“Given the foreseen changes brought by several major events such as the implementation of the Mandanas-Garcia ruling, the post-pandemic era, global economic crisis, peace and order and public safety threats, and the hazards caused by the climate change among others, DILG and LGA are committed to becoming your implementing partners for capacity development programs to help you perform your responsibilities, fulfill your mandates, and better respond to challenges,” Trovela said. The two-day orientation is attended by the Municipal Mayors of Central Visayas. Another leg of NEO orientation was also conducted on October 11-13, 2022 which was participated by the Local Legislators of Highly Urbanized Cities, Component Cities and Municipalities of Cebu. Resource speakers from national government agencies (NGAs) and local government units discussed the elements of good local governance, vibrant and sustainable economic development, tourism and best practices during the said orientation. Meanwhile, the Newly Elected Officials (NEO): Basic Orientation Course for Sangguniang Panlalawigan DILG-7 holds training for newlyelected execs Members of Region 7 was also conducted in Cebu City on December 8-9, 2022. DILG’s Director for Legal and Legislative Liaison Service Atty. Romeo Benitez imparted his expertise on different topics, namely: Salient Features of LGC of 1991, Corporate Powers and Intergovernmental Relations; Duties, Responsibilities, and Accountabilities Local Saggunians; SC Ruling on Mandanas and Roles of Sanggunians in Full Devolution; and Public Service Challenges and Supreme Court Ruling on LGU Cases involving Local Sanggunians. DILG-7’s Legal Officer Atty. Aiiza Fiel Arcenal discussed parliamentary procedure and procedure in the conduct of administrative investigation by the local sanggunians. Lawyer Gina Crucio of Civil Service Commission-7 had the topic on Foundational Values and Ethics of Public Service, while Regional Director Jessie Doctolero of DOFBLGF Central Visayas discussed LGU Revenue Generation and Resource Mobilization. DILG-7 Director Leocadio Trovela opened the program with the opening message, while Assistant Regional Director Maria Loisella Lucino gave the overview of the FY 2022 Program for NEO. MUGNA - V2 PAGE 04 DILG-7 joins SUCCESS 2022 To underscore the success of the provision of the DILG-Administered Package of Assistance under the Enhanced Comprehensive Local Integration Program CBMS press, road show kicked off for nationwide rollout Local Government Capacity Development Division (LGCDD)-7 conducted press launch and road show activities in time for the nationwide roll out of the 2022 Community - Based Monitoring System (CBMS). On behalf of DILG-7 Regional Director Leocadio Trovela, Local Government Capacity Development Division (LGCDD)-7 Chief Maria Thelya Oporto delivered her message of support during the Press Launch and Road Show which aimed to officially launch the upcoming conduct of the 2022 Community - Based Monitoring System (CBMS) Nationwide Rollout in the month of August. The press launch was attended by PSA-7 Regional Director Engr. Ariel Florendo, DICT-7 Regional Director Frederick Amores, PSA-7 Supervising Statistical Specialist Engr. Felixberto Sato, Jr., PSA-7 OIC Chief Statistical Specialist Juanilla Premne, representatives from the local government units, among others. "Local planning, program implementation, and the impact of monitoring while empowering communities are among the focal point of CBMS for the past years," Oporto said. "With the intensified campaign of the rollout, I'm confident that it will reach and assist more LGUs especially those from the 5th and 6th income class (E-CLIP), the National Barangay Operations Office (NBOO), through the E-CLIP Project Management Office (PMO), conducted the activity entitled “Significant Undertakings and Celebration Centered on E-CLIP Success Stories 2022” on June 22-23, 2022 at Royce Hotel, Clark, Pampanga. On behalf of RD Leocadio Trovela CESO III, LGCDD Chief Maria Thelya Oporto and ECLIP Focal Person Sofia Lorraine Ygot attended the said activity. LGUs," she added. The Local Government Capacity Development Division (LGCDD) conducted a Training on Creating Local Government Unit as Local Economic Development (LED) Champion on October 19-21, 2022 via blended approach at the MJ Hotel & Suites, Cebu City. Lawyer Jonathan Capanas, dean of the College of Laws of the University of San Jose - Recoletos (USJ-R) served as the resource person and covered the first three sessions during the first day activity. Assisting him during his presentations were four USJR personnel who actively provided secretariat support. LED training for LGUs conducted 12 LGUs (4 from Bohol, 7 from Cebu and 1 from Negros Oriental) joined the capacity building via face to face