2 NEWS BEAT PEOPLE DAILY / Thursday, August 17, 2023 by Reuben Mwambingu, Barry Sila and Kepher Otieno @PeopleDailyKe The recent sudden political about-turn by retired President Uhuru Kenyatta’s former political advisor, Mutahi Ngunyi, has elicited fresh interest in what some of the former Head of State’s allies are up to one year since the August election ushered in a new administration. Revelations that some of the Cabinet Secretaries who served in the Kenyatta government have joined the private sector illustrates that lucrative corporate engagements remain on the cards for former senior State officers who chalked up valuable experience in the public sector and who built networks in the world of business. For some, however, a quiet private life is the best gift they have bequethed themselves. And, as one time permanent secretary Bitange Ndemo once famously said, for many of them, their phones have stopped ringing incessantly. It has been a long journey for all of them, though. As Uhuru’s second term inched closer to its tail end in the run-up to the August 2022 general election, a number of the then Cabinet Secretaries began preparing their handover notes ahead of the anticipated transition although the election may not necessarily have turned out as they had anticipated. After the polls, and before President Ruto announced his own CSs, he retained all members of the Uhuru Cabinet even as some started scaling down their operations and withdrawing from the public arena. When he finally announced his Cabinet in November, Ruto retained some — among them Simon Chelugui, who served under President Uhuru. Chelugui had been CS for Labour and Welfare but President Ruto took him to the Ministry of Cooperatives and Micro, Small and Medium Enterprises, where he is still serving to date. Monica Juma, formerly in charge of the Ministry of Energy and Petroleum, was retained to serve as President Ruto’s advisor on national security. Quiet exit Another CS, Adan Mohamed, unsuccessfully bid for Mandera governorship, making the unlikely transition, first from the corner office of a multi-national bank — Barclays — to the Cabinet and eventually making a foray into the murky world of local politics. In the end, he found a soft landing when the new administration picked him to sit in the powerful Economic Council alongside insiders such as David Ndii. Before the August 2022 election, Mohamed had served as CS for East African Community. The then long-serving Head of Civil Service and Secretary to the Cabinet, Joseph Kinyua, also transitioned into the new administration in the same role. When his 0L[HGEDJRIIRUWXQHVIRU8KXUX&6V Former ministers retreat to their family businesses or private sector as a few join the opposition ranks successor, Felix Koskei finally settled into the role, Kinyua made a quiet exit only to re-emerge in the news in May this year when he was elected board chair of the Kenya Commercial Bank (KCB) Group, a move which spoke of his close relations with the government of the day. He closed the list of CS who remained in government after the change of guard one year ago. All the others retreated to their private businesses or joined the private sector either at home or abroad. Only outliers like former Defence CS Eugene Wamalwa and former Agriculture CS Peter Munya joined the opposition trenches, where they are still active players in Azimio la Umoja rallies and protests. From the entire Cabinet of 22, only two, John Munyes and Charles Keter, could not be reached for comment and, as a result, People Daily could not authoritatively ascertain their whereabouts or what they do for a living. Sicily Kariuki The immediate former Water and Sanitation CS describes herself as a servant of the community. She told PD that she dedicates her time and experience in the service of Kenyans. After failing in her bid for the Nyandarua governorship a year ago, Kariuki first returned to class to pursue a diploma in executive leadership. She later earned another diploma in emotional intelligence practice. She is currently engaged in private consultancy in policy strategy, management, design and execution as well as leadership development. Some of her clients include Harvard University and University of Cape Town. “I am just at peace and relaxed. At times I look back and wonder how I managed to survive in those places with high voltage politics,” she told People Daily. Margaret Kobia Former Public Service CS Margaret Kobia went back into academia. Besides serving as Chancellor of St Paul’s University, she is also one of the trustees of the University of Nairobi Foundation. Najib Balala The former CS for Tourism, serves at the international wildlife conservation charity, Fauna and Flora International (FFI) as one of its vice presidents, a position he took up in November. “I have taken a break from politics to concentrate on my international job that is very demanding,” he said. “I travel a lot. Unlike during my tenure when I only dealt with issues pertaining to Kenya, I am now handling global issues. Farida Karoney The former Lands CS, who before scaling up to Agriculture docket was Chief Operating Officer at the Royal Media Services, went back to class to complete her PhD at Moi University, Eldoret. She also offers consultancy in media and communications. Eugene Wamalwa Like Munya, the former Defence CS, Wamalwa went back to active politics, aligning himself with Azimio leader Raila Odinga. Wamalwa has, however, taken a low profile since Azimio called off its weekly protests over the cost of living. Raphael Tuju Tuju says he is busy running his private businesses and has no time for politicking. “A new transition came into place and we have to accept and move on,” he said. He is involved in real estate, the hospitality industry and communications businesses but also dabbles in consultancy. James Macharia The former career banker and powerful Roads and Transport CS is now in private practice, dealing with banking and financial services from his office in Lavington, Nairobi. “All I can tell Kenyans is that I am enjoying and at peace with myself. I have nothing to complain about,” he said. Betty Maina The former Industrialisation CS said she engages in consultancy work on leadership, governance and management. Rachel Omamo After serving in various dockets, including as Defence and later Foreign Affairs CS, Omamo is now a director at Mo-Consulty Ltd, a company that deals in legal services. Mutahi Kagwe After being in the limelight as a Health CS at the height of Covid-19 crisis, Kagwe retreated to private life after the August election. He runs a public relations firm, Tell-Em and a research agency, TNS RMS East Africa. He is also involved in managing family business ventures. “I came from the private sector when I joined politics and therefore, I went back to private sector. Whatever I am doing is my personal business,” he said. Joe Mucheru After his term as ICT CS lapsed a year ago, Mucheru first retreated to a quiet private life before he was appointed President of Jumo, a London based tech company. “The only difference I find is that my phone hardly rings as it used to when I was in government,” he said. “All the same, I am very busy in whatever I am doing.” Keriako Tobiko The former Director of Public Prosecutions served in the Uhuru Cabinet as Environment and Forestry CS. He had an antagonistic relationship with the then Deputy President, who is now a tenant at State House. After the last Cabinet meeting in November 2022, he retreated to his legal profession, opening an office on Ngong Road, Nairobi, where he offers legal consultancy services. Ukur Yattani The former Treasury CS switched to farming, charity work and consultancy in accounts. When People Daily contacted him recently, he said he now enjoys the privileges in private life away from public limelight. “Now I drive myself any time to where I want. People who used to call me for favours have reduced significantly.” Fred Matiang’i The former powerful Interior CS Fred Matiang’i has gone back to his former job at the State University of New York (SUNY), mainly operating from his house in Karen. He occasionally travels to New York for work related engagements. He has, however, kept a low profile since February when he made a not so rosy return to the limelight with claims that police officers had raided his house. Peter Munya The former Agriculture CS is currently still in active opposition politics. Mandago, who looked dejected, drove himself to Nakuru on learning that the detectives were closing on him in connection with the botched Finland and Canada airlift education programme. Mandago, who was clad in a pair of tracksuits, had earlier participated in a 5km fun race in Eldoret town alongside fellow senators who are in Uasin Gishu to attend the eighth Devolution Conference. He was however a no-show at the Devolution Conference where he was listed as one of the day’s speakers, his place instead taken up by Nandi Governor Stephen Sang. He arrived at the Nakuru DCI offices shortly after 3pm and was ushered into the office of the DCI where he was still holed up at the time of going to press. He is among three former Uasin Gishu county officials who are on the radar of investigative agencies over their suspected role in the embezzlement