The 122nd MVMA Annual Meeting held Thursday, February 7th-Saturday, February 9th at the Hilton
Minneapolis was a major success with nearly 2150 veterinarians, veterinary technicians, staff, students,

Capitol Report

The Minnesota Legislature convened on January 8, 2019 to begin the
first year of the two year biennial session. This session, by law, must end on
May 20th which gives the legislators nearly five full months to complete their
work. With numerous bills already introduced in each body and more coming
there will be many bills that will not get a hearing. With this in mind the MVMA’s
Governmental Affairs Committee met on February 8, 2019 to discuss the MVMA’s legislative agenda
for the session. House Agriculture and Food Finance & Policy Committee chair, Rep. Jeanne Poppe,
was a guest at this meeting and she shared her thoughts about the current legislative session.
The 2019 Veterinarian Day at the Capitol was held on a snowy February day with over 30
veterinarians registered for the event. Not everyone could make it during the snowstorm but those
who were able to get to the capitol were able to meet with key legislators about MVMA issues. MVMA
lobbyists, Cullen Sheehan and Cory Bennett, put together a “talking points” sheet for members to
share with their legislators. The following issues were included on this sheet with opioids leading the
list since this issue is expected to consume a great deal of time at the legislature with veterinarians not
excluded from the discussion as prescribers along with other health professionals:
OPIOIDS: The opioid crisis has been front and center at the Capitol this year. Veterinarians are not
immune from the abuses that have occurred, but also are impacted by actions the legislature may
take into consideration. We want to be aware that we, as an association, have proactively taken
action to address this issue with our own VetPMP system. Currently it is a volunteer system recently
launched at the MVMA convention under the umbrella of VetPMP, LLC. However, it’s possible that this
system could look and operate differently if it is adopted by the state in the future.
General Opioid/Veterinary Practice information:
o As you know, veterinarians deal with animals and are not presently required to report prescription
data with the human Prescription Monitoring Program (PMP) database.
o We are concerned that veterinarians could get lumped in with human related health care
professionals, doctors, nurses, pharmacists, when it comes to statutory definitions that could have
unintended consequences.
o Animals can have multiple owners and often times, over their lifetimes, different names. This poses
a problem under the human PMP system and creates complexity in tracking prescriptions that human
medical professionals wouldn’t have when it comes to complying with new laws.
o The MN Board of Pharmacy in previous years indicated that the current PMP system has some
limitations with veterinary data and use. Consequently, legislators and the Board of Pharmacy have
responded by not recommending the inclusion of veterinarians at this time.
o We ask that as legislators grapple with this issue, they reach out to veterinarians and the MVMA
for their input. Lastly, we share the concern over the opioid crisis and we are equally committed to
partnering with legislators in winning this fight.
The Opioid Stewardship fee legislation: SF751 (Rosen) and HF400 (Olson)
o The MN Veterinary Medical Association is currently neutral on these bills. As they are currently
drafted, we do not oppose or have concerns.
Veterinarian Immunity: SF1517 (Weber) and HF1530 (Poppe)
o The MN Veterinary Medical Association is supportive of this bill. This bill provides immunity from
civil and criminal liability for licensed veterinarians, who are acting in good faith and in the normal

