Performing the duties and responsibilities in complementing the
national government’s drive against illegal drugs has been a
challenged to the City and Municipal Anti-Drug Abuse Councils,
especially that there is a pandemic to consider during the
implementation of the program.
The DILG Cavite, in support of the Provincial Government of Cavite,

For the past two years, DILG Cavite newsletter,
The Journal, has been on hiatus due to the
priorities that emerged because of the COVID 19
crisis. The Journal had been featuring news about
the implementation of different programs and
projects of the Department, and relevant
activities/ events of LGUs in the Province of
Cavite. It kept our local governments informed
and updated.
After several challenges posed by the pandemic,
we are glad that we are able to survive and keep
going. As we move toward recovery and
rebuilding for better communities, we are now
ready to revive our newsletter. It is our pleasure
to introduce to you the newest and improved
version of The Journal - The Forefront!
In the English dictionary, “forefront” means “the leading or most important position or place”. When the
pandemic has started, we have witnessed the value of the frontliners be it the health workers, uniformed
personnel, riders, and those who keep us healthy, safe, and protected as we fight the enemy that cannot
be seen by our naked eye. The DILG is also the frontliner in the field of Local Governance, not just during
the pandemic but since it was called for service. It plays the most significant role in transforming Local
Government Units into a sustainable-oriented LGUs that cater the needs of its constituents and
addresses all the developmental problems that exist in their locality. The Forefront suitably fits the next
brand of our Newsletter as it will showcase how DILG works to make the transformation happen as we
face the new normal.
We will gather interesting facts and write-ups from our hard working personnel and partners to give
not just accurate and timely information, but also to inspire our LGUs to aim for the best. Every quarter,
we will issue copies of this newsletter as we continuously work to sustain peaceful, progressive, and
resilient localities.

Quality Transition to Full Devolution
Assessed by the DILG
The submitted Devolution Transition Plans (DTP) of
the Provincial Government of Cavite, its twenty-three
(23) City and Municipalities and its 829 Barangays
were subjected to this year’s Quality Assessment
using the DTP Quality Assessment Tool. The main
objective of the said assessment is to evaluate the
LGU DTPs based on its adherence to the provided
guidelines. The said tool has three parameters that
focus on (1) form completeness; (2) adherence to
process and alignment; and (3) coherence and
completeness.
As a backgrounder, DILG is mandated to ensure the
responsiveness and quality of the submitted LGU
DTPs since it is the take-off point for the phasing of
the devolved functions to be assumed by the LGUs.
Further, as part of the compliance of the Department
to Executive Order No. 138 series of 2021, they are
also finalizing the DTP Analytical Framework which
shall serve as guide to further evaluate the said plan
and its implications to the on-going devolution
efforts. For this, LGU DTP Quality Assessment Tool
was created. Thus, the initial data results of the
conducted DTP Quality Assessment will be part, and
considered as the first phase of the DTP Analytics.
The Quality Assessment for City and Municipal DTPs
which run from January 24, 2022 to February 03,
2022, was conducted by the Provincial Devolution
Transition Team headed by Dir. Lionel L. Dalope,
Provincial Director, DILG Cavite, and members
composed of the Provincial and Cluster Offices

Upscaling Performance of DILG Personnel
To upscale the performance of the administrative and technical personnel of DILG Cavite for a better
embodiment of a Matino, Mahusay at Maaasahan employee, the DILG Cavite Local Government Capability
Development Section (LGCDS), in partnership with the Local Government Monitoring and Evaluation Section
(LGMES), conducted an online simulation of personnel assessment and coaching on February 9, 2022 via Zoom
Teleconference. This was participated by the Cluster Heads, Senior Staff, Section Chiefs and the LGOO
applicants.
This activity was divided into two (2) parts: assessment simulation and coaching of performance. For the first
part, the admin and technical personnel were subjected to a “simulation” of the assessment process for
promotion, which was further divided into three (3):
Focus Group Discussion (FGD)
The participants underwent a focus group discussion to assess their planning, teamwork and
decision-making skills.
Panel Interview
Cluster Heads, Senior Staff and Section Chiefs served as the panelists for interview.
Written Exam
The last part was the written exam wherein the participants were given an hour to answer the
questions.
The second part of the activity focused on the actual coaching. Select personnel from the Provincial and Field
Office were tasked to discuss specific topics that were deemed informative and beneficial to the participants.
With this activity, the DILG Cavite Provincial Office firmly believes that it can help enhance the performance of its
personnel and allow rooms for improvement to help assist its personnel towards their personal and career
growth.

