THE COMMISSIONER
Chairman’s speech highlights corporate activities, strategies,
researches, labour relations, main achievements, focuses on
future goals, growth. In corporate annual report, the chairman’s
speech may not always be found but may be provided to
shareholders as a separate document. Chairman’s speech may
concentrate on economic condition of the industry to which the
corporate unit belongs and the economy of the country.
Sometimes chairman’s speech contains useful data on sales,
foreign exchange earnings etc. for different segments of the
company.

ADMH DIVISIONS
ADMINISTRATION
The Division of Administration provides support to the department’s facilities
and central office staff via several sections that specialize in personnel,
administrative support, contracts, professional development, asset management
and nursing home screening services. Although less than three percent of the
ADMH budget is allocated to administrative functions, these services must be
delivered in a professional manner with a high degree of accountability.
DEVELOPMENTAL DISABILITIES
The Development Disabilities (DD) Division provides a comprehensive array of
services and supports to individuals with intellectual disabilities and their
families in the state through contractual arrangements with community agencies,
five regional community services offices, and three comprehensive support
service teams that assist with behavioral, medical, psychiatric and dental
services and supports.
The DD Central Office Staff provides oversight and support in planning, service
coordination, service delivery, fiscal operations, contracts, eligibility,
monitoring/quality enhancement of services, and the monitoring and
certification of all community agencies that provide services to individuals with
intellectual disabilities. A DD Coordinating Subcommittee, comprised of
consumers, families, service providers and other leaders in the field, assists the
division in setting and prioritizing service goals based upon needs of individuals
and budgetary considerations.
ADMH DIVISIONS
MERGER OF MENTAL ILLNESS AND SUBSTANCE ABUSE
The integration of mental health and substance abuse treatment is a more
holistic approach to wellness. For people with co-occurring mental illnesses and
substance use disorders, access to effective treatment can be the difference
between a sustained recovery and a prolonged struggle. In a strategic move to
more effectively meet those needs, ADMH has merged the Division of Mental
Illness Services and the Division of Substance Abuse Services into one. This
merger affords the opportunity for the department to break down the service
silos that tend to develop between divisions. In addition, the merger will more
closely align ADMH’s departmental structure with federal priorities and funding
streams designed to promote holistic sustained recovery.
MENTAL ILLNESS
Mental Illness services are comprised of a comprehensive array of treatment
services and supports through three state-operated facilities and contractual
agreements with community mental health centers across the state. The MHSA
Central Office staff provides oversight and support for the continuum of care
through its offices of quality improvement, consumer relations, deaf services,
community programs, certification, facilities management, and the indigent drug
program.
SUBSTANCE ABUSE
Substance Abuse services encompass the development, coordination, and
management of a comprehensive system of treatment and prevention services
for alcoholism/drug addiction and abuse. Responsibilities include contracting for
services with local providers, monitoring service contracts, evaluating and
certifying services programs according to departmental standards for substance
abuse programs, and developing models for a continuum of treatment and
prevention services.

STATE FACILITIES
Bryce Hospital
Bryce Hospital was established in 1861 in Tuscaloosa. Bryce
Hospital is responsible for the provision of inpatient
psychiatric services for adults throughout the state. Bryce
Hospital has 268 beds in FY 2017.
Shelia Penn is the Facility Director of Bryce Hospital.
Mary Starke Harper Geriatric
Psychiatry Center
Mary Starke Harper Geriatric Psychiatry Center was
established in 1996 on the campus of Bryce Hospital. The
Harper Center is responsible for the provision of inpatient
psychiatric services to elderly citizens throughout the state.
Harper Center has 60 beds in FY 2017.
Beverly White is the Facility Director of the Harper Center.
Taylor Hardin Secure Medical Facility
Taylor Hardin is responsible for providing comprehensive
psychiatric evaluation/treatment to the criminally committed
throughout the state and forensic evaluations to the Criminal
Courts for the state of Alabama. It is the only maximum
security forensic facility operated by the ADMH. Taylor
Hardin has 140 beds in FY 2017.
Annie Jackson is the Acting Facility Director of Taylor
Hardin Secure Medical Facility.elderly citizens throughout