of more than Sh800 million earmarked for students to study in Finland and Canada. Mandago has previously been grilled by the Ethics and Anti-Corruption Commission (EACC) over his alleged involvement in the scandal riddled Finland and Canada overseas study programme. Recorded statement Two weeks ago, he recorded a statement with the DCI in Nairobi over his role in the programme. Addressing wananchi in Eldoret town as he made his way to the Eldoret Sports Club to open the Conference, President William Ruto stated that he would not defend anyone found culpable in the scholarships scandal. While seeking to have the warrant of arrest issued against the four, the State prosecutor informed the court that their office together with police had tried to contact the four suspects since Sunday to notify them to appear in court but their efforts did not bear any fruits. He urged the court to intervene and issue the warrant to enable the police to arrest them from their hideouts and present them to court for plea-taking. The court allowed the request and issued the arrest order against the four and directed the case to be mentioned on August 22. In the case, Mandago alone faces four charges of abuse of office and conspiracy to steal Sh1.1 billion meant for overseas university fees for students under the Uasin Gishu County Overseas Education Programme. According to the charge sheet, Mandago is accused of abusing his office by arbitrarily entering into Memorandum of Understanding on behalf of and between the County Government of Uasin Gishu and various universities in Finland and Canada without resolution and approval by County Assembly of Uasin Gishu. He is accused of committing the offence on diverse dates between March 1 and 31, 2021 at Eldoret town within Uasin Gishu County, being the Governor of Uasin Gishu County. The legislators argued that currently, it is only Jomo Kenyatta International Airport (JKIA) receiving direct flights as opposed to airports in areas endowed with tourism sites like Taita Taveta and Maasai Mara. This even as they urged the government to re-introduce low-interest credit of five per cent advanced to people who are in the tourism business to boost the sector. Tourism is one of the sectors hard hit during the coronavirus pandemic that saw foreign countries suspend international flights to reduce the scourge. Senators now want the Ministry of Tourism and Wildlife to devise ways and growth in domestic airports such as Malindi, Kisumu and Ukunda. In a statement tabled on the floor of the House, Nominated Senator Esther Okenyuri said although there is some steady growth recorded in the past months especially in the aviation sector for both international and domestic travel, there is a need to boost domestic travelers to the Kenyan coast and other tourist destinations in the country. “Tourism is a top foreign exchange earner in many countries. The multiplier effect of the sector in trade, agriculture, construction, manufacturing, and transport sectors has led to improvements in the socio-economic wellbeing of Kenyans. Addressing a news conference yesterday, the coalition led by Leader of Minority Opiyo Wandayi, claimed that the Kenya Kwanza government was determined to cripple the economy of the Western region following its continued silence on the matters. As if the denial is not cruel enough, the decision by the Kenya Kwanza regime to close sugar mills in Nyanza and Western Kenya is equally meant to shut down the other known thriving avenues for these communities to earn and make a living.” He added: “As leaders of these communities, we are deeply disturbed by recent policies by KK regime that appear to be tailored to target, isolate, and systematically kill the economic base of these communities.” Wandayi who questioned the motive behind the closure of five sugar mills in western and Nyanza region said that they read a political pattern and agenda to create a sugar crisis in order to open up the window for importation of sugar. His statement comes after Agriculture and Food Authority (AFA) last month ordered temporary the closure of sugarcane milling factories for four months over alleged sugar cane shortage. In the letter, AFA said that a sugarcane census would be undertaken within the next two months to determine the actual cane situation. AFA stated that there would be a deficit of cane production totalling 951,195 tonnes by June 2023. Cease operations The shortage affects Kibos, Sony, Mumias, Sukari and Kwale sugar factories. “Sugarcane milling operations in Western temporarily cease operations with immediate effect for a period of four months to allow sugarcane to mature,” AFA acting director Jude Chesire said. Council of Governors (CoG) chair Anne Waiguru cited late disbursement of funds to the counties as a major challenge facing devolution and called on the national government to address the matter. “The story of devolution in the last 10 years is worth telling. There is a need to fully transfer all critical devolved functions to the counties from the national government,” said the Kirinyaga governor. She said county assemblies should be accorded their rightful place to ensure success of devolution. “They should be granted autonomy from the county government for them to discharge their mandate effectively,” Waiguru said. US ambassador to Kenya Meg Whitman called on the government to end embezzlement of public resources. “Kenya has among the best workforce in the world. You have the most growing economy which should be maintained at all costs,” she said. The theme of this year’s conference is: “10 years of devolution: The present and the future.” Governors will focus on the past decade of devolution and explore locally and internationally recognized methods to help strengthen the systems and ensure transformed service delivery to citizens. The conference will also present an ideal opportunity for counties which come under the North Rift Economic Bloc (Noreb) to showcase itself as potential investment hub in tourism, sports and agriculture among others. The conference will bring together local and international delegates to discuss, learn and share best practices on issues affecting sub-national governments. Speaking when he officially launched the eighth devolution conference at Eldoret Sports Club yesterday, the President said the devolved system had taken vital government services closer to the people. “Devolution is touching the lives of people and driving economic growth. Nobody can today say devolution has no impact in any part of the country,” he said. Ruto acknowledged that devolution still faces many challenges but said his administration is reviewing devolved functions in a bid to stop conflicts between the national government and counties. “We will do all our best as the national government to ensure timely disbursement of funds to counties. We will make sure all funds meant for counties are paid before the closing of our budget books so that they can roll out their budgets,” the President said. Ruto, who was accompanied by Prime Cabinet Secretary Musalia Mudavadi and Senate Speaker Amason Kingi, said his administration will continue to support county governments to raise their own revenue. Stern action He, however, ruled out increment of salaries for Members of the County Assembly (MCAs) adding that his administration will work with relevant institutions to ensure all workers get pay that is commensurate to their job. We must liberate devolution from corruption. Corruption causes chaos and mayhem in delivery of services. Mismanagement and outright theft remains a major challenge to devolution,” he said. “It will not be business as usual. We will do whatever it takes to root out corruption, irrespective of the office you hold,” he added. The President defended the controversial housing fund, saying that it will create millions of jobs for the youth. The President said his administration is in the process of setting up an ICT hub in every ward which, he said, will create more than 500,000 digital jobs for the youth. “We want all vocational institutions to also be ICT hubs,” he said. He disclosed that his administration had set aside Sh20 billion which, he noted, will be used to build 500 markets which will be managed by county governments. Ruto maintained that his administration will not continue incurring debts but instead adopt raising local revenue and avoid importations. “We are not going to subsidize consumption. We need to have a paradigm shift and invest in production and desist from over borrowing,” he said. While presiding over the official opening of the 8th devolution conference in Eldoret yesterday, Ruto reiterated his administration’s commitment to fast-tracking the transfer of all devolved functions to counties. “All the functions that are still being performed by the ministries through parastatals will be transferred to county governments in 60 days to enable them discharge their duties effectively,” Ruto said. Some of the key functions regional bosses have been agitating to be transferred to counties include those under Agriculture and Food Authority. The Head of State made the remarks after the Council of Governors (CoG) chairperson Anne Waiguru raised concern over the delay by the national government to release