Command Sergeant Major James C. Stoots is a native of
Bowling Green, Ohio. He enlisted in the United States Army
Reserves March 1989, attended Basic Combat Training at Fort
McClellan, Alabama. August 1990, attended Advanced Individualized
Training at Fort Dix, New Jersey where he was awarded the Motor
Transport Operator (88M) Military Occupational Specialty. August
1992, attended United States Army Reserve Force School Fort
McCoy, Wisconsin where he was awarded the Carpentry and
Masonry (12W) Military Occupational Specialty. Command Sergeant
Major Stoots’ duty positions consisted of Motor Transport Operator
Specialist, Carpentry Masonry Sergeant, Construction Squad Leader,
Construction Supervisor, Operations and Training Noncommissioned
Officer, Construction Platoon Sergeant, Construction Operations Sergeant, General

Command Sergeant Major Stoots is married to his junior high sweetheart the Former
Christy Jones of Bowling Green, Ohio. He has 4 kids and 9 grandchildren

Basic Leader Course Graduation Guest Speaker
Command Sergeant Major Dennis Jay Thomas enlisted
in the Kentucky Army National Guard in January 1988. He was
assigned as the Command Sergeant Major of the 80th Training
Command (TASS) on 8 February 2018. CSM Thomas has
demonstrated continued dedication and loyalty to Soldiers
throughout his military career by serving in positions of
increasing responsibility and leadership. He served as the CSM
for the 451st Sustainment Command (Expeditionary) while
deployed to Kuwait in 2016. He served as the CSM of the 78th
Training Division, CSM of the 290th Military Police Brigade,
CSM of the 640th Regional Support Group, CSM of the 530th
Military Police Battalion, while deployed to Iraq, CSM of the
6025th Garrison Support Unit, 1SG of Company B, 2nd Battalion, 398th Armor
Regiment, 2nd Brigade, 100th Division (IT).
CSM Thomas is a graduate of the Food Service Specialist, Military Police,
Armor Crewman, Calvary Scout Crewman, Drill Sergeant School, Battle Focus
Instructor Training Course, Air Assault Course, Small Group Instructor Course, First

Army Commendation Medal with 3 Oak Leaf Clusters, the Army Achievement Medal
with 4 Oak Leaf Clusters, The Iraq Campaign Medal (with Bronze Service Star), Global
War on Terrorism Service Medal, Global War on Terrorism Expeditionary Medal, the
Southwest Asia Service Medal with Bronze Service Star, The Armed Forces Reserve
Medal with “M” device and numeral 2 affixed, Kuwait Liberation Medal, the Drill
Sergeant Badge, and the Air Assault Badge. CSM Thomas is a recipient of the
Military Police Regimental Association Order of the Marechaussee in Bronze.
In 1992 he deployed as a Military Police Officer with the 438th Military Police
Company, KKMC Saudi Arabia/Doha, Kuwait. He mobilized a second time in support
of Operation Enduring Freedom serving two years as a Senior Instructor with the 2nd
of the 100th MP Battalion, 100th Division(IT) at Fort Leonard Wood, Mo. CSM Thomas
mobilized a third time in January 2008, as the CSM of the 530th Military Police
Battalion in Camp Bucca, Iraq. CSM Thomas mobilized a fourth time in 2016, as the
CSM for the 451st Sustainment Command (Expeditionary) Camp Arifjan, Kuwait. CSM
Thomas mobilized a fifth time in 2017, as the CSM for the 1st Armored Division
Sustainment Brigade (rear) at Fort Bliss, TX in support of Operation Enduring
Freedom.
CSM Thomas retired from the Kentucky State Police as a Master Trooper.
He lives in Murray, KY with his wife Stacey M. Thomas, their son Zachary R. Thomas
and daughter Aubrey N. Thomas.

Creed of the Noncommissioned Officer
No one is more professional than I. I am a
noncommissioned officer, a leader of Soldiers. As a
noncommissioned officer, I realize that I am a member of
a time honored corps, which is known as "The Backbone
of the Army". I am proud of the Corps of
noncommissioned officers and will at all times conduct
myself so as to bring credit upon the Corps, the military
service and my country regardless of the situation in
which I find myself. I will not use my grade or position to
attain pleasure, profit, or personal safety.
Competence is my watchword. My two basic
responsibilities will always be uppermost in my mind
accomplishment of my mission and the welfare of my
Soldiers. I will strive to remain technically and tactically
proficient. I am aware of my role as a noncommissioned
officer. I will fulfill my responsibilities inherent in that role.
All Soldiers are entitled to outstanding leadership; I will
provide that leadership. I know my Soldiers and I will
always place their needs above my own. I will
communicate consistently with my Soldiers and never
leave them uninformed. I will be fair and impartial when
recommending both rewards and punishment.
Officers of my unit will have maximum time to
accomplish their duties; they will not have to accomplish
mine. I will earn their respect and confidence as well as
that of my Soldiers. I will be loyal to those with whom I
serve; seniors, peers, and subordinates alike. I will
exercise initiative by taking appropriate action in the
absence of orders. I will not compromise my integrity,
nor my moral courage. I will not forget, nor will I allow my
comrades to forget that we are professionals,
noncommissioned officers, leaders!

MEMORANDUM FOR Graduating Class of BLC Class 007-21
SUBJECT: Graduation Message
1. Becoming a Noncommissioned Officer (NCO) is a tremendous
accomplishment, but achieving the level of education
commensurate with that rank truly enhances your ability to perform
as an effective leader. You are now a graduate of a very
challenging, demanding and rewarding Basic Leader Course and I
want to personally congratulate each of you on a “JOB WELL
DONE”.
2. As you move forward, a greater challenge awaits implementing
the knowledge and skills you’ve acquired throughout the Basic
Leader Course. Upholding the highest standards of the NCO Corps
and the United States Army are your responsibility at all times. As
graduates of this academy, you are well prepared for greater
responsibility. Your peers, subordinates, and superiors alike will
look to you for sound judgment, increased performance, and
exemplary leadership. Therefore, I charge each of you to practice
what you have learned here and instill into everyone you come in
contact with the zeal for professionalism and mission
accomplishment.