course of business, when reporting known or suspected animal neglect, cruelty, or abuse.
Dangerous Dog Registry: SF361 (Laine)/HF297 (Runbeck)
o The MN Veterinary Medical Association is supportive of this bill. This bill directs the commissioner
of public safety to develop and maintain a computerized data system relating to dangerous and
potentially dangerous dogs. The commissioner shall maintain this data in a manner that ensures it is
readily available to law enforcement agencies and animal control authorities and can be searched by
the identification number of the microchip implanted in a dog.
Large Animal Veterinary Student Loan Debt Relief: SF285 (Hoffman)/HF170 (Daniels)
o This bill is not needed at this time as the Large Animal Veterinary Student Loan Forgiveness
Program is currently allocated $750,000/biennium in base funding with no sunset.
Chronic Wasting Disease: SF1359 (Hawj)/HF553 (Becker-Finn)
o The MN Veterinary Medical Association has not taken a position on this bill. The bill transfers
the authority to regulate farmed cervidae from Board of Animal Health to Department of Natural
Resources.
University of Minnesota Funding Requests
o HF984/SF1249: The MN Veterinary Medical Association is supportive of this bill. The bill
appropriates $1,804,000 in fiscal year 2020 to the University of Minnesota to develop a diagnostic
test for chronic wasting disease that uses samples from living deer.
o (Pending House and Senate bill numbers): The MN Veterinary Medical Association is supportive of
this item. The bill appropriates $1.0 million to the Veterinary Diagnostic Laboratory to expand and
enhance the laboratory’s services. The University’s laboratory is Minnesota’s only full-service lab for
animal health diagnosis and is the official lab of the Minnesota Board of Animal Health.
HF916 (Kunesh-Podein)/SF960 (Dibble)
o This bill would make it a misdemeanor crime for an animal shelter, humane society, society for the
prevention of cruelty to animals, animal control facility, or pound to euthanize a pet or companion
animal using carbon monoxide, carbon dioxide, or other non-anesthetic gas. The MN Veterinary
Medical Association is neutral on this bill.

The MVMA with its lobbyists Cory Bennett and Cullen Sheehan as well as Dan Tjornehoj and Dr.
Tom Hagerty will monitor these proposals and many others that will come up in the course of the
next 90 days. If you were not able to attend this year’s Day at the Capitol in February please consider
meeting with your representative or senator when they are back in their home district often at the
end of the week or weekend during the legislative session. Reminder to send your 2019 VET-PAC

immune globulin (HRIG) had been properly infiltrated around the wounds. It had not - the ER doc
had given it all in the lateral thigh – and refused to take our counsel on proper administration –
they didn’t want to hospitalize and anesthetize the baby. We called the parents to urge them to
take the baby to another hospital. We called CDC for advice before calling ahead to the second
hospital. How much HRIG to infiltrate into the wounds on top of the full dose that the baby had
already received? Considering the age of the patient and the incredible risk of rabies with this
exposure, was any change in the vaccine protocol advised? It all came together and thankfully, this
baby lived, likely saved by a practicing veterinarian and veterinary technician doing their public
health jobs.

Highlights from the MVM Foundation

Doing more for the future of veterinary
medicine is at the heart of the MVMF
strategic plan. One of the hallmark
aspirations is to provide more and
larger annual scholarship awards for
veterinary students. The 2019 Annual
Meeting showcased the significant
strides MVMF has made toward
pursuing this goal. A record number
and value of scholarship awards were
celebrated at the Annual Business
Meeting, including the bestowal of two
brand new scholarships. The Animal
Emergency & Referral Center of MN
launched the AERC Scholarship this
year, requiring scholarship applicants
to express in their own words the
importance of practice ownership. Also
new this year, the MVMA VBMA Student Scholarship was formed by MVMA to promote business
leadership. Both new scholarships will be offered on an ongoing basis to help provide financial aid
and reward academic excellence.
The MVMF provided two Discretionary Awards of Excellence this year, honoring scholarship
recipients who were clearly worthy of an award but did not fit any of the scholarship categories
or in cases where multiple applicants were deserving of a particular award. The MVMF awarded
a total of $67,000 in DVM student scholarships in 2019. Snow and ice did not deter scholarship
recipients from attending the Annual Business Meeting to receive their certificates, and the crowd
of hundreds of MVMA members celebrated their accomplishments during the awards ceremony.

