Welcome to the 2015 Neil Howard Stages in association with Graham
Cofey & Co. Solicitors.

2014 was a spectacular year for the event, as with a brand new sponsor
and the continued and valued support of Oulton Park we were able to
implement a number of changes to create a truly spectacular rally - one
which reinforced the event’s position as one of the most popular and
attractive events on the calendar.

Yet despite the success of last year we strive to make it even better for
spectators and for you the competitor. The event is now the irst round of

The rally will loosely retain its popular format, with some changes to

BRAND NEW CHAMPOINSHIP CORONADO CONTROLS

In May 2015 Bolton-Le-Moors Car Club and Motorsport Vision MICHELIN
announced the launch of a new circuit rally championship, the MSN Rally
Championship. The all-new championship will run on circuits across the
United Kingdom, including all four of Motorsport Vision’s venues - Brands
Hatch, Snetterton, Cadwell Park and Oulton Park. The Neil Howard Stages
in association with Graham Cofey & Co. Solicitors is the irst event of this
inaugural championship, before carrying onto a provisional May 2016
inale.

The Championship will run under MSVR’s successful banner of
Championships and series which includes national and European car
racing and the MCE British Superbike Championship under its two-wheel
division.

The Championship has already achieved a major coup by securing the
support of Motorsport News who will provide extensive coverage of the
events, and Michelin, who will run a separate cup within the championship:
The Michelin Cup.

1. Introduction

1.1. Introduction
This rally will run in compliance with the General Regulations of the Motorsport Association
UK (MSA), incorporating the provisions of the International Sporting Code of the FIA, these
supplementary regulations (SR) and any written instructions that the organising club shall issue
for the event. In case of any dispute, the English text of these supplementary regulations will be
binding. Modiications, amendments and/or changes to these supplementary regulations will be
announced only by numbered and date bulletins (issued by the organiser or the stewards).

1.2. Road Surface
The Special Stages will take the form of 100% tarmac circuit and perimeter roads (some
perimeter roads may have a loose top surface). There will be no mileage on the public road.

1.3. Overall SS Distance
57 miles

1.4. Programme
The event will contain 9 (nine) special stages, covering approximately 57 miles. The practice event
will be open to those competitors who fail to complete the irst ive stages of the main rally and
have been successfully re-scrutineered. It will consist of stages 5 to 9 of the main rally. Cars will be
seeded based on their original seeding. Cars will start each stage at 30 second intervals.

1.5. Timing
The stages will be timed to an accuracy of less than one minute in accordance with R31.1.3

2. Organisation & Description

2.1. Membership
The event is open to all fully elected members of the organising club and of those members clubs
of the following regional associations:

a) The Association of North Western Car Clubs (ANWCC)
b) The Association of Northern Car Clubs (ANCC)
c) The East Midlands Association of Motor Clubs (EMANC)
d) The Association of West Midlands Motor Clubs (AWMMC)

2.2. Championships
The Neil Howard Stages in association with Graham Cofey & Co. Solicitors is a qualifying round for
the following events:

a) The Motorsport News Circuit Rally Championship in a/w MSVR sponsored by Coronado
Controls featuring the Michelin Cup.
b) The ANWCC Stage Rally Championship
c) The SD34 MSG Gazzard Accounts Stage Rally Championship and Inter Club League.

4. Entries

4.1. Open of Entries
Entries open upon the publication of these Supplementary Regulations.

4.2. Close of Entries
Close of Entries is Saturday 31st October 2015. If the entry list is full then close of entries may occur
sooner.

4.3. Entry Procedure
Anybody wishing to take part in the 2015 Neil Howard Satges in association with Graham
Cofey & Co. Solicitors must ill in the electronic entry form published at the same time as these
Supplementary Regulations on the event website: nhstages.blmcc.co.uk.

All entries will be acknowledged and entry passes will be posted. While entries will be accepted at
the organisers discretion, please note that priority will be given to competitors competing in the
Motorsport News Circuit Rally Championship.

4.4. Classes
Entries will be divided into ive classes, as follows:

Class A Cars up to 1400cc
Class B Cars between 1401cc and 1600cc
Class C Cars between 1601cc and 2000cc
Class D1 2WD cars of 2001cc and over
Class D2 4WD cars of 2001cc and over

4.5. Event Numbers
The maximum entry for the meeting is 95. The minimum entry for the meeting is 50. The
minimum for each class is 6. Should any of these igures not be reached the organisers reserve the
right to amalgamate classes or cancel the event as necessary.

