In partnership with the Local Governance Resource Center, we are intensifying our collaborative efforts to enhance capacity-building initiatives, promote best practices, and strengthen local governance structures. We welcome new partners from Department of Information and Communication Technology, Technical Education and Skills Development Authority and Titik Peotry. Through this program, we have been able to implement a range of impactful initiatives aimed at combatting drug abuse and promoting a healthier, safer community for all. From education and awareness campaigns to rehabilitation and support services through collaborative effort with selected LGUs in the Province, we are committed to making a positive difference in the lives of our every member of the community. Moreover, ensuring accountability and transparency in governance is a top priority for us. That's why we have diligently conducted various audits, including those for the Lupong Tagapamayapa Incentive Awards, Child Friendly Local Government Units, LGU Compliance Audit and Anti-Drug Abuse Council Performance Audit. As part of the continuous strategy of the Department of the Interior and Local Government (DILG) IV-A to assist the local government units in streamlining their systems and procedures in the issuance of business permits and to monitor the progress of the compliance of the local government units to the provisions of Ease of Doing Business Law, a yearly Business One-Stop Shop (BOSS) monitoring was conducted to the two (2) select Local Government Units in the Province of Cavite. For CY 2024, the Municipalities of Alfonso and Tanza, Cavite were selected for the said Regional Initiative last January 19 and January 23, 2024, respectively. During the field visit, the DILG IV-A together with the BOSS Monitoring Team composed of representatives from the Department of Information and Communications Technology Page 04 January-March 2024 | Volume III Issue I (DICT), Department of Trade and Industry (DTI), and Anti-Red Tape Authority (ARTA) conducted monitoring on the BOSS systems and procedures, interviewed clients who had successfully completed the their transactions and interviewed CART Team and the LGU’s BPLO and coached them on the guidelines on streamlining of LGU systems and procedures in their LGU through an exit conference . Further, the Regional Office provided the results of the said activity including the observations and recommendations of the EODB Team which also required the two (2) LGUs to formulate their EODB Action Plan relative to the communicated results. by: LGOO III Beverly V. January-March 2024 | Volume III Issue I Cavite became the first province in the Philippines to organize a Provincial Task Force to End Local Communist Armed Conflict upon the approval of a Provincial Peace and Order Council resolution on March 8, 2019. Having no recorded NPA activity for at least a year, Cavite also became the first province across the country to be declared with Stable Internal Peace and Security (SIPS) last December 4, 2018. (RMA) To gain continuous support from the local government units (LGUs) on the National Government’s effort to end local communist armed conflict, the Cavite Provincial Peace and Order Council (PPOC) led the orientation of 23 LGUs on the city and municipal-level implementation of the Stable Internal Peace and Security (SIPS), March 12, at the Cavite Collaboration Center for Health, Terece Martires City. BGEN CELIRO C BALAORO JR., Commander, 202nd Brigade, provided a brief introduction of SIPS while Engr. Allan A Salvatus, DILG IV-A/ Regional POC secretariat staff, discussed RPOC Resolution No. 2023-007 which adopts the SIPS Seal, a distinction, across the country, given to LGUs that has no recorded Communist Terrorist Group (CTG) activity for at least a year. Moreover, CPT CECILIO T GUNHURAN III, Operations Officer for Task Force Ugnay, explained the SIPS process and deliverables. LGUs shall undergo the six phases for SIPS declaration i.e. planning and preparation; initial coordination and engagement with barangay captains; key leader engagement; local peace engagement; declaration of SIPS status, and; evaluation and sustainment. The plenary discussion concluded with the sharing of Magallanes’ SIPS journey presented by PMAJ JULIUS R MARQUEZ, Chief of Police, Magallanes PNP. Magallanes has been declared with SIPS in July 2023. AvillaThe Cavite Provincial Inter-agency Monitoring Task Force conducted on-site mock child-friendly local governance audit (CFLGA) to pre-assess local government units' (LGUs) data