Dr. Albert Chase Batchelder, age 91, of Faribault, MN, died on Monday, February
4, 2019, at Homestead Hospice House, Owatonna. Funeral services were held on
Saturday, February 9, 2019, at 2:00 p.m. at The Cathedral of Our Merciful Saviour,
Faribault. He was a life member of the MVMA.
Dr. Batchelder was born and raised in Faribault. He served in the United States Navy
and Army. In 1956, Albert was united in marriage to Janet Mangham in Faribault.
He worked at the Faribault Veterinary Clinic, where he was a founding partner, and
the Faribault Animal Center as a Doctor of Veterinary Medicine. He served on the Chapter of The

PHP Offers Free Inactive Client Program

The Partnership for Healthy Pets (www.partnershipforhealthypets.org) has introduced
another practice-building program called the Inactive Client Program. MVMA members
can go to the above website to obtain free information, instructions and marketing
materials that they can use in their own practices.
The findings from a study conducted a few years ago showed that practices that
used this program had an overall 8.5% inactive client response rate; it brought in an
average of 128 lapsed clients per practice; and had an outstanding re-engagement
response especially among feline and senior pet owners. Bringing inactive clients back
is often easier than finding new clients.

The two main points that the Inactive Client Program focuses on is the client’s
visitation history and it employs messaging that touches on the concern and welfare that most clients have
for their pets. In addition to the information and materials found on the Partnership for Healthy Pets website

Kenyon Veterinary Clinic Visit

is a quaint community of Kenyon, Minnesota and
where you will also find Kenyon Veterinary Clinic. The
Kenyon Veterinary Clinic was started in 1939 by Dr.
W.A. Bohan who has retired from the practice. The
current owner, Dr. Brent Born, joined in 1998. Dr.
Brad Prestemon has practiced in the area for 11 years
and he eventually joined Dr. Born and the Kenyon
Veterinary Clinic. Dr. Born was raised in Iowa where
he attended Buena Vista College in Storm Lake earning
a degree in Biology while playing and coaching football. 
He then attended Iowa State University where he
earned his DVM.  Dr. Prestemon is also an Iowa native
and he also obtained his DVM degree at ISU after
graduating from Luther College. Both veterinarians
have families and enjoy the outdoors. Dr. Born is a
supporter of the MVMF golf and clay shoot events.

Today, the Kenyon Veterinary Clinic is a small well-equipped veterinary practice offering a wide
spectrum of high-quality veterinary services based on the latest technological and scientific
innovations.

While I was wrapping up my visit with Dr. Born in his front lobby one of the local restaurant chefs
dropped off some of her Mexican food delicacies that I was able to enjoy with Dr. Born and staff. I
realized that this is one of the enjoyable aspects of working in a smaller community and having the
close relationships with the community and local businesses.

the University of Minnesota Veterinary Medical Center. For ten years, she was an instructor

Maria received her VTS in dentistry and is currently serving on the credential committee with
the AVDT. She works part-time at MVMA (Minnesota Veterinary Medical Association) as a
systems and credential coordinator, volunteers for Leech Lake legacy, and provides training and
education through Midmark Animal Health as well as private clinics and veterinary technology
schools. She is happily married, has 2 children and 2 yellow Labrador-retriever mutts. In her
spare time, she enjoys being the editor for her local elementary school’s yearbook, loves to bake,
travel, camp and hang out with friends.

During Friday’s MVMA Annual Business Meeting Dr. David Fell presented the MVMA veterinary
awards, including the Veterinarian of the Year to Dr. John Lillie, Jr. Inside this issue you can read
more about the award recipients. Business meeting attendees approved new board members with
Dr. Connie Sillerud as Vice President and Drs. Jessica Fox and David Lee as Directors.
The Annual Meeting wrapped-up on Saturday with author, playwright and teller of tales, Mr. Kevin
Kling, entertaining us with his stories of creature comforts. Attendees were able to visit 114 exhibit
booths and earn over 30 CE credits with several approved for RACE credits.
At the Annual Meeting, the Foundation raised funds from its silent auction, wine pull and drawing
prizes. Monies raised through these events helps support student scholarships, and veterinary

Veterinarian of the Year – Dr. John Lillie, Jr.