training while a number of LGU functionaries and field officers joined the training via Zoom. LGOO VI Jerson Obo, En.P, LGOO II Jomari Lavador and IO I Idaverda Talingting of LGCDD also provided administrative and secretariat assistance to the participants and resource persons. DILG Region VII facilitated the processing of the documentary requirements to finalize and download the FY 2022 appropriated funds to cover funding support for the financial assistance to twenty-seven (27) former rebels in Central Visayas. LGCDD-7 gathers NGAs for HRT orientation 12 LGUs complete SIBOL orientation LGCDD Chief Maria Thelya Oporto graced the event on behalf of DILG-7 Regional Director Leocadio Trovela. Oporto thanked all participants for their full participation and hoped for their compliance on the submission of Technical Working Group Executive Order and approved Workforce Development Plan. BLGF-7 Regional Director Jessie Doctolero and representatives from DOLE, DTI, TESDA discussed their agency's mandates and CapDev offerings to LGUs under SIBOL Program. LGCDD-7 Assistant Division Chief Jerson Obo, Enp of DILG VII discussed initiatives that support LGU full devolution and to harmonize the transition of the devolution of the Programs, Projects, and Activities (PPAs) from the National Government Agencies to the LGUs through the Harmonization Roadmap Template (HRT), DILG VII presented the HRT during the blended Regional Committee on Devolution on TWG Meeting on November 3, 2022, via blended approach. The HRT serves as a reference to bridge information between the LGU Devolution Transition Plans and NGA PPAs to be devolved. DILG-7 were represented by LGCDD Assistant Division Chief Jerson Obo, DMO IV Shaun Silagan and LGOO V Frislie Virador of DILG VII who discussed the LGU DTP Analytics and HRT. the salient features of SIBOL, its planning process, formulation and contents of Work Force Development Plan. The SIBOL Program aims to institutionalize workforce development program and plan of the LGUs through enhanced capacity to develop and manage responsive workforce development program to generate employment and livelihood opportunities in their respective communities. It also targets to provide support in preparing the communities to develop, upskill, reskill the necessary skills requirements of the private enterprises especially for new emerging industries during and post pandemic. LGU documenters undergo training LGCDD-7, Personnel Section conducts GAD orientation Newly-hired employees and selected personnel of DILG-7 took part in the Orientation on Gender Sensitivity and Development (GAD) and its Mandates and Admin Matters on Friday, September 2, 2022, at the Golden Prince Hotel in Cebu City. The one-day activity organized by DILG-7’s Personnel Unit and the Local Government Capability Development Division (LGCDD) aimed to capacitate personnel on various concepts of gender and development, and admin matters. Assistant Regional Director Maria Loisella Lucino kicked off the orientation with a message and discussion of the activity’s rationale. GAD regional focal person Gerlou Gestopa-Tibon discussed the development perspective on Gender Sensitivity and Development, while LGOO V/ Planning Officer Designate Frislie Gay Virador explained the Department’s Strategic Doctrine, Structure, and Priority PPAs. and questions of the LGUs with regard to the preparation on the documentation of their best practices in relation to the Local Government Academy's initiative on "Documentation of Local Governance Models on Service Delivery." LGOO VI Jerson Obo, LGOO II Sofia Ygot, LGOO II Jomari Lavador, IO II Richiel Chavez, and IO I Christopher Mahilum provided technical support and answered queries from the participants. The regional team guides the LGUs throughout the documentation process until they are able to complete the expected outputs, which are the technical documentation, feature write-ups and audio-visual presentation of the identified best practice. Later in the afternoon, Legal Officer Atty. Aiiza Fiel Arcenal tackled two topics: GAD and its Mandates, and the Code of Conduct and Ethical Standard for public officials and employees. The topics on admin and ISO matters were discussed by AO V/HRMO III Josefina Daisy Cabo, AO IV/HRMO II Melanie Capacite and Accountant III Karen Reuyan. The Regional Team on LGU Documentation Program headed by LGCDD Chief Maria Thelya Oporto called a special meeting with the LGU documenters of Lapu-Lapu City, Municipalities of Sogod, Loboc, and San Regimio on August 12, 2022, via Zoom. 10 Municipalities from the province of Bohol participated the Training for Local Government Units on the Rationalization of Fees and Charges (RFC) conducted in Panglao, Bohol on October 12-14, 2022. The training aims to enhance the technical