4.6. Entry Fees
The entry fee for entries received before 3rd October 2015 is £260. After this date the entry fee will
rise to £295 up to the 31st October 2015.

Please note payment for your entry must occur at the same time as registrtaion. If payment is
made by cheque we will hold your place for a maximum of seven days - if your cheque is not
received within this time period then your place will be ofered to the next reserve.

ENTRY SECRETARY DETAILS 4.7. Payment Details
Payment can be made by credit or debit card via PayPal, or via Internet Bank Transfer. If you
Ian Perrott, Entries Secretary choose to pay via PayPal a 4.35% charge will be added. If you choose to pay via Internet Bank
Address: Transfer please use the driver’s name as a reference.

rejected. In the event of a cheque not being honoured by the bank the entry will be rejected and
the entrant will be invoiced £30 by the organising club to cover bank and administration charges.
The MSA may also be informed.

The organising club reserves the right to ask for late entries to be paid in full and in cash before
the crew commences documentation.

Entry acknowledgement, entry acceptances, inal instructions and results will be emailed so a
clear email address is needed on the entry form. For anyone not wishing to receive them via email
we request that they enclose three stamped addressed envelopes.

4.8. Refunds
The organisers reserve the right to refuse any entry at their discretion. To qualify for a refund or
entry fee, written notice must be received by 3rd October 2015. Refunds of entries withdrawn after
this date will be at the discretion of the organisers. £20 will be deducted from all refunds to cover
any administration charges.

4.9. Entry Packages
Any entrant will receive the following:

Entrants will be supplied with a roadbook, timecards and details of all special stages at
documentation. These documents will provide all the information necessary to comply with
(R33.1).

5. Documentation and Licenses

5.1. Licenses
All competitors must produce a valid 2015 MSA Competition License, Club Membership
card (R5.2.1-3), a MSA vehicle logbook and MOT certiicate (R46.1.2). Where appropriate a
Championship registration card and entrants license (if applicable) must be presented at signing
on.
Note: A Non Race National B Licence does not permit you to drive on a stage rally

6. Advertising and Identiication

6.1. Organisers Advertising
Competitors will also be required to display oicial rally plates and or event sponsors logos on
their vehicles in locations as directed by the organisers. Full details of their required location
will be given in the final instructions. These locations will not clash with MSN rally
championship logo requirements.

6.2. Identiication
Competitors will be identiied by regulation sized numbers (J4) aixed to each side of the car,
together with rear window numbers (Q11.4.1). These will be supplied in your pack at signing
on. Competitors will also be required to display oicial rally plates and/or event sponsors logos
on their vehicles in locations as directed by the organisers. These locations will not clash with
MSN rally championship logo requirements.

Full details of their required location will be given in the inal instructions.

7. Administrative Checks

7.1. Documents to be presented
All competitors must produce a valid 2015 MSA Competition License, Club Membership
Card (R5.2.1-3), a MSA vehicle logbook and MOT certiicate (R46.1.2). Where appropriate a
Championship registration card and entrants license (if applicable) must be presented alongside
the documentation.
Please note that licenses cannot be applied for on the day.
Vehicles need not be taxed, although where a car is not taxed the registration document and
a valid MOT certiicate, if appropriate must be produced at Scrutineering (R46.1.2). A valid MSA
logbook must be produced for each car at Scrutineering (R46.1.3).
7.2. Schedule
Administrative checks will take place on Friday 6th November 2015 between the times of
14:00 and 19:00. There will be a further opportunity for administrative checks on Saturday 7th
November between the hours of 08:00 and 09:00. Please note that the Saturday appoinments are
by prior appointment only.
7.3. Membership
For the duration of the event all competitors will be deemed to be members of Bolton-Le-Moors
Car Club Ltd. However, a valid membership card for an MSA registered motor club must be
produced by each competitor at documentation.
Competitors unable to produce a valid club membership card will be required to join Bolton-Le-
Moors Car Club Ltd at a fee of £10.00 for membership that expires on 31st December 2016.

8. Penalties

8.1. Classiication
The event will be timed in accordance with Target Timing (R31.1 - 32.1). Competitors will start
with zero (0) penalties. Classiication will be by reference to total penalties accumulated, with the
winner being the competitor with the least penalties. Ties will be resolved by the R32.2.

