the Province of Cavite.
The RCSP is an inclusive program that aims
to address identified issues of the
community by closing the governance and
development gaps through provision of
needed government programs, projects,
and activities (PPAs) while ensuring that
development is sustained and peace is
being promoted.
With the implementation of the RCSP, the
Local Chief Executives will be the champions
of the RCSP through their Projects,
Programs, and Activities (PPAs) that are
geared towards institutionalizing
sustainable peace and development.
I n preparation for the implementation of
the RCSP, representatives from Brgy. Sta.
Mercedes (Patungan) together with
Maragondon Municipal Task Force to End
Local Communist Armed Conflict (ELCAC)
and Cavite Provincial Task Force ELCAC had
attended a face-to-face orientation held on
April 25, 2022 at Sol Y Viento Mountain Hot
Springs and Resort, Pansol, City of Calamba,
Laguna. The activity aims to capacitate Local
Task Forces ELCAC of their significant roles
and functions as champions in the
implementation of RCSP in their community.
As a result of the said activity, an Action
Plan for the Implementation of the RCSP FY
2022 was formulated by Maragondon MTF-
ELCAC together with the representatives
from Brgy. Sta. Mercedes (Patungan).
Part of the plan includes the conduct of
Ugnayan sa Barangay to establish linkages
among LTF ELCAC, coordination meeting
with Regional Line Agencies (RLAs), and
Serbisyo Caravan and Delivery of
Development Interventions in Brgy. Sta.
Mercedes (Patungan) scheduled on the third
to fourth quarter of the year.

PDMU in Action
APRIL 8, 2022 | The Cavite PDMU Engineers conducted a one (1)
day activity entitled “Simultaneous Enrolling and Encoding of
LGSF Projects to SubayBAYAN" via Zoom Online Platform. Cluster
Heads, Local Government Operations Officers (LGOOs) from
both City and Municipality and their respective LGU encoder
were among the participants of the said activity.
The activity aims the user of the system to have a better
understanding on how to utilize the SubayBAYAN portal
effectively and efficiently and will greatly help with the
Monitoring and Evaluation on the implementation of the
projects. The activity was the great chance to enroll projects,
encode necessary documents and revised items using the
system.
MAY 4-6, 2022 | Three (3) representatives from the Municipal
Engineering Office (MEO) of the LGUs of Noveleta, Tanza,
Amadeo, and Indang attended the three (3) day activity entitled
”Training on the Preparation of Detailed Engineering Design
(DED) for Local Road Projects” conducted by the Unified Project
Management Office-Local Road Sector (UPMO-LRS).
The activity aims to prepare the Municipal Local Governement
Units (MLGUs) in implementing more infrastructure projects,
specifically road projects, in case they opt to utilize portion of
their additional revenue allocation for road infrastructure, as a
result of the Mandanas-Garcia Supreme Court Ruling taking
effect this year. The activity also surveyed the capacity of their
surveyor, designer, estimator and CAD Operator to know what
areas they need to strengthen.
MAY 26, 2022 | The Cavite PDMU Team, together with Provincial,
City, and Municipal LPMCs attended the “Orientation on the
Enhanced Guidelines of the Search for Outstanding Local Project
Monitoring Committees (SOLPMC)”.
The SOLPMC is an annual activity established by the RPMC in 2019
to recognize the efforts and performance of the LPMCs in
monitoring and facilitating the implementation of development
projects in the Region. The SOLPMC assess and determines the
status and functionality of the LPMCs at the City, and Municipal
levels in accordance to the DILG Memorandum Circular No. 2019-
188 entitled “Organization or Reconstitution of Sub-Regional
Project Monitoring Committee. Also, this orientation is to inform
all the PMC the enhancement made during the technical meeting
held on April 27, 2022 it includes additional requirements to
monitor active/functional LPMCs in the province, city and
municipality, provision of premium points for problem solving
sessions, automated project monitoring/reporting system,
monitoring of devolved projects, and percentage of LPMCs.