skills and knowledge of the LGUs on the mechanics of the local impositions of local taxes, fees, charges, and procedures for the rationalization of Local Fees and Charges (LFC) thru the use of a toolkit. The activity was attended by the Municipal Treasurers, Budget Officers, personnel from the Business Permit and Licensing Office (BPLO), and the Sangguniang Bayan Chairs on Budget, Finance and Appropriations of the Municipalities of Lila, Sierra Bullones, Loboc, Maribojoc, Anda, Calape, Dauis, Candijay, Antequera, and Corella. On behalf of DILG Bohol Provincial Director Jerome Gonzales, DILG Bohol PDMU Chief LGOO VII Mardonio Roxas delivered his welcome message to the participants. Meanwhile, DILG Regional Ease of Doing Business (EODB) Focal Person LGOO V Janice Contado delivered the rationale of the 3-day activity and presented the statement of purpose of the said training. 10 LGUs successfully trained on RFC During the first day the training, the introduction to Local Fees and Charges, Salient Features of JMC No. 2019-01, and the Study of Rationalization of Fees and Charges were discussed by the officers from the Bureau of Local Government Finance (BLGF)-7, namely; Kevin Soon, Local Treasury Operations Officer IV; Mary Cithe Caballero, Special Investigator III; and Emma Go, Financial Analyst III, respectively. On the other hand, the overview of the Local Fees and Charges (LFC) Toolkit Process, Mandate to review LFC, and the utilization of the LFC Toolkit were tackled during the second day of the training. Meanwhile, a workshop on the preparation and adoption of reasonable fees and charges toolkit of the LGUs was conducted on the same day. The DILG-DOF-Joint Memorandum Circular No. 2019-01 regarding the Guidelines for the Review, Adjustment, Setting and/or Adoption of Reasonable Regulatory Fees and Charges of Local Government Units is being issued for the guidance of LGUs to ensure uniform procedures in setting reasonable fees and charges as provided for by provisions of the Local Government Code of 1991. DILG personnel discuss SFW Apprenticeship program guidelines Cebu Province joins SDG seminar 3 Cebu Province personnel participated in the Sustainable Development Goals (SDG) Seminar 3 on August 19, 2022, via Zoom. Local Government Capability Development Division (LGCDD)-7 Chief Maria Thelya Oporto spoke before the Cebu participants during her closing remarks. The 4-day activity was attended by planning officers, statisticians, and designated staffs who handle data management of all LGUs in the province of Cebu. SDG DILG regional focal person LGOO III Gerlou Tibon and SDG provincial focal person of DILG Cebu province likewise attended the said activity. The Cebu province is the 2nd batch of the 3 batches set for region 7 in the conduct of SDG seminar 3 series. The 1st batch was attended by the participants from Bohol last August 9-12, 2022. To apprise the local functionaries and DILG personnel of highly urbanized cities of Cebu LapuLapu and Mandaue on the results of Devolution Transition Plan, capdev agenda analytics and LGU segmentation, DILG-7 through the Local Government Capacity Development Division and LGCDD presents DTP results, capdev agenda analysis for HUCs DILG-7 disaster focals undergo seminar The Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) focal persons from DILG-7 regional, provincial, and city offices underwent a Restricted Land Mobile (RLM) seminar and a training on Information Communication Technology for Disaster Risk Reduction and Radio Operations on November 17-18, 2022 at the Cebu Northwinds Hotel, Cebu City. During the discussion on the RLM guidelines and protocosl, Engr. Jennylyn Juntar of the National Telecommunications Commission (NTC)-7 said that the seminar was required before the radio operators and communicators would be issued a certificate from NTC to allow them to operate a mobile radio and handled in land mobile services. Juntar also added that the radio communication device of those who do not have the certificate will be confiscated and they would be penalized in accordance with the existing laws. On the other hand, Engr. Royden Rusiana and Engr. Ira M. Bermudo of the Department of Information and Communications Technology (DICT)-7 thoroughly discussed the basics of networking, and Introduction to Very Small Aperture Terminal (VSAT) and Basic Two-Way Radio Communications courses, respectively. Bermudo likewise led the actual and practical demonstration in operating radio communications. ICT for Disaster Risk Reduction and Radio Operations can play significant role in disaster management through promoting preparedness, warning and rehabilitation programs and access to communication after a disaster strikes. Cebu Technological University (CTU) conducted the presentation of results of