ความเป็นมาของโครงการ บ้านจำาปุย / 04 ความเป็นมา ของโครงการ กรมการพัฒนาชุมชน มีภารกิจในการส่งเสริมกระบวนการเรียนร้� และการมีส่วนร่วมของประชาชน เสริมสร�างความเข�มแข็งของชุมชน ให�สามารถบริหารจัดการและพ่�งตนเองได�อย่างยั�งยืน และการส่งเสริม และยกระดับเศรษฐกิจฐานรากให�มีความมั�นคง ด�วยการดำาเนินงานโครงการ หน่�งตำาบล หน่�งผลิตภัณฑ์ (OTOP) มาตั�งแต่ปี2544 (22 ปี) โดยการ นำาทรัพยากรในชุมชนและภ้มิปัญญาท�องถิ�นมาพัฒนาเป็นผลิตภัณฑ์ เป็นการสร�างงาน สร�างอาชีพ สร�างรายได�แก่ประชาชนในชุมชน และดำาเนินงานหม้่บ�าน OTOP เพื�อการท่องเที�ยว ชุมชนท่องเที�ยวนวัตวิถี รวม 3,680 หม้่บ�าน/ชุมชน ควบค้่กับการดำาเนินงานโครงการหน่�งตำาบล หน่�งผลิตภัณฑ์ เพื�อให�การท่องเที�ยวในหม้่บ�าน/ชุมชน เป็นเครื�องมือ ในการสร�างงาน สร�างรายได�ให�กับชุมชน การดำาเนินงานชุมชนท่องเที�ยวนวัตวิถีเป็นการด่งเสน่ห์ของชุมชน ภ้มิปัญญาท�องถิ�น วัฒนธรรม ประเพณีอาหาร และวิถีชีวิต มาเป็นต�นทุน พร�อมกับการส่งเสริมแล ะพัฒนาหม้่บ�านให�มีความพร�อมเพื�อรองรับ นักท่องเที�ยว ทั�งด�านการบริการผ่านโปรแกรมการท่องเที�ยวที�หลากหลาย เชื�อมโยงการท่องเที�ยวกระแสหลักที�เป็นแอ่งใหญ่ได�สัมผัสเสน่ห์ของหม้่บ�าน ที�เป็นแอ่งเล็ก และกระตุ�นการพัฒนายกระดับผลิตภัณฑ์ OTOP เพื�อด่ง นักท่องเที�ยวเข�าไปเที�ยวในชุมชน พร�อมกับเลือกซื�อผลิตภัณฑ์OTOP ในชุมชน การดำาเนินงานชุมชนท่องเที�ยวOTOP นวัตวถิ ีในป พี.ศ. 2566 ดำาเนินการ ใน 50 หม้่บ�าน/ชุมชน โดยการเพิ�มศักยภาพผ้�นำาชุมชนและสนับสนุนกลไก การมีส่วนร่วมของคนในชุมชน ให�มีความพร�อมในการรองรับการเปิดตลาด การท่องเที�ยว ด�วยการส่งเสริมกิจกรรมการท่องเที�ยวและพัฒนาเส�นทาง การท่องเที�ยวทีห�ลากหลาย ใหตรง�กับความต�องการของชุมชนและตอบสนอง ความต�องการของนักท่องเที�ยว โดยที�ยังคงให�ความสำาคัญกับอัตลักษณ์ วิถีชีวิตและภ้มิปัญญาดั�งเดิมของชุมชนไว� ซ่�งจะทำาให�เกิดการจับจ่ายใช�สอย มีเงินหมุนเวียนในชุมชน เป็นการกระตุ�นเศรษฐกิจฐานรากได�อย่างมั�นคง เพื�อท�ายที�สุดจะเป็นการช่วยกระตุ�นเศรษฐกิจในระดับประเทศให�มั�นคง มั�งคั�งต่อไป
ผลกระทบ ทางความย่�งยืน บ้านจำาปุย / 05 ผลกระทบทางความย่�งยืน การพัฒนาเส�นทางชุมชนท่องเที�ยว OTOP นวัตวิถี ด�วยกระบวนการ มีส่วนร่วมของคนในชุมชน โดยการออกแบบกิจกรรมให�เชื�อมโยงสอดรับกับ อัตลักษณ์ของชุมชน อาทิ ภ้มิวัฒนธรรม ประเพณีดั�งเดิม และเสริมทักษะ ด�านการบริหารจัดการด�านการท่องเที�ยวของชุมชน การพัฒนายกระดับ ผลิตภัณฑ์ให�มีคุณภาพมาตรฐาน รวมทั�งการให�บริการที�ประทับใจ แก่นักท่องเที�ยว การส่งเสริมและพัฒนากิจกรรมดังกล่าว อันจะนำาไปส้่รายได�ที�เพิ�มข่�น ของคนในชุมชน ประชาชนมคีุณภาพชวีิตทีด�ีและมีความสุข ส่งผลใหเศรษฐ�กิจ ฐานรากมีความมั�งคง และยังกระทบไปถ่งเศรษฐกิจของประเทศมีความมั�นคง มั�นคั�ง และยั�งยืนต่อไป อีกทั�งยังสอดคล�องกับ Sustainable Development Goals ในเป้าหมายที� 1 ยุติความยากจนทุกร้ปแบบในทุกที�และ เป้าหมายที� 17 เสริมความเข�มแข็งให�แก่กลไกการดำาเนินงานแล ะฟ้�นฟ้สภาพหุ�นส่วน ความร่วมมือระดับโลกสำาหรับการพัฒนาที�ยั�งยืน

Common Plantain Tea Baan Cham Pui is nestled among the natural surroundings of the forest, allowing for an a bundance of wild herbs. Among them are the “Taw En Yuet” herb, forest honey, Mae Saan mountain coffee, and the majority of the community here are farmers. By diversifying their products, especially in the category oftea, communities can signifcantly increase their income. To enhance sales, communities often redesign their products to make them more appealing and easier to consume. For instance, they might grind herbs and place it in tea bags, allowing consumers to conveniently add hot water and enjoy their drink immediately. Apart from “Taw En Yeud,” there are other herbs with various medicinal properties, such as “Kam Phaeng Chet Chan,” “Ho Saphai Khwai,” “Rang Daeng,” “Kao Daeng,” “Nom Nang,” and “Yaa Wan.” These herbs can help alleviate joint pain, relax tense muscles, reduce infammation, and soothe soreness throughout the body. OTOP Nawatwithi Baan Cham Pui Tourism Community Baan Cham Pui is located in the foothills of Ban Dong, Mae Mo District, Lampang. It is surrounded by forest resources and various wildlife species. The community primarily engages in agriculture, and there are four main ethnic groups living together: the Mien (Yao), Pakakayo (Kareni), Khmu, and local people. Baan Cham Pui showcases the distinctive wisdom of all four ethnic groups. The Mien people excel in cultivating hill rice (Chungim), weaving traditional costumes, and crafting bamboo baskets to be filled with red eggs for gifting during the New Year celebration. The Pakakayo (Kareni) people specialize weaving