remaining devolved functions. “We are appealing to you to ensure the remaining functions are transferred to counties and the process must be followed with resources to enable the county governments deliver services to the people,” said Waiguru. The President also directed investigative agencies to arrest officials of the national and regional governments implicated in corruption. He said corruption had taken root in the public sector where senior and junior officials were perpetrating the vice at the expense of delivery of services. “I am directing investigative agencies to round up all senior and junior State officers regardless of their status who are involved in corrupt activities at the national and county level to check the wanton theft of public resources,” said Ruto. In a meeting held at county commissioner Stephen Kutwa’s office in Kabarnet, the members of parliament and Governor Benjamin Cheboi said that the development of dams, boreholes, pans, and the harnessing of perennial rivers will go a long way in creating employment opportunities for many people, particularly the jobless youth. Congestion, regular critical medicine stockouts, understaffing, unsustainable infrastructure, long patient queues and a growing number of recovered mental health patients who have been neglected by their communities, define the state of disrepair at the facility. According to hospital records, as of Monday evening, there were 151 extra patients in the male wards, and the hospital management confirmed that they were sleeping on the mattresses on the floor. “We have, however, made arrangements for the extra patients to sleep on the mattresses, as we wait for a solution from the Ministry,” said Dr Julius Ogato, the hospital’s Chief Executive Officer, admitting that the facility’s aging infrastructure is completely running out of space. Hospital administration And while this congestion is an eyesore for the hospital administration, about 209 mental health patients who have recovered are yet to be picked by their families or communities where they come from. “We have patients who have recovered, unfortunately though they are still here; because the families or communities where they come from are not willing to have them back, even as we try to find ways through county administrative officers to repatriate them,” he added. This was confirmed by female patients who requested the CS to contact their guardians, because they have refused to come for them. “I have recovered, and I want to leave this place, but every time I tion that’s here,” she said, disclosing that they had reached a consensus with the Hospital management and Board through the Ministry’s Mental Health Programme to capacity Build officers at the counties to be able to take care of patients who have mental issues. The impromptu visit also revealed such dire constraints as patients in their hundreds slept on the floor, waiting hours for medication, and lamentations from management on some units such as forensic being in almost total disrepair. To decongest the hospital, the leadership called for mental health campuses to re-open in all 47 counties. The facility also does not accept the National Health Insurance Fund (NHIF) cards for outpatients hindering their access to care. “I am 65 years old,” said John Kabaka Ikenga, “I have contributed to NHIF all my working life and when I come here am told they can’t fund my medications?” Ikenga wondered in question to the CS. The CS promised to take up the matter with colleagues at the cabinet. “They only give us low cost medication here and we are asked to go buy the expensive ones outside the facility, why is that?” wondered Nancy Wairimu who had brought in her 23 year old son for check up. “That is a KEMSA issue and I will take it up with them after this visit,” answered the CS. Catholic University of Eastern Africa (CUEA) Vice Chancellor Rev Prof Stephen Mbugua yesterday said if the model is sustained, some of the private universities in the country are at risk of shutting their doors, given they only got about 10,000 students in total against the usual 30,000 in the just concluded placement exercise. Saying private universities have appealed to the government over the model, Prof Mbugua explained he has sent on behalf of the institutions, a letter to Education Cabinet Secretary Ezekiel Machogu and other government organs, to reconsider the decision because it is against the bottom up philosophy and students should be supported to go to their universities of choice. “The impact is negative, it is against the bottom up arrangement because the poor students must be accorded assistance at all levels. The new university funding model was recommended by the working party and reiterated by President Ruto when we met at State House with other stakeholders but the implementation has become skilled and excluded a sector that was included in the working party,” said Prof Mbugua during the Catholic Schools Principals’ Association – Kenya eighth edition conference. Private universities started admitting government-sponsored students (GSS) in 2016 in a move by the State to address congestion in public institutions. The government has stopped placing government sponsored students in private universities saying public universities have the capacity to host all students who qualifies to join university this year. Mbugua, who is also the Private Universities Association in Kenya chairman insisted that all taxpayers’ should get equal opportunities to access public resources. Job losses He said validation was done and the document printed and issued to the President but does not recommend this model and may have come out of an onslaught on private universities. “Private universities have been negatively impacted, some getting about 10 students and others less than 100 and this is going to even kill the human resource in those particular universities,” he regretted. If the model continues in the same way, he said private universities will face serious financial constraints which will lead to reduction of human resource capital. According to Mbugua, the Government’s promise is to create as many job opportunities as possible and withdrawing children from the private sector means they are doing the opposite because they will be forced to reduce the number of tens of thousands of staff in this sector. “We are looking at the parents’ goodwill because we give them quality services and involve them at every stage and hope they are going to bring their students even if there is an incentive by the Government to exclude private universities. We promise our parents that we will give quality education, right values and guidance for a holistic education that is innovative,” assured Mbugua. He also explained that withdrawal of funding by the Government and excluding private universities is geared towards forcing the children to select public universities only. “It is good to know that not only rich students choose our universities. Poor students want to go to universities of their choice and should be allowed this democratic space of choice and get support from the government as is stated in the presidential working party on education reforms report,” he stated. Taking to their social media handles, Kenyans faulted Easy Coach over its decision on Tuesday, accusing it of targeting fishing communities unfairly. Leading the onslaught was Miguna Miguna, who accused the bus company of targeting his community. Miguna, a lawyer and politician, said the company would have been bold enough to declare that it no longer wanted the community on its coaches. “We won’t allow Easy Coach to promote ethnic profiling. Another Kenyan who identified himself as Laika tweeted: “Easy Coach refuses to engage in fishy business.” “Heartache” In a statement, the company said the move to ban fish transportation on its coaches was reached following complaints from its customers. Through a notice to all its branch managers across the country, the company claimed the decision had been taken because it had become a source of “heartache” to its clients. “We wish to inform you that with immediate effect, fish and products thereof, are all forbidden on all Easy Coach Limited transport systems whether accompanied or by parcels,” the notice read. Five people have been reported missing following two separate attacks by suspected al Shabaab militants in Lamu on Tuesday. In the first attack executed along the Lamu–WituGarsen highway at dawn, three people were reportedly taken hostage by the militants. According to Lamu County Commissioner Louis Rono, the three were travelling in a vehicle that veered off the road and rolled in the bush. “Suspected al Shabaab militants had waylaid vehicles plying the route, unfortunately, as one of the drivers sped off from the militants, his car veered off the road and rolled during which three occupants are believed to have gone missing, two others managed to escape to safety and were later rescued by security officers who responded,” he said. Rono further added that a vehicle that was first sprayed with bullets by the militants had six occupants. However, no one was injured. He said security apparatus in the area were on high alert following the attack. “Security has been intensified. The girl, according