คำนำ

กองวิเทศสัมพันธ์จัดทำโครงกำรพัฒนำทักษะกำรสื่อสำรและควำมเป็นผู้นำ สำหรับนักศึกษำ
และบุคลำกร (NRRU Toastmasters Club) ปีท่ี 8 ซ่ึงจัดข้ึนคร้ังแรกต้ังแต่ในปีกำรศึกษำ 2553 และจัดมำ
อย่ำงต่อเน่ือง เพ่ือกำรฝึกกำรพูดภำษำอังกฤษในท่ีชุมชนโดยมุ่งเน้นขจัดควำมประหม่ำ สร้ำงควำมคุ้นเคย
เรียนรู้กำรวำงตัวเม่ือต้องพูดในที่ชุมชนอย่ำงเป็นทำงกำรและเหมำะสม ฝึกให้รักษำเวลำขณะพูดหรือบรรยำย
ฝกึ เทคนิคกำรพูดเพื่อดึงดูดควำมสนใจจำกผู้ฟัง รวมถึงช่วยเสริมสร้ำงบุคลิกภำพและภำวะควำมเป็นผู้นำตำม
หลักสำกลท่ีถูกต้อง ดำเนินกำรโดยจัดกิจกรรมท่ีเน้นใช้สภำวะห้องเรียนภำษำอังกฤษแบบเป็นกันเอง ทำให้
สมำชิกมีกำรเปิดใจท่ีจะรับรู้และได้เรียนรู้สิ่งใหม่ๆ พร้อมแลกเปลี่ยนควำมรู้ท่ีมีอยู่ให้แก่กันและกัน ทั้งนี้
โครงกำรดังกล่ำวยังสอดคล้องกับยุทธศำสตร์ที่ว่ำด้วยกำร ยกระดับคุณภำพ บัณฑิตเพื่อรองรับประชำคม
อำเซียน ซ่งึ ล้วนมีวัตถปุ ระสงค์เพ่ือเตรยี มควำมพร้อมบัณฑิตให้มีสมรรถนะและทกั ษะท่ีจำเป็นสำหรับศตวรรษ
ท่ี 21 และมีควำมรู้ควำมสำมำรถพร้อมในกำรทำงำน พร้อมทง้ั พฒั นำศกั ยภำพของนกั ศกึ ษำและบุคลำกรนำมำ
ซง่ึ โอกำสในกำรพฒั นำกำรทำงำนและกำรแขง่ ขนั ในระดบั นำนำชำติต่อไปได้

รำยงำนสรุปผลกำรดำเนินงำนโครงกำรพัฒนำทักษะกำรส่ือสำรและควำมเป็นผู้นำ สำหรับ
นักศึกษำและบุคลำกร (NRRU Toastmasters Club) ปีที่ 8 มหำวิทยำลัยรำชภัฏนครรำชสีมำ ประจำปี
กำรศึกษำ 2561 น้ี จัดทำข้ึนเพ่ือประโยชน์ในกำรพัฒนำกำรดำเนินงำนโครงกำรและเพ่ือให้มหำวิทยำลัยรำช
ภัฏนครรำชสีมำและหนว่ ยงำนที่เก่ียวขอ้ งนำไปใช้อ้ำงองิ ในกระบวนกำรประกันคุณภำพกำรศึกษำภำยใน
จำกผลสรุปของแบบสอบถำมควำมพงึ พอใจของผู้เข้ำร่วมโครงกำรพบว่ำ ผเู้ ข้ำร่วมโครงกำรไมน่ ้อยกว่ำ 10 ครั้ง
จำนวนทงั้ สน้ิ 37 คน ร้อยละ 100% มีกำรพัฒนำด้ำนกำรสื่อสำรเพ่ิมมำกขึน้ และรอ้ ยละ 100% ของผ้เู ข้ำร่วม
โครงกำรอยำกให้มีกำรจดั โครงกำรนี้อกี ในปีต่อไป

สุดท้ำยน้ี กองวิเทศสัมพันธ์ ขอขอบคุณคณะกรรมกำรดำเนินโครงกำรพัฒนำทักษะกำร
สื่อสำรและควำมเป็นผู้นำ สำหรับนักศึกษำและบุคลำกร (NRRU Toastmasters Club) ปีท่ี 8 มหำวิทยำลัย
รำชภัฏนครรำชสีมำ ประจำปีกำรศึกษำ 2561 ทุกท่ำน ท่ีให้ควำมร่วมมือเป็นอย่ำงดีและทำให้กำรดำเนินงำน

