ความเป็นมาของโครงการ บ้านหนองยางฟ้า / 04 ความเป็นมา ของโครงการ กรมการพัฒนาชุมชน มีภารกิจในการส่งเสริมกระบวนการเรียนร้� และการมีส่วนร่วมของประชาชน เสริมสร�างความเข�มแข็งของชุมชน ให�สามารถบริหารจัดการและพ่�งตนเองได�อย่างยั�งยืน และการส่งเสริม และยกระดับเศรษฐกิจฐานรากให�มีความมั�นคง ด�วยการดำาเนินงานโครงการ หน่�งตำาบล หน่�งผลิตภัณฑ์ (OTOP) มาตั�งแต่ปี2544 (22 ปี) โดยการ นำาทรัพยากรในชุมชนและภ้มิปัญญาท�องถิ�นมาพัฒนาเป็นผลิตภัณฑ์ เป็นการสร�างงาน สร�างอาชีพ สร�างรายได�แก่ประชาชนในชุมชน และดำาเนินงานหม้่บ�าน OTOP เพื�อการท่องเที�ยว ชุมชนท่องเที�ยวนวัตวิถี รวม 3,680 หม้่บ�าน/ชุมชน ควบค้่กับการดำาเนินงานโครงการหน่�งตำาบล หน่�งผลิตภัณฑ์ เพื�อให�การท่องเที�ยวในหม้่บ�าน/ชุมชน เป็นเครื�องมือ ในการสร�างงาน สร�างรายได�ให�กับชุมชน การดำาเนินงานชุมชนท่องเที�ยวนวัตวิถีเป็นการด่งเสน่ห์ของชุมชน ภ้มิปัญญาท�องถิ�น วัฒนธรรม ประเพณีอาหาร และวิถีชีวิต มาเป็นต�นทุน พร�อมกับการส่งเสริมแล ะพัฒนาหม้่บ�านให�มีความพร�อมเพื�อรองรับ นักท่องเที�ยว ทั�งด�านการบริการผ่านโปรแกรมการท่องเที�ยวที�หลากหลาย เชื�อมโยงการท่องเที�ยวกระแสหลักที�เป็นแอ่งใหญ่ได�สัมผัสเสน่ห์ของหม้่บ�าน ที�เป็นแอ่งเล็ก และกระตุ�นการพัฒนายกระดับผลิตภัณฑ์ OTOP เพื�อด่ง นักท่องเที�ยวเข�าไปเที�ยวในชุมชน พร�อมกับเลือกซื�อผลิตภัณฑ์OTOP ในชุมชน การดำาเนินงานชุมชนท่องเที�ยวOTOP นวัตวถิ ีในป พี.ศ. 2566 ดำาเนินการ ใน 50 หม้่บ�าน/ชุมชน โดยการเพิ�มศักยภาพผ้�นำาชุมชนและสนับสนุนกลไก การมีส่วนร่วมของคนในชุมชน ให�มีความพร�อมในการรองรับการเปิดตลาด การท่องเที�ยว ด�วยการส่งเสริมกิจกรรมการท่องเที�ยวและพัฒนาเส�นทาง การท่องเที�ยวทีห�ลากหลาย ใหตรง�กับความต�องการของชุมชนและตอบสนอง ความต�องการของนักท่องเที�ยว โดยที�ยังคงให�ความสำาคัญกับอัตลักษณ์ วิถีชีวิตและภ้มิปัญญาดั�งเดิมของชุมชนไว� ซ่�งจะทำาให�เกิดการจับจ่ายใช�สอย มีเงินหมุนเวียนในชุมชน เป็นการกระตุ�นเศรษฐกิจฐานรากได�อย่างมั�นคง เพื�อท�ายที�สุดจะเป็นการช่วยกระตุ�นเศรษฐกิจในระดับประเทศให�มั�นคง มั�งคั�งต่อไป
ผลกระทบ ทางความย่�งยืน บ้านหนองยางฟ้า ผลกระทบทางความยั�งยืน / 05 การพัฒนาเส�นทางชุมชนท่องเที�ยว OTOP นวัตวิถี ด�วยกระบวนการ มีส่วนร่วมของคนในชุมชน โดยการออกแบบกิจกรรมให�เชื�อมโยงสอดรับกับ อัตลักษณ์ของชุมชน อาทิ ภ้มิวัฒนธรรม ประเพณีดั�งเดิม และเสริมทักษะ ด�านการบริหารจัดการด�านการท่องเที�ยวของชุมชน การพัฒนายกระดับ ผลิตภัณฑ์ให�มีคุณภาพมาตรฐาน รวมทั�งการให�บริการที�ประทับใจ แก่นักท่องเที�ยว การส่งเสริมและพัฒนากิจกรรมดังกล่าว อันจะนำาไปส้่รายได�ที�เพิ�มข่�น ของคนในชุมชน ประชาชนมคีุณภาพชวีิตทีด�ีและมีความสุข ส่งผลใหเศรษฐ�กิจ ฐานรากมีความมั�งคง และยังกระทบไปถ่งเศรษฐกิจของประเทศมีความมั�นคง มั�นคั�ง และยั�งยืนต่อไป อีกทั�งยังสอดคล�องกับ Sustainable Development Goals ในเป้าหมายที� 1 ยุติความยากจนทุกร้ปแบบในทุกที�และ เป้าหมายที� 17 เสริมความเข�มแข็งให�แก่กลไกการดำาเนินงานแล ะฟ้�นฟ้สภาพหุ�นส่วน ความร่วมมือระดับโลกสำาหรับการพัฒนาที�ยั�งยืน

Carved animal dolls Baan Nong Yang Fa wood carving community and craft is famous in Lamphun. There are learning resources for carving works in the community. The collected woodwork which has received many national awards. For this reason, the wood carving products of Baan Nong Yang Fa is a unique product that refects the identity of the community. Carved wood product is a form of local art that are transformed into unique productsas a souvenir back home. This carved wood products apply the community mascot which is a “Sala Kao doll” (Sala Ton) in the pose of right hand holding a hammer, and the left hand holds a chisel. It represents the roots of art and culture of the Nong Yang Fa people whose ancestors were a group o f woodcarvers that famous Lanna teachers of Lamphun. Baan Nong Yang Fa, a community with a history dated for more than 300 years. This village was originally called Baan Nong Yang Pha (Tak Pha) with a legend saying that there was a monk traveling in search of a peaceful area to practice diligence and to give alms to the mind and listen to the Dhamma. When traveling to a forest swamp area, he washed his monk robes and hung it to dry in the sun. In the local language, it is called “Yang Pha Pha”. Then this swamp was called “Nong Yang Pha” and the word was changed to “Nong Yang Fa” until today. Baan Nong Yang Fa is famous for wood carving and handicrafts that is exquisite and beautiful. Lamphun was formerly known as Mueang Hariphunchai. An ancient city that dates back to around 1,343 years ago, according to the Yonok Chronicles. The story of building the city of Hariphunchai is told that the hermit Vasuthep conscripted people of the Mon ethnicity to build this city. Lamphun has a total area of approximately 2,815,675 