ABSTRACT

This study aims to study the implementation of EKSA in the mosque that we
studied, namely Masjid Mukim Selising, Pasirputeh, Kelantan. The implementation of
the Conducive Public Sector Ecosystem (EKSA) is to implement activities to direction
of creating a neat, clean and organized work environment in the public sector in
particular. EKSA is expected to further raise the level management of a more
conducive work environment while encouraging more innovative government
agencies in turn contribute to increased productivity and quality of public service
delivery. This mosque is the main place for Muslims to worship in congregation. As
a result, it is important that this EKSA be implemented in the mosque, as it will ensure
the community's comfort in the mosque.

1.1 DEFINITION OF EKSA

EKSA was introduced from January 2014 as a branding initiative review
Public Sector 5S Practices taking into account the need for highlighting a quality and
conducive workplace environment to be more relevant to public sector
departments/agencies in Malaysia. Step this rebranding is considered appropriate and
in line with change and current needs to improve the performance and competitiveness
of the organization in while further invigorating the creative and innovative culture
among public sector departments/agencies. It is hoped that the publication of this book
will further strengthen environmental management office so that all public sector
citizens can work in the environment a systematic, comfortable and conducive
workplace. The conducive environment is important in reinforcing high -performing
organizational culture and innovative among departments/ public sector agencies.

A part from that, EKSA also introduced a new evaluation and auditing model
that includes Generic Criteria and Specific Criteria by also considering the differences
of Government agency premises according to the types of services provided. The one-
size-fits-all approach previously practiced was found to be inadequate to meet the
needs of the multicultural of Government agencies at present.

In conclusion, Afterward, the EKSA introduced is not meant to replace the
existing 5S concept, but rather to enhance the 5S elements by supporting in the
creation of a conducive work environment. (Morrow, 2013)

1.2 OBJECTIVES OF EKSA

The objectives of EKSA are practice encourage sector departments/agencies
the public places an emphasis on service system delivery, customer friendly and giving
comfort while dealing. Share customers with disabilities (OKU), appropriate facilities
should be provided. The implementation of this EKSA is direct support efforts to
strengthen a high -performing organizational culture among public sector agencies
through the provision of a work environment a conducive and positive work culture.
EKSA’s new approach is like collaboration of consulting services with other
government agencies proves that efforts to create a conducive work environment this
is holistic across locality and scope of agency services. (kelantan, 2018)

Moreover, improving the corporate image the identity or perception of
customers/stakeholders toward an organization's environment, actions, and
achievements is referred to as corporate image. Employees must share the same
values, ethics, and work norms in order to foster a positive corporate culture. In
addition to these features, EKSA places a strong emphasis on environmental safety in
each department/public sector agencies. In addition, creativity and innovation. EKSA
encourages staff of departments/agencies to cultivate elements of creativity and
innovation while performing tasks and their respective responsibilities in order to
improve workplace productivity. The public sector environment frequently changes
as a result. The passage of time necessitates the establishment of a dynamic
organizational culture founded on creativity and innovation. Department/agency staff
are encouraged to always think out of the box to produce a conducive and safe work
environment.

Last but not least, Go Green cultivating encourages activities that contribute to
the creation of a green environment. Emphasis is also placed on the aspect of Green
Practice in the office through the implementation of programmers such as recycling
and improving energy use efficiency in order to save resources. It is hoped that Green
Practice activities can be applied to all citizens' departments/agencies in order to
maximize utilization of resources.

2.1 BACKGROUND OF THE MOSQUE

Masjid Mukim Selising was founded in 1962 at Mara, Selising, and has since
relocated to the Selising District of Bukit Jawa, 16400 Pasir Puteh, Kelantan Darul
Naim. The new place of the mosque was donated from someone, which is around one
hectare in size. Masjid Mukim Selising could only hold roughly 500 people at initially,
but following renovations, it can hold between 1500 and 2000 people. “Solat
Didahulukan, Berjemaah Diutamakan” is the Masjid Mukim Selising's motto. It
indicates that every Muslim must prioritize their prayers above all else and avoid doing
individual prayer. As prophet SAW said, “Congregational prayer is 25 times better
than individual prayer” and “Whoever offers his evening prayer, night prayer, and
noon prayer in congregation in the mosque, it is as if he had spent the whole night
worshipping”. (org, n.d.)

