PD's It is always a pleasure to publish our DILG
officers’ works and accomplishments in
CORNER delivering services to the public and promoting
good governance to local government units. As
we are still adjusting and taking it step-by-step
to the new normal, DILG Laguna continues its
efforts in fulfilling the Department’s aim to serve
as guiding light of LGUs, most especially in this
significant time of transition to full devolution.
This 2nd quarter issue of The Catalyst presents
articles that highlight innovations and
convergence efforts of our officers to provide
technical assistance to the LGUs and enable
them to become more effective in the
performance of their functions. We collaborated
with other agencies, councils, and organizations
in implementing various activities which paved
the way to further capacitate LGUs as well as
recognize their exemplary performance in
different governance areas. Such activities were
all anchored in the Department’s vision of
sustaining peaceful, progressive, and resilient
communities.
To my fellow DILG officers, let us continue to
foster sustainable partnerships among our
stakeholders to come up with meaningful
programs in promoting better local governance.
And to our LGUs, always strive for excellence in
all that you do and be proactive in addressing
the needs of your constituents.
I would also like to convey my heartful thanks

LUPONG TAGAPAMAYAPA

JUNE 19, 2022 – The DILG City of San Pedro,
in cooperation with the City Government of San
Pedro, conducted the 2022 Lupong
Tagapamayapa Incentives Award (LTIA)
Awarding Ceremony during the 161st
Commemoration of the Birth Anniversary of Dr.
Jose P. Rizal in City Hall Grounds, Brgy.
Poblacion, City of San Pedro, Laguna.
In her message, CLGOO Lenie R. Bautista
emphasized that Katarungang Pambarangay
is a channel to promote peace and justice in
the community. She also highlighted the
importance of the role of the Lupong
Tagapamayapa to attain speedy and low-
cost, if not free, dispute resolution and
amicable settlement in the barangays.
From March to April 2022, the LTIA City
Assessment Team composed of CLGOO Lenie
R. Bautista, PSMS Glenjie Garcia,
representative of PNP San Pedro, Atty. Ma.
Christina Oliveros-Rilloraza of the San Pedro
City Trial Court, Hon. Diwa T. Tayao, President
of the Liga ng mga Barangay, and Rev. Julian
M. Garapan, Representative of the Civil
Society Organizations (CSOs), conducted
onsite validation of the Lupong
Tagapamayapa of the twenty-seven (27)
barangays of the City of San Pedro. The
instrument used in the assessment focused
on the following areas: Efficiency in
Operations, Effectiveness in Securing the
Settlement of Interpersonal Dispute Objective

of The Katarungang Pambarangay (KP), Creativity and
Resourcefulness of the Lupong Tagapamayapa, Area or Facility for
KP Activities, and Provision of Financial or Non-Financial Support.
Upon deliberation and finalization of scores, Barangay San
Vicente, headed by Hon. Diwa T. Tayao, ranked as the Best
Performing Lupong Tagapamayapa. Meanwhile, Barangay Pacita 1,
headed by Hon. Ma. Rosari P. Campos, and Barangay United Better
Living, headed by Hon. Bernabe A. Baldomar, ranked Top 2 and Top 3
respectively. The winners of the 2022 Lupong Tagapamayapa
Incentives Award – City Level received plaque of recognition and
cash incentives.
Also present in the awarding ceremony are Mr. John Filemon
Manzano of the San Pedro City Tourism, Culture, and the Arts Office,
personnel of the Philippine National Police and the Bureau of Jail
Management and Penology, and the Punong Barangays of the City of
San Pedro.

UPSCALING THE LEVEL
OF FUNCTIONALITY OF
BARANGAY-BASED
INSTITUTIONS (BBIs) IN
THE CITY OF CALAMBA

On May 25-27, 2022, the DILG City of Calamba conducted a Reorientation on the
Guidelines in Monitoring BBIs Functionality, which was participated by the Barangay
Secretaries of the fifty-four (54) barangays comprising the City of Calamba.
During the three-day activity, participants were reoriented on the enhanced
criteria for the Lupong Tagapamayapa Incentives Awards (LTIA), as well as the updated
guidelines in monitoring the functionality of the following BBIs, namely: Barangay Anti-
Drug Abuse Council (BADAC), Barangay Peace and Order Committee (BPOC), Barangay
Violence Against Women (VAW) Desk, Barangay Development Council (BDC), Barangay
Council for the Protection of Children (BCPC).
Presented before the participants are the audit results from two preceding years
to help them determine the gaps needed to be addressed to strengthen the
functionality of each BBI, thereby contributing to the improved overall performance of
their respective Barangays.