and documents prior their submission to the Seal of Child-friendly Local Governance-Knowledge Management System (SCFLG-KMS), February 20-27. Composed of the Provincial Council for the Protection of Children (PCPC) members, the Cavite PIMTF were grouped into three teams to help the LGUs in identifying gaps and complying the indicators. Findings were documented through audit reports which were issued to LGUs for their appropriate action. Prior to the conduct of on-site pre-assessment, the PCPC PIMTF underwent a series of special meetings and consultation to calibrate the teams’ appreciation of the technical notes and set the bar in assigning initial scores per indicator. C/MITFs were also reoriented on the guidelines and process of the audit, especially regarding the changes in some indicators under the assessment areas Survival and Governance. For the 2024 CFLGA using 2022 data, the functionality results for Barangay Council for the Protection of Children (BCPC) shall be based on the Seal of Good Local Governance for Barangays (SGLGB)-BCPC data, to be certified by the City/ Municipal Local Government Operations Officer. Likewise, the percentage of total budget allocated for children program, projects, and activities (PPAs) shall now be computed against the LGUs’ National Tax Allotment (NTA) instead of the total LGU budget. As for the Survival, the accomplishment percentage or coverage of Oplan Timbang Plus (OPT) among children aged 0-59 months old has been decreased from 80-110% to 60-110%. The CFLGA is a results-based assessment tool and an annual mandatory audit for cities and municipalities designed to gauge the level of performance of LGUs in implementing programs and instituting measures to uplift the welfare of children. To date, all LGUs are expected to have their data encoded and all pertinent means of verifications uploaded to the SCFLG-KMS until April 25. January-March 2024 | Volume III Issue I The DILG Cavite thru the Manila Bay Regional Task Group (MBRTG) facilitated a 2-day comprehensive training on the updated Manila Bayanihan Data Capture Forms and Online System. It was attended by 23 local government units in the Province composed of various personnel from C/MENR Offices In reference to the Supreme Court Continuing Mandamus, the DILG is tasked to monitor the compliance of 23 LGUs of their implementation of environmental laws in attaining the objective to Clean-up, Rehabilitation, and Preserve the Manila Bay Area. The Data Capture Forms consists of compliance records of the three (3) outcome areas namely: Liquid Waste Management, Solid Waste Management, and Management of the Informal Settler Families from the LGUs which is submitted on a quarterly basis in the online system. The general objective of this activity aims to provide comprehensive information on the updated Data Capture Forms and to perform hands-on-experience training in the Manila Bay Online System. Page 08 January-March 2024 | Volume III Issue I by: PDO Abel Fulgencio In a concerted effort to foster a cleaner and safer environment, the DILG joined the Municipality of Kawit, Cavite implement the “Kalinga at Inisyatiba para sa Malinis na Bayan (KALINISAN)” Weekly Cleanup program last February 24, 2024. The event was held in Barangay Samala-Marquez, and garnered enthusiastic participation from various sectors of the community. The event was graced by esteemed guests including Atty. Benjamin C. Abalos Jr., Secretary of the Interior and Local Government (SILG); Atty. Lord A. Villanueva, Undersecretary for Operations; Felicito A. Valmocina, Undersecretary for Barangay Affairs; Rolando C. Puno, Assistant Secretary for Communication and External Affairs; Dennis D. Villaseñor, Director of the National Barangay Operations Office (NBOO); Ariel O. Iglesia, CESO III, Regional Director of DILG IV-A; Darrell I. Dizon, CESO IV, Assistant Regional Director of DILG IV-A; and Engr. Danilo A. Nobleza, Provincial Director of DILG Cavite. The local government officials, led by Hon. Angelo Emilio G. Aguinaldo, Mayor of Kawit, joined forces with a total of 961 individuals from uniformed personnel (PNP, BJMP, and BFP), Civil Society Organizations (CSOs), and residents to kickstart this vital initiative. The KALINISAN Program is emblematic of the government's commitment under the leadership of "Bagong Pilipinas" to drive transformative change across all sectors. It aims to promote a healthy and safe environment while encouraging active community participation through effective solid waste management practices. Mayor Aguinaldo expressed