8.2. Penalties
In addition we will implement penalties in accordance with the following for not undertaking a
chicane as intended by the organisers:

First Ofence: 10 second penalty
Second Ofence: Stage Maximum
Third Ofence: Exclusion from the event

8.3. Additional Penalties
Please note the following ofences also carry the penalty of up to exclusion from the event:

a) Failure to wear a properly fastened seatbelt and/or crash helmet and/or not being
seated in the car whilst in motion on a special stage (R25.3.1).
b) Driving in the reverse direction on a Special Stage (R25.6.1 and 2)
c) Starting a stage with an unarmed ire extinguisher
d) Failing to slow down after a lying inish board
e) Running on a lat tyre on a stage
f) Using quadbikes, motorcycles (including mini motorcycles) and golf karts in the service
area
g) Damaging grass either through cutting or spinning wheels when returning to the track
h) Running a competition vehicle within the noise curfew
i) Bringing an animal to the event
j) Competitor or service crew bringing the event into disrepute
k) None compliance with required decal positioning on the competing car

In compliance with G10.1 and G10.2, judges of fact will be appointed to adjudicate on the above.

9. Scrutineering and Servicing

9.1. Engines
The coeicient for forced induction/rotary engines will be 1.7:1 J5.4.1/R48.2.4(a). All cars must
comply with MSA Technical Regulations (J) and (R46.1.1 - 48.10.10). Anti-lag is permitted.

9.2. Auxiliary Lights
Due to the shortage of daylight hours, auxiliary lights may be required. Any vehicle wanting
to use auxiliary lighting must be presented for scrutineering with the lights attached. Any
vehicle wishing to start a special stage with auxiliary lights not itted at scrutineering will not be
permitted to start the stage.

9.3. Noise Level
The minimum permitted noise level for competing cars will be 100db(A) at 50cm at 4500rpm.
Each car will be allowed two (2) attempts at the initial pre-scrutineering noise test. Judges and/or
DSOs will be appointed to report on sound levels. The penalty for excessive noises will go as far as
exclusion from the event (R24.9.1).

9.4. On-Board Cameras
The entrant of any car which carries an on-board camera must have the prior agreement of
the promoter. Authoried camerias must be mounted in the car at the time of scrutineering.
Competitors wishing to use an in car camera must indicate this within the relevant section on the
entry form with the intended use of the footage.

9.5. Servicing
Servicing will only be permitted in the oicial service area that is lat tarmac. A maximum of two
vehicles and one trailer are allowed into the service areas (i.e. rally car, barge and trailer). Ground
sheets must be used. Please note that once unloaded trailers must be parked in the trailer park
area.

There will be no designated area for refuelling. However, competitors and their support crews are
reminded of the MSA Health and Safety Guidelines regarding vehicle servicing and the existence
of statutory covering the conveyance of petrol and other lammable substances.

9.6. Garages
There are 28 covered garages with electricity available. Garages are available to hire at the cost
of £50 for the duration of the event (Garages will be available from 17:00 on Friday 6th November
2015). By hiring a garage you agree to be bound by the terms of use clearly displayed within the
garage.

Electricity is provided without further cost, although it should be noted that any wires crossing the
ire lane must be secured to the ground to prevent trip hazards. The ire lane must be kept clear at
all times.

9.7. Fuel
Persuant to J5.13.4 competitors are permitted to use fuel complying with FIA Appendix J - Article
252 - Article 9.

10. Other procedures

10.1. Starting order
The order of starting will be at the discretion of the organisers based solely on the information
supplied on the entry form. Once the entry list has been published no correspondence will be
entered into regarding starting positions. Reserve entries will be allocated the irst free entry
number, but dependent on seeding information may not run at this position on the road.

10.2. Start of the Rally
The cars will start on Saturday 7th November 2015 from 09:30 approximately according to the
entry list.

10.3. Timings
All Special Stages will have a Bogey Time and a Target Time. Competitors will receice penalties as
follows:

However, excess lateness in minutes taken over target time on road sections or special stages is
cumulative and once lost cannot be regained. When a competitor’s lateness between any two
adjacent MTCs exceeds 5 minutes, that competitor will be excluded from the results. Competitors
will restart each MTC with no accumulated lateness.

It is the competitor’s responsibility to ensure that their times are recorded correctly and handed in
when required. Once a competitor has accepted a time then no further claims will be entertained.
Any alteration or amendment on a time card that has not been carried out or approved in writing
by a timekeeper will result in exclusion.

