Here's an example of a critical incident that occurred during the assignment of a police officer: 4.8.1 Critical Incident: Hostage Situation Explanation of the Situation: A police officer, from DCC Segamat responded to a Mers 999 call reporting a hostage situation in a residential neighborhood at Taman Mewah Buloh Kasap. Caller reports that a distraught individual, armed with a firearm, has taken their family member hostage in their own home. The suspect is believed to be emotionally unstable, and the situation is very uncertain. By because the area where the incident occurred is under the administration of Buloh Kasap Police Station, the DCC duty officer continues to pass on the information to the police officer on duty at Buloh Kasap Police Station. In charge Corporal Ahmad Zaki and 3 other police officers rushed to the scene. Upon arriving at the scene, the Police Officer quickly assessed the situation. Realized the middle-aged male suspect had locked himself inside the house with a hostage who was a woman in her late 40s. The suspect was agitated, threatening to harm the hostages and himself if the police tried to enter the premises.


124 How it was Resolved: Corporal Ahmad Zaki immediately established communication with the suspect. He remained calm and empathetic, attempting to build a rapport with the distraught individual. He used his crisis negotiation training to keep the suspect engaged in conversation while gathering critical information about his motivations, emotional state, and any potential demands. Simultaneously, the surrounding area was secured, and a perimeter was established to ensure the safety of nearby residents. Over the course of several hours, Corperal Ahmad Zaki continued to talk to the suspect, slowly de-escalating the situation. He listened to the suspect's concerns and grievances, which helped establish trust. Eventually, the suspect agreed to release the hostage in exchange for speaking to a mental health professional. Once the hostage was safely released, a mental health counsellor was brought to the scene, and Corperal Ahmad Zaki facilitated a dialogue between them and the suspect. The mental health professional evaluated the individual's mental state and arranged for his transport to a psychiatric facility for a thorough assessment and treatment. Through the combined efforts of Corporal Ahmad Zaki's crisis negotiation skills, and the involvement of mental health professionals, the critical incident was resolved without anyone being harmed. The suspect received the necessary mental health care, and the hostage was safely reunited with his family. 125 *DCC – District Control Centre (Pusat Kawalan Daerah) 4.8.2 Critical Incident: High-Speed Pursuit Explanation of the Situation: Officer Corporal Nazreen was on patrol duty when he received a call about a suspected armed robbery in progress at a 7-Eleven convenience store in Taman Yayasan Buloh Kasap. The store supervisor reported that a masked individual had entered the store, brandished a knife, and demanded money. The suspect then fled the scene on a motorcycle suspected of being a stolen vehicle. Officer Corperal Nazreen immediately located the motorcycle and attempted to initiate a traffic stop. However, the suspect refused to pull over and instead led Officer Corperal Nazreen on a highspeed pursuit through city streets. During the pursuit, the suspect drove recklessly, endangering other motorists and pedestrians. How it was Resolved: Officer Corporal Nazreen immediately informed the DCC about the pursuit and requested other assistance as the suspect is likely to pass through the main road and will cross the border into another administrative area. While pursuing a suspect, he follows the department's policy and procedures for high-speed pursuits, taking into account factors such as traffic conditions, the nature of the crime, and the level of danger the suspect poses. While the chase continued, officers from another unit also helped, namely the MPV from IPD Segamat. In addition, help from a motorcycle unit (URB) also participated to provide support


126 blocking the suspect's path. The communication between them is by using a telecommunication tool set walkie-talkie. Realizing the increasing danger to the public, Officer Corporal Nazreen and other officers involved in the pursuit coordinated their efforts by strategically blocking the suspect's path until finally causing the suspect's motorcycle to lose control and stop in a bush area. The officers quickly approached the suspect with caution, ordering the suspect to surrender. The suspect complied, and the suspect was taken into custody without incident. After conducting a physical examination of the suspect and an examination of the motorcycle, officers recovered the stolen money and the knife used in the robbery. Officer Corporal Nazreen informed the DCC about the registration number of the motorcycle used by the suspect for verification. As soon as he arrived at the location, he found that there was a fierce argument between the married couple. The argument escalated to the point of physical violence, with both individuals suffering minor injuries. There are also children at home who seem distressed by the situation. How it was Resolved: Officer Sergeant Mejor Mastika immediately assessed the safety of everyone involved. He with the help of officer Lance Corporal Izzat has been trying to separate the couple to prevent further violence and ensure the children's well-being by arranging for relative or child protection services to look after them temporarily. Officer Sergeant Mejor Mastika then conducted interviews with both parties and any witnesses present to gather statements and evidence. He documents the injuries, takes photographs, and collects any relevant physical evidence. In this case, Officer Sergeant Mejor Mastika made an arrest based on evidence and witness statements, charging both individuals with domestic violence and misconduct. She also provides information on obtaining a restraining order and refers the couple to counseling and support services to address the underlying issues contributing to their conflict.