Location of Masjid Mukim Selising is a convenient place because the mosque
is next to a football field, a night market, and a clinic. As a result, everyone used to go
to the mosque to perform their prayer or take a break. nurse, hawkers even kids will
go there to pray. When peasants run out of water, they may sometimes go to the
mosque and get it from there. Furthermore, this mosque is classified as A in Pasir
Puteh, Kelantan.

2.3 SERVICES AND ACTIVITIES

This mosque provided many religious activities such as maghrib lecture to
teach about Islam. This lecture would be held after maghrib while waiting for isya’.
In addition, for the past three years, Ustaz Azhar Idrus invited to give some religious
speech for the villagers. Other than that, forum with Ustaz Don Daniyal and Ustaz
Ghazali Harun Al- Fathoni. They invite some popular ustaz which fulls with
knowledge to give more explanations about islam to the villagers. Religious festivals
and gatherings are held in mosques.

For the past few years, our world has been fighting with Covid-19. During
Covid 19, Masjid Mukim Selising has collected around RM 30,000 and use the money
to donate for some people in the villagers. About 60% villagers of Kg. Selising
received foods which cost RM100 per pack. This will reduce villagers’ burden during
pandemic covid-19.

From 15 December 2014 until 3 January 2015, the floods impacted in
Malaysia. Over 200,000 people were impacted and this flood has been described as
one of the worst in decades. so this mosque during the disaster they collected all foods
and clothes that donated from the villagers at the mosque. During that time, all the

villagers having water issues. They would go to the mosque to get some water for
them to take bath or something else.

Services that provided in Masjid Mukim Selising is Khairat Kematian. Khairat
Kematian is used to facilitate villagers. The members of Khairat Kematian will be
given around RM2K for their relatives if they gone one day. This services is the
preparation for the other day. If fatality happens among the members of Khairat
Kematian, each of them needs to pay or donate only RM3. Overall, the members of
Khairat Kematian are 900 peoples and 10 peoples to collect the money which from
the villagers itself. Everytime fatality happened among the members, his or her name
will be announced. So that, people will concern and knows about his or her death and
they will recite Al – Fatihah. For the islamic funeral and death rites, will be settled by
the members of mosque. They will prepare everything so this services is to least the
burden of their relatives. The fees for joining this club is only RM50. The fees is only
need to pay during registration of the club.

Moreover, service that available at the mosque is hearse. It is free for the
members of Khairat Kematian. For those who not members of Khairat Kematian, they
need to pay around RM30 to RM50 based on distances. Furthermore, to take the corpse
at another state, they will be paid only RM 0.50 per km. this hearse was donated from
BSN at 2014 and for the price is RM128 000 complete set.

DESCRIPTION FOR KEY ROLES

Every organization must have their own organizational chart which is that
organizational will help all the person to understand and to know who is in charge in
the certain cases or any problem.For example,there a problem that arise at mosque
such as a broken door and after that,all the mosque congregation did not know who is
must they tells that problem in order to solve that problem.So,the organizational chart
were important because the mosque congregation can refers to that chart and can know
who is responsible towards that problem.But,in order to forming an complete and
effective organizational chart,there must be a key roles in the chart such as
Chairman,Secretary and Exco Cleanliness.

First of all,the roles of Chairman.In an organization,chairman were assumed
as a leader to the organization or in other words as a heads for that department.And,this
statement already enough to tells us that everything such as a problem,idea, or any
things that involved the section that he leads,he must take note for the whole
thing..Next,chairman must play a role to chair or lead every meeting that been held by
the organization and also must make sure that every meeting were runs smoothly
without any problem.After that,chairman also must signing all the letters and official
documents of the mosque in order to avoid any misunderstand or any problem arise in
the future.Lastly,the most importants task for chairman is to ensure all the committee
members doing their trust and responsibility towards the mosque.

Second key roles is Secretary.For the roles for secretary,this roles can be tell
as a backbone for that organization.It is because all the activities that been planned
must be through secretary first before that program been approved by
chairman.Secretary also must attend all the meeting and record the details and results
of the meeting and distribute the minutes of the meeting to the relavant members
before or at the next meeting.Next task is prepared annual report about mosque
activities that will be presented at annual general meeting.Lastly,handle all
correspondence and keep documents and records of the Mosque Parish Committee
and Mosque Officers.

