It has been a year of dedication, hard work, and, most importantly, success in various areas that underscore our commitment to service excellence. Seal of Good Local Governance (SGLG): Our hearts swell with pride as we announce that 15 Local Government Units (LGUs) within our province have been bestowed with the prestigious Seal of Good Local Governance. This recognition is a testament to the exemplary governance and commitment to transparency exhibited by our local leaders. 100% Functional Peace and Order Council and Anti-Drug Abuse Council: Ensuring the safety and well-being of our communities has been at the forefront of our efforts. Throughout the entire year, we are pleased to share that all Peace and Order Councils and Anti-Drug Abuse Councils within our province operated at full functionality, underscoring our unwavering commitment to maintaining peace and combating substance abuse. Page 04 In preparation for the upcoming 2024 Local Committee on Anti-Trafficking and Violence against Women and their Children (LCAT-VAWC) Functionality Assessment, the Provincial CAT-VAWC conducted a one-day orientation to roll out the enhanced guidelines for the operationalization of LCAT-VAWC and Barangay VAW Desks, December 19, at the PSA Conference Hall, Provincial Capitol Compound, Brgy. SanAgustin, Trece Martires City. DILG Cavite Provincial Director Danilo A. Nobleza expressed his gratitude for the attendance and engagement of the City and Municipal Local Government Operations Officers, City and Municipal Social Welfare and Development Officers, LCAT-VAWC focal persons and PCAT-VAWC members to the learning event. DILG Cavite LCAT-VAWC focal persons Orville F. Oxemer and Rey Ann M. Avilla discussed the salient features of DILG Memorandum Circular No. 181, s. 2023, emphasizing the changes in the functionality indicators per assessment areas Organization (10%), Meetings (10%), Policies, Plans, andBudget (30%), andAccomplishments (50%). Mr. Oxemer reviewed the composition and functions of the LCAT VAWC and the Provincial Inter-agency Monitoring Team (PIMT). He highlighted the two additional required members of the P/C/MCAT-VAWC, namely the P/C/M Gender and Development (GAD) focal person and the Liga ng mga Barangay Chapter President. He also clarified the identification of Non-Government Organization (NGO) representatives to the Committee, particularly for the OFW and Children sector. Capacity development of at least 50% of the LCAT-VAWC members has been made a subindicator under Organization constituting to 5%. For Meeting, Mr. Oxemer stressed the importance of having quorum for a regular and special meeting to be valid. He also reiterated that the names that shall appear in the notice and minutes of meeting and the signed attendance sheets shall be those indicated in the Executive Order or similar issuance organizing the LCATVAWC. Participants’ request for consideration on the actual attendees of meetings being representatives of the head of respective offices whose names appear on the EO has been noted. Page 05 On the other hand, Ms. Avilla reiterated the responsibilities of the LCAT-VAWC as recommendatory body for the development and implementation of plans and policies the protection of their constituents against TIP, VAWC, online sexual abuse and exploitation of children (OSAEC) and other gender-based violence, and the provision of mandatory services to victim-survivors. Ms. Avilla also pointed out the major changes on some subindicators under the assessment area of Accomplishments. Instead of just looking into the database of cases, the updated rating system would now be looking into the percentage of victim survivors provided with mandatory services. The annual accomplishment report would now be checking on the percentage of both physical and financial accomplishment. Several concerns arose such as the deadline for the submission of annual accomplishment report (November 15) and the presentation and consolidation of the TIP, VAWC, and other GBV data. For the first concern, the PCAT-VAWC/ PIMT resolved to observe the deadline for the semestral annual reports which applied for the previous assessment cycle. Discrepancies on the data from various sources was an underlying issue for the second concern which