128 The critical incident resolution involved ensuring the immediate safety of the individuals involved, gathering evidence, making arrests as appropriate, and connecting the family with resources to address the root causes of their disputes. 4.8.4 Shoplifting and Disorderly Conduct: Explanation of the Situation: Officer Lance Corporal Azril was called to a local Supermarket in Taman Yayasan Buloh Kasap where a supermarket manager had arrested a person suspected of stealing goods sold in the market. The suspect had hidden the merchandise in a bag and tried to leave the supermarket without paying. When confronted by the supermarket security guard, the suspect cursed and caused a disturbance. How it was resolved: Officer Lance Corporal Azril arrived on the scene and took charge of the situation. He conducted a search on the suspect and recovered the stolen goods. While dealing with the issue of theft, he also assessed the behavior and demeanor of the suspect. In this case, Lance Corporal Azril was issued citations for theft and disorderly conduct, both of which are typically misdemeanors. He warned the suspect of the consequences of disruptive behavior and the possibility of additional charges if the behavior is reported to the police officially through the PRS system. The critical incident is resolved by addressing immediate criminal activity (theft) and disruptive behavior (disorderly conduct) while ensuring the suspect understands the legal consequences. Officer Lance Corporal Azril's actions maintain order in the store and follow the established procedures to handle theft cases. *PRS System – Police Report System o The Police Reporting System (RPS) has been developed by the Royal Malaysian Police (PDRM) since 2006. The PRS project is related to the system of receiving police reports through a computer system supplied at police stations throughout Peninsular Malaysia through three phases according to zone. 4.8.5 Found a dead body: In a situation where villagers discover a badly decomposed body in a palm grove and there is a fear that the individual may have died within the past three days, the police would typically respond as follows: Securing the Scene: The first step for the police is to secure the area and ensure the safety of everyone present. They may establish a perimeter to prevent unauthorized access to the scene, and if there are any potential witnesses, they will be interviewed to gather information about the discovery. o Protecting the Scene: The first step, Officer Lance Corporal Zikhri installed a yellow rope (police line) in the perimeter area where the body was found in order to secure the location of the incident with not allowing any person to enter the area without permission as a surveillance measure to facilitate the police


130 investigation. Next, Officer Lance Corporal Zikhri needs to directly report the information to the DCC officer to confirm the incident. Officers will take measures to ensure that the scene remains as undisturbed as possible. The closest people or witnesses will be interviewed to identify the body. I suggest improvements in the issue of Police needing to undergo regular health check-ups to maintain physical health because the physical condition of policemen who are fat affects their work performance and brings cynicism from the community. Here I would like to elaborate on the relevance of my field. The issue of police officers undergoing regular health checkups to maintain physical fitness is highly relevant and holds significant importance for several reasons:


137 Job Performance and Effectiveness: o Policing is a physically demanding profession that often requires officers to respond swiftly to emergencies, engage in foot pursuits, apprehend suspects, and physically protect themselves and others. o Maintaining physical fitness is essential for officers to perform these duties effectively, ensuring their own safety and the safety of the community. Public Trust and Confidence: o The physical appearance and fitness level of police officers can influence public perceptions of law enforcement. o When community members observe overweight or visibly unhealthy officers, it can erode trust and confidence in the police force, leading to cynicism and skepticism. 18 31 August 2023 Attend the Parade briefing from Senior Officer ASP Jamaliah binti Kusban. Have the opportunity to participate in the Kawad with PERKEP IPD Segamat on the 66th Malaysia National Day. The parade is held at Dataran Segamat at 06.30am – 12pm The parade was attended by a total of 33 people including WPC and the wives of Police Officer. PERKEP IPD Segamat won the parade Champion for the Swasta/NGO/Parti Siasah category.