rai, making it the smallest province in the northern region. Located in a geographic point in a valley plain, and the mountainous areas in the northwest ofthe province,which are part of the Chiang Mai-Lamphun basin plains, also known as the Ping River and Kuang River basins. In terms of tourist attractions, Lamphun has important temples, including Wat Phra That Hariphunchai Woramahawihan, which is the temple that appears on the provincial seal. It is an important place of worship that has been with the city of Lamphun for a long time. There is also a monument of Queen Chamadevi, built as a memorial to Queen Chamadevi, the frst reigned monarch of Hariphunchai. There is a tradition of bathing Phra That Hariphunchai (Pat Peng) held every year that receives the attention of tourists. Although Lamphun is a small province, but it is full of charm that is worth exploring because itis a secondary province thattourists love to visit. Both the wooden houses and the architecture are beautiful. There are also restaurants and cafes. There are Tachomphu Bridge, Kaeng Ko, and Koh Luang Waterfall, with beautiful scenery, suitable for being a tourist attraction, where people are not too crowded, and tourists can enjoy a truly relaxing experience. Project Background Project Background Baan Nong Yang Fa / 04 The Community Development Department has a mission to promote learning processes and the participation of the public, to strengthen the community’s ability to be able to manage and achieve self-suffciency in the long term. Additionally, there has been an effort to promote and improve the local economy by implementing the “One Tambon One Product” (OTOP) project since 2001. This involves utilizing community resources and localwisdom to develop products, create jobs, and generate income for the community. The OTOP Nawatwithi Tourism Community project also aims to contribute to community tourism, covering a total of 3,680 communities, in conjunction with the One Tambon One Product project. This serves as a tool for job creation and income generation for the community. The OTOP Nawatwithi Tourism Community operations focus on showcasing the charm of the communities, local wisdom, culture, tradition, food, and lifestyle. Simultaneously, efforts are made to promote and develop communities to welcome tourists, offering diverse tour programs that connect mainstream tourism to the unique charm of smaller communities. The development also involves elevating the OTOP product standard to attract tourists and encouraging the purchase of OTOP products within the community. In the year 2023, the OTOP Nawatwithi Tourism Community initiative was implemented in 50 communities, aiming to enhance the potential of community leaders and support community participation mechanisms, preparing communities to enter the tourism market. This includes promoting tourism activities and developing diverse tourism routes that align with community needs and meetthe preferences oftourists. The focus remains on preserving the lifestyle and original wisdom of the community, ensuring a circulation of funds within the community and fostering a stable local economy, ultimately contributing to the overall economic stability of the country.
Baan Nong Yang Fa Sustainable Impact / 05 Sustainable Impact The development of OTOP Nawatwithi Tourism Community ensures the participation of every community member. This includes having members design activities that refect the identities of the community, such as cultural heritage and traditional customs. Another main goal of this project is to increase the quality of products and services to meet satisfactory standards and provide impressive experiences to tourists. With that objective, the OTOP Nawatwithi Tourism Community initiative is designed to enhance tourism management skills among community members. The efforts are intended to increase the income ofindividualswithin the community, leading to an improved quality of life and happiness among the residents. This, in turn, will contribute to the stability of the grassroots economy, impacting the overall economic stability of the country. Additionally, it aligns with the United Nations’ Sustainable Development Goal 1 to end poverty in all forms around the nation and Goal 17 to strengthen the means of implementation and revitalize the global partnership for sustainable development