Participated in Lingkod Lokal
DILG Cavite Cluster Heads participated in the
segment of Linawin Natin entitled “Lingkod
Lokal”. Linawin Natin (LN) is an online program
of DILG Region IV-A (CALABARZON) that serves
as a tool of the Department in promoting
knowledge to the communities within the
entire region thru their official Facebook Page.
In preparation for this year’s National and
Local Election, they created a segment called
Lingkod Lokal which aims to provide
information to the community on what are the
roles and responsibilities of public officials in
the Local Government respectively. This
provides a platform for the voters to be aware
of what are the functions of the candidate they
want to elect to a certain position in the LGU.
All Cluster Heads (CH) in the entire region
were tapped as resource persons on the said
segment and DILG Cavite CHs were some of
those. In their opening salvo last January 06,
2022, LGOO VII Belinda A. Valenzuela, Cluster A
Head, provided information on the roles and
responsibilities of the Governor. LGOO VII Celia
A. Martal, Cluster Head of Cluster B, followed
after last January 13, 2022 discussing the roles
and responsibilities of a Vice Governor. LGOO
VII Marcial A. Juangco, Cluster C Head,
interviewed, on the other hand, on the roles
and responsibilities of Mayor. The above-
mentioned guesting of the CHs was just a few
of the episodes that was live streamed by DILG

and Provincial Team Conference for the 1st Quarter of
2022.
The first ever Staff Meeting of DILG Cavite Provincial Office
was held last January 12, 2022. The said meeting focuses
on the new program assignment and additional duties and
responsibilities of all provincial personnel for this year's
implementation and monitoring of DILG programs,
projects and activities. It was followed by another same
gathering held last February 03, 2022, in which
representatives from the Regional Office were invited to
discuss specific topics. LGOO II Melanie B. Enomis and Ms.
Maria Melody Zamora of LGCDD discussed the ISO Quality
Procedure on Provision of Technical Assistance while IT
Officers Louie Jake P. Banalan and Mark Kim A. Sacluti
presented the discussion about Network Attached Storage
(NAS). Staff Meetings are usually done once a month or as
need arises. This is being participated by the Provincial
Director, Program Manager, Section Chief, and Technical
and Administrative Staffs.
DILG Cavite’s Management Committee Meeting was held
three (3) times for this quarter dated January 13, 26 and
February 17, 2022. Most of the agendas being tackled
during these activities were the updates and reminders
from different programs delivered by the program officers
respectively and the concerns raised by the cluster offices
and addressed by the Provincial Office.
This regular activity of the team is held every 2nd Monday
and 4th Monday of the month with the objective of
providing avenues for Cluster and Provincial office to meet
halfway in ensuring all programs, projects and activities of
the Department are being done accordingly and to
harmonize their initiatives in the effective delivery of the
Department’s mandates.

On March 11, 2022, the team conducted their first ever
Provincial Team Conference for year 2022 via Zoom
virtual platform. Compared to the afore-mentioned
meetings, this event is done once every quarter to gather
all Field Officers, technical and administrative staffs in all
DILG Offices within the Province. In the same manner,
this is also one of the avenues of the Department to
strengthen coordination among its sub-offices and
ensure alignment of actions in the implementation of
different programs, projects and activities. For this
quarter, the conference fixated on programs the
Departments are being focused on for the beginning of
the year. Selected Program Officers discussed timely
topics such as Road Clearing; Guidelines on the Authority
to Purchase Motor Vehicles; Foreign Travel; Provision of
Technical Assistance; and Accomplishments and Updates
of the Provincial Communication and Information
Committee.
DILG Cavite firmly believes in the power of teamwork,
coordination and collaboration. Firming its core, which is
its people, and creating avenues for strengthening
communication among its offices is perceived as the best
strategy towards effective and efficient delivery of the
Department’s mandate despite extraordinary situations.

