The Department of the Interior and Local Government (DILG)-7, together with the Department of Social Welfare and Development (DSWD)-7 KALAHI CIDSS, jointly conducted the Regional Training of Trainers on Participatory Barangay Development Planning on May 22–26, 2023, at the Holiday Plaza Hotel, Cebu City. Present during the 5-day activity were Municipal Local Government Operations Officers, representatives of the Municipal Planning Development Officers of the respective LGUs of Bohol, DILG Bohol Provincial focal, and regional participants of DILG-7 and DSWD-7. PDO IV Stephen Valeriano Soliven of the DSWD KALAHI-CIDDS Program discussed the CapDev Agenda formulation process, the organization of the barangay planning team, the updating of the barangay database, and the monitoring and evaluation plan. Among the topics discussed were barangay situational analysis, problem identification, setting and identification of goals and objectives, hazard mapping, venn diagrams, and historical timelines, among others. Furthermore, the identification and prioritization of PPAs, CapDev Agenda formulation, investment programming, and formulation of the Barangay Development Investment Program (BDIP) were also tackled. DILG-7 earns high rating on Operations Audit for E-CLIP The Department of the Interior and Local Government (DILG)-7 underwent an operations audit on the Enhanced Comprehensive Local Integration Program (ECLIP) as part of the Ending of Local Communist Armed Conflict (ELCAC) efforts of the Department on January 30–February 3, 2023. The operations audit kicks off with a regional entry conference and is then followed by a regional-level operations audit, which was attended by LGCDD Chief Maria Thelya Oporto, FAD Chief Atty. Ferdinand Albaño, ECLIP Focal Person LGOO VI Rommel Correa, Planning Officer Designate LGOO V Frislie Gay Virador, ECLIP Team Members LGOO II Sofia Lorraine Ygot and IO I Charles Caayaman, Regional Accountant Karen Reuyan, Regional Budget Officer Josette Belda, and RICTU Officer Kenneth Bacalso. Likewise, on January 31–February 2, DILG Bohol and Negros Oriental concerned personnel as well as the Local Social Welfare and Development Officers (LSWDO), Receiving Units, and Beneficiaries underwent operations audits via Zoom and face-to-face, respectively. Based on the audit findings, Region VII is at 54.59% on effectiveness, while the efficiency rate is at 70.59%. Meanwhile, on the economic and ethical aspects, the region is at 100%. as there were no reported or recorded unethical practices relevant to ECLIP implementation. On the other hand, Region VII's compliance with LRRs on ECLIP implementation is at a 60% rate. The conduct of the operations audit aims to evaluate the input, process, output, and outcome of the ECLIP implementation in the region. MATINO I MAHUSAY I MAAASAHAN PAGE 05


The Department of the Interior and Local Government (DILG)-7, through the Local Government Capacity Development Division (LGCDD), provided technical support to the conduct of Capacitating Urban Communities for Peace and Development (CUCPD) on December 13–14, 2023, at the People's City Hall, Talisay City. LGCDD Assistant Division Chief Jerson Obo discussed the rationale, objectives, and target of the CUCPD Program Enhanced Guidelines under Memorandum Circular No. 2021-063. LGOO II Edwin Monceda thoroughly discussed the workshop mechanics and the use of the Sectoral Issues and Needs Assessment Tool (SINAT). Likewsie, another leg of Capacitating Urban Communities for Peace and Development (CUCPD) was conducted on December 22–23, 2023, in Toledo City. Participants during the two CUCPD activities were sectoral representatives such as youth and students, urban poor, women, and laborers, as well as the LGUs’ department heads and other functionaries. Capacitating Urban Communities for Peace and Development (CUCPD) is one of the strategies being implemented that utilizes a sectoral-based approach to identify the real and most urgent needs of the most vulnerable sectors of society or in areas identified as “white areas", On the other hand, Retooled Community Support Program (RCSP) is the program in line with the government’s effort at the grassroots level to combat the activities of the CTGs which is focused on socioeconomic and cultural problems in areas identified as “red areas". CUCPD and RCSP are the two programs of C4PEACE designed to respond to DILG commitments in the implementation