HUC Devolution Transition Plan (DTP) and capacity development agenda analysis on November 17, 2022 at the MJ Hotel & Suites, Cebu City. Scoping Missions action plan crafted Formulation of the action plan for the Scoping Missions was the highlight during the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) program orientation facilitated by the United Nations and Development Program (UNDP) on August 18, 2022 in Pasig City. SHIELD is a 7-year program that has a grant funding of AUD18 million from the Department of Foreign Affairs and Trade (DFAT) - Australian Goverment that aims to support the Philippine Government in building a community that is safer and more resilient to the impacts of natural hazard events and climate change. Presented during the orientation were the overview, structure, goals and objectives of the SHIELD program. Likewise, the Consortium led by UNDP and its members composed of National Resilience Council, Philippine Business for Social Progress, UN-Habitat, and the Consortium of Bangsamoro Civil Society were also introduced during the activity. It was also underscored during the activity that Cebu Province is among the 11 provinces and two special regions that the SHIELD program will be implemented as these areas are vulnerable of the impacts of natural hazard events and climate change. The Consortium and the National Government Agencies such as DILG together with other national and local stakeholders, will serve as collaborators in designing interventions, implementing activities and delivering outputs that facilitate the attainment of the program outcomes. The UNDP team is set to meet the provincial government of Cebu for the scoping mission on October 4, 2022 and the MOU signing will likewise take place on November 15, 2022. Present during the orientation from DILG-7 were SHIELD program focals and coordinators LGOO II Sofia Ygot and LGOO II Jomari Lavador of DILG-7 regional office, and LGOO V Ginablle Ejoc and LGOO II Randel Cedie Samonte of DILG Cebu Province. Regional focals gather for LGU DTP capacity enhancement In preparation for the Regional Fora on Devolution, key personnel from all DILG Regional Offices gathered on October 17-19 at Mabalacat, Pampanga for the conduct of Capacity Enhancement on the LGU Devolution Transition Plan (DTP) Analytics. The activity aimed to prepare key personnel in generating analysis from the results of the Regional LGU DTP Analytics, gather insights and best practices on how to generate and present analysis from other regions, and conduct action planning in preparation for the Regional Fora on Devolution which will kick off in November 2022. The activity took off with Bureau of Local Government Development (BLGD) Director Anna Liza Bonagua presenting the key updates on the devolution efforts of the Department and the results of the LGU DTP Analytics - National Level, while Undersecretary for Local Government Marlo Iringan, BLGD Assistant Director Alfonso Maralli Jr., and DILG-3 Regional Director Atty. Anthony Nuyda also shared their message of support to the participants. Part of the agenda of the activity was the presentation of the Regional DTP Analytics at the provincial level and a workshop on Regional DTP Analytics at the city level. The activity followed by an open forum session which served as an avenue to hear feedback of the results of the Regional DTP Analytics from Asian Development Bank Technical Consultant Maria Belen Bonoan who also gave tips to improve the presentation of results. Meanwhile, the DILG Cordillera Administrative Region (CAR) shared their best practices on devolution efforts and their experiences in Inter - LGU DTP Alignment and Interfacing in their region. DMO IV Shaun Silagan and LGOO II Jomari Lavador were in attendance to represent DILG-7 in the conduct of the said activity. The LGU DTP Analytics was developed by the Department with an aim to inform the progress of devolution, and influence the design, strategy, and implementation of National Government Agencies’ (NGAs) capacity development and other assistance to LGUs. The results of the Analytics will be utilized during the conduct of the regional fora on devolution, which will serve as a venue for NGAs, through their regional line agencies, and the LGUs to facilitate the harmonization of the NGA and LGU DTP implementation strategies. Trovela gets booster shot in PinasLakas ceremonial vax In support of the nationwide launching of booster vaccination campaign, dubbed as “Sa Booster, PinasLakas,” DILG-7 Regional Director Leocadio Trovela got his booster shot during the ceremonial vaccination held at TMX Philippines Incorporated, MEPZ 1 in Lapu-Lapu City on August 13, 2022. During his message of support, DILG-7 Regional Director Leocadio Trovela underscored the importance of vaccination