PREFACE The Defence Industry Visit 1 for Malaysian Command and Staff Course (Joint) (MCSCJ) Serial 53/2024 is scheduled to take place in area of Klang Valley on 4 - 8 March 2024. This visit is carried out as part of the National Defence University of Malaysia(NDUM) Postgraduate Diploma module in PSD 5233 Defence Management (DM). This booklet is produced to provide initial information to the Faculty Member/ Directing Staff and Course Participants about the conduct of the Defence Industry Organisation. It contains all pertinent information about the visit, as well as some information about the organization involved. It is hoped that everyone will benefit from this and able to have an enjoyable experiences and productive outcome at the conclusion of this Defence Industry Visit. 1
AIM & OBJECTIVES This Defence Industry visit and briefing aims to expose Course Participants (CP) to knowledge on the roles and tasks of defence industry organisations in supporting the Malaysian Defence Industry. The visit and briefing will provide first - hand information about each organization and this can bridge the gap between theoretical lectures and the actual scenario of the defence industries in Malaysia Aim The following objectives are expected to be achieved: 1. To outline the current context for the growth of the Local Defence Industry in Malaysia. 2. To determine the roles played by the Government, Research Institutions, Armed Forces, and Private Sector to enhance the Local Defence Industry. 3. SPEAKERS CV MUHAMAD SUFFIAN BIN SALLEH Datuk Ts Wan Hasmar Azim Wan Hassan is the CEO of WESTSTAR Aviation Services. He graduated with a Master of Business Administration. As the CEO of WESTSTAR Aviation Services, he is responsible for planning and directing all aspects of policy objectives and initiatives organisation, overseeing the daily operations of the Company / Corporate Office to ensure profitability, efficiency at the same time, maintaining the principle - the principles and values - the values established in a way that the highest professional and safety. He had worked in WASSB for 8 years and 10 months. From 1989 to 1996, he was a Licensed Aircraft Engineer at Malaysia Airlines. From 1997 to 2005, he held the position of Director of Engineering at AirAsia Berhad. After that, from 2005 to 2008, he worked as the Executive Vice President-Operations at AirAsia Berhad. Then, from 2008 to 2012, he was the Technical Director of Tiger-Mandala Airlines, Indonesia. Later, from 2012 to 2015, he held the position of Chief Operating Officer at Flynas, Kingdom of Saudi Arabia. Then, from 2015 to Mar 2023, he was the Chief Operating Officer of WESTSTAR Aviation Services Sdn Bhd. SHAHRINOLDIN OTHMAN Mr Shahrinoldin Othman was appointed Head of R&D and Manufacturing in 2022. He received a Diploma in Business Studies from Institut Teknologi Mara, Segamat. He had successfully managed and supervised a shipyard with 86 staff members for repair and upgrading works. He documented and resolved Project Claim Issues, which led to winning arbitration. He also completed the Initiative on Repair Tariff Proposal to all LNG Clients in 2007 & 2010. He has served various companies previously, such as Imanigaz Marine & Engineering Sdn Bhd., Weldan Marine Services Sdn Bhd, Synergy Element Sdn Bhd, Malaysia Marine & Heavy Engineering Sdn Bhd, MSLNG Sdn Bhd (MMHE & Samsung Heavy Industries) and Malaysia Shipyard & Engineering Sdn Bhd. DATO’ KU AZHAR BIN KU AHMAD Executive Director AVP Engineering (M) Sdn Bhd SPEAKERS CV CAPT KAMARUL AZLAN BIN ABD SAMAD RMN (RETIRED) SHAHRINOLDIN OTHMAN Dato’ Ku Azhar graduated from the University of New South Wales, Australia with a Bachelor of Engineering in Mechanical Engineering. Before joining the Company, he had worked with UMW Engineering (M) Sdn. Bhd. and Guthrie Industries (M) Sdn. Bhd. as an Assistant Design Manager and Production Manager for 6 years and 9 years respectively. He was appointed as the Executive Director of AVP Engineering (M) Sdn. Bhd. in 2004. He is currently involved in the overall marketing and production of the Special Purpose Vehicles Segment. He is also the Director of several companies within the CBIPH Group and a shareholder of AVP Engineering (M) Sdn. Bhd. He does not hold any directorship in other public companies and listed corporations. DEFENCE INDUSTRY VISIT 1 19 Mr. Ismail bin Sulaiman graduated from University Malaya (Second Upper Honour-Dean List) with a Degree in Mechanical Engineering majoring in Advanced Fluid, Design, Advance Strength, Production, Operation and Management, Flame Phenomenon, Function Material, Plastic Engineering, Corrosion Engineering, Ergonomic, Tribology, Air Conditioning. He has served various companies previously, such as Weststar Aviation Services Sdn Bhd, Aviation Design Center Sdn Bhd., Malaysia. Eurocopter Malaysia Sdn. Bhd., Malaysia., Aviation Design Centre Sdn. Bhd., Malaysia, SME Aviation Sdn. Bhd., Malaysia, Rikevita Sdn Bhd., Johor Bahru, Johor and Eastool Sdn Bhd., Kulai, Johor. He was nominated as Approved Signatory as Weighing Engineer by CAAM (Nov 2018). He was also Nominated as Approved Signatory as Airworthiness Review Staff (ARS) by CAAM (Nov 2018). 20 SPEAKERS CV SHAHRINOLDIN OTHMAN Colonel Ir Mohd Pauzi bin Deris (R) graduated from ·University of New South Wales, Australia in 2008 with a Master of Management Studies in Defence Capability Development and Acquisition. From 1997 until 2013, he was involved in various roles in project management, quality assurance, and training within the Malaysian Armed Forces. Then, from 2016 until 2020, he was the Armoured Wheeled Vehicle 8x8 (AV-8) Project Director (Deputy General Manager), DRB-HICOM Defence Technologies Sdn Bhd (DEFTECH) in Pekan, Pahang. He is also the member of Industry Advisory Panels for various Malaysian universities and he has Professional affiliations with the Board of Engineers Malaysia (BEM) and the Institution of Engineers Malaysia (IEM). He has won the ”CEO of the Year 2017” award by Kumpulan Destini Bhd dan ”The Best Company of the Year 2017” but Kumpulan DESTINI. He was involved in the development of the aerospace industry for the Defense, Enforcement, and Security sectors. He was appointed as the Deputy Chairman of the Aerospace Working Group under the Malaysian Industry for Defence, Enforcement and Security (MIDES) from 2013 to 2018, MIDES is chaired by YB the Minister of Defense of Malaysia.