10.4. Stage Starts
As each section is timed separately, the time taken from Main Time Control or Stage Arrival
Control to Special Stage Start is dead time and delays are automatically allowed for. No servicing is
allowed in such area except for the cleaning of glass, lights, competition number and replacing of
punctured tyres, and then only by the crews of the competing car using items carried in the car.

Please note that is is the competitor’s responsibility to ensure that all competition numbers are
clean before entering a Special Stage. Cars presented at stage start with illegible competition
numbers will be refused the right to start the stage until the stage commander is satisied of the
numbers legibility.

10.5. General Regulations of the MSA
All General Regulations of the MSA apply as written except for the following

a) R30.1: Controls will open 5 minutes before the due time of arrival of the irst car and will
close 10 minutes after the due time of arrival of the last car.
b) R31.2.5: Maximum permitted lateness between MTCs is 5 minutes

PROTYRE 10.6. Overnight
Vehicles may be left at Oulton Park overnight but they are left at their owner’s risk. Bolton-Le-
Moors Car Club Ltd and/or Motorsport Vision will not accept responsibility for any loss or damage
to vehicles or their contents. Crews are welcome to stay overnight at the venue. Camping is
permitted on the grassed areas around the service area. Caravans and motorhomes are to be
located in the trailer parking area and not in the service area.

All motorsport events rely on the assistance of a large number of volunteer marshals and this

There will be a ireworks display immediately after the completion of the event. Your entry ticket
covers your attendance to this display.

JUCY RALLY PHOTOGRAPHER Television coverage of the event will be taken by Special Stage productions and will be screened
on MotorsTV on the 27th November 2015 at 10:35pm in the Motorsport News Circuit Rally
Championship dedicated one hour show. It will focus on championship competitors.

11. Oulton Park Regulations

11.1. Noise Curfew
Please respect the noise curfew. Competition vehicles must not be started after 18:00hrs, nor
before 08:30hrs. Any person starting or running a competition vehicle in the curfew will be
excluded from the event.

11.2. Animals
Any person bringing animals into Oulton Park will be excluded from the event and removed from
the venue.

11.3. Service Area
Any person found using any Quadbikes, Mopeds, Motorbikes etc. in the Service Area will be
excluded from the event.

11.4. Passes
Each crew will be supplied with six (6) entry tickets. Bolton-Le-Moors Car Club have also
negotiated a discounted rate of £8 for any additional tickets you may require. If you require extra
tickets then you must purchase these directly from Oulton Park. To get the discounted rate you
must quote a password, which is obtainable from the Entries Secretary upon request. The six (6)
entry tickets supplied by Bolton-Le-Moors Car Club will be sent to the person nominated on the
entry form. Any additional tickets purchased will be sent out by Oulton Park.

11.5. Damage
Motorsport Vision are extremely sensitive to any damage caused to their venue. If you have a
puncture, please do not drive on the circuit but stop and change it. Any damage caused and/or
costs incurred will be the responsibility of the competitor. Both Bolton-Le-Moors Car Club Ltd and
Motorsport Vision will seek full reimbursement.

At the conclusion of the event, competitors shall sign a declaration to the efect that they have
not been involved in any incident that may have caused damage to persons or property, or
alternatively give details of such incidents. Failure to comply will be penalised under R40.1.3 and
R40.1.4 and Chart 32.2(p) and may be reported to the MSA for further action.

Competitors who retire will be required to submit this form to the Secretary of the Meeting within
72 hours of the event. Failure to return this form may be penalised with a ine of up to £100.

11.6. Damage to Third Party Property
Should any crew be involved in an incident that requires an insurance claim they will be
responsible for the reimbursement of any costs or excess that the organising club may have to pay.

12.4. Trophy Information
All named trophies are the property of Bolton-Le-Moors Car Club Ltd and are to be held for 11
months or until 1 month prior to the next club stage event - whichever one is sooner. No crew
may win more than 1 award (other than the winner of the best performance on the O’Deer Leap.
Awards will be presented into the following priority: overall and then class.

The O’Deer Leap best performance award will be judged by a judge of fact appointed to establish
the crew making the longest jump. In the event of a tie then the crews overall position they hold
in the rally will determine the result, with the winner being the highest placed within the rally.

The President of Bolton-Le-Moors Car Club and the Oulton Park manager will vote for the Spirit of
the Rally Award. Other awards may be awarded.
