ความเป็นมาของโครงการ บ้านป่าง้� ว / 04 ความเป็นมา ของโครงการ กรมการพัฒนาชุมชน มีภารกิจในการส่งเสริมกระบวนการเรียนร้� และการมีส่วนร่วมของประชาชน เสริมสร�างความเข�มแข็งของชุมชน ให�สามารถบริหารจัดการและพ่�งตนเองได�อย่างยั�งยืน และการส่งเสริม และยกระดับเศรษฐกิจฐานรากให�มีความมั�นคง ด�วยการดำาเนินงานโครงการ หน่�งตำาบล หน่�งผลิตภัณฑ์ (OTOP) มาตั�งแต่ปี2544 (22 ปี) โดยการ นำาทรัพยากรในชุมชนและภ้มิปัญญาท�องถิ�นมาพัฒนาเป็นผลิตภัณฑ์ เป็นการสร�างงาน สร�างอาชีพ สร�างรายได�แก่ประชาชนในชุมชน และดำาเนินงานหม้่บ�าน OTOP เพื�อการท่องเที�ยว ชุมชนท่องเที�ยวนวัตวิถี รวม 3,680 หม้่บ�าน/ชุมชน ควบค้่กับการดำาเนินงานโครงการหน่�งตำาบล หน่�งผลิตภัณฑ์ เพื�อให�การท่องเที�ยวในหม้่บ�าน/ชุมชน เป็นเครื�องมือ ในการสร�างงาน สร�างรายได�ให�กับชุมชน การดำาเนินงานชุมชนท่องเที�ยวนวัตวิถีเป็นการด่งเสน่ห์ของชุมชน ภ้มิปัญญาท�องถิ�น วัฒนธรรม ประเพณีอาหาร และวิถีชีวิต มาเป็นต�นทุน พร�อมกับการส่งเสริมแล ะพัฒนาหม้่บ�านให�มีความพร�อมเพื�อรองรับ นักท่องเที�ยว ทั�งด�านการบริการผ่านโปรแกรมการท่องเที�ยวที�หลากหลาย เชื�อมโยงการท่องเที�ยวกระแสหลักที�เป็นแอ่งใหญ่ได�สัมผัสเสน่ห์ของหม้่บ�าน ที�เป็นแอ่งเล็ก และกระตุ�นการพัฒนายกระดับผลิตภัณฑ์ OTOP เพื�อด่ง นักท่องเที�ยวเข�าไปเที�ยวในชุมชน พร�อมกับเลือกซื�อผลิตภัณฑ์OTOP ในชุมชน การดำาเนินงานชุมชนท่องเที�ยวOTOP นวัตวถิ ีในป พี.ศ. 2566 ดำาเนินการ ใน 50 หม้่บ�าน/ชุมชน โดยการเพิ�มศักยภาพผ้�นำาชุมชนและสนับสนุนกลไก การมีส่วนร่วมของคนในชุมชน ให�มีความพร�อมในการรองรับการเปิดตลาด การท่องเที�ยว ด�วยการส่งเสริมกิจกรรมการท่องเที�ยวและพัฒนาเส�นทาง การท่องเที�ยวทีห�ลากหลาย ใหตรง�กับความต�องการของชุมชนและตอบสนอง ความต�องการของนักท่องเที�ยว โดยที�ยังคงให�ความสำาคัญกับอัตลักษณ์ วิถีชีวิตและภ้มิปัญญาดั�งเดิมของชุมชนไว� ซ่�งจะทำาให�เกิดการจับจ่ายใช�สอย มีเงินหมุนเวียนในชุมชน เป็นการกระตุ�นเศรษฐกิจฐานรากได�อย่างมั�นคง เพื�อท�ายที�สุดจะเป็นการช่วยกระตุ�นเศรษฐกิจในระดับประเทศให�มั�นคง มั�งคั�งต่อไป
ผลกระทบ ทางความย่�งยืน บ้านป่าง้� ว / 05 ผลกระทบทางความย่�งยืน การพัฒนาเส�นทางชุมชนท่องเที�ยว OTOP นวัตวิถี ด�วยกระบวนการ มีส่วนร่วมของคนในชุมชน โดยการออกแบบกิจกรรมให�เชื�อมโยงสอดรับกับ อัตลักษณ์ของชุมชน อาทิ ภ้มิวัฒนธรรม ประเพณีดั�งเดิม และเสริมทักษะ ด�านการบริหารจัดการด�านการท่องเที�ยวของชุมชน การพัฒนายกระดับ ผลิตภัณฑ์ให�มีคุณภาพมาตรฐาน รวมทั�งการให�บริการที�ประทับใจ แก่นักท่องเที�ยว การส่งเสริมและพัฒนากิจกรรมดังกล่าว อันจะนำาไปส้่รายได�ที�เพิ�มข่�น ของคนในชุมชน ประชาชนมคีุณภาพชวีิตทีด�ีและมีความสุข ส่งผลใหเศรษฐ�กิจ ฐานรากมีความมั�งคง และยังกระทบไปถ่งเศรษฐกิจของประเทศมีความมั�นคง มั�นคั�ง และยั�งยืนต่อไป อีกทั�งยังสอดคล�องกับ Sustainable Development Goals ในเป้าหมายที� 1 ยุติความยากจนทุกร้ปแบบในทุกที�และ เป้าหมายที� 17 เสริมความเข�มแข็งให�แก่กลไกการดำาเนินงานแล ะฟ้�นฟ้สภาพหุ�นส่วน ความร่วมมือระดับโลกสำาหรับการพัฒนาที�ยั�งยืน
ดอยสุเทพเป็นศรี ประเพณีเป็นสง่า บุปผาชาติล้วนงามตา นามลำา�ค่านครพิงค์ ” “ จังหวัดเชียงใหม่จังหวัดทางภาคเหนือของประเทศไทยปรากฏในตำานานว่าเป็น “นพบุรีศรีนครพิงค์เชียงใหม่” ราชธานีของอาณาจักรล้านนาไทย พญามังราย ได้ทรงสร้างขึ้นเมื่อพ.ศ.1839ปัจจุบันเป็นจังหวัดที่มีชื่อเสียงด้านการท่องเที่ยว มีพื้นที่ทั้งหมด12,566,910 ไร่นับเป็นจังหวัดที่ใหญ่ที่สุดทางภาคเหนือ มีสภาพ ภูมิศาสตร์เป็นพื้นที่ภูเขา และป่าละเมาะเป็นที่ตั้งของภูเขาที่สูงที่สุดในประเทศไทย ได้แก่ดอยอินทนนท์ดอยผ้าห่มปก และดอยหลวงเชียงดาว ตามลำาดับ ด้านการท่องเที่ยว เชียงใหม่นับเป็นจังหวัดที่มีสถานที่ท่องเที่ยวมากมาย เช่น พระธาตุดอยสุเทพ วัดคู่บ้านคู่เมืองของจังหวัดเชียงใหม่ อีกทั้ง ยังมี สวนพฤกษศาสตร์สมเด็จพระนางเจ้าสิริกิติ์และอุทยานหลวงราชพฤกษ์ เป็นสถานที่สำาหรับชมพันธุ์ไม้นานาชนิด แล ะเป็นที่พักผ่อนหย่อนใจ นอกจากนี้ยังมีฤดูกาลชมดอกพญาเสือโคร่งที่ดอยอ่างขาง รวมไปถึงการ เที่ยวเชิงอนุรักษ์ แบบโฮมสเตย์ที่บ้านแม่กำาปอง ซึ่งเป็นกิจกรรมยอดนิยม นอกจากการท่องเที่ยวทางธรรมชาติและการการท่องเที่ยวเชิงศาสนาแล้ว เชียงใหม่ยังมีความพร้อมด้านคมนาคม โรงแรม ที่พัก ร้านอาหาร คาเฟ่ กิจกรรมท่องเที่ยว ถือเป็นเมืองท่องเที่ยวที่พร้อมต้อนรับนักท่องเที่ยว ที่ชอบใช้ชีวิต Nightlife จ่งหว่ดเชียงใหม่ บ้านป่าง้� ว / 06