PDMU in Action
MAY 27, 2022 | The Cavite PDMU Team conducted the activity
entitled Forums on Clearance and Certification Compliance
for LGSF Programs with Province of Cavite LGUs.
The activity aims to orient the Cluster Head, C/MLGOOs and
LGUs who are primarily involved in the monitoring of the
project implementation to ensure that necessary clearances
are being secured by LGUs prior to the commencement of
their project. The activity includes the guidelines,
requirements and process of application of necessary
clearances.
JUNE 3, 2022 | The Cavite PDMU Team conducted an activity
entitled "DILG Cavite PDMU Strategic Planning Cum Drone
Training," the one knowledgeable on how to use the drone
taught its staff technical information on project mapping. This
two (2) day orientation aims to increase knowledge and
provide a greater understanding of the significance of drone
deployment, particularly given that they can be a useful tool in
the Department to implement the Locally Funded Projects
(LFPs). The drone captures pictures of the environment below
as it flies in both high and infrared resolution – this will provide
bigger, clearer, and more complete picture of the work being
done or projects implemented like roads, buildings, and other
infrastructures.
June 16-17, 2022 | The Office of Project Development
Services – Unified Project Management Office -Local
Road Sector (UPMO-LRS) conducted the activity entitled
“Training on the Enhanced Road and Bridge Information
System (RBIS) via Zoom online platform. The target
participants were from the City/Municipal Engineering
Office and Planning Development Office

Municipalities and to inform the City governments on
the latest features of the system

2022 LCPC Functionality Assessment
The Memorandum Circular No. 2021-039 or
the Comprehensive Guidelines for the
Establishment, Strengthening, and
Monitoring of the Local Council for the
Protection of Children (LCPC) at all Levels
and for Other Purposes, aims to ensure
that the establishment and operation of
LCPC are functional, relevant, and effective.
The 2022 Local Council for the Protection
of Children (LCPC) Functionality Assessment
was conducted on May 17, 19, 24, and 26,
2022 at the Provincial Ceremonial Hall,
Provincial Capitol, Trece Martires City,
Cavite, and was attended by the twenty-
three (23) local government units (LGUs) in
Cavite. The Provincial IMTF consists of
different government agencies and NGOs:
DILG, PPDO, PSWDO, PICAD, PNP, PHO,
DepEd, SP, PYSDO, PTCAO, POPCOM, PPDAO,
DOLE, ABSNET, Shoreline, and ACDEV.
The City/Municipal Council for the
Protection of Children (C/MCPC) is rated
based on the following Area of Concern:
Organizational Sustainability 20%; Policies
and Plans for Children 30%; Budget for the
C/MCPC 20%; and Service Delivery
Monitoring and Management for Children
30%. A total of 100%. The total score will be
equivalent to the following Level of
Functionality: Basic, if the LCPC attained a
rating of 20% below; Progressive, if the
LCPC attained a rating of 21-50%; Mature, if
the LCPC attained a rating of 51-79%; and
Ideal, if the LCPC attained a rating of 80-
100%.
Official results will be released next quarter
through a DILG Regional Memorandum.

DILG participated the online 2nd
QuarterSimultenous Earthquake Drill
DILG Cavite participated the 2nd
Quarter National Simultaneous
Earthquake drill last June 09, 2022. In
consideration with the current state
of the province due to pandemic, the
provincial office, participated the said
event through joining the online
opening ceremony spearheaded by
the Office of Civil Defense.
NSED is done in pursuant of Rule 6,
Section 7 of RA 10121 which states that
public awareness shall be undertaken
through the conduct of drills by the
Local Disaster Risk Reduction
Management Office on a regular basis.
Further, NDRRMC issued a
Memorandum No. 221 series of 2022
which sets the schedules of this
activity for CY 2022 including the
target sectors as audience. The aim of
this year’s NSED is to highlight the
earthquake preparedness efforts and
by the basic sectors in pursuit of
building more resilient communities.
DILG Cavite, as the chairperson in
thematic area of preparedness,
continually encouraging the Local
Government Units in the Province of
Cavite to actively participate on the
said event. Thus, this will help them
spread awareness on the importance
of preparedness during disaster and to
keep their constituents safe to any of
its adverse effects.