has been parked for further discussion of thePCAT-VAWC/PIMT andconsultation toRegional IMT. Meanwhile, Mary Roxanne T. Vicedo, Local Government Monitoring and Evaluation Section chief, presented the Seal of Good Local Governance for Barangays (SGLGB) indicators for the essential governance area of Social Protection and Sensitivity, a significant portion of which looks into the functionality ofBarangayVAW desks. Issues and concerns related to the recently concluded barangay elections were raised thereafter, such as competence of newly appointed/ designated VAW desk officers due to change in leadership. OPSWDO Head Felipa G. Servañez that it is the responsibility of the LCAT-VAWC of each LGU to determine and provide the capacity development needs of their stakeholders in the barangay level. Nonetheless, the PCAT-VAWC is amenable to providing technical assistance to their city and municipal counterparts or select priority barangays given the limited financial and human resources and time to cover more than 800 barangays of the Province of Cavite. Board Member Chelsea Jillian Sarno, newly elected Panlalawigang Pederasyon ng Sangguniang Kabataan president, also graced the event and conveyed the SK’s support to programs and activities advocating women’s andchildren’s rights. Based on DILG MC No. 2023-181, the LCAT-VAWC functionality assessment shall be conducted during the second quarter of every year, but the PCAT-VAWC/ PIMT may perform the assessment much earlier in consideration of the timeline for other assessment activities. Prior the conduct of the said assessment, the PCAT-VAWC is set to conduct a follow-up orientation with their local counterparts to provide clarifications for pending concerns based on the issuance of a more detailed technical notes and guidance from the higher IMT.[ReyAnn M.Avilla, LGOO II, DILG Cavite] October - December 2023 | Volume II Issue 4


Page 06 As part of the initiative of the Provincial Council for the Protection of Children to protect the Children-in-Streets Situations (CISS), a two-day training on the Comprehensive Program for Children and Family at Risk on the Streets was conducted on November 28-29, 2023 at the Ceremonial Hall, Capitol Building. The said activity aims to enhance the knowledge and skills of the PCPC Members and other stakeholders in promoting the services and inclusion in existing social protection programs and services for CISS and to provide technical assistance to harmonize their role as leadagencies. It can be recalled that the UN Committee on the Rights of the Child promulgated General Comment No. 21 on children in street situations. Its publication was a historical moment for CISS, as this is the first piece of international law that recognizes their peculiar situations, needs, and aspirations. This document provides authoritative guidance to member countries on developing comprehensive, long-term national strategies for children in street situations using a holistic, child rights approach andaddressingbothprevention andresponse. Acknowledging that in situations of crisis, whether natural or man-made, children are especially vulnerable to activities that may endanger their life, their survival, and their development. They are also at greater risk of abuse, violence, and exploitation. This is especially true for children in street situations (CISS) as their situation and livelihood may be directly affected by the current efforts by the government to protect the people from coronavirus by clearing the streets andemptyingpublic space. Hence, a fundamental part of the said training aside from the leveling-off on the legal basis for the Comprehensive Program, its rationale, and framework, was the identification of interventions that the PCPC may undertake to promote the program including but not limited to developing a mechanism for reaching out to CISS during the state of national health emergency, adopting a uniform guideline on handling CISS, providing temporary shelter for CISS, and their families, deputizing the Local Council for the Protection of Children (LCPC) to handle CISS, installing gender-sensitive responses, ensuring access to health services, offering education and formation programs andextending support toparents andcaregivers.