แนวทางการพัฒนาโครงการ 1. เพ่ือให้โครงการนี้เป็นที่รู้จักในวงกว้าง ยังคงสนับสนุนให้ทาการ
ประชาสัมพันธ์ต่อไป ทั้งส่งข้อมูลถึงคณะและหน่วยงานโดยตรง และผ่านทาง
ช่องทาง online ต่างๆ ได้แก่ Facebook fanpage ของทางโครงการพัฒนา
ทักษะการสือ่ สารและความเปน็ ผู้นา สาหรบั นักศึกษาและบุคลากร

แจ้งข่าวสารให้กับสมาชิก นักศึกษาและบุคลากรที่เคยเข้าร่วมกิจกรรม รวมไป
ถึงจัดทาบันทึกประชาสัมพันธ์ถึงคณะและหน่วยงานต่างๆ เพ่ือแจ้งกิจกรรม
สาคัญต่างๆ ของโครงการ เช่น การจัดอบรมเชิงปฏิบัติการ พิธีรับมอบรางวัล
และอ่ืนๆ เพ่ือเพิ่มช่องทางในการประชาสัมพันธ์ สื่อสารไปถึงนักศึกษาและ
บคุ ลากรของมหาวทิ ยาลยั ใหม้ โี อกาสไดเ้ ข้ารว่ มโครงการมากขนึ้

2. จัดทาบันทึกรายงานรายช่ือนักศึกษาและบุคลากรท่ีเข้าร่วมโครงการ
ทุกๆ 3 เดือน เพ่ือให้ทางคณะและหน่วยงานต้นสังกัดไดน้ าข้อมลู ของนักศึกษา
และบคุ ลากรทเี่ ข้าร่วมไปใช้เปน็ ฐานขอ้ มูลเพ่อื เป็นประโยชนต์ ่อการกาหนดแนว
ทางการพฒั นามาตรฐานภาษาองั กฤษต่อไป

3. บริหารจัดการเวลาในการจัดการประชุม เช่น จากัดจานวนการทา
speech ในแต่ละคร้ังของการประชุม เพื่อให้กิจกรรมสามารถดาเนินไปตาม
ช่วงเวลาท่ีกาหนดและเพ่ือให้นักศึกษาหลายๆ คนที่อยู่ไกลได้มีโอกาสเข้าร่วม
โครงการและเลิกประชุมไม่ดึกจนเกินไป สะดวกในการเข้าร่วมและ
เดนิ ทางกลบั

บทนำ

หลักกำรและเหตุผล

ด้วยกองวเิ ทศสัมพันธ์ ได้กำหนดยุทธศำสตร์วำ่ ด้วยกำรส่งเสริมศักยภำพนักศกึ ษำส่คู วำมเป็น
สำกลและพัฒนำเครือข่ำยด้ำนควำมร่วมมือกับต่ำงประเทศ ซ่ึงล้วนมีวัตถุประสงค์เพื่อพัฒนำศักยภำพของ
นักศึกษำและบุคลำกรให้มีควำมสำมำรถ และนำมำซ่ึงโอกำสในกำรพัฒนำและกำรแข่งขันในระดับนำนำชำติ
ได้ จงึ ได้จดั ทำโครงกำร เช่น โครงกำรยุวทูตมหำวทิ ยำลยั รำชภฏั นครรำชสมี ำ เพ่ือเป็นแนวทำงสู่ควำมสำเรจ็ ใน
กำรพัฒนำนกั ศกึ ษำท้ังนร้ี วมถึงบคุ ลำกร อย่ำงต่อเนือ่ ง เพอ่ื ทจ่ี ะสำมำรถเป็นตัวแทนของมหำวทิ ยำลยั ได้

กองวิเทศสัมพันธ์จึงได้จัดโครงกำร พัฒนำทักษะกำรสื่อสำรและควำมเป็นผู้นำ สำหรับ
นักศึกษำและบุคลำกร (NRRU Toastmasters Club) ซ่ึงจดั ขึน้ ครั้งแรก ในปีกำรศึกษำ 2553 และจัดขึ้นอยำ่ ง
ต่อเนื่องจนถึงปัจจุบัน เพื่อมุ่งเน้นกำรฝึกพูดภำษำอังกฤษในที่ชุมชน โดยมุ่งเน้นขจัดควำมประหม่ำ สร้ำง
ควำมคุ้นเคย เรียนรู้กำรวำงตวั เมื่อต้องพูดในที่ชุมชนอยำ่ งเป็นทำงกำรและเหมำะสม ฝึกให้รักษำเวลำขณะพูด
หรือบรรยำย ฝึกเทคนิคกำรพูดเพื่อดึงดูดควำมสนใจจำกผู้ฟังรวมถึงช่วยเสริมสร้ำงบุคลิกภำพและภำวะผู้นำ
ตำมหลักสำกลที่ถูกตอ้ ง

