Editor’s Note
The “Vice Mayor on Duty” is the official print publication of the 8th Sangguniang Panlungsod of Kidapawan
designed to report, as efficient as possible, activities and accomplishments of Vice Mayor and Presiding Officer Jivy
Roe C. Bombeo including the Honorable Members of the Local Legislative Body.
This legislative magazine will also attempt to inform and enlighten Kidapaweños of current information on local
governance and leadership including news about politics, peace and order, education, economics, health and agricul-
ture and just about anything that the general readers may find interesting.
The Secretary to the Sanggunian, Atty. Christoper B. Cabelin is the chief editor of this magazine. On a personal note,
he wishes to convey his undying gratitude to Vice Mayor Bombeo for appointing him as the new SP Secretary. As
such, he promises to serve the best interest of the Sanggunian with competence, efficiency, effectiveness and integrity.

Vice Mayor Jivy Roe “Jiv-Jiv” C. Bombeo was born on September 27, 1980 and is the third of
five children of former Councilor Rosalio “Jun” B. Bombeo, Jr. and the late Dr. Ivy C. Bombeo. The
Vice Mayor spent his elementary education at Kidapawan Pilot Elementary School and his high
school years at Notre Dame of Kidapawan College. He earned his college degree in BS Biology at
the prestigious Xavier University – Ateneo de Cagayan. He draws inspiration from his supportive
and equally talented wife, Ms. Girlie O. Bombeo and their three wonderful kids: Brigette Bryene,
Clinch Dave, and Jivy Roe Jr. The Vice Mayor is fond of badminton, tennis, volleyball, softball, and
swimming during his free time. He also takes his time to express his belief as a member of the
Christian and Missionary Alliance Churches of the Philippines.
He was first exposed to public service when his father was elected council member of the
Third Sangguniang Panlungsod. As he witnessed his father work with people from all walks of life
and across political colors, he also felt the urge to help his fellow Kidapaweños. This ignited his
interest in politics and under his father’s guidance, he won a seat in the Sangguniang Barangay of
Poblacion in 2007. His victory became the stepping stone of reaching out his constituents, continue
the good works of his father and fulfil his own platform of governance. Immediately after his first
term as Barangay Poblacion Councilor, he set his goals towards the Sangguniang Panlungsod.
Through his principled, values-oriented, and dedicated public service, he became a three-termer
City Councilor of Kidapawan from 2010 to 2019.
During his tenure in the Fifth Sangguniang Panlungsod, Vice Mayor Jiv-Jiv firmly believed
that to mitigate corruption and to help create effective local governance, Kidapaweños must be em-
powered. In order for this to be realized, he chaired the Committee on Education. He initiated efforts
in making education more accessible and fast-tracked legislative measures that would help support
deserving students and those that would improve the city’s educational system. To this day, his pro-
gram that supports day-care centers by providing supplies and educational materials is still going
on. He was also the Chairman of the Committee on Public Transport, Traffic Management, Telecom-
munications and Information Technology in the Sixth and Seventh Sanggunians and chaired the
Committee on Finance, Budget, Appropriations, Ways and Means in the Seventh Sanggunian.
As last termer city councilor, Vice Mayor Jivy Roe C. Bombeo filed his candidacy for Vice
Mayor and was the running mate of Mayor Joseph A. Evangelista in the May 13, 2019 National and
Local Elections under the Nacionalista Party (NP). He ran against two big -time and long-time
politicians, one of which was Atty. Francis Palmones, who was a former provincial board member of
the 2nd district of Cotabato Province, a former executive judge of the regional trial court and an in-
cumbent city councilor at that time. The other one was a three-termer board member Noel Baynosa
of the 2nd district of Cotabato Province who ran solo and without political slate.
Vice Mayor Bombeo, a fresh and energetic candidate was popularly favored in the election
winning all of the 40 barangays in Kidapawan City by a large and overwhelming plurality of votes, or
a total number of 29,895 votes. Even if the votes garnered by his two opponents were added togeth-
er, adding them could not overcome the winning votes of the Vice Mayor, this made him the young-
est vice mayor and presiding officer ever elected in Kidapawan City. To prepare himself of the gruel-

ling tasks ahead, the Vice Mayor attended various seminars and trainings on local legislation and
related jurisprudence, parliamentary procedures, and budget preparation for local legislators.
As Vice Mayor, he again pursued his advocacy to empower Kidapaweños when he authored
the operationalization of the Freedom of Information (FOI) in the Sanggunian Panlungsod of
Kidapawan through Ordinance No. 19-1295. This allows access to information, official records, pub-
lic records, and documents and papers pertaining to official acts, transactions or decisions of the
Sangguniang Panlungsod of Kidapawan, as well as to government research data used as basis for
policy development. This landmark ordinance aims to progress the essence of openness and trans-
parency for stakeholders to make informed decisions and encourage their participation in policy
making efforts.
Currently, Vice Mayor Jivy Roe “Jiv-Jiv” Bombeo is continuously striving to reciprocate the
trust and confidence bestowed upon him by the people of Kidapawan. Vice Mayor Bombeo sincerely
believes that through honest, dedicated, and efficient public service and governance, his vision of a
progressive Kidapawan is not too far off the horizon.