of EO 70 s 2018 aimed to enhanced LGU capacity to address governance and development gaps. LGU’s Regulatory Reform Team undergo training Members of the LGU’s Regulatory Reform Team (RRT) or Committee on Anti-Red Tape (CART) joined the training on Reengineering Systems and Procedures and Repeal of Policies for LGUs on November 15–17, 2023, at the Cebu Grand Hotel, Cebu City. The provincial RRT present were from the provinces of Siquijor and Bohol, while the municipal RRT present were from the municipalities of Candijay, Panglao, Cordova, Moalboal, Oslob, and San Fernando. The first day of the training revolved around the discussions of the Guidelines on Streamlining of LGU Systems and Procedures on Business and Nonbusiness-related Services for Cities and Municipalities that were presented by LGOO VI Janice Contado, while the discussions on the Reengineering Process and the Overview of the Business Process Reengineering Manual were presented by LGOO V Lucita dela Peña. Dela Peña underscored the Client Journey Map Phase during her discussion on Designing Citizen-Centered Public Service Improvements on day 2 of the training. A workshop on Discovering our Clients was then followed. Later in the afternoon, dela Peña thoroughly discussed MC No. 2022-075, Guidelines on the Implementation of the Regulatory Reform for LGUs Information System (RR4LGUsIS). The activity capped off with an actual demonstration and hands-on experience with the RR4LGUs Information System. MUGNA - V3 PAGE 08


Select LGUs in CV trained on RFC, LRC updating The Local Government Capacity Development Division (LGCDD) of DILG 7 in partnership with the Bureau of Local Government Finance (BLGF) conducted a 3-day Training and Workshop for Local Revenue Code Updating and Rationalization of Fees and Charges in Cebu City from August 30, 2023, to September 1, 2023. LGCDD Division Chief Maria Thelya Oporto, in her welcome remarks, highlighted the importance of the said activity and its impact on local government units (LGUs). BLGF Regional Director Jessie B. Doctolero underscored the LGU Resource Mobilization, Procedures for the Enactment of Local Tax Ordinances, and Proposed Local Revenue Code Implementation Plan. Moreover, Local Treasury Operations Officer IV Kevin Soon discussed the basics of taxation and the legal framework of local taxation. Emphasized in his discussion is the importance of the mandate to review the Local Revenue Code and Local Revenue Measures. Furthermore, Financial Analyst III Emma Go provided an update on the local fees and charges implementation and monitoring. Participants in the said activity were staff of the Office of the Municipal Treasurer, Vice Mayor, and SB members of the target LGUs. 16 cities in CV undergo EODB audit In line with the role of the DILG in monitoring and tracking the progress of local government units in the implementation of Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery (EODBEGSB) Act of 2018, the DILG-7 team conducted an LGU compliance audit on EODB in 16 cities in Central Visayas. The on-site audit took place from November 20–December 20, 2023, spearheaded by the DILG-7 Regional Audit team headed by LGCDD Chief Maria Thelya Oporto and EODB Regional Focal Person LGOO VI Janice Contado, along with the DILG provincial and city EODB focal persons. The 16 cities that underwent EODB compliance were the three highly urbanized cities, namely: Cebu City, Lapu-Lapu City, and Mandaue City. The other cities audited were the component cities of Cebu and Bohol, namely: Bogo, Toledo, Carcar, Naga, Talisay, Danao, and Tagbilaran. The audit aims to validate the compliance report of the LGU being declared in the BPLS/BPCO Online Monitoring System, to address specific needs and concerns of the LGUs, and to provide technical assistance if necessary. The Local Government Capacity Development Division (LGCDD) of DILG VII conducted the Training on the Local Investment and Incentives Code (LIIC) and the Formulation of the Workforce Development Plan (WDP) on October 18–20 at the Cebu Northwinds Hotel, Cebu City. LGCDD Chief Maria Thelya Oporto, in her opening message, emphasized the crucial role of the Local Government Units (LGUs) in ensuring the employment and livelihood of the constituents and the partner agencies in the implementation of the Strengthening Initiatives for Balance Growth and Opportunities at Localities (SIBOL) Program. ADC LGOO VI Jerson Obo discussed the