Page 07 Cavite Provincial Council for the Protection of (PCPC) conducted a two-day mock assessment to select local CPCs to provide technical assistance based on the results of the previous year’s LCPC functionality assessment, November 15-16, at the Bulwagang Tanglaw, DepEd Cavite Province Compound, Brgy. San Agustin, Trece Martires City. The LCPC of the municipalities of Kawit, Noveleta, Gen. Mariano Alvarez, and Silang participated in the activity which was facilitatedby theProvincial Social Welfare and Development Office (PSWDO), in cooperation with DILG Cavite. Aside from PSWDO and DILG Cavite, the Provincial Inter-agency Monitoring Team (PIMT) for the mock assessment was composed of representatives from the Sangguniang Panlalawigan, Cavite Provincial Police Office, DepEd Cavite and DepEd Dasmariñas, Provincial Planning and Development Office, Provincial Health Office, and Association of Child Development (ACDev) Cavite. The concerned LCPCs were appraised against four assessment criteria: organizational sustainability, budget tor the C/MCPC, policies, plans and budget, and service delivery monitoring and management for children. Previous LCPC functionality assessment results were analyzed against the outcome of the mock assessment to determine priority areas which shall be given more attention by the LGUs. The PIMT discussed the performance gaps observed and provided guidance on how to properly address them for next year’s assessment activities. [Rey Ann M. Avilla, LGOO II, DILG Cavite] One of the targets of Manila Bay Clean-up, Rehabilitation, and Preservation Program is the Revisiting the Formulation of the 10-Year Solid Waste Management Plan (SWMP) and Barangay Ecological Solid Waste Management Plan (BESWMP). This is to assist the local government units (LGUs) in preparation and implementation of 10-Year SWMP for the reduction, recycling, processing and disposal of waste generated in their area of jurisdiction. However, based on the result of the training needs analysis (TNA) conducted by the DILG IV-A Regional Office, the Province of Cavite has previously completed both workshops. Thereby, the Project Management Office has suggested to carry on to the next in line activity connected to Revisiting of the 10-Year SWMP which is the seminar on the Waste Recovery and Circular Economy to achieve Waste Diversion Target. The DILG, in partnership with DOST-ITDI, conducted a seminar on the "Waste Recovery and Circular Economy to achieve Waste Diversion Target" with the 23 Local Government Units of Cavite last October 26-27, 2023 at Tagaytay Country Hotel, Tagaytay Cavite. This activity, graced by the City/Municipal Environment and Natural Resources Officers and City/Municipal Planning and Development Coordinators of each LGU, plays an important role in the clean-up, rehabilitation and preservation of the Manila Bay. Page 08 The Municipality of Tanza and Municipality of Naic top-notched the 2022 Fisheries Compliance Audit National Validation among all the qualified TOP PERFORMING LGUs from different regions under the Manila Bay Clean-up, Rehabilitation, and Preservation Program (MBCRPP). The said LGUs ranked highest during the 2022 FISHCA Regional Audit and qualified to represent Region IV-A on the 2022 FISHCA National Validation - which aims to hail the BEST LGUs on their compliance with pertinent provisions of the Republic Act (R.A.) No. 8550 or the Philippine Fisheries Code of 1998, as amended by R.A. No. 10654 Muncipality of Tanza, Cavite, FIRST PLACE, 2022 Fisheries Compliance Audit (FishCA) Regional and National Validation Municipality of Naic, Cavite, SECOND PLACE, 2022 Fisheries Compliance Audit (FishCA) Regional and National Validation The Manila BAYani Awards and Incentives (MBAI) seek to honor local government units (LGUs) who have demonstrated excellent performance in carrying out their mandates and obligations under environmental laws and policies that promote the restoration of Manila Bay. The DILG awards each LGU's performance in using creativity and innovation to effectively execute the management of liquid waste, solid waste, and informal settlers in the community. For MBAI 2022, the Municipality of Mendez Nuñez ranked 2nd with a final score of 80.20%. October - December 2023 | Volume II Issue 4


Page 09 Provincial Government of Cavite and the Municipality of Mendez-Nunez, Cavite were short listed and included in the National Subaybayani Validation and awarding held in the last quarter of year 2023. They were included among LGUs in the Region IV-A (CALABARZON) who said to comply with the standards prescribed by Office of the Project Development Services (OPDS), DILG Central Office in terms of the utilization of online monitoring platform known as Subaybayan. The SubayBAYANI awards program aims to recognize and showcase the exemplary monitoring and evaluation practices and performance of monitors in the DILG field offices, and the LGUs through the SubayBAYAN portal. As part of the initiative of DILG Cavite in assisting the said two LGUs, the