LOCALLY FUNDED PROJECTS (LFP) VALIDATIONS AND STATUS FOR THE 1ST QUARTER OF 2022

40 In line with the continuous task of the provincial project
development and management unit (PDMU) in

the local government units across the Province of Cavite,

Government Units, covering 17 projects across the

Government Units, and the Disaster Risk Reduction

All of the Assistance to Municipalities 2020 Projects had
been completed before the deadline of completion in
December 31, 2021, though one of the last projects could
not be inspected before the year 2021 had ended due to
activities being conducted in the Municipality of General
Mariano Alvarez, as well as the DILG Provincial Office
activities.

In the month of February 2022, the AM 2020 Local
Access Road of the Municipality of General Mariano
Alvarez was inspected for completion. The road rated
one of the longest horizontal projects in the AM 2020
program, as well as the largest road opening project.

In In the following month of March, when the funds for the
support to the unit’s operations were partly released, more LGUs
were inspected for their completed and on-going Financial
Assistance to Local Government Units (FALGU) and Disaster
Response and Risk Assistance Program (DRRAP). In the
municipality of Kawit, the LGU had finished installing solar-
powered streetlights along Tirona highway, and in the
Municipality of Carmona, the LGU was in the process of laying
drainage pipes in the Barangay of Cabilang Baybay.
In the Municipality of Indang, two ambulances were procured to
increase the LGU’s ability to quickly respond to medical
emergencies, adding new utility to the existing fleet of mobile
medical platforms. The City of Imus added improvements to its
existing Disaster and Risk Reduction Command Center in order
to improve the efficiency of its use, such as partitions and wear-
resistant paint, and the plan to increase the parking lot for its
regular staff.

The City of Dasmarinas opted to refurbish and existing
pedestrian sidewalk that had been damaged by the
numerous storms and heavy rainfall that had hit the
country in the recent months, replacing the damaged
roofing with sturdier fittings and LED lights. Likewise, a
local access road was the attention of the Municipality of
Alfonso for their efforts in the Disaster Risk Reduction
Assistance Program, as these are essential routes of travel
for their constituents for travel and the passage of goods
and services.
Meanwhile in the Municipality of Naic, both FALGU and
DRRAP projects were inspected, the former involving the
construction of pedestals and the installation of solar-
powered streetlights, and the latter involving the
upgrading of a concrete pathway. The City of Tagaytay on
the other hand, had utilized its DRRAP budget on the
construction of a mess hall and elevated water tank, in
order to service the potential evacuees in the adjacent
evacuation center.

In the City of Trece Martires, the local government
had opted for the procurement of a medical vehicle,
of a type that could carry more passengers and had
room for more medical utility than the typical multi-
cab vehicle. The Municipality of Ternate had its eye
focused on the continuous development of its
economic sector by using its FALGU in improving its
public market through the construction of a more
usable open area, protected from the elements by a
large span roof.
In the last set of LGUs, one of the Cavite Provincial
Government’s more notable DRRAP projects involved
the construction of tetrapods along one of the coastal
areas of Tanza and Naic. The goal of the project was to
prevent the potential damage that incoming waves
generated from typhoons and storms could cause by
erecting concrete barriers off the coast. In the
Municipality of General Trias, a more direct form of aid
was provided to its constituents through the form of
cash assistance to its citizens using the FALGU funds,
and given the current condition that people all over
the country face, the COVID-19 pandemic, the aid
would prove to be invaluable for their efforts in
making it through these tough and trying times.

ACTIVITIES ATTENDED FOR THE 1ST QUARTER OF 2022
January 26-27, 2022
| The DILG Cavite-PDMU Engineers, Cluster Heads, City and Municipal
Local Government Operations Officer (C/MLGOOs), and the Provincial
and Local Government Units (P/LGUs) RSSA encoders, attended the
online Orientation Workshop on Rapid Subproject Sustainability
Assessment (RSSA). The DILG IV-A Regional Office through the LGCDD-
Project Development and Management Unit (PDMU) conducted the
activity via zoom online platform.

activity that aims to ensure that funds entrusted by the National
Government to LGUs are used for its intended purpose, in accordance

Revised Implementing Rules and Regulations (IRR) of R.A. 9184

The activity aims to provide an overview of the 2016 Revised
Implementing Rules and Regulations of R.A. 9184 and a clear
understanding on the use of the 2017 APCPI System as well as its
significance to the procurement of locally-funded infrastructure
projects.

