NEW FLAG, HYMN Corella celebrates 139th founding anniversary The Municipality of Corella commemorated its 139th founding anniversary or “Adlaw sa Corella” through unveiling of the official municipal flag and signing of the new Corella hymn on September 1. Both the flag and the hymn encapsulate the municipality’s commitment to environmental conservation, unity among its people, and the pursuit of a peaceful and prosperous community. Mayor Juan Manuel Lim and Vice-Mayor Danilo Bandala led the series of activities along with members of the Sangguniang Bayan, MLGOO Josie Montes, heads and personnel of various offices and departments of the municipality, barangay officials, and residents. Corella undergoes SGLG provincial evaluation The Municipality of Corella underwent the provincial level of assessment for the CY 2023 Seal of Good Local Governance on July 13. The Provincial Assessment Team is led by LGOO VII Ma. Reina Quilas with members LGOO III Leonell Cawayan, LGOO II - Richy Amatong and IO I Faye Arielle Oliquino. In an effort to further improve the capabilities of local legislators, the Municipality of Corella in partnership with the DILG Corella Field Office conducted a training workshop on basics of local legislation, Local Legislative Awards (LLA), and formulation of Legislative Agenda at Sangguniang Bayan Session Hall on August 8. Members of the Sangguniang Bayan and their staff attended the first day, which was graced by Mayor Juan Manuel Lim, Vice-Mayor Danilo Bandala, and DILG Corella MLGOO Josie Montes. Lim expressed his support to the conduct of the activity as well as to the members of the legislative body. In his welcome message, Bandala emphasized the significance of equipping members of the sanggunian with the fundamental principles and process of local legislation to effectively exercise their duties and functions. Baclayon MLGOO Regina Gina Bastes served as a resource speaker who provided an in-depth discussion and explanation of the local legislative functions, processes, and principles. Can-upao Punong Barangay Luciana Rañoa shared the settlement procedure and the best practices of the Lupong Tagapamayapa in their barangay such as the one folder per case, electronic database, mangrove planting after mediation and conciliation of both parties, sustained information drive to promote KP, and holding of fact finding, among others. Punong Barangay and barangay secretaries from the Municipality of Corella together with MLGOO Josie Montes visited Barangay Can-upao, Jagna on August 11 for a benchmarking activity on the effective implementation of Katarungang Pambarangay (KP). Barangay Can-upao was the provincial winner of the Lupong Tagapamayapa from 2015-2022 for the 1st to 3rd class municipality category, as well as regional winner from 2015-2018, and national winner in 2016 and 2017. “Kahibaw ba mo?” series launched In its bid to foster engaging and informative initiative, the Corella Sub-Local Governance Resource Center launched another innovation - the “Kahibaw ba mo?” series on September 15. The “Kahibaw ba mo?” series consists of a collection of 30-second to one-minute videos that aim to share valuable information and trivia about the Department of the Interior and Local Government and the Municipality of Corella. Since its launch, there are eight videos posted in the DILG Corella Facebook page. 24
DILG Corella MLGOO Josie Montes presented the updates and accomplishments of the office during the mid-year assessment at Corella Training Center on August 22 to August 23. Montes highlighted the assistance provided by the office during the functionality audits and assessment conducted during the first semester of this year including the Seal of Good Local Governance, Peace and Order Council, Council for the Protection of Children, and Anti-Drug Abuse Council, among others. On top of that was the provision of technical assistance on demand-driven activities like orientation on the Comprehensive Development Plan for the planning team, drug clearing program, Local Youth Development Council, and formulation of the Local Youth Development Plan, among others. The policy brief, which is one of the requirements for the Supervised Field Work Component II of the apprenticeship program, examined the current situation LGOO apprentices present policy brief, recommend revision of revenue code and challenges faced by the Municipality of Corella, Bohol through an analysis of the local government operations, namely: Development Planning, Fiscal Management, Local Legislation, Community Mobilization, and Performance Monitoring and Evaluation. To strengthen the fight against illegal drugs, the Municipality of Corella held an orientation on the new parameters of delisting persons who use drugs (PWUDs) on July 23 at Corella Training Center. Vice Mayor Danilo Bandala told the 105 PWUDs, who attended the activity, that their cooperation is needed to attain the ultimate goal of the municipality to have it declared as drug-cleared in the future. Bandala thanked DILG Corella, Municipal Health Office, and Corella Police Station for organizing the activity. Health officer Dr. Apollo John Bernaldez and Chief of Police PCAPT Nelson Lodripas delivered their messages of support for the municipality's campaign against illegal drugs, emphasizing that it is indeed a