Third key roles is Section Leader.Section Leader also must act as a leader and
show the leadership tu the person who is under him.A person who is appoint for this
roles must have a good communication skills with his subordinates so that the
subordinates can improve themselves by asking the leaderBecause of that,he must
make sure all of his subordinates doing their task by their roles,Besides,Section leader
also must give a training to his subordinates when needed so that there will not have
any problem in the future.

Fourth key roles is Exco Cleanliness.Exco Cleanliness is responsible to take
care the cleanliness around the mosque and make sure that all the mosque
congregation practice hygienes practices.This thing were important in order to give a
comfortable surroundings to all the society who came to mosque to worship.So that
the society will feel happy and more attracted to came to the mosque.

Last key roles is Exco Security.For the person who is in charged for this
roles,he must make sure that mosque condition and situation were in a good condition
so that there will be a bad thing happen to the mosque.For example,someone broke to
the mosque because to steal the mosque moneyAnd this roles also not just about the
safety of the mosque,but it also about the safety of the congregation that came to the
mosque.

Diagram 1 above show that the fully floor plan of the Masjid Mukim
Selising.From that plam,we can see that the facilities such as parking area,men and
women ablution room.men and women prayer room,men and women toilet and also a
store have been provide by the mosque.All the facilities that been show were in a good
condition and have facilite all off the congregation that came to the mosque.

PARKING AREA

First of all,that is most important facilities in that mosque which is parking
area.Parking area that been provide were very useful to the society that came to
mosque in order to worship.And for the information,the size of that parking area were
so spacious so that the problem such as lack of parking area can be prevent especially
on days when many congregations come to perform prayers.For example, Friday
prayers, Aidilfitri prayers and also five -time prayers.And this thing is relevant to say
because of the the location of the mosque is in a residential area.Besides,this mosque
also were located near the main road which is there is high probability of nomads
stopping to perform prayers or rest.

ABLUTION ROOM

Picture above also show one of the facilities that been provided by the mosque
which is that a place for the congregation to take ablution.Based on that picture,we
can see the situation for the facilities were in a good condition.Women congregation
also still can take ablution in a comfortable condition because of the design for that
place is so enclosed.This thing is needed because of the women congregation must
take care of their aurat from been seen by the men congregation at the mosque.At that
place also provide a large number of pipes so that the congregation do not have to
waste their time waiting for their turn to take ablution.

TOILET

Next facilities is the toilet.Every mosque must have their own toilet because
that facilities also were assumed as a important facilities in the mosque.In other
words,some people or society must be angry and complain if any mosque did not have
a such facilities.The toilet were used by all the society who came to the mosque in
order to pee or anything else such as take a bath.For the information,the toilet provided
by the mosque have two section which is one for a male and one else for the
woman.That thing were implement in order to avoid any problem and to give
comfortable to the societyAnd every toilet at the mosque were in a good and perfect
condition including the tools such as buckets, pipes and so on.

PRAYER ROOM

Furthermore,the main facilities in every mosque is prayer room.Prayer room
is used by congregation in order to worship such as perform prayer or reciting al-
Quran.And prayer room in every mosque were divided into two section which is for
men and also for woman.The function for do that thing is also same to other facilities
such as toilt and ablution room which is to give a comfortable zone to the congregation
at the mosque.And for basically,every prayer room will be equipped by a such of nice
and clean carpet.Besides doing the worship,congregation also use the prayer room in
order to rest for a while due to the comfort that been created.

STORE ROOM

And one of the last facilities at the mosque is store room.The function for the
store room is not too much except to keep anythings that belong to the mosque such
as equipment or tools that been used to take care and clean up the mosque
surrounding.Besides,mosque also keep the things that will be used to managing the
remains such as coffin,coffin carrier and shroud.

3.3 DOCUMENTATION OF ISSUES AND
RECOMMENDATIONS OF RECTIFICATIONS

Initially, we will discuss about the 5S adaption in the elected mosque
apparently Masjid Mukim Selising located at Selising, Pasir Puteh, Kelantan. and
synchronize it. 5S is the quality environmental management’s tool that idealized by
Japan in 1980 with the focus on five steps of implementation that starts with the
alphabet ‘S’ to reach goals out of systematical hygienic practice. Those five ‘S’
represent the words Seiri, Seiton, Seiso, Seiketsu and Shitsuke. Its delegate the
meaning of “Sisih, Susun, Sapu, Seragam dan sentiasa Amal” in Malays.