| The DILG Cavite-PDMU Engineers, City and Municipal Local Government
Operations Officer (C/MLGOOs) and representatives from different offices of
the City/ Municipal Local Government Unit (C/MLGU) and Province of Cavite
attended the online Regional Orientation on the Use of Local Road
Management Performance Assessment (LRMPA) Tool for Local Government
Units. The activity was conducted by the DILG IV-A Regional Office under
the LGCDD-Provincial Development and Monitoring Unit (PDMU).
The Local Road Management Performance Assessment (LRMPA) Tool is
used to determine the strengths and areas for development of the Local
Government Units in Local Road Management, which the Department
developed through the Conditional Matching Grant to Provinces (CMGP)
Program.
Last February 18, 2022, the department disseminated a memorandum on
the Call for Assessment using the LRMPA Tool to the province, cities and
municipalities. The tool will be accomplished by the LGUs themselves,
hence, a self-assessment. The DILG will validate the assessment result,
validation is scheduled to start on April 1 to August 31, 2022.

DILG Cavite participated in the 1st Quarter
National Simultaneous Earthquake Drill
(NSED) on March 10, 2022 at 10:00 AM. All
personnel partake on the said activity as

partnered for the construction of the Drug Abuse Treatment and
Rehabilitation Center (DATRC) in Brgy. Osorio, Trece Martires City,
Cavite as part of its ongoing development cooperation to provide
rehabilitation support to drug dependents. This is with the hope of
providing the drug dependents an opportunity to be reintegrated in
the society and becoming responsible and productive citizens.
The construction of DATRC, a component of a JPY 1.85 Billion DOH-
JICA program grant called "Consolidated Rehabilitation of Illegal Drug
Users (CARE)" amounting to P743,122,000.00, includes the
construction of the facility with furniture, fixtures and equipment. This
facility will be called DOH CALABARZON Drug Abuse Treatment and
Rehabilitation Center. It has a total 480 bed capacity: 400 for male
clients while 80 for female clients. The 5-hectare land where the
DATRC is being constructed was donated by the Provincial
Government of Cavite.
Initially, the soft launch of DOH DATRC was scheduled in March 2022.
In preparation for the said activity, two consecutive site visits were
conducted on February 15 and 18 respectively. The purpose of the visit
is to see the progress of construction; to strategize the would-be
physical set up of the activity area; and to determine other logistics
needed for the conduct of the event.
During the first visit, present were the DILG Regional Office
representatives, together with the DILG Provincial Office headed by
PD Lionel L. Dalope, CH Celia A. Martal, Cluster B Office and
representatives from the Provincial Government of Cavite – General
Supply Office and Provincial Health Office. On the other hand, Usec.

The abovementioned LGUs sustained excellence
in the implementation of programs, projects,
services and activities in accordance with R.A
7275 of the Clean Water Act of 2004, R.A 9003 or
the Ecological Solid Waste Management Act of
2000, R.A 7279 or the Urban Development and
Housing Act of 1992 and other environmental

Taking advantage and maximizing the capacity
of technology and social media for information
dissemination, DILG Cavite launched its first
ever public affairs program thru its official
Facebook Page entitled Caviteños Alam Niyo
Ba? - a livestreaming program where relevant
and timely information is being provided to all
clientele and general public through social
media. It aims to showcase the Department’s
program, projects and activities as well as its
national advocacies it supported. Furthermore,
it also wanted to creates collaborative avenue
for National Agencies and Local Government
Units in the entire Province of Cavite in the
promotion of good governance
Soft launching of Cavitenos Alam Niyo Ba?
was held last March 03, 2022, where the
topic highlighted was the discussion about
“Fire Safety Measures” in partnership with
the Bureau of Fire Protection, Cavite. This is
in accordance with the celebration of Fire
Prevention Month with the theme “Sa Pag-
iwas sa Sunog, Di Ka nag-iisa”. SFO2 Mary
Joan B. Flores of BFP Cavite provides
relevant information and tips on how to
prevent fire incidents and the actions
should be taken during such. PD Lionel L.
Dalope, CESO V, DILG Cavite and Fire SUPT.
Rene V. Bullos, Provincial Fire Marshall,
graced the program in one tone. They
encourage all the viewers to be vigilant in
observing fire safety tips to avoid fire
incidents to protect lives and properties.
Viewers of the said program were netizens
and other invited functionaries from
different areas of the province.