to the senior citizens as the most vital part of the battle against COVID-19. “We continue to face the challenge on vaccination for the vulnerable senior citizens that must be prioritized the vaccines as recommended by the WHO,” Trovela said. “At this time, hindi na dapat natin silang takutin para magpabakuna, however, let’s show to them why they need to have their booster shots. MSAC members tackle LGRRC indicators RCI-SRD convened for Q2 meeting The Regional Convergence Initiative for Sustainable Rural Development (RCI-SRD)-7 member agencies converged for the second quarter meeting on May 17, 2022 at the Diamond Suites, Cebu City. Representatives from Department of the Interior and Local Government (DILG)-7, Department of Agrarian Reform (DAR)-7, Department of the Interior and Local Government (DENR)-7, and Department of Agriculture (DA)-7 presented their outputs on Knowledge Management, Public Policy Advocacy, Capacity Development, and Agro-Enterprise, respectively. Likewise, presentation of accomplishments per agency for the Carood watershed was highlighted during the said meeting. DILG-7 was represented by LGOO VI Jerson Obo and LGOO V Josefina Remoreras. To continuously deliver efficient service to the clientele of the Local Governance Regional Resource Center (LGRRC)-7, members of the Multi-Stakeholder Advisory Council (MSAC) convene virtually for its 2nd quarter meeting on July 8, 2022, via Cisco Webex. Oporto presides over CV regional statistics council TWG meeting DILG-7 joins eLCCAP formulation training To ensure an adequate number of LCCAP trainers in the region, DILG-7 DRR-CCA focal persons joined the five-day Training-of-Trainers (TOT) on the Formulation of Enhanced Local Climate Change Action Plan (eLCCAP) Batch 5 on November 7-11, 2022 in Davao City. Among the fifth Batch of Trainees were DILG regional, provincial, and city Disaster Risk Reduction - Climate Change Adaptation (DRRCCA) focal persons, Provincial Disaster Risk Reduction and Management Officers (PDRRMOs), and representatives from the LRIs/HEI of regions 7, 9, 11, 12, and 13. The first day kicked off with the coaching techniques for effective facilitation and active learning which was facilitated by Shiela Dingcong, dean of Thames International. The participants learned critical skills and learning approaches and strategies that they can utilize to be effective trainers in their respective localities. On behalf of the Department of the Interior and Local Government (DILG)-7 Regional Director Leocadio Trovela, Local Government Capacity Development Division (LGCDD)-7 Chief Maria Thelya Oporto presided over the third quarter meeting of the Central Visayas Regional Statistics Council Technical Working Group on Social Sector Statistics on August 11, 2022, via Zoom. Discussions revolved around the updates on 2022 Community-Based Monitoring System (CBMS) implementation. During the whole duration of the training, resource persons coming from the Department of Human Settlement and Urban Development (DHSUD) and Climate Change Commissions (CCC) provided sessions focused on Climate Change Adaptation and Disaster Risk (CDRA), Exposure Database Development, Risk Assessment, and Greenhouse Gas Inventory (GHGI) that are essential on the formulation of the LGUs' enhanced LCCAP. The Capacity Building Training (CBT) was part of the benefits provided to the beneficiaries of the killed military and police personnel under the Comprehensive Social Benefits Program (CSBP). The CSBP provides for different types of benefits and assistance, scholarship, special welfare assistance, health and medical care assistance, shelter assistance, and employment assistance. General orientation for LGOOs II, III kicks off CSBP capacity-building training held in Bohol Nineteen Local Government Operations Officers (LGOOs) of Department of the Interior and Local Government (DILG)-7 participated in the General Orientation for LGOO II and III Apprenticeship Program 54th Batch at the Forty-first Batch of Comprehensive Social Benefits Program (CSBP) capacity-building training was conducted at the Provincial Training Center, Barangay Poblacion in Bilar, Bohol on June 13-17, 2022. He also discussed Executive Order No. 138, the Full Devolution of Certain Functions of the Executive Branch to Local Governments, Creation DILG-7 through the Local Government Capacity Development Division conducted the two-day Capacitating Urban Communities for Peace and Development (CUCPD) program orientation workshops with the members of sectoral committees (Labor Groups, Urban Poor, Women, and Youths) of the city governments of Mandaue and Lapu-Lapu on March 29-30, 2022 at the Harolds Evotel, Cebu City. CUCPD is a platform for convergence and collaboration among all stakeholders at the local level aimed at improving the