his gratitude to all participants and emphasized the importance of collective action in preserving the beauty and cleanliness of Kawit. He reiterated the municipality's dedication to sustainability and urged everyone to sustain their commitment to the KALINISAN program. The success of the KALINISAN Weekly Clean-up serves as a promising start towards achieving a cleaner, greener, and more sustainable Kawit. Ambata The Cavite Provincial Management and Coordinating Committee (PMCC) held its 1st Quarter Meeting for CY 2024 at the Philippine Statistics Authority (PSA) Conference Room, New Government Center Building, Trece Martires City. It was presided over by the DILG Provincial Director, Engr. Danilo A. Nobleza, PMCC Chairperson. This meeting was conducted to discuss the major programs of the member-agencies for implementation this CY 2024. One of the highlights was the discussion of the phases on the declaration of Stable Internal Peace and Security (SIPS) of the remaining twenty-two (22) LGUs in the Province. The meeting was also in preparation for the upcoming 1st Quarter Joint Meeting of the Cavite Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) this February 14, 2024. Present in the meeting were COL RONALD JESS ALCUDIA and staff from Task Force Ugnay, PMAJ HENRY SALAZAR of Cavite Police Provincial Office, FSupt Genalyn Cabasal, Provincial Fire Marshal, PCPT ELMER TABUNAN from PNP Maritime, and IA V Brenda Joy Pollisco, PDEA Provincial Officer.


Page 10 January-March 2024 | Volume III Issue I by: PDMU Team During the 1st Quarter of 2024, the Provincial Project Development Monitoring Team continued its role in monitoring Local Government Support Fund (LGSF) projects in the Province of Cavite. The team conducted documentation and validation of ongoing projects and reviewed actual accomplishments reported during each period. Findings, observations, along with corresponding recommendations and suggestions, were presented to the LGUs during site validations. Page 12 January-March 2024 | Volume III Issue I by: PDMU Team DILG Cavite, through its Project Development and Management Unit (PDMU), conducted its Monthly Coordination Meeting with the LGUs via Zoom. The objective of this activity was to present the current status of project implementation in Cavite Province, address issues and concerns related to the implementation of PDMU-administered projects, assist LGUs with updating PDMU systems (Subaybayan, RSSA, SGLG-IF), reiterate points on the implementation of FY2023 SGLG-IF, and present plans for PDMU-administered projects in Cavite Province. A total of 143 participants attended the activity, including LGU Encoders, LGU Engineering Representatives, LGU Accounting Representatives, LGU Implementing Unit Representatives for FY 2023 SGLG-IF, DILG Field Officers, DILG Cluster Heads, PDMU focal points, DILG Cavite Senior Staff, and DILG Cavite Provincial Director Engr. Danilo A. Nobleza. The highlights of the meeting included discussions on the Local Government Support Fund (LGSF) programs and the rollout of FY 2023 Seal of Good Local Governance – Incentive Fund (SGLG-IF).

Maranga (Continuation) and other key sectors of the society that will focus more on drug demand reduction and rehabilitation in the communities underscoring the role of drug enforcement agencies including the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), National Bureau of Investigation (NBI) and others. The event was composed of four part which was started with a 3K color fun run wherein a total of 2500 registrants from different part of Cavite joined the advocacy run at vermosa, City of Imus. In the same venue, food festival was also established wherein local food stalls and small and medium enterprises showcased their products. Consequently, ZumBIDA activity was also held in which a total of 16 LGUs sent their best Zumba dancers to join the Zumba competition. The competitors showed their best routines and dance their way in hope of winning the cash prizes awaits for them. Served as the judges of the competition are the member of the Local Governance Resource Center – Multi-Sectoral Advisory Committee (LGRC-MSAC) – Cavite. Simultaneously, Town Hall Meeting was also initiated at City of Imus event center at the City Government of Imus, Cavite. Sec. Abalos has an interaction with the representatives of Interfaith Organizations, Parents Teachers Associations, youth sectors, and business sectors. Sec. Abalos where able to provide insightful directives on the issues and concerns raised related to Anti-illegal Drugs.