to Amos Kiarie, a member of the Nyumba Kumi Initiative, dropped out of school after she got pregnant last year. The incident attracted a furious mob that charged towards the suspect baying for her blood prompting police officers from Naivasha police station to swing into action to save her. Ali Ojo and Victor Nyekazi jointly with others not before court were charged with obtaining the money on diverse dates between January 20 and May 19, 2023 within Nairobi. The money was the property of Noor Omar Ahmed. They were also charged with the offence of being in Kenya illegally. The prosecution told the court the accused persons were found in Kenya on August 8, 2023 at Rubis Petrol Station, Bellevue on Mombasa Road in Nairobi without valid documents. They appeared before Chief Magistrate Benmark Ekhumbi and denied the charges. The prosecution asked the court to deny them bond because they are foreigners and are therefore, a flight risk since they have been in the country illegally. “The accused do not have a place of abode and they have been in the country illegally. I urge the court to detain them until the determination of this matter,” said the prosecution. The defence, however, argued that bond terms are a constitutional right while requesting the court to release the suspects on bond. Bill aims to set standards and regulate the profession of Public Relations and Communications management. If approved by Parliament, the Bill will create the Institute for Public Relations and Communication Management. The PR profession has come from far. But it is only in recent years that the industry has started seriously considering establishing standards to avoid it turning into a rogue profession, akin to the journalism of yesteryears. And, although a few milestones have been achieved, a lot needs to be done to create standards and discipline in this industry. One notable achievement was the resuscitation of the moribund Public Relations Society of Kenya (PRSK), a professional body of PR practitioners formed in 1971. The PRSK has in the last several years benefited from a semblance of vibrant leadership after operating like a clique due to lack of visionary and competent leadership. The same period has also seen the establishment of PR academic programmes from certificate to doctoral levels. Although the corporate world is yet to fully appreciate the need for highly qualified PR specialists, it will soon become imperative as competition and sophistication in the markets increase. The IPRAC Bill seeks to professionalise the industry. Although the Bill has borrowed heavily from PRSK’s Constitution, it is a good step in the realisation that the old order of PR being synonymous with showboating has been overtaken by global trends. According to Forbes, PR is a strategic communication process that builds mutually beneficial relationships between organisations and their publics. This is a management function that has the potential either to totally ruin organisations, or develop them to great heights in their respective sectors. Sadly, many people are in PR for the wrong reasons. Just like teaching was in the past, PR has been one of the most abused careers in Kenya. In fact, about half of PR practitioners are in the practice by default, as an easy way out as they buy time for something better or different in their scope of passions. Others are in it for the showbiz allure. PR is associated with glamour and financial rewards, which attracts a big number of impressionable people with little or no idea of the profession’s tenets and mechanics. As a communication lecturer, I discovered that many undergraduates seeking a career in PR have scant knowledge of what it entails, or its import. They cannot wait to graduate so that they can hit the cocktail launch circuit – it is a free ticket to the “good life”. Unfortunately, even as PRSK awaits the eventual enactment of the Act into law, it still does not have a code of ethics. This should have been one of the initial initiatives as it is fundamental to the growth of any profession. Understandably, ethics is a minefield for the industry as a result of the many unqualified and unprofessional practitioners who have got ahead through subterfuge, lies, and deception. For instance, during election years, there are many self-styled PR experts purporting to offer political counsel to politicians. They employ guerrilla tactics to garner positive publicity for their clients, while creating smear campaigns and misinformation against their opponents. Overall, the Bill must ensure it lays more emphasis on the practice and substance of PR rather than the structures. The Bill must also specify the level at which one can be a certified or accredited PR practitioner. We must decide at what level we want PR to operate in comparison to other professions like accountants, lawyers or doctors. It will also help if there is a clear definition of PR. Its secretary-general, Rebeca Grynspan, pointed out that Africa is charged up to eight times more interest on loans compared to the US and up to four times more compared to European countries. This is largely attributed to negative ratings that rating agencies routinely assign African countries. These factors, when combined, mean that African nations spend more on debt servicing than on important social services like health and education. In turn, this makes it even harder for Africa to compete favourably in global trade because it lacks the money to invest in building supply chains. It is, therefore, important for multilateral lenders to review their debt policies towards African countries, and as UNCTAD has counseled, they should either write off the debts altogether or reduce the interest rates so that they are more sustainable. Unless the international financial markets imbalances are addressed, there is no clear path for Africa to escape from the poverty trap and its poor citizens will continue taking risky boat rides trying to cross over to Europe. This trend is not sustainable. Something must give, and it should start with revising debt policies to reduce the burden for Africa and make it more equitable compared to other regions of the world. Similarly, it is important for international businesses — and African governments — to create capacity for local value- and supply chains to grow and mature so that they can create more local jobs. As it is, Africa is a net exporter of raw material used in more developed markets to manufacture mobile phones and computers, produce energy, make tools and machines and generally drive those economies. But because it sells these vital materials in their raw forms, Africa earns very little from this global trade that benefits manufacturers and distributors at the tail end of the supply chain. This is another trend that must stop. And it can only stop if African countries invest in value addition and supply chains that increase export of processed or semi-processed goods. For example, in my engineering class at Jomo Kenyatta University of Agriculture and Technology, at some point I found myself the only female in a class of about 30 students. In another premier institution, I could not believe the account of my friends who never found a female toilet in the engineering department. The message was quite clear: Women were not expected to find themselves in a school of Engineering. With this background, it is therefore not a shocker that women account for only 7.3 per cent of registered engineers in the country. This lends credence to the long held myth of male domination in the construction industry. According to a report on Advancing Women’s Participation in Construction Industry that was released in February 2022 by Dalberg in partnership with International Development Research Centre and Buildher, women account for only three per cent of construction artisans, 17 percent of registered quantity surveyors and 15.5 per cent of registered contractors. The academia shows similar demographics with only a small percent of women pursuing tertiary education in Science, Technology, Engineering and Mathematics (STEM). My being a minority in my class is what spurred a passion to support women empowerment in STEM and its application in the industry. I currently work with the National Construction Authority (NCA) where my role involves developing and coordinating capacity building programmes for various stakeholders in the industry based on established training and capacity building needs. I recently had the privilege of coordinating the Authority’s pilot mentorship programme for women directors of construction firms. In recent times, great strides have been made towards promoting inclusivity in the construction industry with women-owned construction companies gaining momentum. Similarly, the gender stereotypes and biases that discourage women from pursuing careers in construction are slowly fading as a result of the efforts made by various governmental and Non-Governmental Organisations that are keen on promoting equity in accessing training and advancement opportunities. The government is committed to promote diversity of communities through its various ministries and agencies and is looking to work with entities that reflect the same. Despite these efforts, the involvement of women in