FINANCE DEPARTMENT OFFICE MEMORANDUM The 27th August1999 SUBJECT-Leave Travel Concession-Clarification regarding Subsequent to the issue of Finance Department Office Memorandum No. 27131, dated the 16th June 1999 providing the benefit of Leave Travel Concession to Government servants to visit any place of interest within the territory of India once in ten years subject to maximum of 3 (three) times during the entire service period of a Government servant, certain doubts have arises in different quarters regarding exact interpretation of some of the provisions while applying in individual cases. As such necessary clarifications on all such points are given below :- Points raised Clarification 1. Whether O. M. No. 27131 of the 16th June 1999 regarding L. T. C. is effective from the date of issue of order. 2. Whether employees can be allowed L. T. C. facility on the basis of their seniority. 3. Whether employees who have less than 10 years of service can avail L. T. C. benefit once and the juniors who have more than 1O years can avail twice or thrice in the service career. 4. Date from which 10 years duration for availing of the next benefit of L. T. C. will be counted, when an employee is not allowed due to some reasons other than disciplinary measure according to his/her intended period of visit as applied for. Yes Para. 3 (iv) of O. M. No. '21730-F., dated the 16th June 1994 is very clear in this regard. Preference may, however, be given to the employees retiring very shortly. The L. T. C. facility extended thrice as maximum in service career in every 10 years, has its general or uniform applicability irrespective of the fact whether an emp.loyee has less than or more than ten years service. In such an eventuality ten years duration for availing of the next benefit of L. T. C. will be counted from the date following the date of completion of the intended period of visit as applied for previously. 9 FINANCE DEPARTMENT ****** No. CS-II-13/2009 – 33325/F OFFICE MEMORANDUM Bhubaneswar, the 16.07.09 Sub : Eligibility for Leave Travel Concession. The Government introduced the scheme of Leave Travel Concession to enable State Government employees to visit their native place and places of interest within the State in Finance Department O.M. No.19867/F dated 18.04.1979 and O.M. No.14146/F dated 30.03.1982. This scheme stood withdrawn w.e.f. 1st April, 1993 vide F.D. O.M. No.7958/F dated 23.02.1993. Leave Travel Concession was again extended to Government employees in F.D. O.M. No.21730/F dated 16.06.1994 to visit any place of interest within the territory of India. But, the benefit was not admissible to a Government servant during the period of his suspension or deputation, Further, in F.D. O.M. No.27131 dated 16.06.1999 Government were pleased to allow the facility of Leave Travel Concession once in 10 years subject to maximum of three times during the entire service period of a Government servant. In order to arrest the worsening financial condition of the State the Government decided to suspend the benefit of Level Travel Concession w.e.f. 01.04.2002 in F.D. O.M. No.45439/F dated 27.09.2002 as an austerity measure. Suspension of this benefit was applicable to all categories of State Government employees, All India Service Officers serving under the State Government, employees of all State Public Sector Enterprises, Corporations, Cooperatives, all types of autonomous bodies, all aided institutions including Universities receiving grant-in-aid from State Government, Urban Local Bodies etc. The suspension of the benefit of Leave Travel Concession w.e.f. 01.04.2002 continued till the financial condition of the State was considered to be grim and after careful consideration of the overall situation the Government were pleased to restore the Leave Travel Concession facility only in favour of the State Government employees who were in receipt of regular scale of pay in terms of stipulations and conditions spelt out in F.D. O.M. No. CS-II-28/94- 21730/F dated 16.06.94 read with F.D. O.M. No. CS-II-2/99-27131/F dated 16.06.1999. The standard terms of deputation of Officers deputed to various Public Sector Undertakings and various Corporation were prescribed in F.D. Memo No.CS-II-63/83-40169/F dated 22.10.1983 to all Departments and as per clause 16 of this F.D. Memo (No.40169/F dated 22.10.1983), a Government servant on deputation to foreign service was eligible for Leave Travel Concession under the rules of Government of Orissa with the stipulation that the cost thereof should be borne by the foreign employer. The proposal to extend the facility of Leave Travel Concession to all categories of State
10 Government employees during the period of deputation of foreign service was under active consideration of Government and the Government after careful consideration have been pleased to extend them the facility of Leave Travel Concession. Accordingly, para 3 (iii) of F.D. O.M. No.21730/F dated 16.06.1994 stands modified to the above extent. All other terms and conditions stipulated in F.D. O.M. No.21730/F dated 16.06.1994 and O.M. Government have extended the benefit of Leave Travel Concession to the State Government employees to visit any place of interest within the territory of India in Finance Department O.M. No. 21730/F, dated 16.06.1994. 2. Travel entitlement of Government Servants for the purpose of LTC has been prescribed in para-6 of the said F.D. O.M. No. 21730/F., dated 16.06.1994. It has been clarified in F.D. O.M. No. 40453/F., dated 19.09.1996 that Air Journey under LTC is not permissible under any circumstances. 3. Taking into account the convenience of air travel and saving in journey time, the matter was reviewed. After careful consideration, Government have been pleased to decide that a Government Servant may undertake air journey for the purpose of LTC, but reimbursement of cost of journey thereof shall be limited to the fare to which she/he would have been entitled had she/he travelled by rail, road, streamer or ship. This shall be subject to production of air ticket and boarding pass in original. 4. These instruction shall come into force with immediate effect. The LTC claim pertaining to the period prior to issue of this Office Memorandum shall be regulated as per rates applicable on the date of journey and LTC claims already settled shall not be reopened.