January-March 2024 | Volume III Issue I Page 15 After a successful forging of LGRC-MSAC Partnership with the DILG Cavite, the Department of Trade and Industry-Cavite sought the assistance of the DILG Provincial Office to convene all LGU Representatives of the 23 Local Price Coordinating Councils of the component cities of municipalities in the province with hopes to reactivate the LPCCs in the Province and synergize it with the Provincial Price Coordinating Council. The Reorientation and Consultative Meeting with the LPCCs was held last March 12, 2024. The activity allowed the Department of Trade and Industry to provide a refresher of the existing laws and functions of LPCC and present the current status and concerns of Cavite LPCCs. With 100% attendance of all LPCC Representatives, the meeting had a fruitful discussion on the ways forward to reactivate the LPCCs and improve the functionality and its collaboration with the Provincial Price Coordinating Council. These include the creation of official group communication of the Cavite LPCCs where both the DTI and DILG Cavite Focal Persons are included, collection and provision of relative report documents to build-up the Cavite LPCC database and scheduling of the regular meeting of Cavite LPCCs. Further, updates on the price and supply monitoring were discussed by the DTI to level off their knowledge on the same which also paved way to recommending that the activities that must be untaken by each LPCC during declaration of state of calamities must be included as part of the Disaster Response. The activity had been a manifestation of how the established Multi-Sectoral Advisory Council Partnership between the DILG Cavite and the DTI Cavite has become a mechanism for synergy and collaboration of the Price Coordinating Councils in the province. The Provincial Government of Cavite, through the Office of the Provincial Social Welfare and Development Officer, conducted the first capability building workshop for the Provincial Council for the Elderly (PCE) on March 7-8, at the Fynn Boutique Hotel, City of Bacoor. Aimed at strengthening the PCE, the two-day activity revisited the roles and purpose of the Council and culminated on the development of a three-year action plan, facilitated by Mr. Wilfred B. Quizon, resource person. More than 25 PCE members, including some Provincial Federation of Senior Citizens and Office of the Senior Citizens Affairs presidents across the province, participated in discussing issues and addressing identified gaps in the operationalization of the Council and its local counterparts. Some of the highlight of the proposed programs, projects, and activities are the conduct of a three-day Senior Citizen Congress that will focus on the sectors’ contribution to society. The said activity shall include a Search for Outstanding SC and a venue for data gathering on the current status of the LGUs’ service delivery for the sector as well as identifying their immediate needs. The creation of a monitoring team to ensure the implementation of SC privileges and mandated services at all governance levels was also proposed, the results of which shall also serve as a basis in assessing the level or degree of implementation of the Council’s functions and purposes. Page 16 January-March 2024 | Volume III Issue I Meanwhile, the activity also served as a platform for knowledge sharing on the best practices of the Federation of Military Retirees Association of Cavite Incorporated and the local government units of the Cities of Bacoor and Imus, which inspired collaboration among the participants in the formulation of its proposed plans for the next three years. Romo, Jr., former Assistant Secretary of the Department of Social Welfare and Development Office (DSWD), discussed the gaps and challenges in providing care to OSAEC victims and survivors. He concluded by recommending the establishment of a “strong network of care” by providing a service delivery structure and mechanism for effective and efficient communication, coordination, and collaboration among the concerned stakeholders. Atty. Martin-Chan and Mr. Romo Jr also facilitated an open forum and action planning on the enactment of local anti-OSAEC ordinance and capacity building for social workers on traumainformed care and assessment of survivor outcomes, respectively. Meanwhile, Ms. Precyl Ramos, department head, OPSWDO, shared the ongoing initiatives of the PCAT-VAWC in response to the increasing number of OSAEC cases and concerns in the Province of Cavite, such as the ongoing development of the Sangguniang Panlalawigan of a separate local antiOSAEC ordinance of the Province of Cavite (aside from the incorporation of pertinent laws to the Provincial Children’s Code) and the establishment of a residential care facility for VAWC victimsurvivors which is yet to be operationalized. Per