the construction industry still remains low. In order to promote the involvement of women in construction taking into consideration their unique care-giving responsibilities, industry stakeholders ought to take steps towards establishing family-friendly policies to create a more inclusive and supportive working environment. It is also high time that manufacturers took note of the paradigm shift in the industry and designed personal protective Equipment (PPEs) with both men and women in consideration as opposed to the current situation whereby most PPEs are designed with specifications suited for men hence compromising the safety of women in the industry. In conclusion, the construction industry possesses great potential in harnessing the diverse skilled and talented workforce through inclusivity to facilitate a more sustainable socio-economic development. Women need to rise up and let themselves be seen in order to break the gender stereotypes and biases and encourage future generations of women to view the industry as a lucrative option. My prayer is that the future generations enjoy the benefits of gender parity in previously male dominated fields. — The writer is the Senior Research and Capacity Building Officer at the NCA Link between drug addiction and bipolar disorder Let’s make construction sector better for women Many times, we encounter people diagnosed with bipolar disorders and the common misconception is that it is always linked to substance use and abuse. In so far as addiction is concerned, people with bipolar disorder tend to stand a higher risk for substance use disorders. Research has revealed that alcohol use disorder (AUD) is most common in people with bipolar disorder and substance use disorders. However, a person with bipolar may also use drugs, such as nicotine, cannabis, or cocaine, in a dependent or disordered fashion. Turning to alcohol or other illegal drugs might seem helpful in coping with painful symptoms in the short term, but it can have severe and disruptive consequences to daily life. Both genetics and imbalanced chemicals in the brain can cause bipolar disorder. A distressing environment is also a risk factor. This disorder can lead to financial and legal troubles, addiction, relationship issues, and suicide. Many people with bipolar disorder are tempted to abuse drugs to relieve the troubles caused by their condition. Symptoms sometimes often resemble those of drug use and addiction. Someone going through a manic episode can look and act like someone on cocaine. Both experience an elevated mood and energy. Those having a major depressive episode can also have the same symptoms as someone in withdrawal. Bipolar disorder typically worsens with age, especially if left untreated. It can be treated and often does stabilise, but not without consistent engagement in a disciplined process of medication and psychotherapy. For those who refuse treatment or go undiagnosed, symptoms will likely intensify over time. A mental disorder, like bipolar can only be diagnosed by a medical professional. It’s one of the most challenging mental health issues to diagnose, particularly when there’s also a substance abuse issue at play. Due to the overarching stigma on mental health and addictive disorders, many who would benefit from medication go without because they feel that treatment would make them “less than” others, which could not be further from the truth. Unfortunately, this mindset often leads those experiencing either disorder to self-medicate through alcohol and other abusive substances. The issue here is that bipolar leads to an imbalance of neurotransmitters. The addition of foreign substances into the body, particularly those of abuse, only serves to disrupt homeostasis (neurochemical balance) further. Though the initial effect may feel desirable to the individual, it will eventually develop an accelerated pathway to addiction, from which many struggle to escape. Data shows that people who suffer from bipolar disorder are more likely to turn to substance use than other people, in theory, as a means of selfmedicating and trying to rebalance mood. In fact, most studies suggest that people with bipolar disorder have an extremely high rate of cooccurring substance use disorders. There’s no single cause of bipolar disorder according to scientists, who believe a culmination of factors are responsible for triggering the mental illness. It’s exactly the same with drug and alcohol addiction. Genetically, there’s evidence to suggest that bipolar disorder is inherited in families. People with a sibling or parent who has the condition are more likely to receive a diagnosis than individuals without an affected family member. From the environment, major life changes and stressful events are thought to be capable of triggering bipolar disorder. Grief and serious illness are examples of environmental risk factors. The event held under the Narok, Kajiado economic block (Nakaeb) summit led by governors Joseph ole Lenku of Kajiado (chairman) and Narok’s Patrick ole Ntutu, will lead the Maa nation in the inaugural festival to be held at the Maasai Mara National Reserve’s Sikinani Gate. The leaders have roped in Governor Jonathan Leleliit (Samburu) as the Samburu people speak Maa together with Ilchamus of Baringo county. Speaking during a Maasai leaders consultative meeting in Karen, Ntutu and Lenku said the inaugural event will be held from August 21 to 24, coinciding with the annual wildebeest migration. It will be hosted in collaboration with the Ministry of Tourism and Wildlife. Ntutu, who will be the host, said the festival is geared towards increasing tourism numbers and boosting revenue in the three counties. The two, aged three and 17 years, died after consuming ugali cooked using maize flour believed to have been collected at Kang’oki dumpsite in Kamenu ward where locals scavenge for food. The teenage boy died while receiving treatment at Thika Level Five Hospital on Tuesday afternoon. According to the hospital superintendent Dr Waturi Kibuti, seven people were being treated at the facility, three in critical condition. He told the press they were brought to the facility with breathing difficulties while others were unconscious. “We received eight patients from the Kang’oki dumpsite area in Thika in our casualty section. At the moment, one patient is critical, three are very sick while four are stable. We are optimistic that they will recover,” she said. Cost of living It is believed the victims collected the contaminated maize flour on Saturday last week after it was dumped by a lorry that came from Nairobi. “Medical investigations to establish what affected the victims have been launched. We have also dispatched public health officers and environment officers to the dumpsite and Kiganjo village to help unravel the tragedy,” said Dr Kibuti. Miriam Njambi, the mother of the deceased child, said she returned home from work and found her child in bed writhing in pain. “I asked about what had happened and was told that they had eaten ugali made from flour collected at the dumpsite,” Njambi recounted. She said that poverty and the high cost of living had pushed many people to the dumpsite where they scavenge. “The authorities should find out the company that dumped the contaminated maize flour at the dumpsite,” she said. Piloting He said the piloting for the ready-to-drink porridge is currently being carried out in the three counties of Isiolo, Samburu and Garissa. Yusuf said after a review of the results of the piloting programme, a possible scale up will be undertaken. The Naconek boss added that plan is expected to improve learners’ school attendance and also promote their cognitive development, thus enhancing their performance. Yusuf said the porridge programme for learners in lower grades was in addition to the School Meals Programme, under which all learners in primary school in the Asal areas and informal settlements in nine urban centres receive food rations as part of the government’s policy of improving enrollment and retention in schools. The minor was rescued by officers who had gone to arrest her mother over a different offence and noticed that the girl was sharing the bed with the suspect. The 58-year-old was on Monday charged at the Makadara Law Courts with defiling the minor on diverse dates between July 31 and August 11. On the night of August 11, two female and a male police officers went to his house at around 10pm to arrest the minor’s mother who had been accused of defrauding two women. The guard opened the door and told the officers his girlfriend was not in the house. The officers entered the house to confirm only to find the girl in bed. The suspect, however, defended himself saying he was living with the children because their mother had told them to leave their father’s place and stay with him. The three were escorted to the police station where the minor revealed that the man used to defile her daily until that night when the officers went to the house. Though according to the Economic Survey 2023, there was a decrease in both rape and defilement cases last year, latest reports indicate a sharp increase in defilement cases in the last two months. Committed crimes According to the survey, defilement accounted for 76.8 per