Launched
KwMengtnaoBi enDILG Cavite, in pursuit of informing the public on the
programs of the Government, launched the first ever
documentary program entitled “Mga Kwento ni Ben”.
This focused on showcasing the project of Local
Government Units with the assistance of the
Department of the Interior and Local Government
through its Locally Funded Projects namely, Disaster
Rehabilitation and Reconstruction Assistance Program
(DRRP), Assistance to Municipality Program (AM),
Financial Assistance to Local Government Units
(FALGU) and Conditional Matching Grant for Province
(CMGP). This aims to highlights the impact of the
projects to the life of the people who benefits from it.
On June 17, 2022 the segment had its soft launched
introducing the people behind the implementation of
the program in the side of DILG. Engr. Gretzel Bea D.
Ganaba, CMGP Focal Person, Engr. Eldrin Boi D. Tirona,
DRRAP Focal Person, Engr. Jilsa A. Alva, LGSF-FALGU
Focal Person and Engr. Mark Jason B. Salvio, PDMU
Team Leader presented themselves and provide an
introduction of the program they are handling
respectively.
June 27, 2022 – the program published its first episode
showcasing the Portland Cement Concrete Pavement
Road (PCCP) from rolling hills road to congressional
road located in General Mariano Alvarez, Cavite. This
project was funded through Assistance to Municipality
Program of DILG. The road has width of 6 meters, 700
meters long and with a thickness of 0.2 meter.
Beneficiaries of the projects were interviewed on the
said programs and all of them manifested how the
road became beneficial in their daily lives.
The programs intend to release its next episode once
every month for year 2022.

On May 31, 2022 – DILG Cavite, through its Provincial
Communication and Information Team facilitated the 4th
episode of Cavitenos Alam Niyo Ba? (CANB) entitled The First
100 Days: Mga unang gampanin ng Punong Bayan Matapos
ang Eleksyon. The episode was done to orient all elected
local chief executives on their first task and responsibilities
as stated in DILG Memorandum Circular no. 2022-029 and
DILG Memorandum Circular No. 2022-053.
LGOO VI Mary Janice B. Sobriemonte, LGMES Technical Staff
of DILG Region IV-A and Hon. Jasmin Angelli Maligaya-
Bautista, Municipal Mayor of the Municipality of Magallanes
serves as the esteemed guest of the said program. LGOO VI
Sobriemonte discussed the checklist for the 1st 100 days of
the elected Local Chief Executives, which focused on the
steps and processes the elected official shall undergone in
order for them to fully assume their responsibilities. On the
other hand, Hon. Bautista gave her insight and her
experiences on how she goes through her first 100 days as a
Municipal Mayor of Magallanes and who helped her to do it
with ease. She made mentioned the importance of the
people around her who helped her and the right attitude as
the main core of her leadership.
Cavitenos, Alam Niyo Ba? Is a regular program of DILG Cavite
that focuses on showcasing timely topics that is anchored
to the Department’s mandates and implementation of
programs, project and activities. This was facilitated by the
Provincial Communication and Information Team of DILG
Cavite. At present, the team is striving to provide relevant
information not only to their clientele but also to the
general public.

Committee Meeting at PHO

City last June 23, 2022. Dr. Nelson
Soriano made his opening
remarks and reminded the
members on the awareness
regarding current status of Cavite
in Dengue and COVID-19 Cases.
The highlight of the meeting was
the discussion of the Monitoring
and Evaluation of Local Level Plan
Implementation (MELLPI) Pro that
will be used in the upcoming
nutrition evaluation.
The MELLPI Pro was formerly used
for LGU at the national, regional,
and local levels in order to
measure the program’s efficiency.
The monitoring and evaluation
mechanism was revised and
shifted from the emphasis of
program outreach to quality
(Paglinawan, 2021).
The said evaluation will be
conducted in the month of
August with the Cavite Provincial
Nutrition Committee.