5S practice is the most effective technique in order to realize the constant
inclination culture or known as “Kaizen” in Japanese. Kaizen here means the gradual
fixing but consistently especially in human resource and progress activities. To ensure
it will succeed, high involvement and commitment are required from all levels of staff
in organizations (SAFII, 2021). It is prerequisite that every establishments or firms
follow 5S concepts in term of achieving high-quality management whether in public
or private sectors. So, what 5S issues and recommendations that being recognized in
every zone within the Selising’s mosque.

SEIRI

Seiri is one process to remove all unnecessary items from workplace.
Specifically, this segregation process assists in determining which items are needed
now or in the future and need to be stored in designated storage places. Unnecessary
items will be disposed of. For instance, removing or minimizing anything in the office
that could disrupt the workflow, removing all items that aren't in use, and adopting
measurements to minimize clutter accumulation. Sorting also entails getting rid of any
unwanted machinery, tools, paper papers, and even regulations and instructions. Aside
from that, you must ensure that these tips are followed on a regular basis, as clutter
tends to accumulate when you are not paying attention to it. One of the Masjid
Selising’s issue the mosque itself has abundant of unused appliances such as
duplication of old chart board that prescribe with old information that remain
unreplaced. Mosque’s committee members should up to date and get rid of
unnecessary template or brochure even during the pandemic restriction order and
people unallowed to go to their religious houses however, they should not leave it at
stagnant at least if conventional just remove all of the old redundant paper for the
newest could easily be seen by the people.

Same goes to weekly schedules of religious talk or ‘Tazkirah’ by invited
preachers. It’s already obsolete and outdated. It provides no function as people
prevented from any gathering or solemnization. What I noticed there, the mosque also
lacks of security camera for purpose of patrolling the place’s safety of course.
According to secretary of the mosque humbly want to be called as “ayah din’ said that
Masjid Selising incur a lot of contributions from any kinds of agencies including from
municipal government under the name of Yayasan Islam Kelantan (YIK) since 2006
to 2019 and up till now the allocations received and collected amount about more than
RM700,000. As result, my suggestions for installment and setting of CCTV cameras
not going to be a huge problem for them. At the end, it will benefit the mosque in term
of Increase the amount of useful space, improve the safety of your workspace, improve
the looks and presentation of your workspace, reduce time lost looking for items and
encourage regular cleaning and recycling of items. (Kos, 2020)

SEITON

The next feature is ‘seiton’ which is encompassing on an orderly set of
arrangement like the tools and other office appliances are easily found and
convenience for others to find and make use out of its. Seiton also expects you to keep
the workplace as safe as possible, with the purpose of keeping the workflow as smooth
as possible while also protecting individuals. Try to imagine if a colleague had used
sharp item such as scissors or knife and then he forgot to put it back from the place he
took (he leave the scissors at his table among the piles of file and another co-worker
happen to take something from his desk and any injuries could occur undeniably.
Some businesses add a sixth S to the 5S technique, which stands for "safety." Move
to mosque issue, we anticipated that the mosque really did their job regarding this
matter. When we stepped foot inside the mosque was the bookshelves was really neat
with each level have their own tape mark that distinguish between al-Quran and Hadith
scriptures. Everything was scheduled well and it quite an eye-opener for those whom
first time went inside. It fulfills the aspect of seiton to assign fixed locations for
machinery and items (and group them accordingly). Additionally, the mosque also has
arrows for usage of determine the ‘Kiblat’ and adzan digital timetable. Despite the
good side, they need to come with more al-Quran’s rehals in conjunction with massive
number of books. Besides, they also lack of cabinets for people to put their shoes and
slippers. At least, provide with five shoes cabinet rather than people leave their
footwears unarrangeable and this might lead to shoes loss or getting dirty. Same goes
to carpet for Jemaah to wipe their footprint first before entering or after performing
ablution at the pipe nears the toilet. (Din, 2021)

