VESSEL SAFETY CHECKS. Did you know?
In 2018, Division 6 was extremely active in the field of Vessel Safety Checks,
or VSCs. With the statistic accumulation ending in November, 2018,
Division 6 conducted 3568 VSCs, with Flotilla 06-06 leading the way with
1601 VSCs. In mission hours, the Division had a total of nearly 1600 hours
(1592.5). Of all those checked, only 288 successfully passed the inspection,

FLOTILLA 06-02 HAS COME HOME
A proposal was made during the 23 Oct 18 Flotilla 06-02 meeting to
consider a change of venue for its monthly meetings. Several
locations were suggested, including one to return to the Huntington
Harbour Yacht Club (HHYC) where meetings were once held.
After consulting with Commodore Paul DeGraw of the HHYC, an
invitation to have the Flotilla return to the club was offered. It
included a necessary meeting date change to the 4th Wednesday of Flotilla 06-02 enjoying dinner at the HHYC
each month. before the meeting.
The proposal was presented to the membership in attendance at the
27 Nov 18 meeting and put to a vote. It was unanimously approved
with a target date set for 23 Jan 19. The location change included
additional benefits as well. The HHYC offers dinner starting at 5pm,
has plenty of parking and dock space for boating members. The first
meeting of 2019 was set.
On 23 Jan, members of Flotilla 06-02, including Division 6’s Joel
Kaplan, DCDR arrived at the HHYC early for a special $10.00 pasta
dinner, followed by the meeting. Commodore DeGraw and Vice
Commodore De La Haye formally greeted Flotilla 06-02 back to the
club. We are home. Guy Talbott, current FC for Flotilla 06-02
calls the meeting to order at the HHYC.

D11 SR Auxiliary Food Service
As of 2019, Division 6 now has its own SO-FS. Staff Officer – Food
Services is now part of the Division 6 family which has been assigned to
Frank A. Gonzales of Flotilla 06-06.
What does the SO-FS do? We asked Frank about this and this is what he
wrote about it:
The Auxiliary food service, formerly known as Aux Chef, is an operational
program within the auxiliary intended to directly support the Coast
Guard. We prepare and serve food to CG units on an “as needed basis” on
cutters and land based locations, or anywhere the CG has responded to a
calamity/disaster.

The AUX-FS program was developed on the East Coast in response to a plane disaster in the early ‘90’s. At that
time, the need to serve quality, safe food to emergency first responders was recognized. The use of Auxiliarists
could free up additional CG personnel to perform other needed response functions.
The program was expanded to the West Coast approximately eight years ago. At that time, a request went
throughout the district for volunteers to be trained in safe food handling and preparation techniques. Every
member of the Aux FS program must have two Hepatitis A shots.
The training includes preparing hot foods, cold foods, and sanitizing cooking utensils, dishes, and work
surfaces. All chefs must be trained to recognize how food is cross-contaminated, food temperature
maintenance, safe handling of food, and many other areas. These areas of knowledge formed the basis of the
required PQS. Each qualified FS personnel must have completed their PQS under an approved trainer.

Day Parade that takes place starting at Pearson Park in
Anaheim. This year is no different. On Sunday, 09 Jun 19,

Handling Fire at Sea

“FIRE” is the scariest word on a boat. There is no place to escape to and help will take too long to get there. You
have to prepare by outfitting your boat with the proper types and US Coast Guard approved fire extinguishers
determined by the boat size. The fire extinguishers should be able to handle A (wood, paper and plastics), B
(flammable liquids i.e. oils, gasoline and paints), and C (electrical) fires.
The minimum number of fire extinguishers required by US Coast Guard is as follows:
If the boat is less than 26 feet, only 1 mounted B1 fire extinguisher is required. Boats 26 to 40 feet long require
two B1s or one B2 or one B1 with an automatic fixed system. Boats 40 to 65 feet must have three B1s, or one B1
and one B2, or two B1s or one B2 with an automatic fixed system. Boats longer than 65 feet are no longer
considered small crafts. These boats require one – eight B2s plus additional requirements in the machinery
space such as automatic fire extinguishing systems. The fire extinguishers must be installed in areas where you
can get to it quickly in a bracket on the bulkhead, not in a compartment where you have to search for it.
Fire prevention includes having a working ventilation system that is used properly for 5 minutes prior to starting
engines. Your nose near the bilge is your best sensor for detecting any flammable fumes in the engine
compartment. Practice fire drills with your crew. This includes:
1. Position the boat so that the fire is downwind so as not to inhale the smoke.
2. Stop the engines and all should put on life jackets.
3. If there is a way, shut off the fuel to your engine(s). Do not open the engine compartment. Letting the oxygen
in can produce a flare up.
4. Since the average fire extinguisher only lasts 10-15 seconds, aim the fire it at the base of the flames by
sweeping back and forth. Remember P.A.S.S.:
P: Pull the pin
A: Aim at the base of fire
S: Squeeze the handle
S: Sweep side to side
5. Summon help with your VHF marine radio by calling out MAYDAY-MAYDAY-MAYDAY.

If it’s an electrical fire and your VHF radio is out, consider having an EPIRB

(emergency position indicating radio beacon) or PLB (personal locator beacon) or
hand-held VHF radio. Some VHF radios have an automatic emergency red button

automatic emergency red button that can transmit your position and emergency for you if you have an FCC
registered MMSI number.
Request a courtesy US Coast Guard Auxiliary vessel examination at the beginning of every year to help
prevent fires.

TCOs visit Sector LA/LB and Marine Exchange
of Southern California, San Pedro
A team of our Division 6 TCOs visited two locations on
Thursday, 21 Feb 19 to become more familiar with the
Communications Operations of the Coast Guard and that of
the Marine Exchange of Southern California. They were able
to see the communications operations as the Coast Guard
monitored the activity along the southern California coast line.
Then later, a stop at the Marine Exchange of Southern
California in San Pedro provided the team, courtesy of Captain
Kip Louttit, a firsthand look at how the vessel traffic in and
outbound of our Ports of Los Angeles and Long Beach are
monitored. It was truly an amazing tour.
The team of TCOs were John Olson from Flotilla 05-09, Chuck
Hutchings FC and Mark Hilstad VFC, both from Flotilla 06-01
and Tom Oberlin, FSO-CM and Rudy Lopez Jr, FSO-PB, both
from Flotilla 06-02.

How is this for news? Popeye the Sailor Man
was originally Popeye the Coast Guardsman

This may seem like blasphemy to some, but Popeye started his professional career as a civilian mariner and
then Coast Guardsman. The famous sailor did join the Navy, but as of 1937, Popeye was firmly in the Coast
Guard. A two-reel feature titled Popeye the Sailor meets Ali Baba's Forty Thieves introduces Popeye serving
at a Coast Guard station. The sailor man's creator did not live to see the United States enter World War II, but
it was in 1941 that his creation joined the Navy and the legend of Popeye the rough and tumble U.S. Navy
sailor was born.

Flotilla 06-06 assists City of Yorba Linda
with OC Gold Star Family Ceremony
This twice yearly ceremony held in Veterans Park on Valley View in
Yorba Linda honors Orange County Gold Star Families who lost
loved ones Killed In Action between 2003 and the present. Flotilla
06-06 assists with the ceremony doing logistics and as ceremonial
bell ringers and flag bearers. The bell was purchased several years
ago by Flotilla 06-06 and presented to the Yorba Linda Veterans
Association to use during patriotic services.