purpose, policy content, guidelines, and other salient features of the DILGDOLE-TESDA-DTI JMC 2021-001. Also, ADC Obo facilitated and provided technical assistance on the construction of the LGU Workforce Development Plan, particularly in the areas of situational analysis on the Workforce Development Plan, a roadmap for Workforce Development, and action planning. Partner agencies present as resource persons were the Board of Investment (BOI), the Department of Trade and Industry (DTI), the Department of Labor and Employment (DOLE), and Technical Education and Skills LGCDD-7 conducts training on LIIC, WDP Development Authority (TESDA) and Bureau of Local Government Finance (BLGF). Participants in the said activity were MLGOO, Sanggunian Members, Local Economic Development and Investment Promotion Officers, Community Training and Employment Coordinators, and Public Service Employment Officers of the target LGUs. The said training aims to capacitate LGUs on the formulation of a workforce development plan, orient them on their roles and responsibilities, and provide opportunities to improve and sustain the quality of life of their constituents. Enhanced CDP Assessment Tool introduced The DILG-7, through the Local Government Capacity Development Division (LGCDD), conducted an orientation on the Enhanced CDP Assessment Tool/Checklist on April 20, 2023, for the members of the Comprehensive Development Plan Technical Assessment Committees (CDP-TACs) to prepare them for the Trovela underscored the importance of oversight functions and roles of the provincial governments over their component LGUs, particularly in having a risk-informed and responsive development plan while observing horizontal and vertical alignment of priorities, budget complementation and augmentation, and support. Assistant Division Chief Jerson Obo discussed the salient features of the DILG-DBM-NEDADOF JMC No. 2016-01, DILG MC Nos. 2018-172 and 2021-037 re: Updated Guidelines for Assessment of CDPs, and Component III: Content of the Assessment Tool/Checklist. Also discussed were the forms and processes of the assessment tools and checklists. Likewise, the mainstreaming concerns and interpretation of assessment results, Region 7's status of LGU compliance on CDPs, and 2021 assessment results were also presented. conduct of the assessment of CDPs of cities and municipalities for FY 2023. To institutionalize the conduct of assessments of CDPs, the DILG-7, in coordination with DILG Mandaue City, conducted the Regional/Provincial Alliance Building Cum Assessment of CDP of Mandaue City at the SP Session Hall, Mandaue City, on May 16, 2023. Mandaue City Mayor's Office Executive Secretary, Atty. August Lizer Malate, recognized the significant contributions of this Department, NGAs, and the active participation of their CSOs and POs in the formulation of the said plan. DILG Mandaue City Director Johnjoan Mende discussed the salient features of the Enhanced CDP Assessment Tool and the processes of assessment. LGCDD Assistant Division Chief Jerson Obo, in his part, emphasized that every plan must be responsive to the priority needs of the constituents while addressing disaster risks and climate change threats and challenges. DILG-7, DILG Mandaue City conduct CDP Assessment On behalf of DILG-7 Regional Director Leocadio Trovela, DILG-7's Local Government Capacity Development Division (LGCDD) Chief Maria Thelya Oporto graced the Sangguniang Kabataan Federation— Negros Oriental Congress 2023—as Guest of Honor and delivered her special message to LGCDD Chief graced NegOr SK Fed Congress the Sangguniang Kabataan Negros Oriental Chapter on May 20. The activity was conducted on May 19–21, 2023, at the Mezzo Hotel, Cebu City, with the theme “Overcoming Barriers to Effective Leadership: Onwards Negrense Youth.” MUGNA - V3 PAGE 14