City of Bacoor Celebrates its 10th
Year Cityhood Anniversary
The City of Bacoor was elevated into a component city by
virtue of the Republic Act 10160, which was
overwhelmingly ratified by the town's registered voters on
2012. Ten (10) years after, on June 23 of this year, the City
Government of Bacoor celebrated its 10th year cityhood
anniversary with the theme, “Isang Dekadang
Pagtutulungan Para sa Kaunlaran”. The celebration was full
of activities that showcase the history, products and
culture of the City of Bacoor. A thanksgiving mass was held
in the historic San Miguel de Archangel Parish followed by
the highlight of the said festivity, the civic parade
participated in by the city government employees,
representatives from various civic groups, private sectors,
non-government organizations and fifteen (15) of the City
of Bacoor’s marching bands.
Also, present on the said event were President-Elect
Ferdinand “Bongbong” R. Marcos, Senator Ramon “Bong”
Revilla, Jr., Governor Juanito Victor “Jonvic” Remulla, Vice
Governor Ramon Jolo Revilla III, City Mayor Lani Mercado-
Revilla, Municipal Mayor Dino Carlo R. Chua, Board Member
Davey Christian R. Chua, and the incumbent and incoming
Sangguniang Panlungsod Members of the City. Since it is a
month-long celebration, among the activities conducted
to commemorate the cityhood anniversary are the trade
fairs, sports festivals, Pasasalamat Concert and the first-
ever Gay Pride March. Moreover, June 23, 2022 was also
declared as a special working holiday and “no class day” in
the City of Bacoor through the Republic Act 10814.

team of people”.
Hence, Cavite City, Cities of Bacoor and Imus, and
Noveleta requested technical assistance from the
DILG Field Officers for the conducted of their
training seminars in order for the LGU
functionaries down to the barangays to be
capacitated and be refreshed on the different
Cluster Aprograms mandated upon them.

DILG Imus officially moves to
New City Government Center
The Department of the Interior and Local
Government – Imus officially moved to its new
home in the New Government Center (NGC) of
the City of Imus during the five-storey building’s
inauguration rites held last April 25.
DILG Imus started moving into the new city hall
or the NGC as early as January 2022, with the
Old City Hall office in Brgy. Poblacion remaining
operational as ancillary headquarters. By
February 2022, DILG Imus started accepting and
processing transactions at the NGC.
Situated in Brgy. Malagasang I-G, the P1.4 billion
NGC has a 32,871 square meters (sqm) floor area
against the Old City Hall’s 4,450 sqm. It houses
the city’s seventy-two (72) executive and
legislative and other national government
offices including DILG Imus.
Designed and built guided by green
architectural principles, the NGC earned the
Building for Ecologically Responsive Design
Excellence (BERDE) certification upon passing
the Philippine Green Building Council’s building
and environmental standards.
The NGC has a sewage treatment plant which
ensures that the building’s water wastes are
safe and treated before its release into the
sewerage; a material recovery facility to support
the city’s solid waste management program; a
rainwater harvesting tank which can supply
water for at least four days; and a solar power
system as an alternative source of power/
electricity.
Further, the NGC is equipped with a computer-
based building management and maintenance
system i.e. elevator, electrical, mechanical,
sanitary, fire protection, centralized air
conditioning, generator sets, 521 CCTV cameras,
and other facilities accessible for persons with
disabilities.
While the fight against COVID-19 has been the
city’s top priority, outgoing Mayor Emmanuel
Maliksi stated that this should not hinder the
accomplishment of other programs and
projects aimed at providing for the welfare of
the citizens.
The NGC is one of the Maliksi administration’s Cluster A
major legacy projects aimed at promoting the
welfare of Imuseños through the provision of
more convenient, and faster services through
modern yet environment-friendly solutions.