Nominees are members who have given so much to the veterinary profession
as well as to their community, a well-rounded member who is outstanding in
the profession.
Dr. Lillie received his Bachelor of Science degree from the University of
Michigan, his Doctorate degree of Veterinary Medicine from the University
of Minnesota College of Veterinary Medicine and completed his Small
Animal Medicine and Surgery Internship at Colorado State University
College of Veterinary Medicine. His special Veterinary interests are in
surgery and advanced dentistry, in which he continues to further his
studies.
Dr. John C. Lillie, Jr. is currently the Medical Director of Keller Lake
Animal Hospital. He started the clinic in 1990 to fulfill his desire to spend more time one-on-one with each of
his patients. Previously, he was a partner and co-owner of another small animal hospital in the Twin Cities.
Dr. Lillie has enjoyed serving on the Board of Directors of the Animal Emergency Clinic in St. Paul, and on
the Board of Directors and as President of Animal Emergency Veterinary Services in Minneapolis. Dr. Lillie
has also served on the Board of Directors for the Ramsey County Humane Society and has over 15 years of
service on the Board of Directors of the Veterinary Hospital Association and has even served as President. Dr.
Lillie is also on the golf committee of the Minnesota Veterinary Medical Foundation which raises money for
student scholarships in veterinary medicine.
Dr. Lillie is a member of the American Veterinary Medical Association, the American Animal Hospital
Association, the American Veterinary Dental Society, the Cornell Feline Medicine Society, and the Minnesota
Veterinary Medical Association, of which he is also a committee member and sponsor. Dr. Lillie is on the
Deans Advisory Committee to the University of Minnesota College of Veterinary Medicine. He volunteers
his time and veterinary expertise to the French Bulldog Rescue Network, of which his daughter is actively
involved.

Outstanding Faculty Award – Dr. Laura Molgaard

Outstanding Faculty Award-This award is given to a faculty member of the
University of Minnesota College of Veterinary Medicine and all its related
departments; who provide outstanding service to Minnesota veterinarians; who
give of their time and talent to the veterinary profession; a leader who makes
a difference to the profession; a dedicated contributor to organized veterinary
medicine.

Dr. Laura Molgaard is the Associate Dean for Academic and Students
Affairs at the University of Minnesota College of Veterinary Medicine and an
associate professor in the Veterinary Population Medicine Department. She
graduated from Iowa State University and went into small animal private
practice before moving into teaching of veterinary technicians, and
then veterinary students.  Dr. Molgaard is the co-lead of the Association of American Veterinary Medical
Colleges (AAVMC) Competency-Based Veterinary Education Working Group. She was the first veterinary
representative invited to join to the International Competency-Based Medical Education Collaborators, a
group of educational leaders in human medical education. Her research interests include selection for and
development of non-technical competencies, technology enhanced learning and outcomes assessment. Dr.
Molgaard is also active in diversity initiatives including veterinary pipeline development, admissions, and
culture/climate. She was the recipient of the Academy for Excellence in the Scholarship of Teaching and
Learning in 2015, an award that recognizes exceptional scholarly contributions to advance excellence in the
C edouncgartaitounlaaltimonisssDiorn. of the Academic Health Center.

Outstanding Industry Representative Award – Kristi Johnson

Outstanding Industry Representative-Individuals who have consistently exhibited
outstanding service to veterinarians and/or the MVMA and have promoted the
profession through liaisons with the MVMA, veterinarians, and the profession in
general.
Kristi Johnson is the territory manager/sales representative for Henry Schein
Animal Health. She is truly committed to her clinics and finds the necessary
products or answers at any time of the day and at all costs. She seeks out
the best options to meet the needs of the veterinary practice and veterinary
medicine. Johnson focuses on helping her customers improve their business so
that they can focus on caring and providing for their patients. She is known in
her community for building strong relationships; she stands for quality in the
profession. Through all the changes in the industry she has stayed focused on
supporting small animal, equine and large animal practitioners. She organizes
and puts on Continuing Education events as well as assisting the efforts of other groups. MVMF, MVMA and MAEP
are just some of the groups that she is passionate about supporting. Kristi is also an active member of the MN
Veterinary Practice Managers Network where she currently co-facilitates the Rochester and Southern MN group.