SPEAKEMRr. WSan MCusatVafa bin Wan Hanafi is currently the Deputy Director General of Science and Technology Research Institute for Defence (STRIDE). He has more than twenty five years of experience in technical services, research and innovation in Defence Technology. His expertise includes Electronic Warfare, Electronic Communication, and Strategic Act Export Control for Electronics and Military lists. He was the Director of Instrumentation and Electronic Technology Division between 2018 to 2021 and was appointed as Senior Director of STRIDE in 2021. Mr. Wan Mustafa bin Wan Hanafi is graduated with a Bachelor of Science in Electrical and Electronic Engineering from Technical University of Nova Scotia (TUNS), Canada in 1993; and then obtained his Master’s Degree in Science Electronics and Telecommunication from Universiti Teknologi Malaysia (UTM) Skudai in 2009. DEFENCE INDUSTRY VISIT 1 WAN MUSTAFA BIN WAN HANAFI Deputy Director General Science and Technology Research Institute for Defence (STRIDE) 21 Commercial Manager GADING MARINE Industry (M) Sdn Bhd CAPT KAMARUL AZLAN BIN ABD SAMAD RMN (R) Capt Kamarul Azlan bin Abd Samad RMN (Retired) was commissioned in the Royal Malaysian Navy (RMN) on 9 Jul 1999 as Weapon and Electrical Engineering Officer. Throughout his career, he has served in various units in the RMN. Amongst others, he had been involved in the Refit projects of the RMN ships and capital procurement projects of the RMN’s assets such as helicopters, submarines, missiles and torpedoes. He was also part of the RMN Submarine Force Project Team in France, which oversaw the development of the RMN’s submarine combat system suite as well as the establishment of the RMN Submarine Force Headquarters in Kota Kinabalu, Sabah. His last position in the RMN was as a Director of the Project Management Branch, RMN HQ, where he oversaw the capital procurement contracts of the RMN before retiring from the Service on 9 Nov 21. He has a bachelor’s degree in Electronics Engineering from University of Surrey, United Kingdom, master’s degree in Social Science (Defense Studies) from Malaysian Armed Forces Defence College/University Kebangsaan Malaysia and a master’s degree in Management from UNITAR International University, Malaysia. He is currently the Commercial Manager for GADING MARINE Industry (M) Sdn Bhd who is responsible for the business development and commercial program for the Company.
22 SPEAKERS CV CAPT KAMARUL AZLAN BIN ABD SAMAD RMN (RETIRED) Mr Jal Shazidi bin Bassari was appointed as the Head of Commercial and ICP in January 2023. He manages all commercial and after sales matters related to department works and activities. He also manages all inquiries, RFQ and tender received related to commercial clients, related government agencies and internal company business unit. As the Head of Commercial and ICP, he also manages all company’s ICP and ensure all requirement are fulfilled in accordance to ICP policy and facilitate bilateral and/or tripartite ICP Contract with the Government where applicable. He is also responsible for monitoring closely ICP progress and reporting to Bahagian Industri Pertahanan (BIP) or other government authorities in accordance with contract requirements. He has served various companies previously, such as BHIC Submarine Engineering Services Sdn Bhd, and Fleet System HQ, Royal Malaysian Navy, DEFENCE INDUSTRY VISIT 1 CDR JAL SHAZIDI BIN BASSARI RMN (R) Head of Commercial and ICP Lumut Naval Shipyard (LUNAS) Appointed Managing Director of Airbus Helicopters Malaysia and Regional Head of Operations for Asia Pacific effective 1 January 2023. Axel holds a Master’s Degree in automotive engineering. After 11 years in the automotive industry, where he held various positions in engineering, business development and sales, he joined Airbus in 2012 and the NH90 Finance team shortly after. He took the Head of NH90 Retrofit in 2015 to implement a new industrial model. He moved to Ireland in 2020 to become Airbus Helicopters International Services (AHIS) Managing Director and lead the setting up of a new business model. 23 CAPT KAMARUL AZLAN BIN ABD SAMAD RMN (RETIRED) MEJ PRAGAJESEN PILLAI (R) Key Account Manager - Army THALES SPEAKERS CV Mej Pragajesen Pillai (R) graduated from the Malaysia Armed Forces Academy (ATMA) with a Bachelor of Computer Engineering and further obtained his MBA from UUM. Served the Malaysian Army for 20 years. Among his main positions were Officer Commanding 34 Wksp Armor, Officer Commanding 2 Wksp Brigade and SO2 Electronics and Radar in the AV8 Project Team. Joined Thales in 2017 and has held positions as the AV8 Project Manager, Army Program Manager, Head of Operations and currently is the Key Account Manager for Army.