LNBs RECEIVE TECHNICAL ASSISTANCE
FROM DILG CLUSTER B FIELD OFFICERS

Living up to its mission of strengthening the capacities of
Local Government Units (LGUs) including barangays, Field
Officers of DILG Laguna Cluster B, headed by Cluster Head
Quennie C. Malleon, have assisted different Liga ng mga
Barangay (LnB) Municipal Chapters in the 4th District of Laguna
Province as the LnB Chapters conducted its respective chapter’s
trainings and seminars in the 2nd Quarter of 2022.
The activities conducted by the LnB Chapters with technical
assistance from the DILG intended to discuss the annual
barangay audits, identify strategies for effective means of
verification (MOV) preparations and packaging of documents, and
submit necessary documents for the audits to the DILG.
The trainings and seminars focused on various functionality audits
such as Barangay Council for the Protection of Children, BADAC
Functionality Audit, BPOC Functional Assessment, Barangay Development
Council Functionality Audit, and Seal of Good Local Governance –
Barangay, among others. Other topics include Katarungang Pambarangay
Training, Barangay Gender and Development (GAD) Planning and
Budgeting, and Barangay Devolution Transition Plan (DTP) Review.
These functionality audits require a great deal of documentary
requirements needed to be prepared, hence it is imperative that the
barangays are capacitated and oriented in order for them to comply with
the national directives.

THE ROAD SAFELY TRAVELED

The City of San Pedro is the first, and to date, the only local
government unit in the CALABARZON Region to partner with The
Policy Center in the conduct of seminar-workshop geared toward
the capacity building of the city implementers on road safety
management, interventions, and advocacy, with special focus on
Republic Act 11229 or the Child Safety in Motor Vehicles Act. A
Memorandum of Understanding between Hon. Lourdes S.
Cataquiz, City Mayor of the City of San Pedro, and Atty. Yla Gloria
Marie Paras, President of The Policy Center, signed on January 31,
2022 commenced this meaningful collaboration. On February 14-
18, 2022, employees of the City Government, particularly the
Office of the City Mayor, City Planning and Development
Coordinator’s Office, Public Order and Safety Office, City
Engineering Office, and other city implementers attended a
seminar-workshop to formulate the Road Safety Code of the City
of San Pedro.
On May 18, 2022, the City Government of San Pedro and The
Policy Center marked the commemoration of the Global Road
Safety Week through a turn-over ceremony of the draft Road
Safety Code, Local Action Plan, Documentation of Enforcement
Challenges and Recommendations specifically on R.A. 11229,
Monitoring Tools, and Advocacy and Communication Plans.

In her acceptance message, Hon. Lourdes S.
Cataquiz said that she is glad that finally, the City of
San Pedro was able to formulate its Road Safety
Action Plan as this has been one of her passions
knowing that it is implemented globally, and it is a
much-needed plan for the betterment of the city.
Meanwhile, CLGOO Lenie R. Bautista, in her message,
congratulated the City Government of San Pedro for
this initiative and expressed her support in the
monitoring and implementation of the said plan since
road safety is a component of the Peace and Order,
and Public Safety Plan.

OF CALAMBA THRU
“TRAINER’S TRAINING
OF BADAC COMMITTEE
ON ADVOCACY”

On April 6 and 7, 2022, the DILG City of
Calamba, under the supervision of CLGOO
Jennifer S. Quirante, in collaboration with
Philippine Drug Enforcement Agency
(PDEA) Region IV-A and Laguna Provincial
Office, Local PNP, and the City Government,
spearheaded the conduct of the Training of
Trainers from selected Barangay Anti-Drug
Abuse Council (BADAC) Committee on
Advocacy.
The undertaking was conducted to
provide the BADAC Committee on
Advocacy with a broader understanding of
their functions and responsibilities. It also
intended to familiarize them with the
current drug situation in the locality and
capacitate them as partners in combatting
the proliferation of illegal drugs in the
community through dissemination of
information relative to the government's
advocacy campaign against illegal drugs.

