1. INTRODUCTION

1.1 The site location and the extent of the site are shown in drawings A5004M-004 and A5004M-
003.

1.2 The Bristol Port Company (TBPC) has extensive open vehicle storage areas on both sides of
Marsh Lane in Portbury, North Somerset. These areas are used for the temporary storage of
imported vehicles prior to their distribution to automotive dealers. The operation of the
storage areas requires that vehicles can be moved within and between the storage areas.

1.3 Access between the storage areas is almost entirely self-contained with no access to the
highway network. The exception to this is that the storage that are severed by Marsh Lane are
separated by Marsh Lane and in order to minimise on-highway vehicular movements between
the storage areas on either side of Marsh Lane, TBPC are seeking to provide a bespoke access
arrangement .

1.4 This Statement has been prepared in support of a detailed planning application to provide an
appropriate form of access.

2. EXISTING SITUATION

2.1 Marsh Lane is a rural standard minor road which provides a vehicular link between Portbury
industrial area and Gordano village. Marsh Lane is typically 5-5.5m wide and has a straight
alignment along the section where the access is proposed. There are no footways or street
lighting and the speed limit is 60 mph.

2.2 To the south Marsh Lane crosses a former railway line via an antiquated masonry overbridge
which forms a kink in the road alignment. Further to the south Marsh Lane crosses the M5 on
a modern bridge structure.

2.3 An automatic traffic counter was installed in Marsh Lane during mid-April for a week. This
revealed typical weekday average 2-way daily flows of 1280 veh/day and peak hour flows of
150 veh/hr. The 85%ile speeds in both directions are 30mph. The traffic count results are
attached at Appendix A

2.4 Reference to the CrashMap website has shown that there have been no injury accidents
recorded on Marsh Lane during the past five years. The Crashmap response is shown at
Appendix B.

3. PROPOSAL

3.1 It is proposed to install a new cross-roads type access with part-time traffic signals as shown
in drawing A5004M-001revB. This will accord with TD 50/04 – The Geometric Layout of Signal
Controlled Junctions and Signalised Roundabouts - and will require localised widening of Marsh
Lane to a 6m width. The gradient of the access roads into the site will both be 10%.

3.2 The junction layout has been designed to incorporate the potential minor diversion of an
existing bridleway and crossing point to form an equestrian crossing facility.

3.3 In addition it is proposed that the existing speed limit of 60mph is reduced to 40mph over the
whole length of Marsh Lane.

3.4 Security standard gates will be provided across the accesses for non-operational periods.

4. OPERATION

4.1 The traffic signals will only operate part-time during the periods when vehicles need to be
manoeuvred between the storage areas either side of Marsh Lane. The requirement to move
vehicles across Marsh Lane will be irregular and infrequent occurring at intervals which are
likely to be several days or more apart.

4.2 The operating pattern is for vehicles to be moved in batches of twelve (corresponding to the
size of the operatives team). Drivers would then be shuttled back across as a group via minibus
ready to transfer the next batch of vehicles. The cycle is repeated until the whole consignment
of vehicles has been transferred.

5. IMPACT ASSESSMENT

5.1 As there is sufficient forward visibility for 40 mph speeds there are no safety issues associated
with the proposed arrangements. Furthermore, the proposal for a 40 mph speed limit will
contribute to an overall safer road environment. The potential for including an equestrian
crossing facility will further enhance the safety of Marsh Lane for all road users.

5.2 With average traffic flows of less than one vehicle per minute in each direction the
introduction of traffic signals will have a negligible impact on the capacity of Marsh Lane.

6. CONCLUSIONS

6.1 A traffic signal controlled junction can be provided which is compliant with the appropriate
geometric and visibility standards.

6.2 The junction will be able to provide a Pegasus crossing for the existing bridleway.
6.3 A reduction in speed limit from 60 mph to 40 mph is proposed.
6.4 The safety of road users can be enhanced through these proposals.
6.5 The effects on existing traffic movements will be negligible.