PDMU Team visited them and provided a coaching session last September 27 and September 29, 2023. During the said sessions, the DILG Cavite PDMU Team run down the LGU requirement of the up-coming validation, provided an overview of the said awarding activity and conducted a mock assessment of the presented documents. On October 12 and 13, 2023, the National Validator, with the assistance of Regional Office and PDMU Cavite visited the Provincial Government of Cavite and the Municipality of Mendez, respectively. The validator checked all presented documents presented by the LGUs and conducted an actual visit of the projects subjected in the validation. The validator also conducted an interview of the beneficiaries of the projects capturing its benefits and feasibility on addressing the needs of the target beneficiaries. Finally, a month after, the result of the national validation was released. Municipality of MendezNunez was awarded as one of the Top Performing Municipalities while Provincial Government of Cavite was of the finalist on the said event. Page 10 DILG Cavite - Project Development and Management Unit attended the inauguration of several projects under Seal of Good Local Governance - Incentive Fund (SGLG-IF) in Municipalities of Magallanes and Naic. Last October 16, 2023, the Municipality of Magallanes headed by Hon. Jasmin MaligayaBautista conducted the inauguration of the completed project Concrete of Road at Barangay. Caluangan to Sitio Kay Kilo Barangay Pacheco. The farm-to-market road project is a partially constructed road that was develop and improved by the SGLG-IF 2022 grant. This project aimed to provide local farmer’s agricultural products access to the market. The said activity was participated by the Department Heads of LGU Magallanes, and the DILG Project Development Management Unit headed by LGOO VII Marcial A. Juangco. Consequently, Municipality of Naic also held their project inauguration of their proposed project under SGLG-IF 2022 – Installation, Supply and Delivery of Closed-Circuit Television (CCTC) Surveillance System last October 17, 2023 at Disaster Risk Reduction Management Office, Municipality of Naic, Cavite. The said project was proposed as a rapid intervention response to any critical situations. The activity was participated by the LGU Department Heads and DILG personnel headed by Engr. Danilo A. Nobleza, Provincial Director, DILG Cavite Seal of Good Local Governance – Incentive Fund is a grant given to local government units who passed the Seal of Good Local Governance. The said grand shall be used in financing local development projects supportive to he ten indicators of the SGLG, namely: (a) Good Financial Housekeeping; (b) Disaster Preparedness; (c) Social Protection and Sensitivity Program; (d) Health Compliance and Responsiveness; (e) Sustainable Education; (f) Business Friendliness and Competitiveness; (g) Safety Peace and Order; (e) Environmental Management; (f) Tourism, Heritage Development, Culture and Arts; (g) Youth Development. The Department of the Interior and Local Government, in partnership with Anti-Red Tape Authority (ARTA), Department of Information and Communication Technology (DICT) conducted an Ease of Doing Business Audit in the eight (8) cities in the Province of Cavite. This was held on the listed schedules as follows: The said audit was part of the Department’s role in monitoring and track the progress of Local Government Units (LGUs) in complying with the Ease of Doing Business (EODB) law. Further, the result of the audit was able to validate the compliance report of the LGUs being declared in their quarterly submission of their BPLS and BPCO reports. The same was also served as the basis for the future assistance the agencies may be provided to address the needs of the LGUs. On the said activity, the assessment team conducted an interview with the members of the Local Committee on Anti-Red Tape Authority (CART) and an onsite visit for the observance of the actual operation of the Business One-Stop Shop for business permit and building permit and certificate of occupancy. The assessment team was composed of Personnel from DILG Regional Office, DICT, and ARTA. DILG Cavite EODB Focal Persons and the Cluster Heads of the above-mentioned LGUs were also present on the said activities, respectively. October - December 2023 | Volume II Issue 4 Page 13


