คำนำ
กองวิเทศสัมพันธ์จึงได้จัดโครงการ “พัฒนาทักษะการสื่อสารและความเป็นผู้นา
สาหรับนักศึกษาและบุคลากร (NRRU Toastmasters Club)” ปีท่ี 9 ขึ้นต้ังแต่ปีการศึกษา 2553
และจัดมาอย่างต่อเนื่องจนถึงปัจจุบัน เพื่อมุ่งเน้นการฝึกพูดในท่ีชุมชนโดยมุ่งเน้นขจัดความประหม่า
สร้างความคุ้นเคย เรียนรู้การพูดในท่ีชุมชนอย่างเป็นทางการและเหมาะสม ฝึกให้รักษาเวลาขณะพูด
หรือบรรยาย รวมถึงช่วยเสริมสร้างบุคลิกภาพและภาวะผู้นาตามหลักสากลที่ถูกต้อง และกิจกรรม
ฝึกความชานาญในการใช้ภาษาอังกฤษโดยการปฏิบัติงานจริง ดาเนินการโดยจัดกิจกรรมท่ีเน้น
ใช้สภาวะห้องเรียนภาษาอังกฤษแบบเป็นกันเอง ทาให้สมาชิกมีการเปิดใจที่จะรับรู้และได้เรียนรู้ส่ิงใหม่ๆ
พร้อมแลกเปล่ียนความรู้ที่มีอยู่ให้แก่กันและกัน ซ่ึงล้วนมีวัตถุประสงค์เพ่ือพัฒนาศักยภาพของนักศึกษา
และบุคลากรให้มีความสามารถความสามารถ ให้ตอบสนองยุทธศาสตร์มหาวิทยาลัย และยุทธศาสตร์ชาติ
ในการยกระดับคุณภาพการศึกษา ให้มีทักษะที่จาเป็นในศตวรรษท่ี 21 และเป็นไปตามมาตรฐานวิชาชีพ
และนามาซ่ึงโอกาสในการพัฒนาและการแข่งขันในระดับนานาชาติได้ จึงได้จัดทาโครงการเพ่ือพัฒนา
ความสามารถในการใช้ภาษาอังกฤษของนักศึกษาและบุคลากร และเพื่อเป็นประโยชน์ให้นักศึกษาครู
สามารถใช้ภาษาอังกฤษในการสอนและสอบแข่งขันต่างๆ ได้ รวมไปถึงนักศึกษาสาขาวิชาชีพอื่นและบุคลากร
สามารถใช้ภาษาอังกฤษในการปฏิบตั ิงานได้

ประจาปีการศึกษา 2562 นี้ จัดทาข้ึนเพ่ือประโยชน์ในการพัฒนาการดาเนินงานโครงการและเพื่อให้
มหาวิทยาลัยราชภัฏนครราชสีมาและหน่วยงานท่ีเก่ียวข้องนาไปใช้อ้างอิงในกระบวนการประกันคุณภาพ
การศึกษาภายใน
จากผลสรุปของแบบสอบถามความพึงพอใจของผู้เข้าร่วมโครงการพบว่า ผู้เข้าร่วมโครงการ
จานวนท้ังสิ้น 38 คน ร้อยละ 100% ได้รับการยกระดับทางภาษาทาให้มีการพัฒนาทักษะด้านการสื่อสาร
เพม่ิ มากขึ้น และร้อยละ 100% ของผู้เขา้ รว่ มโครงการอยากใหม้ ีการจดั โครงการนี้อกี ในปตี ่อไป
สุดท้ายนี้ กองวิเทศสัมพันธ์ ขอขอบคุณคณะกรรมการดาเนินโครงการพัฒนาทักษะ
การสื่อสารและความเป็นผู้นา สาหรับนักศึกษาและบุคลากร (NRRU Toastmasters Club) ปีท่ี 9
มหาวิทยาลัยราชภัฏนครราชสีมา ประจาปีการศึกษา 2561 ทุกท่าน ท่ีให้ความร่วมมือเป็นอย่างดีและทาให้

แนวทางการพฒั นาโครงการ 1. สนับสนุนให้มีการจัดประชาสัมพันธ์โครงการ ส่งบันทึกข้อมูลต่างๆ
หนังสือเชิญเข้ารว่ มกิจกรรมของทางโครงการ เช่น การจัดอบรมเชิงปฏิบัติการ
พธิ ีรับมอบรางวัล รายชื่อนักศึกษาที่ได้รับรางวัลในการแข่งขันต่างๆ และอื่นๆ
ถึงคณะและหน่วยงาน และทางประชาสัมพันธ์มหาวิทยาลัย รวมถึงผ่านทาง
ช่องทาง online ต่างๆ ได้แก่ Facebook fanpage ของทางโครงการพัฒนา