วตั ถุประสงคข์ องโครงกำร

เพื่อพัฒนำศักยภำพด้ำนกำรสื่อสำรและภำวะผู้นำ กำรฝึกพูดภำษำอังกฤษในที่ชุมชนให้แก่นักศึกษำ
และบุคลำกร เพ่ือพัฒนำศักยภำพนักศกึ ษำและบคุ ลำกรสู่สำกล รวมไปถึงบคุ คลภำยนอกที่สนใจ อยำ่ งตอ่ เน่ือง

กำรดำเนินโครงกำรจะจัดกำรประชุมขึ้นทุกวันพุธท่ี 2 และ 4 ของทุกเดือน ลักษณะกำรประชุมจะมี
กำรวำงรูปแบบเพ่ือเน้นให้สมำชิกและผู้เข้ำร่วมประชุมมีโอกำสฝึกทักษะกำรพูดภำษำอังกฤษต่อหน้ำสมำชิก
คนอื่นๆ รวมถงึ ฝึกทักษะควำมเป็นผู้นำ และเปิดโอกำสให้ผู้เขำ้ ร่วมประชุมให้คำแนะนำหรอื วิจำรณ์ในเชงิ บวก
เพื่อฝึกทักษะกำรคิดประเมินผลและพัฒนำไปพร้อมๆ กันทัง้ ผพู้ ดู และผฟู้ งั

1. ดำเนินกำรประชำสัมพันธ์ ผ่ำนช่องทำง Facebook fanpage ของทำง NRRU Toastmasters

2. จัดทำ Link เพ่ือให้นักศึกษำและบุคลำกรที่สนใจเข้ำร่วม สำมำรถ download เอกสำรเพื่อศึกษำ
วัตถุประสงค์ของกำรทำ Project แบบฟอร์มต่ำงๆ รวมไปถึง Script บทบำทต่ำงๆ ในกำรประชุมแต่ละคร้ัง
เพื่อให้สำมำรถเตรยี มตวั ฝึกฝนล่วงหน้ำกอ่ นกำรประชุมได้

จำกข้อเสนอแนะของผู้เข้ำร่วมโครงกำรพัฒนำทักษะกำรสื่อสำรและควำมเป็นผู้นำ สำหรับนักศึกษำ
และบุคลำกร (NRRU Toastmasters Club) ปีที่ 8 และคณะกรรมกำรดำเนินงำน ทำให้ได้ทรำบถึงแนวทำง
ในกำรพฒั นำโครงกำรและข้อเสนอแนะในกำรจดั โครงกำรคร้ังต่อไป ดังนี้

1. เพือ่ ให้โครงกำรน้ีเป็นท่รี ู้จักในวงกว้ำง ยังคงสนับสนุนใหท้ ำกำรประชำสัมพันธ์ต่อไป ทงั้ ส่งข้อมูลถึง

2. จัดทำบันทึกรำยงำนรำยช่ือนักศึกษำและบุคลำกรที่เข้ำร่วมโครงกำรทุกๆ 3 เดือน เพื่อให้ทำงคณะ
และหน่วยงำนต้นสังกัดได้นำข้อมูลของนักศึกษำและบุคลำกรที่เข้ำร่วมไปใช้ เป็นฐำนข้อมูลเพ่ือเป็นประโยชน์
ต่อกำรกำหนดแนวทำงกำรพัฒนำมำตรฐำนภำษำอังกฤษตอ่ ไป

3. บริหำรจัดกำรเวลำในกำรจัดกำรประชุม เช่น จำกัดจำนวนกำรทำ speech ในแต่ละคร้ังของกำร
ประชุม เพื่อให้กิจกรรมสำมำรถดำเนินไปตำมช่วงเวลำที่กำหนดและเพื่อให้นักศึกษำหลำยๆ คนท่ีอยู่ไกลได้มี
โอกำสเขำ้ รว่ มโครงกำรและเลิกประชุมไม่ดึกจนเกินไป สะดวกในกำรเข้ำรว่ มและเดนิ ทำงกลบั