Baan Pa Ngew / 15 Local Community Products woven fabric keychain One of the main products of the community is the embroidered goods from naturally dyed fabric scraps. These products are the result of wisdom passed down from generations. As the villagers in the community produce handicrafts as a secondary occupation,there is a plenty ofleftover good quality fabric scraps. These scraps are used to make woven fabric keychains in order to maximize leftover materials and fabrics, creating handicrafts that refect the identity of the Baan Pa Ngew. Woven fabric keychains are compact and can be used as souvenirs, gifts for ceremonies or festivals. They are unique in their embroidery patterns, choice of materials, and Pga K’nyaw (Karen-style)weaving. They are simply scaled down to be cute, beautiful, and suitable for practical use. OTOP Nawatwithi Baan Pa Ngew Tourism Community Baan Pa Ngew is situated in Tha Nuea, Mae On, Chiang Mai. Nestled in a valley between mountains, the community is nourished by the Ta River fowing through it. Most villagers are farmers, with handicrafts serving as a secondary occupation. Additionally, some villagers have joined togetherto establish a handicraft production group, specializing in textile weaving and bamboo weaving products. Baan Pa Ngew is renowned for its commitment to forest conservation, promoting ecotourism, and preserving Pga K’nyaw (Karen-style) culture. Due to its rich naturalresources, Baan PaNgew is a habitat for a variety of wildlife. It is also known for being the source of “Pa Ngew honey,” a pure, natural wild honey. Additionally, the community houses several important tourist attractions, including the Mhoo Pha Klang Tong Check-In Point, Huai Lod Conservation Forest, Lung Boon Yang Organic Farm, and Lung Kham Weaving Center. These destinations are popular among tourists and offer a range of activities for visitors. Located in the northern region of Thailand, Chiang Mai has appeared in legends as “Nopburi Srinakorn Pink Chiang Mai” of the Lanna Kingdom. Founded in 1839 by King Mengrai, Chiang Mai is now a province famous for tourism, covering a total area of 12,566,910 rai, making it the largest province in the northern region. With its geographical features of mountains and forests, it is home to some of the highest peaks in Thailand, including Doi Inthanon, Doi Pha Hom Pok, and Doi Luang Chiang Dao, respectively. How to get there Baan Pa Ngew / 07 About Chiang Mai By Car By Plane The journey from Bangkok to Chiang Mai covers a distance of 695 kilometers. There are two routes available as follows: • Route 1from Bangkok, take National Highway No.1 (Phahonyothin Road) before turning right onto National Highway No.32 (Asian Highway). Pass through Phra Nakhon Si Ayutthaya, Ang Thong, and Nakhon Sawan, entering onto National Highway No.117 (Rangsiyothai Road-Siharat Dechochai Road). Then, head towards Phitsanulok, merging into National Highway No.11 (Bang Pa-In - Tak Fa), entering into Lamphun and Lampang until reaching Chiang Mai. • Route 2 from Bangkok, take National Highway No.1 (PhahonyothinRoad) and turnright ontoNationalHighway No.32 (Asia Highway), passing through Phra Nakhon Si Ayutthaya, Ang Thong,Nakhon Sawan, Kamphaeng Phet, Phichit, Tak, and Lampang, until arriving in Chiang Mai. This journey takes approximately 9-10 hours. • Flights