DILG Memorandum Circular 181, s2023 titled Guidelines on the Operationalization of the LCATVAWC, the LCAT-VAWC may jointly plan and implement anti-OSAEC and CSAEM programs, projects, and activities with the Local Council for the Protection of Children (LCPC), especially for children PPAs. (RMA) With Cavite being one of the hot spots on online sexual abuse and exploitation of children (OSAEC) in Region IV-A CALABARZON as of 2022, the Provincial Government, through the Office of the Provincial Social Welfare and Development Officer, capacitated the Provincial Committee on Anti-Trafficking and Violence against Women and their Children (PCAT-VAWC) and its local counterparts on addressing OSAEC, March 13, at the Bayleaf Hotel, City of Gen. Trias. Based on the 2022 report of the International Justice Mission (IJM), the Province of Cavite is among the top 10 international and domestic destinations for receiving provinces of suspicious transaction reports (STRs) in terms of volume and value and the top domestic counterparty or sender of STRs. Moreover, Cavite had 46 (47.42%) OSEC victims rescued against the total of 97 for the whole region. Atty. Mary Marjorie P. Martin-Chan, Senior Lead of the National Prosecution Development (Advocacy)-IJM, calibrated the participants’ understanding of OSAEC and reoriented them on the OSAEC law and its implementing rules and regulations, highlighting the significance of localizing the said law through a local ordinance.

Avilla Local chief executives, Sanggunian chairperson for the Committee on Health, local budget officers, health officers, National Immunization Program (NIP) nurse coordinators, and health education and promotion officers from select local government units in the Province of Cavite participated in the conduct of the Cavite Microplanning Workshop aiming to strengthen the delivery of vaccination services and increasing demand for immunization against vaccine preventable diseases (VPDs), March 11-13, at the Bellevue Hotel, Alabang, Muntinlupa City. LGUs of Gen. Mariano Alvarez, Kawit, Rosario, and Silang, having the highest number of zero-dose children as of 2023 (along with the cities of Bacoor, Dasmarinas, Gen Trias, Imus, and Trece Martires), and Alfonso, Amadeo, Noveleta, Gen. Emilio Aguinaldo, Indang, and Mendez, being vulnerable to spread of VPDs from LGUs zero-dose children such as Diptheria and Pertussis, were prioritized to undertake the said activity. Ms. Jenica S. Querido, NIP Outcome Manager for DOHCHD CALABARZON, discussed the five-year trend of routine immunization and identified the provinces and cities with the highest number of zero dose children. She also presented the results of Measles Rubella-Oral Polio Virus (MR-OPV) Supplemental Immunization (SIA) COVID-19 Primary and Booster Doses administered and discussed about vaccines and VPDs, followed by the group workshop on problem tree and stakeholder analysis. To contextualize the immunization status in the Province of Cavite, Ms. Stephanie Ann Verdejo, NIP Coordinator of the Provincial Health Office of Cavite, presented the same reports at the provincial level. Reports revealed the declining Fully Immunized Children (FIC) coverage on both levels i.e. from 66.2% (2018) to 59.9% (2022) for the whole region and from 53.32% (2018) to 53.01 (2023) for the province. A partial data of 57% (2023) was also recorded by DOH CALABARZON leaving more than one million children susceptible to VPDs. Earlier on, Dr. Madonna Andaya Añabieza, UNICEF Philippines, discussed the benefits and milestones on immunization and provided an immunization situationer on the global and national perspective, identifying the challenges against achieving a 95% FIC coverage to have herd immunity. On the second day, Ms. Jona Mariz Ramos, UNICEF, discussed about social behavior change communication and demand generation for immunization while Mr. Eric Cyros Abawag, Health Program Officer II, DOH-CHD4AHEP-CMU, discussed demand generation communication approach and key strategies for routine immunization. Further, Ms. Kimberly Bernardo, NIP Consultant, UNICEF Philippines, introduced the Reaching Every Purok (REP) Strategy and identifying high risk puroks and REP microplanning and facilitated a workshop on identifying high risk puroks, spot mapping, and microplanning. Relief International, in partnership with the UNICEF Philippines, Department of Health – Center for Health Development (DOH-CHD), and Provincial Health Office of Cavite Province facilitated the said activity under their joint project titled COVID-19 Vaccine and Routine Immunization Delivery Support (CDS) 3rd Funding Window for the Philippines. Commission on Population and Development Region IV-A CALABARZON Director Marilyn F. Ogaya discussed the five KRAs i.e. Maternal, Newborn, and Child Health and Nutrition (MNCHN); Family