2. จัดทาฐานข้อมูลการเข้าร่วมกิจกรรมของนักศึกษาและบุคบลากรจาก
คณะและหน่วยงานต่างๆ ในมหาวิทยาลัย พร้อมนาเสนอในรูปแบบกราฟและ
รายชอื่ เพ่อื ใชเ้ ป็นข้อมูลในการพฒั นามหาวทิ ยาลัยตอ่ ไป
3. จัดทาคู่มือการจัดทาโครงการและการดาเนินงานการประชุม NRRU
Toastmasters Club เพื่อใหสมาชิกหรือผู้ท่ีสนใจ สามารถนาความรู้ไปใช้ใน
การจัดการประชุมได้ด้วยตัวเอง โดยทาการ upload ไฟล์คู่มือไว้บนเว็บไซต์
ของกองวิเทศสัมพันธ์
4. บริหารจัดการเวลาในการจัดการประชุม เช่น จากัดจานวนการทา
speech ในแต่ละคร้ังของการประชุม เพื่อให้กิจกรรมสามารถดาเนินไปอย่าง
กระชับ ตามช่วงเวลาที่กาหนดและเพ่ือให้นักศึกษาหลายๆ คนที่อยู่ไกลได้มี
โอกาสเข้าร่วมโครงการและเลิกประชุมไม่ดึกจนเกินไป สะดวกในการเข้าร่วม
และเดินทางกลับ

บทนำ
หลกั กำรและเหตุผล
ด้วยกองวิเทศสัมพันธ์ ได้กำหนดยุทธศำสตร์ว่ำด้วยกำรส่งเสริมศักยภำพนักศึกษำและ
บุคลำกรสู่ควำมเป็นสำกล พร้อมท้ังพัฒนำเครือข่ำยด้ำนควำมร่วมมือกับต่ำงประเทศ ซ่ึงล้วนมีวัตถุประสงค์
เพ่ือพัฒนำศักยภำพของนักศึกษำและบุคลำกรให้มีควำมสำมำรถ ให้ตอบสนองยุทธศำสตร์มหำวิทยำลัย และ
ยุทธศำสตร์ชำติ ในกำรยกระดับคุณภำพกำรศึกษำ ให้มีทักษะท่ีจำเป็นในศตวรรษท่ี 21 และเป็นไปตำม
มำตรฐำนวิชำชีพ และนำมำซึ่งโอกำสในกำรพัฒนำและกำรแข่งขันในระดับนำนำชำติได้ จึงได้จัดทำโครงกำร
เพ่ือพัฒนำควำมสำมำรถในกำรใช้ภำษำอังกฤษของนักศึกษำและบุคลำกร และเพื่อเป็นประโยชน์ให้นักศึกษำ
ครูสำมำรถใช้ภำษำอังกฤษในกำรสอนและสอบแข่งขันต่ำงๆ ได้ รวมไปถึงนักศึกษำสำขำวิชำชีพอ่ืนและ
บคุ ลำกรสำมำรถใชภ้ ำษำอังกฤษในกำรปฏบิ ัติงำนได้
ทำงกองวิเทศสัมพันธ์จึงได้จัดโครงกำร “พัฒนำทักษะกำรสื่อสำรและควำมเป็นผู้นำ สำหรับ
นกั ศกึ ษำและบคุ ลำกร (NRRU Toastmasters Club)” ขึ้นตงั้ แตป่ กี ำรศึกษำ 2553 และจดั อยำ่ งต่อเนื่องจนถึง
ปัจจุบัน เพ่ือมุ่งเน้นกำรฝึกพูดในที่ชุมชนโดยมุ่งเน้นขจัดควำมประหม่ำสร้ำงควำมคุ้นเคย เรียนรู้กำรพูดในที่
ชุมชนอย่ำงเป็นทำงกำรและเหมำะสม ฝึกให้รักษำเวลำขณะพูดหรือบรรยำย รวมถึงช่วยเสริมสร้ำงบุคลิกภำพ
และภำวะผู้นำตำมหลักสำกลที่ถูกต้อง และกิจกรรมฝึกควำมชำนำญในกำรใช้ภำษำอังกฤษ

วัตถุประสงค์ของโครงกำร
เพ่ือพัฒนำศักยภำพนกั ศึกษำและบุคลำกรใหม้ ีทกั ษะกำรส่ือสำรภำษำองั กฤษ และมีควำมม่ันใจในกำร
พดู ในทีช่ ุมชนเพ่ิมมำกขึ้น