Page 14 With the primary objective of bringing the government services closer to the vulnerable urban communities, the Cavite Provincial Task Force and Dasmarinas City Task Force to End Local Communist Armed Conflict (ELCAC) launched a two-phased “Serbisyo Caravan” under the Capacitating Urban Communities for Peace and Development (CUCPD) Program at the community of the Tunay na Buklod ng Magsasaka, known as Buklod, at Barangay Langkaan I, City of Dasmarinas. The first phase of the Serbisyo Caravan was held on November 28, 2023 at the City of Dasmarinas. The caravan includes medical mission and distribution of medicines courtesy of the Cavite Provincial Government with the help of medical doctors coming from the Task Force Ugnay and the Bureau of Fire Protection; Philhealth Konsulta registration by the Philhealth; TUPAD Assistance desk by Department of Labor and Employment, business name registration by the Department of Trade and Industry; distribution of food packs by the City Government of Dasmarinas; and free services such as haircut, manicure, pedicure, and massage provided by the Army Reserve Officers and the Technical Education and Skills Development Authority (TESDA). Afterward, the second phase of the Serbisyo Caravan was held on December 12, 2023 that consists of distributions of slippers and towels from the Department of the Interior and Local Government, distribution of hygiene kits from the National Grid Corporation, distribution of assorted fruit-bearing seedlings and vegetable seed packs from the Office of the Provincial Agriculture, distribution of notebooks and info materials for women and children from the Office of the Provincial Social Welfare and Development Officer, livelihood programs such as meat processing by the Office of the Provincial Cooperative Development Officer; hand soap and dishwashing liquid making by the TESDA; and, feeding program courtesy of the Office of the Provincial Vice Governor; and free massage and haircut provided by the ARESCOM and TESDA. There were also a National Police Clearance application provided by the PNP Dasmarinas and National ID and birth certificate application services courtesy of the Philippine Statistics Authority. Page 15 As the month of November begun, the DILG Cavite Provincial Office initiated programs for the anniversary celebration of Buhay Ingatan Droga’y Ayawan and the Drug Abuse Prevention and Control in the Province of Cavite. The BIDA Poster Making and Tiktok Contest and Daluhay Blood Letting activity were initiated in partnership with the Cavite Mayor’s League, DILG Family, Cavite State University and the Municipality of Naic, Cavite. The BIDA Poster Making and Tiktok Contest were made through the social media platforms of DILG Cavite. All youths residing in the province were invited to join the said activity by sending their entry through online submission from November 06-15, 2023. Almost 200 junior and senior High Schools and college students submitted entries to join the said competition. From November 16 – 20, 2023, the entries were posted to the official facebook page of DILG Cavite for social media voting. In selecting the winner, the Local Governance Resource Center – Multi-sectoral Advisory Committee (LGRC-MSAC) in the province convened and conducted deliberation of the entries submitted. The said body served as the judges of the completion. The judges chose three winners per category in Poster Making contest and top 3 winners for the Tiktok Competition. This was in partnership with LGU Naic and Philippine Red Cross, and was participated by different government agencies including the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology and LGU functionaries of the Municipality of Naic. There were almost eighty plus successful donors on the said event. Further, this is where the winners for BIDA Poster Making Contest and Tiktok Dance Competition were awarded. They received a monetary awards and certificate of recognition. Buhay Ingatan, Droga'y Ayawan (BIDA) Program is a national campaign of the Department of the Interior and Local Government together with the collaborative efforts of other National Government Agencies (NGAs) and Local Government Units (LGUs) committed and dedicated to eradicating the scourge of illegal drugs and its harmful and destructive effects on the society. On the other hand, Drug Abuse Prevention and Control Week to promote public awareness against the evil effects of illegal drug use as well as public cooperation in the government's anti-drug campaign. The DILG Cavite held their last Provincial Team Conference on December 04, 2023 at Tagaytay Country Hotel, Tagaytay, City. This was participated by all DILG personnel assigned in the province. PD Danilo A. Nobleza, in his message, mentioned that he felt accomplished on how the of the Province of Cavite effectively implements its different programs, project and activities of the Department and that the success of every endeavor was made possible through the collaborative effort of the team and hard work of the field men of DILG Cavite. In the said event, LGOO V Marren E. JuangcoBautista then presented the result of the 2023 SGLG Validation. She made mentioned that all 15 LGUs endorsed by the Sub-Regional Assessment Team in the Regional and National Council was approved and tagged as passed by the awarding body. She also gave some reminders on the up-coming awarding ceremony on December 13-14, 2023. The said conference became an avenue for the Provincial office to acknowledge the significant contribution of the field men by recognizing their efforts and accomplishment through a small toke of gratitude. Each sections presented an award for