Planning; Adolescent Sexual and Reproductive Health; STI/ HIV/ AIDS; and Gender-Based Violence, and their respective indicators. She also clarified and addressed common concerns in accomplishing the DCF. Members of the RPRH Law Provincial Implementing Team (PIT) also joined the learning event which also served as a venue to level off understanding with its local counterparts on the process of documenting and consolidating RPRH accomplishment data/reports from the barangay up to the provincial level. Danilo A Nobleza, Provincial Director, DILG Cavite, raised its overwhelming gratitude to all social media subscribers of the DILG Cavite’s Public Affairs Program entitled “Cavitenos Alam Niyo Ba?” in its 2nd year Anniversary Celebration last March 08, 2024. Cavitenos Alama Niyo Ba? is a social media program of DILG Cavite which aims to contribute to a more informed, engaged, and empowered community, ultimately fostering a collaborative and transparent governance environment in the province of Cavite. The said platform is meant to showcase timely information that is beneficial to our clients and the general public with a particular emphasis on collaboration among National Government Agencies and Local Government Units (LGUs). On its first-quarter episodes, it showcased the following three (3) interesting topics in partnership with the Selected National Government Agencies in the Province, namely: Episode 1: Negosyong Legit, Ating Alamin On January 18, 2024, the DTI-Cavite represented by its Business Development Division Chief, Ms. Rebecca S. Tarasona, discussed the significance of legal business operations and the role of DTI in facilitating business name registration, covering essential aspects of registration such as the step-bystep application procedure, required documents, where to apply, and associated fees. Furthermore, the DTI-Cavite shed light on the benefits of registering as a Barangay Micro Business Enterprise (BMBE) under the BMBE Law (Republic Act No. 9178). Ms. Kathrine Bernadeth Lanon, DTICavite Trade and Industry Development Analyst, discussed the eligibility requirements, tax incentives, and registration procedures in availing the BMBE program. Also, she encouraged viewers to explore this government program intended to support Micro, Small and Medium Enterprises (MSMEs). Episode 2: "Protect your Digital Identity: Social Media Security and Awareness" Second episode of the said program was in partnership with Department of Information and Communication Technology (DICT) streamed last February 22, 2024. Engr. Kenneth Benedicto, Provincial Information Officer of DICT, indulged the program with his knowledge and expertise about social media security. He gave tips on how the community can protect their data in the social media world and how to protect their identity against possible hacks and online attacks. Episode 3: “Mga Karapatan at Panangutan ng mga Mamimili ating Alamin” In celebration of World Consumers Right Day, DTI guested the program in the 2nd time around to inform the community about their consumers right. The episode was streamed last March 15, 2024. The topic centered in the rights of the consumers and the policies governed them. DTICavite’s very own OIC-Provincial Director, Ms. Lilibeth R. Chavez, served as the resource person for the episode who answered different questions from the hosts and online viewers who would like to be enlightened on what are their consumer rights and other consumer related concerns. Through this initiative, both agencies equipped consumers with the knowledge and confidence to make informed purchasing decisions while ensuring their protection against deceptive practices, substandard products and other business malpractices. At the end of the episode, OIC-PD Chavez gave emphasis that as a consumer the learnings gained in this DTI-DILG information dissemination drive will empower them as consumers, she quotes “In DTI, as we always said A WELL-INFORMED CONSUMER IS THE BEST PROTECTED CONSUMER”. Year 2023 paved the way in giving birth to the “Bahaginan : Care to Share” program promoting a knowledge sharing culture within DILG Cavite and that will contribute to the effective delivery of services to all clients and improve productivity among all employees and personnel. For the 1st Quarter of 2024, two sessions were conducted through the help of DILG personnel who were trained by the Regional Office and acquired significant skills based on their professions. Session 1 "Navigating Complaints: A Guide to Effective Resolution" On January 29, 2024, DILG Cavite conducted the 1st Session of Bahaginan entitled “Handling Complaints” via Zoom platform. The said activity aims to help the technical and administrative personnel in the Provincial, Cluster and Field Office on how to effectively handle client complaints and arriving resolutions to the concerns.