Distinguished Veterinary Service Award – Dr. John Piehl

Distinguished Veterinary Service Award- This award is given to individuals
who have performed outstanding veterinary service to the veterinary profession
and have contributed to the well-being of animals.
Dr. John Piehl graduated from the University of Minnesota College of
Veterinary Medicine in 1976. He worked private practice from 1976-1986. Dr.
John Piehl has served as a Veterinary Medical Officer with USDA-APHIS for
33 years. He has served his profession and the livestock industry in many
different ways. He was the designated Brucella Epidemiologist and he was
able to declare Illinois Brucella free in 1992. He has worked on the Exotic
Newcastle Disease in CA and tuberculosis and pseudorabies eradication in
MN. When Avian Influenza struck in 2015, he was appointed to a position of
authority auditing claims for indemnity, cleaning and disinfection in MN. He
could be relied upon to know the contents of the Code of Federal Regulations
and how they would be interpreted in a given situation. Other duties include seeing to the inspection of various
facilities and businesses destined to participate in the export market and needing USDA certification to do so. In all
cases, he never lost sight of the need to protect our livestock from potential exotic threats which might have been
inadvertently included in some shipment. Dr. Piehl retired at the end of 2018.

Emerging Leader Award - Dr. Megan Schommer

Emerging Leader Award- This award is given to MVMA members who
have graduated from veterinary school within the past 10 years and have
demonstrated achievement and leadership through veterinary community
involvement.
Dr. Megan Schommer grew up in a suburb of St. Paul, Minnesota, received her
Bachelor of Arts degree in biology from St. Olaf College in 2006, and graduated
from the University of Minnesota CVM in 2010. She completed a rotating
internship in general practice, emergency medicine, and exotic/zoo animal
medicine in Tucson, Arizona before returning to practice at Lake Harriet
Veterinary in Minneapolis in 2011 where she has been an associate ever since.
Her passion is exotic companion mammal medicine.
Dr. Schommer maintains Minnesota Vets, a Facebook group dedicated to connecting Minnesota Veterinarians.
Schommer is deeply involved with MN Pocket Pet rescue as the volunteer veterinarian, an animal foster parent, and
was a finalist for its 2018 Small Pet Select Rescue Hero award. She has also volunteered with SIRVS through the
University of Minnesota. She is currently serving on the MVMA committee focusing on health and wellness within the
veterinary community. Dr. Schommer is also exploring new avenues to create a community within her clinic, including
offering educational seminars to clients and hosting a candlelight pet memorial ceremony on the winter solstice.

MVMA Annual Meeting Awards

President’s Award –
Dr. Mary Olson and Dr. Jennifer Schurrer

The MVMA President’s Award recognizes those who have contributed
significantly to the veterinary profession, MVMA, and/or for promoting
the human animal bond, animal health & welfare or public health.
Dr. Mary Olson graduated from veterinary school at the U of M
-St. Paul campus in 1976. She is one of the owners of East Central
Veterinarians. Mary, along with two other veterinarians, countless
FFA’ers and volunteers are responsible for bringing the Miracle of
Birth Center to the MN State Fair. Mary is quite the ‘people person’
so this suits her well. She has also been the president of the MVMA
in 2000-2001.
Dr. Jennifer Schurrer joined East Central Veterinarians in February
2015 as the Practice Manager. Dr. Schurrer graduated from the
University of Minnesota’s College of Veterinary Medicine in 2006. The following year she obtained her Master of
Science degree also from the University of Minnesota while conducting swine research. Dr. Schurrer is currently
the chair of the MVMA Small Animal Continuing Education Committee. This committee helps to provide an
opportunity for Minnesota veterinarians improve their knowledge and skill to care for their patients.
About a year ago Drs. Olson and Schurrer started to develop what is now known as VetPMP. It has gone through
beta testing and was launched at the 122nd Annual Meeting. It is an improvement over the human PMP. They
came up with VetPMP to help control the current opioid crisis and prevent misuse of controlled pain medications.
This initiative is unique to Minnesota and a monumental step in preventing the opioid epidemic.

the MVMA awarded three exceptional animals at the 2019 annual convention. The Animal Hall of

Fame added Hero, Companion and Professional animals to its list of inductees this year.