shared responsibility between the government and the community. Some of the requirements that the PWUDs need to secure for them to be delisted are a negative drug test result, certification from their punong barangay, a certificate of graduation, a complete bio profile, and other relevant documents. In his closing message, Sangguniang Bayan Member Rogelio Melloria urged the PWUDs to help law enforcement agencies by reporting illegal activities in their respective barangays. DILG Corella MLGOO Josie Montes and LGOO apprentices joined the local officials and personnel of the Municipality of Corella and the national government agencies during the celebration of family day on September 29 at Dominguez Beach Doljo, Panglao, Bohol. LGOO apprentices Aileen Grace Argawanon-Peca Jean Marvette Demecillo, and Kent Divinagracia participated in the series of activities and games. In accordance with Presidential Proclamation No. 1050, series of 1997, which declares September as Civil Service Month, the Civil Service Commission (CSC) issued Memorandum Circular No. 04, s. 2023, marking the commencement of the 123rd Philippine Civil Service Anniversary (PCSA). This year’s theme is "Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes," the Local Government Unit (LGU) of Corella, Bohol, enthusiastically promoted the celebration through a Family Day held at Dominguez Beach Doljo, Panglao, Bohol on September 29. MLGOO Josie Montes, represented by LGOO apprentices, attended the Municipal Disaster Risk Reduction and Management (MDRRM) Council meeting on September 13. Mayor Juan Manuel Lim presided over the meeting and presented interventions and appropriate actions addressing issues and concerns on student welfare, streetlight obstructions, among others. MDRRMO Officer-in-Charge Ar. Jerome Mahinay likewise presented the climate outlook for Corella, status of implementation of programs, projects and activities (PPAs), and LDRRM fund utilization. The council approved the P5.2 million worth of PPAs for calendar year 2024. DILG Corella attended the trainingworkshop on Understanding Risk Exposure Maps (REMs) organized by the Department of Environment and Natural Resources- Mines and Geosciences Bureau at the Training Center on August 29. The workshop was designed to provide a comprehensive understanding on how to effectively identify and assess potential risks within different dimensions of the LGU. MLGOO Josie Montes attended the Municipal Price Monitoring Council meeting, which was presided by ViceMayor Danilo Bandala on September 14. Montes discussed the implementation of Executive Order No. 39 or the Imposition of Mandated Price Ceiling on Rice. The EO aims to put a price cap on rice in an effort to ease off the increasing price of the staple caused by hoarding and price manipulation. Municipal Agriculture Officer Alvin Malanog also conducted a price monitoring of rice sold in the market. Montes discussed the DILG Memorandum Circular No. 2023-131 or the provision of assistance to the Department of Trade and Industry and the Department of Agriculture in enforcing the provisions and directives under Executive Order No. 39 series of 2023 relative to the imposition of price ceilings for rice. She likewise presented the memorandum detailing the additional measures to increase availment of the financial assistance granted to qualified micro rice retailers affected by the price cap under EO No. 39. Part of the meeting was the discussion of Department and office heads of the Municipality of Corella convened in a meeting to discuss smooth implementation of projects, programs, and activities (PPAs) and various concerns on July 21 at the Sangguniang Bayan session hall. As agreed by the attendees, the municipality will hold its mid-year performance assessment on August 22-23 wherein department and office heads will present their comprehensive overview of their accomplishments, status of PPA implementation, future targets, as well as any challenges and concerns faced during the implementation process. Municipal Administrator Eduardo Macalandag requested MLGOO Josie Montes to craft a template presentation material to be used by the department and office heads. Montes yielded to the request and took the opportunity to introduce the LGOO apprentices to the attendees during the meeting. The Municipality of Corella held its culminating activity in line with the 49th Nutrition Month celebration at Poblacion Multipurpose covered court on July 25. Mayor Juan Manuel Lim and Vice-Mayor Danilo D. Bandala together with local functionaries, barangay officials and personnel attended the Holy Mass and participated in the motorcade and the short program. MLGOO Josie Montes, who was represented by LGOO II Kent Divinagracia, was tapped as one of the judges for the cooking contest. Pursuant to Presidential Decree No. 491, s. 1974, July was declared as Nutrition Month and shall be celebrated every year to raise public awareness about the value of good nutrition. The Corella Municipal Health Office commemorated Obesity Prevention Awareness Week with a series of activities on September 8. Mayor Juan Manuel Lim attended the activity together with employees of the municipality and the national government agencies. Part of the activities were Zumba, diet counseling and distribution of information materials.