cent of the number of persons reported to have committed crimes against morality followed by rape at 11.5 per cent. Some of the victims have been defiled by their fathers, while others by their teachers or care givers, according to the latest reports. A number of cases have been reported in the last two weeks. Detectives however say most of these cases go unreported. On August 12, a five-year-old girl was defiled by a man who later attempted suicide to escape arrest in Mobamba village of Masaba South in Kisii county. After defiling the girl, the young man aged 19 locked himself in his father’s house where he took poison in an unsuccessful bid to take his own life. Police said he will be charged in court after being discharged from hospital. The same day in the same county, another teacher based at Suneka primary school was arrested for defiling his pupil Alfred Otiende, who is allegedly accused of sexually assaulting a minor leaves Makadara Law Court after appearing before Makadara Senior Principal Magistrate Mary Njagi on Tuesday during the hearing of his case. Police said the teacher, aged 43, defiled the pupil inside the school’s staffroom on Sunday July 30 at around 4pm after remedial classes. On Tuesday, Makadara Law Courts heard how a Newlight School bus conductor defiled a three and a half year old pupil when being dropped home. The case was however heard in the magistrate’s chamber to protect the identity of the victim. Signs of pregnancy In another case on August 10 in Kiboronjo in Subukia, Nakuru county, a Grade Six pupil was discovered to be pregnant and upon interrogation, the girl revealed that she had been defiled by a Form Three student aged 18 in June this year. “The pupil exhibited signs of pregnancy and she was taken to Mbogoini Health Centre where she was found to be pregnant. The mother was summoned and the pupil revealed that she had been defiled in the month of June by DM, a Form 3 student,” police report read. The reports further indicate that on August 9 in Kikulini village of Masii in Mwala, Machakos county, a 22-year-old man was arrested for defiling and impregnating a Form 1 student aged 14.   Two employees were yesterday charged at a Nairobi court with conspiracy to steal 134 pieces of Kenda tyres valued at Sh906,000. Mohammed Abid Arif and Fredrick Masomo Nyamai were jointly charged with stealing the tyres which were property of Saroya Mortor Spares Limited. The alleged offence took place on diverse dates between May 1 and May 6, 2022 at an unknown place within the country. Diverse dates They further faced two other charges of stealing by servant contrary to the law. They appeared before Chief Magistrate Benmark Ekhumbi and denied the charges. Speaking in Nairobi yesterday, UN Conference on Trade and Development (UNCTAD) Secretary-General Rebeca Grynspan lamented that African countries were being charged as much as eight times more for loans compared to their European counterparts. “We advocate for debt relief to offer African countries fiscal space to invest in strengthening their supply chains,” Grynspan said when she presided over the launch of the UN agency’s report titled “The Potential of Africa to Capture Technology-Intensive Global Supply Chains”. “African countries pay four times more than the US and eight times more than European countries (for similar loans). This must change if Africa is to achieve its full economic potential,” she said. Financial markets According to her, President William Ruto is among African leaders who have been championing a change in this asymmetry in the global financial markets that have conspired to make the continent poor. “Right now, 3.3 billion people live in (African) countries that are paying more to service the debts than what they are investing in education or health,” Grynspan said. “So how are we going to achieve the sustainable development goals if we cannot spend on health and education, the basic needs of the people, in an appropriate manner because of the effect of debt servicing?” In his message endorsing the report, President Ruto called for sustainable financing options for African countries to lift off economically. “Viable tech-enabled services and sustainable financial options such as supply chain finance can… increase Africa’s participation in global supply chains and trade,” he said. UNCTAD has also challenged global companies to set up production processes in Africa to add value to raw materials such as cobalt and titanium, which are used in the automobile and aircraft industries mainly to make alloys or as ingredients in the manufacture of paints. Potential destination “In 2022, the Democratic Republic of Congo had the largest production of copper in Africa, 1.8 million tonnes. But beyond exploration and extraction, the country is a potential destination for refining metal products, which would lower the costs of transporting bulky, low-value initial extracts,” the report says. And as the world grapples with the effects of climate change and business leaders wrestle with the question of how to mitigate the challenge, UNCTAD has said that Africa has a window of opportunity to go green in its supply chains and contribute to the reduction of companies’ carbon footprints. “For instance, the green hydrogen potential of Africa opens up opportunities for decarbonising supply chains,” the agency said, noting the capacity of such interventions to reduce greenhouse gas emissions. This is important for countries like Kenya, which are already exploring opportunities for partnerships on the sale of hydrogen to Germany, following the visit of German Chancellor Olaf Scholz to Kenya in May. Produce hydrogen One of the highlights of his tour was a visit to the OlKaria geothermal fields in Naivasha, which has a large potential to produce hydrogen, a key ingredient in the production of fuel and fertilizer. With the tensions between the European Union on the one hand and Russia on the other, Germany will be keen to find alternative sources of energy given that the EU has discontinued the purchase of natural gas from Russia. The disruption of that supply chain, therefore, opens an opportunity for Kenya to enter new supply contracts with Germany and other EU countries, which require fuel for domestic use during winter seasons. Africa also has an unrivalled capacity to supply the metals needed in the manufacture of mobile phones. The study has unveiled valuable insights into the sentiment of chief executive officers (CEOs) and business leaders amid a challenging economic environment. “Optimism regarding growth prospects for the economy weakened with respondents citing the combined impact of the high cost of living and the weakening shilling as growth constraining factors,” it asserts. Respondents also expressed guarded optimism, citing factors such as the expected reduction in inflationary pressures, a potential upswing in the agricultural sector’s performance, and the government’s focus on the digital economy as potential growth catalysts. Glimmer of hope These bright spots in the economic landscape have provided a glimmer of hope amid the challenges. The survey was conducted between July 3 and 14, 2023. The sentiment by the CEOs regarding the growth prospects of the Kenyan economy as a whole has also experienced a decline. Respondents pointed to the combined impact of the high cost of living and the weakening shilling as constraining factors that have eroded optimism. These factors have cast a shadow over the broader economic outlook. Despite these uncertainties, respondents reported a marginal increase in business activity during the second quarter of 2023 compared to the first quarter. Kenya is facing high costs of doing businesses with energy costs remaining high due to taxation while the local currency has lost nearly half of its value in five years. Public debt is 70 per cent of gross domestic product (GDP) and debt service remains a challenge even as access to foreign financing is tight due to choppy financial markets. Externally, global inflation, potential macroeconomic volatility, and energy prices were flagged as potential threats to business expansion. “Firms expect to mitigate these constraining factors through management of costs and risks, diversification of their businesses, and digitisation of their operations,” the survey revealed. Complex picture The findings from the Central Bank survey paint a complex picture of cautious optimism amid economic headwinds. As Kenyan businesses continue to navigate the challenges of the current economic environment, strategic adaptation and resilience will remain pivotal to sustained growth. According to the Treasury’s quarterly economic and budgetary review for the fourth quarter of the 2022/2023 financial year, the current account balance was supported by an improvement in the net merchandise account and the net secondary income balance despite a deterioration in the net primary income balance and net receipts on the services account. The Treasury said that the balance in the merchandise account improved by 1.3 billion dollars mainly due to an improvement in the export earnings and a decline in the import bill. The report said that in the period under review, exports grew 2.1 per cent primarily driven by improved receipts from tea and