knife sheaths, while theKhmu people are known fortheir expertise in herbal medicine, particularly fortreating coughs. Lastly, the local people demonstrate remarkable agricultural techniques, weaving, and animal farming practices. In addition to being a repository of cultural heritage, there are also prehistoric educational sites such as the 3,000-year-old-colored paintings at the cliff gate area and the ancestral shrine of the Chao Pho Pratu Pha. Furthermore, there are natural tourist attractions such as Pha Pak Tong Cliff for conquering scenic viewpoints. With its remarkable features across various aspects, the community has become anotherfocal point for tourists traveling to Lampang. When discussing this community, one must think of it as “The way of life between people and the forest, the historical city of Lampang”. How to get there Baan Cham Pui / 07 About Lampang By Car Travelling from Bangkok to Lampang covers a distance of 670 kilometers and there is one route available for travel, as follows : • From Bangkok, take National Highway No.1 (Phahonyothin Road) and turn left onto National Highway No. 32 (Asian Highway). Pass through Sing Buri, Chai Nat, and enter Nakhon Sawan. Then, turn left onto National Highway No. 1 (Phahonyothin Road) again, passing through Kamphaeng Phet and Tak. Turn onto National Highway No. 1035 (From Nakhon Lampang Municipality-Chae Hom-intersect with National Highway No. 120 (Wang Nuea) to enter Lampang. The journey takes approximately 10 hours. By Plane • Travelling from Don Mueang Airport or Suvarnabhumi Airport to Lampang Airport with airlines such as Nok Air and Bangkok Airways takes approximately 1 hour and 35 minutes. Project Background Baan Cham Pui / 04 The Community Development Department has a mission to promote learning processes and the participation of the public, to strengthen the community’s ability to be able to manage and achieve self-suffciency in the long term. Additionally, there has been an effort to promote and improve the local economy by implementing the “One Tambon One Product” (OTOP) project since 2001. This involves utilizing community resources and localwisdom to develop products, create jobs, and generate income for the community. The OTOP Nawatwithi Tourism Community project also aims to contribute to community tourism, covering a total of 3,680 communities, in conjunction with the One Tambon One Product project. This serves as a tool for job creation and income generation for the community. The OTOP Nawatwithi Tourism Community operations focus on showcasing the charm of the communities, local wisdom, culture, tradition, food, and lifestyle. Simultaneously, efforts are made to promote and develop communities to welcome tourists, offering diverse tour programs that connect mainstream tourism to the unique charm of smaller communities. The development also involves elevating the OTOP product standard to attract tourists and encouraging the purchase of OTOP products within the community. In the year 2023, the OTOP Nawatwithi Tourism Community initiative was implemented in 50 communities, aiming to enhance the potential of community leaders and support community participation mechanisms, preparing communities to enter the tourism market. This includes promoting tourism activities and developing diverse tourism routes that align with community needs and meetthe preferences oftourists. The focus remains on preserving the lifestyle and original wisdom of the community, ensuring a circulation of funds within the community and fostering a stable local economy, ultimately contributing to the overall economic stability of the country. Another main goal of this project is to increase the quality of products and services to meet satisfactory standards and provide impressive experiences to tourists. With that objective, the OTOP Nawatwithi Tourism Community initiative is designed to enhance tourism management skills among community members. The efforts are intended to increase the income ofindividualswithin the community, leading to an improved quality of life and happiness among the residents. This, in turn, will contribute to the stability of the grassroots economy, impacting the overall economic stability of the country.