Companion Animal of the Year

Freddie
Owners: Dr. Brad Poff and Linda Miller-Poff

Veterinarian: Dr. Jerri Smith

Companion Animal of the Year-Animals who have provided a benefit to
their human companions or their community.
Fred is a diabetic cat who has provided companionship despite
numerous obstacles to many different owners. Fred’s previous owner
passed away and she was rescued by the animal control authorities.
Fred has led an amazing life on the brink of euthanasia, but he never
stopped searching for companionship. Now Fred lives with a couple who gave her the veterinary care that she
needed. Fred can now continue to be an amazing companion because of his resilience and determination to live.
His survival story is an inspiration to all, and has gained him many human and pet friends over the years.

Professional Animal of the Year

Morrie

Veterinarian: Dr. Kelly Griffin

Professional Animal of the Year Award-Animals specially trained to
assist humans.
Morrie is a Labrador Retriever and a Seizure Assist Dog with special
abilities who helps save the life of his handler, Lisa Peterson. Lisa was
diagnosed with a seizure disorder (PNES) more than ten years ago.
Around two years ago, she lost the ability to detect when she would
have a seizure. Now they happen without warning—sometimes in
precarious places like in the shower or on the stairs. If she were to
suffer a seizure in a dangerous place, she could get injured or worse.
Morrie went to work with Lisa in June of 2016 and her life quickly
changed for the better. “Morrie is such a blessing. He gave me my
life back,” says Lisa. Morrie always has Lisa’s back. He’s by her side each and every day keeping her safe.
He helps Lisa during a seizure by laying across her body to suppress her movements, and he helps her get
reoriented after a seizure by licking her face and hands. But even more importantly, he alerts Lisa when
she’s going to have a seizure. Morrie’s ability to pre-alert to a seizure is both tremendously helpful and
impressive. He learned on his own how to detect when Lisa was going to have a seizure and began alerting
her by touching her with his paw. Now he lets Lisa know whenever and wherever they are if a seizure is
coming on, this allows her time to get to a safe location and lie down. Lisa doesn’t need to worry about her
safety anymore and neither does her family. They all know that Morrie will be by Lisa’s side, warning her of
a seizure, staying with her during the episode, and then helping to reorient her once it’s over. Lisa and her
family have been able to experience life like they once did—before she was diagnosed with PNES. Lisa has
regained independence that once kept her shut in from the world for fear of injuring herself. Her Can Do
Canines client services coordinator, Sarah Schaff, says, “Most importantly, she’s been able to be a mom to
her kids again.” All of this, thanks to Morrie.

Hero Animal of the Year

Sadie
Owner: Jack Miller
Veterinarian: Dr. Kathleen Brown

Animal Hero Award-Animals who have saved or preserved human life.
SADIE NAMED HERO. Sadie is a Corgi and Border Collie mix. In the
spring, Sadie’s owner and a neighbor were trying to load a 500-pound
bull calf into a trailer. The calf knocked down both men and ran over the
owner. Sadie went into the pen and heeled the bull into the trailer and
held it there by staying at the rear of the trailer and biting at it. The owner
feels fortunate to have walked away from the incident with only a couple
of broken ribs and a displaced kneecap. He feels that Sadie saved his life
and is even more amazed because Sadie had no formal training in herding.
Sadie saved the lives of her owner and neighbor with her heroic actions and quick instincts during a dangerous
situation.