CDP Consortium with LRIs, NGOs resulted in high LGU compliance DILG-7, through its Local Governance Regional Resource Center (LGRRC) , conducted a Comprehensive Development Plan (CDP) Consortium for the local resource institutes (LRIs) and non-governmental organizations (NGOs) from June 26 to 29 in Cebu City. Regional Director Leocadio Trovela had a quick visit on the four-day activity and led the Commitment Signing on Thursday, June 28, 2023, with the LRI representatives from Holy Name University, Cebu Technological University, Cebu Institute of Technology-University, University of the Philippines-Cebu, University of San JoseRecoletos, University of San Carlos and Silliman University; and an NGO from the Ramon Aboitiz Foundation Inc. (RAFI). The commitment signing underlined the alignment of efforts, capacity development, collaborative planning processes, knowledge sharing, innovation, and monitoring and evaluation among the LRIs who are members of the LGRRC-Multi Stakeholders Advisory Council-7. Aside from the commitment signing, the Consortium had a series of discussions with resource speakers from DILG-7, DHSUD, DBM, and NEDA. The ToT spearheaded by the LGCDD of DILG-7 aimed to equip partner LRIs and NGOs on the mainstreaming of DRR-CCA into the CDP (CDP+) and capacity development agenda formulation. Furthermore, from July to December 2023, the simultaneous provision of technical assistance on CDP formulation was conducted with the following eight priority LGUs, namely: Asturias, San Francisco, Baclayon, Balilihan, Corella, Garcia Hernandez, Loon, and Tanjay City. "SGLG Awardee. Alburquerque." Albuquerque received SGLG-IF from DILG After being feted as one of the awardees in the 2022 Seal of Good Local Governance, the local government unit of Alburquerque, Bohol, received the Seal of Good Local Governance—Incentive Fund (SGLG-IF) from the Department on Tuesday, January 24, 2023, at the DILG-7 Regional Office in Sudlon, Lahug, Cebu City. Alburquerque Mayor Don Ritchie Buates personally accepted the P5 million check from the SGLG Incentive Fund handed over by DILG-7 Director Leocadio Trovela. The municipality of Alburquerque is among the six LGUs in Central Visayas that earned the SGLG for 2022. The SGLG-IF shall be utilized to finance local development projects and capacity development assistance from the DILG. MATINO I MAHUSAY I MAAASAHAN PAGE 17


The DILG-7's Local Government Capacity Development Division (LGCDD) called a meeting to the program focal persons under the division’s programs for the 4th quarter on December 21, 2023, via Webex. LGCDD Chief Maria Thelya Oporto welcomed the participants and delivered her opening remarks. Attendees during the meeting were the program focal persons on CBMS, RCSP, CUCPD, CDP, CLUP, BNEO-BDP, ISO, and DRR-CCA. Updates on CBMS were presented by the PSA-7 CBMS Focal Person Felixberto Sato, Jr. Sato underscored the need to convene the CBMS Coordinating Boards (CCB) on all levels for the 2024 CBMS implementation in assessing the parameters of conducting the overall CBMS activities. Likewise, LGOO VI Jerson Obo presented the updates on C4PEACE: RCSP and CUCPD, updates on CDP, CLUP, BNEO-BDP, ISO Provision of Technical Assistance. For his part, LGOO IV Leo Pasilang provided updates on DRR-CCA report requirements and preparations for the upcoming holiday season as vice chair of the disaster preparedness cluster. LGRRC SIETE To update Region 7’s Local Governance Regional Resource Center (LGRRC) Manual of Operation, the core team from DILG-7 regional and sub-regional offices convened for a planning workshop on March 30-31, 2023, at the DepEd Ecotech Center. The two-day workshop centered on updating the LGRRC Siete’s manual of operation’s new vision, mission, and goals. The team likewise crafted the overall content of the manual, highlighting the organization’s structure, members of the MultiStakeholder Advisory Council (MSAC) and their roles and functions, and the four main core facilities and their functions, among others. The updating of the LGRRC operations manual and business plan was spearheaded by DILG7 Assistant Regional Director Maria Loisella Lucino together with LGCCD Chief Maria Thelya Oporto. LGRRC Siete MSAC members convened The Department of the Interior and Local Government (DILG), national government agencies, local resource institutes, and civic organizations virtually convened on Friday for the 3rd quarter Local Governance Regional Resource Center Multi-Stakeholder’s Advisory Council (LGRRC-MSAC) Meeting. DILG-7’s OIC-Assistant Regional Director and the concurrent DILG Cebu Province Director Atty. Ian Kenneth Lucero presided over the meeting. LGMED Chief Celerino Magto Jr. discussed the department’s various programs, such as SGLG, POC, LTIA, LLA, ADAC, and CFLGA. Meanwhile, LGOO VI Jerson Obo, who’s the LGRRC focal person, presented updates on CDP, CDP Consortium Initiatives, and LGRRC Assessment. LGOO VI Frislie Gay Virador, on the other hand, shared the initiative programs of the Regional Office on local government