Next in line, after the soft launching, was the
streaming of the Episode 2 entitled “Halalan
2022 sa Ilalim ng Pandemya”. This is in
partnership with the Commission on
Elections which aimed to inform the general
public, candidates and LGU officials on the
topics related to the upcoming national and
local election. The episode was divided into
two parts, the first episode focused on the
Salient Provision of Omnibus Election which
was delivered by Atty. John Angelo S. Medina,
Election Officer of Tagaytay City last March 7,
2022. Part 2, on the other hand, centered on
COMELEC Resolutions Nos. 10695 and 10730,
which was discussed by Atty. Jastine Marie
Dela Cruz, Election Officer of City of Bacoor
last march 14, 2022.
DILG Cavite won’t let the quarter end
without paying tribute and empowering
women in this year’s celebration of Women’s
Month with the theme “We Make Change
Work for Women” and its sub theme
“Agenda ng Kababaihan, Tungo sa
Kaunlaran”. With this, the Episode three (3) of
Cavitenos Alam Niyo Ba? In partnership with
Philippine National Police Cavite Provincial
Office, and their unit, Women Children
Protection Desk, Highlighted the laws on
Violence Against Women and Children
(VAWC). Representative from the said
agency, in person of PAMJ Renalyn Lim,
serves as the guest. Further, CH Belinda A.
Vlenzuela, Cluster A Head, also discussed
how Barangay VAW Desk works in the
grassroot level.

Provincial Communications and Information
Team (PCIT) – Social Media Team of DILG
Cavite. Thus, the said team is composed of
the Program Manager, Section Chiefs,
selected personnel from each section, with
the guidance of their Cluster Heads and
headed by Dir. Lionel L. Dalope, CESO V,
Provincial Director of DILG Cavite.
At this age and time, communication and
information are vital. Different platforms
online are now catering a variety of creative
means in informing different people in all
walks of life. Thus, DILG Cavite intends to
maximize this means to feed the public with
relevant information that is timely and
beneficial for them. More than showcasing
the Department’s program, project and
activities, it aims to give the people a means
to be educated about their rights, different
policies and the movements of the

Q: What do you take pride in being part of the Philippine National
Police ?
Pcol Nepumoceno : Sakin po, kasi ginusto ko pong maging part ng
PNP, pinasok ko to, kaya pinanindigan ko na makapagserbisyo sa

PSS Puspos: Being a part of the National Police, hindi naman natin
masasabi na pride, pero kapag talagang hilig mo yung pagiging part
ng PNP ay magagawa mo yung best mo. Pag nasa serbisyo ka na,
lalo’t yung pinagdaanang training ay mahirap, dugo’t pawis, talagang
naisasapuso mo yung pag-lilingkod.
Q: Can you share us the story? When and how did it happen? How
did you notice the girl jumping
on the bridge and what did you do?
PSS Puspos: Nung araw pong iyon, may susunugin po kasi na bawal
na gamot yung PDEA dito sa may aguado, so bale nag roroad security
po kami. Doon po ang pwesto namin sa may bulek road may tulay.
Then habang nagsesecurity nga po kami, may lumapit na lalaki po
kay buddy at nagsabi nga po sa kanya na “Sir, may naiyak pong babae
doon sa tulay.”.
Ngayon, habang kausap ni buddy yung nagrereport po na concerned
citizen, paglingon po namin doon sa tulay kung nasan yung babae,
umakyat na siya. Kumbaga’y isinampa na niya ang kanyang
dalawang paa. Kaya sabi ko kay buddy, "nako buddy kako ay tatalon
na talaga". Kaya yung time pong iyon tumakbo na po ako sa babae
para, wala na akong naisip na kundi kailangan makarating ako dun sa
oras. Kasi pag na late ka ng kaunti, baka wala na siyang hawak.
Nakaupo na lang siya kaya yung siguro mga seconds o ma-late ang
reaction namin, baka may mangyaring masama dun sa babae.
Pcol Nepumoceno : Bale po, ayun nga po, nung nakita ko na po na
tinakbo ng aking kasama yung babae, sinundan ko na po siya. Nung
nahawakan na niya, yung babae at nung naibaba na namin sa tulay.
Kinausap namin kung anong problema. Hindi namin siya makausap
kasi umiiyak siya. Kaya ginawa namin, pinapunta na namin siya doon
sa dulo ng tulay kasi baka makaakyat na naman. Pagkatapos ay
tinawagan muna namin yung aming WACPD, yung sa women’s
kung anung gagawin. Ang sabi samin, dalhin nalang sa station para
makunan ng statement. Para din makausap din nung women’s desk
namin, kasi babae, baka sakaling magkausap sila. Kasi nga samin nga
ayaw magsalita. Iyak lang siya ng iyak. Noong nasa WACPD na siya ay
nakausap naman na siya ng personnel namin.