distinguished field officers the shows exemplary performance in the implementation of different programs, projects and activities, respectively. The DILG Provincial Communication and Information Team and Sub-Local Governance Regional Resource Center convened its members last December 27, 2023 at DTI Conference Room, Provincial Captiol, Trece Martires City. This was participated by the Cluster Heads, cluster representatives, and two representatives from the Local Government Capability Development Section, Local Government and Monitoring and Evaluation Section and Finance and Administrative Section. Among the activities that was held during this activity is the drafting of the DILG Cavite Communication Plan FY 2024 and the sub-LGRRC Knowledge Management Audit. On the event, LGOO V Marren E. JuangcoBautista, OIC-Program Manager emphasized the relevance of the said activities for the up-coming year for the Sub-LGRRC and PCIT of DILG Cavite. Sub-LGRCs are the extension of the LGRRCs within the provinces. It serves as helpdesk support for LGUs on CapDev concerns, support CapDev provision to LGUs by the LGRRC and partner LRIs, and organize their local MSAC through local networks and partnerships between and among LGUs and other local governance stakeholders within their local community. One of the means for the sub-LGRRC to operate with limited resources is through their PCIT. The said team serves as the innovative facility of he LGRRC that aimed to be communication arm of the DILG in terms of advocating the programs, project and activities of the Department in different social medial platforms. The DILG Cavite participated in the Annual Year-End Assessment of DILG Region IV-A (CALABARZON) which was held last December 05-06, 2023 at Laguna Sports Complex, Sta. Cruz, Laguna. The activity was attended by all Provincial Directors, Cluster Heads and DILG personnel in the entire region. The two-day event was composed of several activities that was participated by everyone. Day one was allotted for Sports fest where teams in each provinces participated. Cheering, Basketball, Volley Ball, Badminton and chess were the team sports played on the said event. On the following day, the Program on Awards and Incentives for Service Excellence was conducted. Several Provincial and Field Officers were recognized in their exemplary performance for FY 2023. Page 20 “Mga Unang Hakbang ng CAVITEÑOS #4ABetterCavite Sangguniang Kabataan” Pamahalaang Barangay at Episode 8 Part 2 In the continuous effort of the Department in educating the general public and local government in the grassroot level in the roles and responsibilities of Barangay Officials and Sangguniang Kabataan, in line with the recently concluded election in the Barangay level, Cavitenos Alam Niyo Ba? Streamed it 8th episode entitled: "Mga Unang Hakbang ng Pamahalaang Barangay at Sangguniang Kabataan”. Part 1 which was held last November 09, 2023 of the said segment, focused on the discussion of the first 100 days of the Barangay Officials including the Punong Barangays and Sangguniang Barangay Members. LGOO VI Anne Kimbely P. Babaan, MLGOO of the Municipality of Mendez-Nunez, serves as the resource person of the said activity. She provides the sets of activities that must be accomplished by the Punong Barangays and Sangguniang Barangay Members in its first 100 days. Likewise, Mr. Amerson R. Aguinaldo, Cluster Head from National Youth Commission discussed the first 100 days of the Sangguniang Kabataan in the part 2 of the said segment of CANB. This was held last November 15, 2023. Mr. Aguinaldo discussed the roles and responsibilities of Sangguniang Kabataan and the priority activities that they have to accomplish in order for them to discharge their duties and functions. Cavitenos Alam Niyo Ba? Is a public affairs program of DILG Cavite that aims to provide timely information for the general public and clients of the Department. Page 21 BenMga Kwento ni The DILG Cavite Project Development Management Unit visited the Barangay Bagtas, Tanza, Cavite to visit their Barangay Clinic. The said clinic is where X-ray Machines and other supplies, funded by Financial Assistance to Local Government Units 2021, were installed. The community gave their appreciation on the benefits of the said project. Student of Cavite State University and Antonio B. Del Rosario Sr. Memorial Elementary School were one of the first to try the installed x-ray machines. According to Hon. Manuel Clemente T. Mintu Jr., Punong Barangay, the said project was one of the most useful projects in their Barangay. Members of community need not to visit the health centers located in the municipality to have their lungs checked. They are in the process of putting up birthing facility and currently working for the accreditation of the said clinic. Mga Kwento ni Ben is a documentary program of the Department aims to showcased the immediate effects and impact of DILG Administered Locally Funded Projects being implemented by the local government units in the Province of Cavite.