empowerment: Dagyawan sa Barangay,Batang Kaparis ni Rizal (BATARIZ), and Amuma sa Barangay. In the meeting were Region 7's DBM, NEDA, DENR, DOST, DOLE, DOT, TESDA, DICT, DAR, DA, and DOH. Present from the LRIs and civic organizations were Holy Name University, University of San Jose-Recoletos, University of San Carlos, Cebu Technological University, University of the Philippines-Cebu, and Ramon Aboitiz Foundation Inc. LGRRC Siete secretariats received documentation workshop To capacitate members of the Secretariat Team on documentation processes during meetings and conferences, the Local Governance Regional Resource Center (LGRRC)-7 conducted a documentation workshop on March 21, 2023, at the 4th Floor, DILG-7. Ms. Maria Teresa Alambra of NEDA-7 served as the resource person, sharing their office's best practices in documentation and secretariat services during the Regional Development Council sectoral and full council meetings. LGCDD Assistant Division Chief Jerson Obo delivered the rationale of the activity and welcomed the participants. For her part, LGOO II Sofia Lorraine Ygot led the team in the action planning session in preparation for the upcoming 1st Quarter Meeting of LGRRC MSAC. Members of the secretariat team are from LGCDD, LGMED, FAD, and PDMU. On-thejob trainees from Cebu Normal University also attended the coaching sessions. MATINO I MAHUSAY I MAAASAHAN PAGE 21


LGRRC knowledge exchange of DILG-7, DILG-5 Also present for DILG-5 were LGMED Assistant Division Chief Amaline Colina, Program Manager Coniefer Codia, Planning Officer III Maria Grace Joy Tango, and Admin Officer V Ma. Pia Salameño, LGOO V Sheena Mae Dela Cruz, and Info Officer II Jessie Hermida. During the program, DILG-7 shared three of its best innovations, which are the Dagyawan sa Barangay, Batang Kaparis ni Rizal (BATARIZ), and AMUMA sa Barangay. DILG-5 and the two visiting LGUs, meanwhile, also presented their best practices. The visitors were warmly welcomed by Assistant Regional Director Maria Loisella Lucino, LGCDD Chief Maria Thelya Oporto, PDMU Chief Rommel Correa, and the rest of DILG-7 Regional Office personnel. DILG-5 and LGUs Camalig and Daraga are also scheduled to visit Cebu City, Mandaue City, Lapu-Lapu City, and Cordova for the knowledge exchange. Officials and personnel from the Department of the Interior and Local Government (DILG) Region 5, together with the mayors from the local government units of Camalig and Daraga, visited the DILG-7 Regional Office on Tuesday morning, May 30, for the Local Government Regional Resource Center (LGRRC) Knowledge Exchange. Regional Director, Atty. Arnaldo Escober Jr. and Assistant Regional Director Jhoaden Lucero led the DILG-5 team, while Mayor Carlwyn Go Baldo of LGU Daraga and Mayor Carlos Irwin Baldo Jr. of LGU Camalig spearheaded the delegation of their respective local government units. VINE of LGRC conducted KMs Information Technology Division Chief of Bogo City in Cebu, Mr. Roger A. Tonacao, shared the Smart-City Project of Bogo City during the second part of its first-ever collaborative effort of the Visayas Network (VINE) of Local Governance Resource Centers (LGRCs), composed of the LGRRCs of Regions 6, 7, and 8, on October 12. The VINE of LGRCs conducted KM 101: The Basics of Knowledge Management for Local Government Units (LGUs). This is for the LGUs from Regions 6, 7, and 8 and their Local Chief Executives (LCEs) to capacitate them in knowledge management. Likewise, the sharing of LGUs’ knowledge management was the highlight of the activity. Moreover, the first collaborative effort of The VINE of LGRCs happened on September 20, which underscored KM 100: The Basics of Knowledge Management, which centered on knowledge management and the operationalization of LGRC from the regional to the field levels. These activities were part of the Memorandum of Understanding (MOU) signing among DILG LGRRCs VI, VII, and VIII conducted during the NEO Orientation Course: Primed Leaders for Renewed Local Governance last year. The MOU cements the commitment of the three LGRRCs to provide quality and efficient services to clients and collaborate to strengthen and share internal and external knowledge for local governance capacity building. “One Visayas. LGRRC SIETE underwent performance assessment With an aim to assess the capacity and performance of the Local Governance Regional Resource Center (LGRRC) as a knowledge-centric organization, the Local