PSS Puspos: Bale never it occurs in my mind naman po.
Kasi samin pag nagserve kami, lalo’t naka duty po, ay wala
naman po sa isip naming yung viral, viral. Serbisyo lang po
kami lagi. kailangan pag may aksidente, kailangan po
umaksyon po kami agad. Kasi kami po ang inaasahan na
aaksyon sa mga ganitong sitwasyon.
Pcol Nepumoceno : Bale sakin po Maam, sa una syempre
po masaya. Pag nagkikita-kita kami ng mga classmate
namin o ibang kasamahan o kaya napunta ako sa ibang
bayan, "oh ikaw pala, kayo pala yung ano, superhero ah,
yung tumulong dun sa babaeng tatalon," Siyempre
nakakataba ng puso na may natulungan kami na babae
na ganon na magpapakamatay na na save namin ang
buhay.
Q: What can you advise or tell those people who are
currently facing or experiencing hard time in
their life and having thoughts same as the woman you
saved?
PSS Puspos: Siguro po number one ay tawag lang po sa
itaas pag may mga ganoon pong problema. Pangalawa
po ay family. Kailangan intact ang family para pag may
mga ganyang problema po ay may napagsasabihan ka.
Iba po yung naiihinga mo yung sama ng loob mo. Medyo
nakakabawas ng depression yan. Nawawala yung pag-iisip
na iiklian mo yung buhay mo. Kasi naiisip mo nandiyan
naman yung family mo eh, nandiyan para alalayan ka.
Pcol Nepumoceno : Ang maipapayo ko lang na kung
sakaling parang nadedepress tayo, ang maiadvise ko lang
ay, kung maaari wag natin gawin yun. Kawawa yung
pamilya natin. At kung meron tayong problemang ganun
magsabi tayo sa ating mga kamag anak o kaibigan, para
maiwasan natin yung depression.

PSS Puspos: Being a public servant po sa akin ay yung
sinumpaan po naming tungkulin. To serve and protect,
kailangan po isabuhay po namin yun habang suot suot
naming yung uniporme na ito, May nakakakita man o wala
kasi maaaring mangyari din naman sa pamilya namin ang
nagyari sa iba ay matutulungan po ng mga katulad
naming na nagmamahal po sa serbisyo
Pcol Nepumoceno : Bilang isang public servant, ang sakin
po ay hanggat kaya naming magserbisyo sa bayan itutuloy
po namin ang pagseserbisyo upang makatulong kami sa
nangangailangan ng tulong. Kung sila’y naaapi, lapitan
lang kami. Yun namng may mga problema na maliliit lang
na kaya natin solusyunan ay pwede po nating
pagtulungan iyan.

“Teamwork makes the dream work”!for Barangay DTP Assessment
Pursuant to the Executive Order No. 138 entitled, “Full
Devolution of the Certain Functions of the Executive
Branch to Local Governments, Creation of a
Committee on Devolution, and for Other Purposes”, all
LGUs shall prepare their respective Devolution
Transition Plans (DTP) which conforms to the
guidelines jointly issued by the Department of Budget
and Management (DBM) and Department of the
Interior and Local Government (DILG). Hence, the
DILG is tasked to monitor the progress of the DTP
preparation and submission of the LGUs, and
completeness and compliance of the LGU DTPs to
prescribed templates and its attachments.
On January 21, 2022, the DILG Cavite-Cluster A The said activity aimed to familiarize the participants
spearheaded an orientation on the Barangay on how to use the prescribed assessment form and its
Devolution Transition Plan Assessment, led by CH process in assessing the Devolution Transition Plans