manufactured goods. “The increase in receipts from tea exports reflects improved prices attributed to demand from traditional markets. On the other hand, imports declined by 6.1 per cent in the 12 months to June 2023, reflecting lower imports of infrastructure-related equipment due to completed projects,” it said. Consumers should immediately take the recalled jeans away from children and return the jeans to any The Children’s Place Store for a full refund,” said the commission in a statement dated August 10. To prevent potential disruptions to these efforts, CBK is advocating for stricter penalties for designated reporting agents found in violation of the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA) and its Regulations. Previously, some professionals, including lawyers, were hesitant to serve as reporting agents. Natural persons The proposed changes would subject them to penalties not exceeding Sh5 million (Kenyan Shillings) for a violation, with natural persons facing a maximum penalty of one million shillings. Additionally, there would be supplementary penalties of up to Sh100,000 for each day or part thereof, during which a violation or non-compliance persists. Beyond reporting agents, other institutions like banks, money remittance providers, foreign exchange bureaus, digital credit providers, directors, officers, employers, and individuals would also be prohibited from violating the Act. “The clause will clothe CBK with powers to penalise financial intuitions for POCAMLA violations and violation of regulations, guideline and instructions issued under the CBK Act. In 2012, Hemingways Watamu was the fi rst coastal hotel to offer whale watching excursions and in 2014, sports fi shermen followed suit. Each year whales are fi rst sited along the Coast of East Africa in early July as they make their annual migration through the Watamu Protected Area on the Kenyan Coast, all the way from Antarctica. As the warm season begins at the Coast from late July, August and September, the humpback whales have been seen to travel towards these warmer tropical reefs for both breeding and birthing. Bringing to the beach village good tidings as tourists, both local and international, fl ock the hotels also for a chance to catch and record the migration for themselves. According to tourism stakeholders in Watamu, most of the hotels and villas are nearly if not already fully booked as the high season continues. Hotel manager at Pwani House Villas, Baobab Villas and Moonlight Villa in Watamu, Kevin Thoya, shares that all the three facilities have been operating at over 50 per cent capacity since late July. “We have been receiving, mostly local tourists, but foreigner numbers have been a little bit down, probably because 22 PEOPLE DAILY / Thursday, August 17, 2023 Travel Wise Get TFU go! of the rains. From June, all the villas had been booked at above 50 per cent, and now most of the guests are going for the three bedrooms. They are here to experience the whale migration,” shares Thoya. Hotels well renovated While there might have been worries about countrywide demonstration a few weeks ago that interfered with tourist numbers, the hotel manager shares that the fray barely affected tourism in Watamu. With the starting of the high season, various hotel establishments, such as Papa Remo have completely changed their face with new style and high level renovations to meet emerging guest needs, who started streaming in from late last month. The hotel manager, Ravi Rohra says the facility is between 95 and 100 per cent fully booked, and hosting 70 to 100 guests every day. “We normally start this season in August, but this time we started in July, partnering with three travel agencies from Alpitour, Francorosso and Kapa tour, all from Europe who are sending us a lot of clients from the European countries. The rainy season is ending, and so we are starting summer,” shares Ravi. While a lot of tourists will be going for marine excursions, Ravi adds that the hotel does not provide for this service, but partners with others within Watamu who do. “We hire by contract for the excursion from outside because we don’t have our own boat, and the contracted company will be giving the tourist the marine tour, including viewing of the whale migration. This also ensures that other stakeholders around the industry also reap from the high season,” he adds. Open skies policy Speaking on behalf of the Italian community and tourism sector, Freddie Del Curatolo, Chairman of the Italian community in Kilifi County, intimated that they are very happy about hotel reservations in Watamu and Malindi for the incoming season. He adds though that there are still some challenges, that need to be addressed. “We fi nally have Neos (an Italian airline) weekly charter fl ights from Milan and Rome to Mombasa, but there are two issues: fl ights are not suffi cient for the rising demand of passengers and prices are too high, because of economic crisis and taxes. We need an open sky policy from Kenya to let more companies to access to Mombasa and hopefully even Malindi International Airport. Many Italians could use Turkish Airlines, connecting people from Istanbul to many cities in Italy, not only Milan and Rome. But Turkish is not yet allowed to fl y to Mombasa. Even for the travellers who land in Nairobi, the connections with Malindi are poor, few seats and very high prices. You imagine a one hour from Nairobi to Malindi costs Sh12,000, which is the same amout people pay to fl y from Italy to Spain or Greece. And we can see many direct fl ights going to Zanzibar. Tourists say to us “Why do we have to choose Kenya with no direct fl ights from Italy? We’d rather go to Tanzania!” he shares. Today, mouth-watering photos of pastries fi ll her online platforms, where she offers bake sales of yummy pastries that are out of this world. On her other platform, she loves to try out new recipes in the kitchen to create desserts and food that will indulge your sweet tooth. I want to see what delicious treats Miss Biwott has for me. The pictures of the pastries caught my eye and I decided to see if they held up to their worth. They did! And boy was I in for a delightful treat! When I meet with Jeptoo to discuss the wonderful works of her hand, she is a pleasant delight to talk to as she takes me through each pastry she created for me. Her most popular pastry at the moment are brownies, which people say ‘tastie bake brownies are the best in town’. “We are very well recognised for these, the baked doughnuts and our Italian macarons” she tells me. Her passion for food began in her teens when her cousin taught her to make chapatis “I was the queen of chapatis, but I wanted to learn more. I wanted to stand out and be known for my expertise, thus pastries,” she tells me. I got to taste all three pastries and I was blown away. They are the sweetest desserts I’ve had in a long time. The name Italian macarons sounds like a mouthful and it is, it is the best kind of mouthful. They are French pastries or cookies, made with almond fl our, sugar and egg whites and are an accessory to other things like cakes for decorating. They are about three centimetres wide, round, in different colours and look like cookies. Their shiny distinct frill on the edges are known as ‘little feet’. There’s something magical about these rainbow coloured beauties as they simply melt in your mouth. Tastie Dine, as her company is known, has done a good job of making theirs just like the European ones that I’ve tasted and sent me a variety of fun colours like pink, green, blue, pink white and cream, with cream fi lling at the centre, of a salted caramel buttercream frosting. They’re extremely sweet, so if you prefer less sugar, you can ask for less sweeter ones. They are pure eye candy and commonly associated with luxury owing to their delicate nature and intricate designs. Miss Biwott tells me that they are very expensive, because of the expensive ingredients, and they require a lot of time and effort to prepare, which according to Jeptoo, is complicated, but worth the cost. “Time is money! A kilogramme of almond fl our is Sh3,400 and found in limited supermarkets. The cost of production is high and I had to see if I would get customers or a return. It took me almost six years of research, learning, understanding, practice after practice, to get to learn these pastries I make,” she says. A pack of 10 goes for Sh2,800, so the customer who buys, understands the value for their money. “If a client says it’s too expensive, then I know that that isn’t a client for macarons— maybe a different pastry, as there’s a niche market for this. I am not here to offer what is already being offered. I am bringing something different to the table. ” she explains. Perfectly layered croissants Croissant is a buttery, fl aky pastry who’s dough is layered in butter, rolled and folded severally resulting in its layered texture and giving a spiral effect. Miss Biwott prepared me bicolor croissants with a chocolate wrap and I enjoyed these with my cup of tea to chase the cold away. He told them not to touch anything, not to roll the windows down or play, making it an awkward ride. Sarwa became annoyed that the driver had the audacity to speak to her children the way he did. She says that there