Government Academy (LGA) carried out the 2023 Performance Assessment for LGRRC Siete on November 9 and 10 on a hybrid setup in Cebu City and via Zoom. Assessors from LGA were Research and Policy Development Division Chief Leah Marie Sanchez and LGOO II Jason Patrick Carreras. Also present during the assessment were LGCDD Chief LGOO VII Maria Thelya Oporto, Senior Administrative Officer Taciana Ecarma, Administrative Officer V Josefina Daisy Cabo, Accountant III Karen Reuyan, Planning Officer LGOO VI Frislie Gay Virador, LGCDD Assistant Division Chief LGOO VI Jerson Obo, Information Technology Officer I Kenneth Bacalso, and other representatives from the different LGRRC facilities. Representatives from the sub-LGRRCs in the region also joined via Zoom. Ian Kenneth Lucero and the DILG Cebu City team, headed by City Director Neila Aquino, underwent national validation as finalists of validation for Lucero on November 28, wherein they also interviewed key informants from Cebu City and Cebu Province. To recall, Lucero was declared as the Dangal ng Kagawaran 2021 national winner and 2022 national finalist, while the DILG Cebu City team was hailed as the Bugkos ng Bayan 2022 national winner and 2021 national finalist. this year’s Capacity Development Awards for Catalysts of Excellence - Expanding Connection for Excellent Local Governance (CapDev ACE-EXCEL) for the Dangal ng Kagawaran and Bugkos ng Bayan categories, respectively. DILG-7 celebrates local government day In line with the 2023 Local Government Code (LGC) Month Celebration, the Department of the Interior and Local Government (DILG)-7, through the Local Governance Regional Resource Center (LGRRC), conducted “Usapang Lokal," a knowledge exchange activity entitled LGC Day: Q&A Plus Trivia, on October 10, 2023, via Facebook Live. The activity aims to inform local stakeholders on the significance of the Local Government Code, its significance and impact, and foster community engagement by encouraging participants to ask questions and share their thoughts through Q&A + Trivia. DILG-7 OIC Assistant Regional Director and DILG Sugbo Provincial Director, Atty. Ian Kenneth Lucero served as the knowledge sharer during the knowledge exchange activity. Questions answered and discussed during the activity were the issues and concerns pertaining to the local government code. Participants during the activity were Region 7's local chief executives, local planning and development coordinators, other LGU department heads and functionaries, and DILG regional and field officers. In line with the culmination of the DILG-7's celebration of the 2023 Local Government Month, the AMUMA champions and members shared inspiring testimonials of Amuma sa Barangay and how it impacted their thriving communities in a webinar entitled “Championing AMUMA, Empowering Women, Empowering Communities” via Zoom and streamed live on the DILG-7 Facebook page on Friday morning, October 27. The Amuma sa Barangay is the brainchild of DILG-7’s dynamic regional director, Leocadio Trovela, as part of the region’s initiative towards women empowerment. Through the Amuma partners from the NGAs, LGUs, DILG subregional and field offices, and the Amuma champions, the program for women has been cascaded to the ground. And those stories were shared during the Kamustahan Series, which capped off DILG-7’s celebration of the 2023 Local Government Code month. Participants in the webinar were Amuma champions and members from Cebu Province, Negros Oriental, Bohol, Cebu City, Mandaue City, and Lapu-Lapu City. Also present online were DILG-7 provincial and city directors, DILG-7 personnel from regional offices, sub-regional offices, and field offices, among others. In line with the celebration of 2023 Women's Month, the Department of the Interior and Local Government (DILG)-7, through the Local Government Capacity Development Division (LGCDD)-7, conducted a seminar on Foundational Values and Ethics of Public Servants on March 15, 2023, via Zoom. Guest speaker, Atty. Gina Crucio of the Civil Service Commission (CSC)-7 discussed the legal matters relevant to the values and ethics of every public servant. Likewise, she also underscored the character, behavior, and attitude of a better government employee and shared her sentiments on how to be a good person in and out of the workplace. Participants present in the virtual activity were DILG personnel from the regional and sub-regional