กำรดำเนินโครงกำรจะจัดกำรประชุมข้ึนทุกวันพุธที่ 2 และ 4 ของทุกเดือน ลักษณะกำรประชุมจะมี
กำรวำงรูปแบบเพื่อเน้นให้สมำชิกและผู้เข้ำร่วมประชุมมีโอกำสฝึกทักษะกำรพูดภำษำอังกฤษต่อหน้ำสมำชิก
คนอ่ืนๆ รวมถึงฝึกทักษะควำมเป็นผู้นำ และเปิดโอกำสให้ผู้เข้ำร่วมประชุมให้คำแนะนำหรือวิจำรณ์ในเชิงบวก
เพอ่ื ฝึกทกั ษะกำรคิดประเมนิ ผลและพฒั นำไปพรอ้ มๆ กนั ทัง้ ผพู้ ูดและผู้ฟัง

กำรประเมินโครงกำร
คณะกรรมกำรดำเนินโครงกำรพัฒนำทักษะกำรสื่อสำรและควำมเป็นผู้นำ สำหรับนักศึกษำและ
บุคลำกร (NRRU Toastmasters Club) ปีที่ 9 มีวิธีกำรประเมินโครงกำรโดย อ้ำงอิงตำมตัวช้ีวัดควำมสำเร็จ
และค่ำเป้ำหมำย ได้แก่ ตัววัดเชิงปริมำณ คือ จำนวนนักศึกษำท่ีสนใจเข้ำร่วมกิจกรรมไม่น้อยกว่ำร้อยละ 80
ของกลุ่มเป้ำหมำย (กลุ่มเป้ำหมำย จำนวน 30-50 คน) ร้อยละ 80 ของผู้เข้ำร่วมโครงกำรมีควำมรู้
ควำมสำมำรถเพ่ิมมำกข้ึน และผู้เข้ำร่วมโครงกำรมีควำมพึงพอใจไม่น้อยกว่ำระดับ 4 ตัวชี้วัดเชิงคุณภำพ

หลักการและเหตุผล
ดว้ ยกองวิเทศสัมพันธ์ ได้กาหนดยทุ ธศาสตร์ว่าด้วยการส่งเสริมศักยภาพนักศึกษาและบุคลากรสู่
ความเป็นสากล พร้อมทั้งพัฒนาเครือข่ายด้านความร่วมมือกับต่างประเทศ ซึ่งล้วนมีวัตถุประสงค์เพ่ือพัฒนา
ศักยภาพของนักศึกษาและบุคลากรให้มีความสามารถ ให้ตอบสนองยุทธศาสตร์มหาวิทยาลยั และยุทธศาสตร์ชาติ
ในการยกระดบั คณุ ภาพการศกึ ษา ให้มีทกั ษะท่ีจาเป็นในศตวรรษที่ 21 และเป็นไปตามมาตรฐานวชิ าชีพ และนามา
ซง่ึ โอกาสในการพัฒนาและการแขง่ ขนั ในระดับนานาชาติได้ จงึ ได้จัดทาโครงการเพ่ือพัฒนาความสามารถในการใช้
ภาษาอังกฤษของนักศึกษาและบุคลากร และเพื่อเป็นประโยชน์ให้นักศึกษาครูสามารถใช้ภาษาอังกฤษในการสอน
และสอบแข่งขันตา่ งๆ ได้ รวมไปถึงนักศกึ ษาสาขาวชิ าชีพอ่นื และบุคลากรสามารถใช้ภาษาองั กฤษในการปฏบิ ตั ิงาน
ได้
ทางกองวิเทศสัมพันธ์จึงได้จัดโครงการ “พัฒนาทักษะการสื่อสารและความเป็นผู้นา สาหรับ
นักศึกษาและบุคลากร (NRRU Toastmasters Club)” ข้ึนตั้งแต่ปีการศึกษา 2553 และจัดอย่างต่อเนื่องจนถึง
ปัจจุบัน เพ่ือมุ่งเนน้ การฝึกพูดในท่ีชุมชนโดยมุ่งเน้นขจัดความประหม่าสร้างความคุ้นเคย เรียนรู้การพูดในท่ีชุมชน
อย่างเป็นทางการและเหมาะสม ฝึกให้รักษาเวลาขณะพูดหรือบรรยาย รวมถึงช่วยเสรมิ สร้างบคุ ลิกภาพและภาวะ
ผนู้ าตามหลักสากลทีถ่ ูกต้อง และกิจกรรมฝึกความชานาญในการใช้ภาษาองั กฤษโดยการปฏิบัตงิ านจริง