are available from DonMueang InternationalAirport or Suvarnabhumi Airport, with available airlines such as Thai Airways, Thai VietJet Air, Thai Lion Air and Nok Air. The fight duration is approximately 1 hour and 10 minutes. Note: Flight schedules may be subject to changes, please check before travelling. By Public Buses • Travelling from Bangkok Bus Terminal (Chatuchak) to Chiang Mai Bus Terminal. The journey takes approximately 8-9 hours. Project Background Baan Pa Ngew / 04 The Community Development Department has a mission to promote learning processes and the participation of the public, to strengthen the community’s ability to be able to manage and achieve self-suffciency in the long term. Additionally, there has been an effort to promote and improve the local economy by implementing the “One Tambon One Product” (OTOP) project since 2001. This involves utilizing community resources and localwisdom to develop products, create jobs, and generate income for the community. The OTOP Nawatwithi Tourism Community project also aims to contribute to community tourism, covering a total of 3,680 communities, in conjunction with the One Tambon One Product project. This serves as a tool for job creation and income generation for the community. The OTOP Nawatwithi Tourism Community operations focus on showcasing the charm of the communities, local wisdom, culture, tradition, food, and lifestyle. Simultaneously, efforts are made to promote and develop communities to welcome tourists, offering diverse tour programs that connect mainstream tourism to the unique charm of smaller communities. The development also involves elevating the OTOP product standard to attract tourists and encouraging the purchase of OTOP products within the community. In the year 2023, the OTOP Nawatwithi Tourism Community initiative was implemented in 50 communities, aiming to enhance the potential of community leaders and support community participation mechanisms, preparing communities to enter the tourism market. This includes promoting tourism activities and developing diverse tourism routes that align with community needs and meetthe preferences oftourists. The focus remains on preserving the lifestyle and original wisdom of the community, ensuring a circulation of funds within the community and fostering a stable local economy, ultimately contributing to the overall economic stability of the country. Sustainable Impact Baan Pa Ngew / 05 Sustainable Impact The development of OTOP Nawatwithi Tourism Community ensures the participation of every community member. This includes having members design activities that refect the identities of the community, such as cultural heritage and traditional customs. Another main goal of this project is to increase the quality of products and services to meet satisfactory standards and provide impressive experiences to tourists. With that objective, the OTOP Nawatwithi Tourism Community initiative is designed to enhance tourism management skills among community members. The efforts are intended to increase the income ofindividualswithin the community, leading to an improved quality of life and happiness among the residents. This, in turn, will contribute to the stability of the grassroots economy, impacting the overall economic stability of the country. Additionally, it aligns with the United Nations’ Sustainable Development Goal 1 to end poverty in all forms around the nation and Goal 17 to strengthen the means of implementation and revitalize the global partnership for sustainable development