SEISO

Seiso or Shine necessitates regular workspace cleaning, the prevention of
equipment damage, and the maintenance of a pleasant working environment. Any
abnormalities or defects in the workplace (i.e., things out of place, malfunctioning
machinery, etc.) must be immediately identifiable in seconds so that they can be
corrected. The mosque itself although during pandemic should keep their cleanliness
as number one. The worse global infections, the more awareness of maintaining our
hygienic condition. The floor along the balcony honestly filthy and extremely murky.
Dust floor;

So, we suggest here that weekly cleansing needs to be considered in order to
preserve the mosque’s image in term of cleanliness and cheerfulness. Furthermore,
other than dusty floors, several tiles already wrecked and hazardous to people who
walked without consent. Rain pipe also need to be repaired or exchange to a new one.
Rectification that can be made is the executives shall allocate money or use mosque’s
saving to buy new tiles and replace its with the new ones. It associates with EKSA
goal to create a conducive workplace. Main objectives are to having a clean and

pleasing environment to work in prevention of errors and defects, better safety in the
work environment, performing inspections of the workplace when cleaning.

SEIKETSU

The standardize component of the formula provides guidance on how to
standardize all potential best practices in the workplace for all jobs, as well as how to
maintain continual order. Everything should be in its right position at all times, and
everything should follow a regular procedure. Standard operating procedures should
be written down, and tools such as checklists, visual signs, and reminders should be
utilized to ensure that everyone follows the same guidelines and keeps the
environment as clean and orderly as possible. It's also a major bonus to keep the
working places in sync with one another. These high standards must be adhered to at
all times to ensure that outputs are of the highest quality and that they are produced as
efficiently and effectively as feasible. It is relatable with the mosque standards that
comply the uses of bureau as part of the management and committee structures. It
illuminates the delegation of power beautifully and without question help to organize
mosque’s administration. It also associates with one of EKSA criteria which is
conserves the corporate image into the office (Kos, 2020). By corporate images,
certain organization must have authentic standards, for example, the landscape of the
mosque should look as what it should going to be looked. Of course, the mosque must
adopt the elements of soft that represent the peace of religion as well as Islam image
itself. Avoid any unnecessary characteristics that could ruin the portrait. What we
noticed, Masjid Mukim Selising decorated their mosque more into garden’s
picturesque that almost similar to a kindergarten. Planting and arranging follower pots
are not wrong but slightly would be enough., no room for “violet ever garden”.
Anything else is in the matter of management. Their board of management really runs
the task well and most of them were educated. The mosque’s secretary genuinely an
astute person and sharing information to us gingerly. Lastly, they should add the latest
phone numbers of Mosque’s committee members to ease other people to seek for help
or information.

SHITSUKE

Last but not least, the term shitsuke or sustain conveys definition of building a
remarkable culture and maintaining order and discipline in the workplace. We can
assume conducive workplace very essential regarding this point. As time changes, the
system also needs to be updated thus the orientation of systematical organization can
be maintained. However, sustaining a high-quality culture cannot be forgotten. It
remains nurtured and fostered in organizations. As seen in mosque case, during this
pandemic the government already gazette the obligation for every shop, restaurant,
company and etc. To ensure the checking of temperature and scanning of Mysejahtera
followed for every single human who wants to enter the establishment. Same goes to
Masjid Selising, almost everyday there are table put in at the faced of the mosque and
there is Bilal who is going to check anybody that coming complete prepared with
equipment. That showed the discipline accustomed into mosque’s society. What they
can improve more is trying to invent a green culture. EKSA very famous with their
‘Go Green” concepts that practicing the 3R practices which is reuse, reduce and
recycle. We can exchange the old trash bin with the green one (Recycle bin).
Simultaneously, we have an approach to inculcate the importance of nature at our
mosque. The mosques also being part of reducing garbage such as leftover from plastic
and other industrial leftovers. We may not see it significantly as Nature’s activist but
at least aquatic lives can be saved. It also reduces huge amount of cost by go green.

4.1 CONCLUSION

As the conclusion, practicing EKSA at the workplace especially in public
sector can give a lot of benefits to the management. For sure, the outcome and
productivity of the organisation also will become positive. In this assignment, we have
used Masjid Selising as our observation regarding EKSA. There are some of the 5S
already being followed by this mosque and some not. So, there is still some benefits
that this mosque gain since they practised EKSA.