offices. Crucio for her invaluable contribution and expertise, and to all participants for attending the activity. Regional office personnel availed free services from the Lapu-Lapu City Cooperative and Livelihood Resource Center wellness booth on Friday, March 17, at the Regional Office in Sudlon, Lahug, Cebu City. Today’s activity capped off the week-long Entrepreneurs Booth Display organized at the regional office in line with the celebration of Women’s Month. Among the services were haircuts, massages, manicures, pedicures, and facials. A mobile coffee shop from Happy Barista was also set up. The Entrepreneurs Booth Display, manned by DILG personnel, opened last Monday with products such as pre-loved items, bags, accessories, and snack food. The Department of the Interior and Local Government (DILG)-7 was conferred with the Gender and Development (GAD) Seal in the GAD Seal Awarding Ceremony in Clark, Pampanga. On September 27, the Department of the Interior and Local Government (DILG)-7 received good feedback from the Gender and Development (GAD) National Assessment Committee during the Certification Assessment at the Regional Office. Assistant Secretary for International Relations Lilian De Leon spearheaded the validation team together with LGOO VI Maey Ann Traspe of DILG Region 12, Project Officer II Albert de los Santos of the Bureau of Local Government Development (BLGD), and Senior Administrative Assistant V Michelle Gatmaitan from the office of Undersecretary Atty. Margarita Gutierrez. The DILG-7 regional office received high praise from the validators for its initiative on Amuma sa Barangay, DILG-7 Kiosk, the GAD space, the child-minding area, and the breastfeeding station, among others. The GAD Seal is given to an office that has effectively integrated and mainstreamed gender responsiveness in their policies, programs, and activities. DILG-7 as one of the 44 Gawad Kalasag Regional Validation and Selection Committee members, attended the orientation of the 23rd Gawad KALASAG Seal and Special Awards for Excellence in DRRM and Humanitarian Assistance CY 2023 Desk Evaluation for both LDRRMCO and Special Awards Categories conducted by the RDRRMC-7 spearheaded by the OCD7, on June 21, 2023 at the Belmont Hotel Mactan in Lapu-Lapu City. DILG-7 was represented by the Local Government Capacity Development Division (LGCDD) Chief Maria Thelya Oporto and DILG-7 DRRM Regional Focal Person LGOO IV Leo Pasilang. With the mandatory assessment for the Local DRRM Councils and Offices (LDRRMCO) category, a total of 110 out of 136 LGUs for the 4 Provinces in the Central Visayas Region. The Gawad KALASAG Seal Program has served as the country’s recognition and award scheme for various stakeholders who promote and implement DRRM-CCA and humanitarian assistance programs and initiatives. It aims as a mechanism to obtain sustained commitment and support by recognizing the exceptional contributions of DRRM practitioners in strengthening the resilience and adaptive capacities of various aspects of society and communities to disaster risks. Members of the DILG-7’s Local Government Capacity Development Division (LGCDD), headed by LGCDD Chief Maria Thelya Oporto, underwent capacity building on streamlining LGU regulatory processes—yearend assessment and audit on the Ease of Doing Business (EODB) compliance in Region VII on December 27–28, 2023, in San Remigio, Cebu. Mr. Leo Mahanlud, faculty of Central Philippine Nazarene College, facilitated and engaged the participants in a series of interactive and engaging activities that tested their communication skills, problem-solving abilities, and adaptability to strengthen the camaraderie of the participants geared towards teamwork, cooperation, and high work ethics. Furthermore, during the activity, the participants gained a deeper appreciation for the VUCA concept and its implications for their work environment. VUCA stands for Volatility, Uncertainty, Complexity, and Ambiguity, and it serves as a framework for understanding the challenging and dynamic nature of today's business environment. The initiative aimed to cultivate a spirit of cooperation that would contribute to the effective implementation of the division’s projects, programs, and activities for C.Y. 2024 and improve the overall effectiveness of the department. Monceda will represent Region 7 for the upcoming 3rd PSA Quiz Bee National Finals penciled on October 5, 2023, in Metro Manila.
