The DILG-7’s brand of recognition, the
Bansiwag Awards, accents the cover photo of
the 2021 Annual Report. The word Bansiwag is
coined from a Cebuano term “ibansiwag” which
means “to stick out prominently”. This annual
report features the regional and field offices
which are undeniably sticking out in terms
of their performances and accomplishments
in undertaking our programs, projects and
activities.

launched in December 2021 during its last
Executive Committee meeting for the year.

EXECUTIVE SUMMARY

About this

2021 Annual Report

As the health crisis gradually abates and the country
moved for a sustainable and resilient recovery
after major losses due to COVID-19—the year
2021 signaled hope of life beyond the pandemic.

The roll-out of vaccines to the public and
the conduct of massive vaccinations, the
gradual return to physical meetings, easing
up of travel restrictions, and the new normal
implementation of various activities and
programs took shape.

The Regional Office thru the leadership
of dynamic Director Leocadio T. Trovela
gave birth to Bansiwag Awards as a
platform to celebrate and recognize the
valuable contributions of field officers from
the sub-regional office to the realization of
the Department’s goals and promotion of
excellence in local governance.

In the same year, the region’s very own Cebu
City Director Atty. Ian Kenneth Lucero was named
the Dangal ng Kagawaran winner in the 2021 Capacity
Development Awards for Catalysts of Excellence
(CapDev ACE). This was a testament to our brand of quality
public service.

The DILG-7 remained steadfast in carrying the programs, projects and
activities under the DILG-LG Sector Outcome Framework. The highlight
activities for the year were collated on the 2021 Milestone section.

Under the Transparent, Accountable, Participative, and Effective
Local Governance, activities included the awarding of outstanding
Lupons, NEO Orientation Course, launching of DILG Cebu City digital
newsletter, boosting of capacity development, promotion of vaccination
during barangay assembly, roll-out of LGAMES, and assistance on DTP
workshop and trainings.

To fuel the government’s efforts for the economic recovery, activities
like the testing of the workforce development program, capacitating LGUs
on eBPLS and GPS usage, CMGP activities, seminar on economic recovery
and new guidelines were conducted under the Business-Friendly and
Competitive LGUs.

Highlighted under the Environmentally Protective, Disaster
Resilient and Climate Change Adaptive LGUs were the
clearing operations after Super Typhoon Odette ravaged
many areas in Central Visayas, coastal and community
cleanup, CBDRP completers, NALPSD activity, best
practices in the conduct of inoculation of senior
citizens, establishments of cycling lanes, among
others.

In the Socially Protective and Safe LGUs, the
DILG-funded projects in rural areas of Region 7 came
to fruition through the Assistance to Municipalities,
Performance Challenge Fund and Sagana at Ligtas
na Tubig Para sa Lahat (Salintubig), and the Recovery
Assistance for Yolanda programs. Also highlighted were
the conferment of Seal of Child-Friendly Local Governance
to cities and municipalities.
Under the Peaceful Orderly and Safe LGUs, the fight against
illegal drugs showed remarkable results with more barangays
achieving drug-cleared status thru the deliberation of Barangay
Drug Clearing Program, while LGU Lapu-Lapu City won the
National Anti-Drug Abuse Council Performance Award

Also, the Community Based Rehabilitation
Program continued with barangays producing
successful completers of rehabilitation.

To provide temporary shelter for former rebels
while their enrollment to E-CLIP is being processed,
the Halfway House was inaugurated in Negros
Oriental in partnership with the Philippine Army

centered on the mass vaccination, and conduct of
town hall meetings in grassroots areas to advocate
vaccination, increase vaccine confidence and debunk
vaccine myths.
As offices adapt to the new normal, Safety Seal
certificates were issued to over 1,000 private and
government offices.
Revitalized efforts in the whole-of-nation approach to End
Local Communist Armed Conflict (ELCAC) were seen through
the inauguration of halfway house, regional conference for peace
and development, E-CLIP assistance, Dagyawan sa Barangay and
Serbisyo Caravan, and the endorsement of ELCAC projects.
Other initiatives of the regional office include a
partnership with DOH for the Blood Letting activity, the
Barangayanihan Duterte Caravan, Bike for Peace, the
unveiling of historical markers, knowledge sharing and
journalism workshop, and relief operations.

The office also opened its doors to the victims
of Typhoon Odette with free charging stations and
potable water.

With the Department’s commitment to
guide the local government units (LGUs) in the
Devolution Transition Plan (DTP), sub-regional
offices of the Department of the Interior and
Local Government (DILG)-7 facilitated a series
of planning and workshops in the third quarter
of 2021.

DILG Cebu Province in coordination with the
Cebu Provincial Government conducted a formulation
workshop on Provincial Devolution Plan last September
29, 2021, at the Cebu Provincial Capitol Social Hall. In
her opening message, DILG Cebu Provincial Director
Jhoaden Lucero emphasized the roles of each office in
crafting the different components of the DTP and how
this plan is linked to that of its component cities and
municipalities.

On the other hand, the Liga ng mga Barangay -Cebu
City Chapter, spearheaded by its president Franklyn O.
Ong, joined the coordination meeting called by DILG Cebu
City Director Atty. Ian Kenneth Lucero last August 31 in
preparation for the formulation of DTP in the barangays.
In Bohol Province, the Provincial Government of Bohol
and DILG Bohol Province spearheaded DTP workshops
with the Devolution Transition Committee (DTC) on
August 19 and 25.

Workshops for the barangays were done in batches
in order to strictly follow the health protocols. Meanwhile,
DILG Negros Oriental held a two-day DTP blended
orientation for the members of the DTC members from
August 18 to 19 at the Plenary Hall, Negros Oriental
Convention Center in Dumaguete City, Negros Oriental.