The topic of this session was about Short Content Creation held on February 27, 2024 at the DTI Conference Room, Trece Martires City, Cavite. The activity was participated by the provincial office personnel, cluster office personnel, selected field officers and interns which resulted in creating impactful digital content. ADA IV Marco Diaz and ADA IV Rafael Saturno generously led the session and shared their acquired knowledge and insights with the attendees. The session was not just a lecture but became a platform to exchange ideas and learnings through a group workshop by utilizing the TikTok application in producing output. This approach created a deeper understanding and application of the concepts discussed, empowering participants to make use of their creativity effectively. As we are working into digitalization, initiatives like the Bahaginan: Care to Share Program fosters a culture of learning and serves as a way to produce more innovative and empowered individuals who create knowledge products that are relatable and beneficial to the general public. DTI-Cavite and DILG-Cavite held an exploratory meeting with the goal of establishing partnership in fulfilling their commitment to consumer welfare and development of businesses through joint initiatives this 2024. During the meeting, representatives from both agencies engaged in fruitful discussions regarding their respective programs and services, as well as the current challenges in project implementation and future directions. Juangco-Bautista On March 19, 2024, the Local Governance Resource Center-Multi-Sectoral Advisory Committee (LGRCMSAC) Cavite's First Quarter Meeting for CY 2024 was conducted at DTI Conference Room, Trece Martires City,s Cavite. The Department of the Interior and Local Government (DILG) Cavite showcased the commendable accomplishments of the LGRC-MSAC from November 2023 to March 2024. The presentations highlighted the progress and dedication undertaken during this period, as well as strategic initiatives and possible collaborations in the future. Aside from the typical discussion of accomplishments and upcoming activities, three (3) prospective partners eager to contribute their expertise and resources to the LGRC-MSAC's were also welcomed. Among them were the Department of Information and Communications Technology (DICT), Technical Education and Skills Development Authority (TESDA), and Titik Poetry. The discussion from prospective partners were not just informative but also helped all the existing members to think of other collaborative activities that can produce knowledge products for the benefit of the public. The conference served as a platform to discuss critical issues concerning governance, including the guidelines on Anti-Drug Abuse Council Audit and Peace and Order Council Audit. Guidelines on Anti-Drug Abuse Council and Peace and Order Council Audits A significant portion of the conference was dedicated to deliberating the guidelines for the Anti-Drug Abuse Council (ADAC) and Peace and Order Council (POC) audits which was discussed by LGOO II Rey Ann M. Avilla and LGOO V Mary Roxanne T. Vicedo, respectively. Participants engaged in robust discussions to ensure the effective implementation of these audits, aiming to strengthen local mechanisms for combating drug abuse and maintaining peace and order within the province. Progress Reports on Deliverables Under the Capability Development, Monitoring and Evaluation, and Finance and Administrative sections, comprehensive reports were presented, outlining the progress made on various deliverables.