are a lot of horror stories of women not feeling safe in the public transport space. “A lot of women have told me they check that the child lock has not been put on a taxi door, (preventing you from opening the door from inside), to ensure they have an escape route in case of emergency. In this day and age, we shouldn’t be doing this, as we go out to work and to the market just living our lives. It is tedious,” Mehnaz says. After this experience, she felt the need to start a service to cater to this problem. When she shared the idea with other people, women understood where she was coming from, but the fi rst question men asked was “are you solving a big enough problem?” She says, “We are dealing with a population of about 50 per cent women anywhere in the world. This is not a Third World problem, but a worldwide problem. One incident while riding in a taxi a few years ago became the turning point for Mehnaz Sarwa, the brainchild behind An Nisa cab service face. So, providing women with a solution for that without them worrying whether they’ll be touched or worrying about what they are wearing.” An Nisa, a women’s only taxi service, was launched in 2018 and is the only of its kind in Kenya. An Nisa are two Arabic words put together to mean The women. The idea behind An Nisa was to have a secure, safer platform and alternative for women, not only the customers, but also the drivers. They cater to women and children only (boys up to 18 years old), and all the drivers are women. Awkward moments “When you get into a taxi, you are with a stranger (the driver) whom you have no idea what they are going through. Generally, men do not have the issues that women face. When sitting in a taxi, mostly you would be checking your app constantly to confi rm that the driver is taking you the right way and not taking detours. Some of the interesting reviews they have received are that the customers can take off their wigs without worry, comfortably fall asleep during the trip because ‘a sister was driving them’,” she says. She intimates that women reviewers said they had received awkward comments from male drivers. One boda boda female rider said her male customers groped her saying that female passengers also grope male riders. “We wanted to eliminate that. The other reason was because children are also vulnerable and anything could happen to them. We are dealing with two vulnerable groups, so we are giving the ladies working with us a better option. And because we take a lesser commission compared to our competitors, our prices are slightly higher meaning that drivers, for instance with two trips can make more money than the competitor’s four trips, meaning they can do other things after instead of waiting all day for two other trips,” Mehnaz explains. “An Nisa has better returns and working conditions, the drivers are less frustrated and they don’t take it out on the customers. Our main concept is to look after the drivers; to make sure the women are paid well and empowered as they work elsewhere, with this as a part time job or their main source of income. So, we are giving them a good work environment and good returns thus empowering them to look after their families and themselves,” she says. Women empowerment Mehnaz adds, “When women are empowered, they can easily walk away from bad situations such as domestic abuse and unsafe situations because she is not relying on that to stabilise or feed her family. So, it’s not just a taxi service, but it’s a community we are trying to build.” She intimates that their drivers have all the required certifi cation and that background checks are done one them before they are hired. In 2018 when An Nisa was launched, Mehnaz and the partners had more than 1,000 downloads in the fi rst week. They have a lot of demand from Mombasa and other areas and they hope to expand in the near future. An Nisa has partnered with several corporates where they transfer the corporate’s employees. In this case, they do sometimes ferry the male employees when need be, because they are a trusted client. They also hope to set-up a womenonly boda boda service. Mehnaz says this option is better for the women’s mental health too. “Giving the women an alternative where they feel safer, is good for their mental health. The male driver didn’t want the children to touch anything or play in the car, a thing that didn’t go down well with her. Annoyed, she took it personal and vowed to make a change by starting a taxi service that was exclusive to women and children. With other partners, Mehnaz started the service in 2018 under the name An Nisa, an Arab word meaning The Women. It offers taxi services to women and children, including boys of up to 18 years of age. She says An Nisa is a platform for women empowerment, saying when women are empowered, they can easily walk away from bad situations like domestic abuse and unsafe situations.   GOLF: It is a two-horse race for the 2023 Kenya Junior Strokeplay Championship after the third round of play at the Muthaiga golf club. Round one leader Krish Shah reclaimed the leader board in round three, dethroning overnight leader Mikael Kihara by only one stroke. Kihara started the day with a one-shot lead over Shah, but the players were level on scores in the par 4 third hole where Kihara picked a bogey and Shah played level par. They were level again at hole number 5 before the lead exchanged hands five times up to hole number 16. Kihara says a double bogey at hole number seven made all the difference in his scores. “The ball striking up to that point wasn’t the best, so I was just trying to hold it together and not let him (Shah) get away with it. Leaders from the County have said that the stadium would be able to host international sports events, particularly football and conference meetings. The facility will also have a bull-fighting arena, eateries, a parking lot and an athletics track. Kakamega Governor Fernandes Barasa, Senator Boni Khalwale and Ikolomani MP Benard Shinali said the stadium will be done in a partnership between the national and county governments. “We are bringing a world-class sports facility at Malinya with the main objective of nurturing sports talents and promoting tourism in the County,” said Barasa. He pointed out that they had received funds and that the work, which will cost millions of shillings, had started in earnest. Clubs are busy in the transfer market to bolster their squads ahead of the new campaign. Going to the opening fixtures and the continuing pre-season preparations, there is a need for clubs to prioritize the health of their players according to Dr Andrew Juma Suleh. Dr Suleh, a Consultant Physician for Sports Medicine has noted with concern how some clubs have taken lightly the issues of health care of the players and therefore the country could be staring at a disaster incase of a medical emergency especially those related to heart problems. His concerns come in the back drop of former Gor Mahia and Sofapaka player Raphael Asudi’s death on Sunday during a friendly match in Thika, where there was lack of proper medical personel to save his life. While almost everyone in the local football ecosystem agrees that matters of health of the players and technicality of officials are vital, the actualization on the ground is always an issue of push and pull. “You know by word of mouth everybody agrees that the physical well-being of the play is of importance but the problem comes in at the implementation stage when it has got a financial implication. It becomes just a wish or a dream. Like for example even when somebody is advised to procure an ambulance, many can’t afford that, that is the starting point. And when clubs are put together to be educated about this subject of players’ medical there are usually some costs,” Dr Suleh told People Daily sport. The doctor wondered why it has been difficult for clubs to conduct medical tests to players before completing transfer moves. “Have you ever had news in Kenya that a certain player is moving from one club to another and he or she is subject to medical? Recently a Chelsea player was unable to sign for a Saudi club because he failed a medical test. Can we reach there? “Treating sudden cardiac attack on the pitch is very difficult. It requires very elaborate medical infrastructure which includes equipment, consumables and expertise.” Football Kenya Federation Secretary General Barry Otieno says clubs have individual responsibility to care for the medical welfare of its players as stipulated by Club Licensing regulations. “When you sign a player as a club then you have to check if he has injuries, his history and we did not design contracts for players but Club Licensing requires all the players to have medical cover. According to the fixtures released by the Football Kenya Federation (FKF), the ‘Slum Boys’, who will set their eyes on gaining promotion back to the FKF Premier League after being relegated from the top tier for the first time in their history at the end of last season, will then host Vihiga United in their second fixture of the season at Ruaraka grounds on September 23. Mathare United were relegated alongside Vihiga Bullets after finishing last season second from the bottom of the 18-team table with 12 points from 34 points.