The first benefits of practicing EKSA is creating a positive working
environment. As we know, at they workplace, the subordinates are the assets of the
company or organisation. So, it is important to make sure their healthy is at the highest
level. A positive and conducive working environment can become the key factor that
can maintain the subordinates health level. From that, the subordinates can become
more productive to the company or public sector. They can contribute more for the
company due to their happiness and healthy level. Besides that, they can carry out the
duty given perfectly. For instance, the committee members of Masjid Selising such as
Imam, they have been provided a room to perform their daily task and duty. Besides
become an Imam 5 times daily, they also have other duty to perform regarding the
mosque and also the community. So, a room for him is very compulsory then he will
become more productive and his healthy level is maintained. But, I would like to
recommend that the mosque should have a meeting room that can be used by the
committee members for a meeting and planning process.

The second benefits of EKSA is, can magnify the customer service quality.
Customer service means the service given to the customer before, during and after the
purchase or negotiation. The success of customer service is depending on the customer
satisfaction regarding service provided to them by the employee of the company.
(Lewis, 1990) EKSA does promote the protection aspects or safety aspects for the
employee and also for the customers. Customer does not seek for it but it is demanded.
The organisation or public sector is responsible to make sure the customer’s safety is
under control when they are in their premises. As example, during this Covid-19
pandemic, everyone need to protect care each other from the viruses. And, it also
become the responsibility of the committee members of Masjid Selising to protect the
congregation or people who come to the mosque by providing My Sejahtera QR Code
for them to scan. Next, in terms for the safety to the customer or the people at the
mosque, they also provide fire extinguisher to ensure the safety of everyone.

Last but not least, promoting efforts supporting the campaign Go Green.
Actually, in order to create a positive working environment , a green environment
should become the key factors at the public sector or organisation .EKSA also
supporting public agencies to create or build a green environment through green
program. Every public agencies are required to do carry out green activities such as
recycling and enhancing energy efficiency. This kind of activities can save a lot of
spaces, time and also capital of the public agencies. So, the public agencies can save
a lot of money besides creating a green environment. As example at Masjid Selising,
they do using reusable dishes and also cutlery. As example, they use Tupperware
dishes for any feast that being held at the mosque. They would rather washed it after
the feast than buying and using polystyrene dishes that will harm the environment. So,
we can see how EKSA have encourage them to create a green environment.

4.2 LEARNING REFLECTION

Praised to Allah S.W.T we could complete this task including the observation,
research, presentation video and also this report. T o be honest, in order to complete
this project, we have faced a lot of challenges. Some of it, we have faced it before
during our previous semester and some of it not . But, we are able to carry out the
solutions for the challenges and problem that exist. For example, the first problem we
faced is, we cannot do the research about the mosque together. As we know during
this pandemic and MCO, we cannot cross the state and district border to go to the
mosque. It is because the mosque is located at Selising , Pasir Puteh. And some of us
stay at Terengganu, Kota Bharu and also Pasir Mas. Only two of our members can go
to the mosque and do research and observation.

Secondly, it is hard for two of our members to meet the committee members
of the mosque. It is because , they are not 24/7 at the mosque. Commonly, they will
return to their home after completing the prayer. But, we are able to meet them at last.
We do the research and asking question through video call except for Kasfi and Fatnin
because they are there. Even though it is quite awkward for us, but for the sake of
responsibility , we need to face it in order to complete this project. Actually, there are
still some challenges that we faced, but we already faced it during our previous
semester. So, it is not a big deal for us.

The lessons that we have learned from this task and project is, we need to adapt
ourselves quickly with the new norm. As we know, we are living in new norm era
which everything is totally different from before. So, we have to adapt with it or else
we cannot finish this task and duty. Secondly, we have learned that working in a group
is not easy. Yes, it is true everyone just need to do our own part, but dealing with many
person is not easy. We have to deal with time management. We need to seek and set
for a free time for each of us to do a meeting and discussion about this task. But, I
think each of us will be familiar with it soon. So, when we are at workplace in the
future, we know how to handle this problem.

Last but not least, we are very happy because we are able to complete this task.
Even though it is quite challenging but we trust the learning process. It is good for us
to faced all the challenges and problems. So, if we face it again in the future, we know
how to overcome and handle it.