institutional capacity of LGUs to undertake development-oriented and context sensitive peace building programs to resolve the prevailing and emerging local issues of the most vulnerable sectors. of a Committee on Devolution. The general orientation is the first component of the Apprenticeship Program. The Apprenticeship Training for Local Government Operations Officers is a competency-based training program designed to equip LGOOs II and III with the necessary core, functional and leadership competencies to become effective catalysts for excellence in local governance. The main objective of the program is to empower Local Chief Executives to upscale governance and collectively champion the cause of sustaining peace and development by enabling LGUs to harness all available opportunities to minimize, if not eradicate, the profound feeling of marginalization of the vulnerable sectors. LGCDD Chief Maria Thelya Oporto delivered messages of encouragement and support on behalf of DILG-7 Regional Director Leocadio Trovela. LGCDD conducts MDM training, CapDev on COVID-19 response The Local Government Capability Development Division (LGCDD) of the Department of the Interior and Local Government (DILG)-7 conducted a Training on the Management of the Dead and Missing (MDM) Person cum Capacity Development Activities on COVID-19 Response on November 14-16, 2022 at the Golden Prince Hotel and Suites, Cebu City. The three-day blended virtual and face-to-face training were participated by the DILG Provincial/City Disaster risk reduction (DRR) and climate change adaptation (CCA) focal persons, City/Municipal Local Government Operations Officers (C/MLGOOs), Local Disaster Risk Reduction and Management Officers (LDRRMOs), Local Social Welfare and Development Officers (LSWDOs), Local Health Officers (LHOs), Local Police Officers, and Local Fire Officers of various local government units in Central Visayas. DILG-7 Regional Director Leocadio Trovela graced the said activity and delivered his welcome message to the participants. DILG-7 DRR-CCA Regional Focal Person Leo Pasilang discussed the salient features of the MDM Field Manual that contains protocols, guidelines and relevant reference materials, including the various forms to be used for specific MDM-related activities. Meanwhile, Medicolegal Officer and Assistant Chief of Regional Forensic Unit VII Benjamin Venancio Lara presented the process and logistical requirements, culturally accepted norms and beliefs in handling dead bodies and body parts. Meanwhile, ITO Kenneth Bacalso demonstrated on how to navigate and use the RR4LGUs Information System in the submission of forms. RR4LGUsIS is a web-based application that provides information on all existing business and non-business related regulations and issuances of LGUs which also serves as repository database of policies or issuances that have been amended, repealed, and consolidated. LGUs in CV oriented on iBPLS:BPBC Municipal treasurers, Business Permits and Licensing Officers (BPLOs), and the Information Technology (IT) officers of select local government units in Central Visayas participated in the Integrated Business Permit and Licensing System: Business Permit with Barangay Clearance (iBPLS: BPBC) online orientation on July 19, 2022. were the overview of the disaster preparedness manual for localized weather disturbances, science of weather disturbances, understanding flood hazzard, and introduction to ALeRTO early warning system. Formulation of the local action plan from province to barangay level was the highlight of the second day of the said training. Provincial and city DRRM officers of Region 7 led the development of individual local action plans on the occurrence of localized weather disturbances in their critical areas. This was facilitated by the DILG-7's regional and subregional DRRM focal persons. The last day of the training highlighted the sharing of experiences in pilot areas of local weather disturbances, essentials on coaching/mentoring, and consultation-dialogue with LDRRMOs. Discussion on iBPLS: Business Permit with Barangay Clearance (BPBC), presentation of the DICT's iBPLS: BPBC cloud-based software, and system demonstration were also presented during the orientation. Information Coordinating Center (DILG-CODIX), Department of Science and Technology (DOST) -9 and Office of the Civil Defense (OCD)- 9, has introduced the Disaster Preparedness Manual for Localized Weather Disturbances which serves as a guide for local governments on actions they need to undertake before, during, and after a localized weather disturbance. The learning activity aims to create a pool of coaches and for the participants to develop their competencies on early warning systems and early preparedness specifically for localized weather disturbances.