CALAMBA CITY JUSTICE ZONE –
7TH IN THE COUNTRY, 1ST IN
THE CALABARZON REGION

With the recommendation
from the Regional Development
Council of the National Economic
Development Authority, the City
of Calamba was launched as the
Seventh Justice Zone in the
Philippines and the First Justice
Zone in CALABARZON Region last
March 2021.
The Justice Zone Project was
established to strengthen the
coordination and communication
between the Supreme Court,
Department of Justice (DOJ), and
Department of the Interior and
Local Government (DILG).
In order to adhere to the Justice Zone’s objective of a swift and fair
administration of the criminal justice system, the Calamba City Justice Zone had
its planning workshop last May 23, 2022, wherein members were able to identify
problems and corresponding solutions/key activities to enhance the local justice
system.
Furthermore, the Calamba City Justice Zone conducts its regular Quarterly
Stakeholders Meeting to strengthen the collaboration efforts between the
institutions involved and plan and strategize toward improved public trust in the
local justice system.

SERBISYO CARAVAN, ALL SET TO DELIVER
ITS SERVICES TO BARANGAY GALALAN

The upland barangay of Galalan in Pangil, Laguna nestled along
the Sierra Mountain ranges is set to benefit from the national
government’s Serbisyo Caravan scheduled on October 25, 2022, as
Galalan officials attended the Virtual Coordination Meeting for the
Ugnayan sa Barangay, hosted by DILG Laguna on June 20, 2022 via
Zoom platform.
Spearheaded by the DILG Laguna, headed by PD John M. Cerezo,
and facilitated by LGOO VI Florabel Ingel, LGOO III Joyce Saadvedra,
and LGOO II Glenn Arellano, the participants from Pangil, Laguna were
introduced by MLGOO Riel John R. Urriquia. Participants from Pangil
LGU were headed by Hon. Mayor Gerald Aritao. SB Galalan, headed by
Hon. PB Josephine Taniegra and Pangil MPS, headed by COP, PMaj
Reymond Austria were oriented on EO 70’s Retooled Community
Support Program (RCSP) since Galalan is one of the target barangays
in the Province of Laguna. Providing inputs as resource speaker in the
virtual orientation was LGOO II Raymund Joseph Paraiso of DILG IV-A
who presented and discussed the overview of the RCSP. It may be
recalled that an initial and similar activity was held at Sol Y Viento
Resort in Calamba City last April 25, 2022, wherein participants from
LGU Pangil and Brgy. Galalan have also attended.
Other matters discussed during the online meeting include the
creation of the municipal and barangay RCSP Core Teams,
identification of the gaps and needs of Brgy. Galalan which was
personally presented by PB Taniegra, feedback from the NGA
participants, and finalization of agreements that will help address the
needs of the target barangay. Representatives from the Provincial
Government of Laguna, Provincial Agriculturist Marlon Tobias and
Peace and Order Officer Maricar Palacol expressed the Provincial
Government’s support and commitment to the undertaking. They
informed the barangay that the said matter will be one of the agenda
for their upcoming Peace and Order Council Meeting.
Being a former Punong Barangay and LnB President of Pangil,
Mayor Aritao pledged to support the RCSP activity particularly the
Serbisyo Caravan in Galalan. He also stressed that he will present and
discuss the RCSP and Serbisyo Caravan in the forthcoming Executive-
Legislative Agenda (ELA) for funding and inclusion to his

To assess the functionality and effectiveness of local Anti-
Drug Abuse Councils (ADACs), the DILG Laguna, through its
Local Government Monitoring and Evaluation Section (LGMES),
conducted the CY 2021 ADAC Performance Audit held on May
4-6, 2022 at Max’s Restaurant, Sunstar Mall, Brgy. Gatid, Santa
Cruz, Laguna.
The performance audit was conducted to determine ADAC-
initiated and/or endorsed innovations and best practices,
create an evaluation and assessment platform, and recognize
effective and performing ADACs.
LGOO II Wyeth L. Fernandez, LGMES Technical Staff, acted
as the facilitator of the three-day activity. To refresh the
memory of the ADAC Provincial Audit Team (APT) in the conduct
of the three-day ADAC Audit, LGOO III Joyce A. Saavedra, LGMES
OIC-Chief, discussed its
rationale as well as its
connection with the ongoing
implementation of the CY 2022
Seal of Good Local Governance
(SGLG) — the most coveted
award of local government
units (LGUs).

AND ORDER COUNCIL (POC)
PERFORMANCE AUDIT

The DILG Laguna, through its Local
Government Monitoring and Evaluation Section
(LGMES), conducted the CY 2019 and 2021
Peace and Order Council (POC) Performance
Audit for CY 2021 on April 11-13, 2022 at Laguna
Police Provincial Office and for CY 2019 on
April 17-19, 2022 at Max’s Restaurant, Sunstar
Mall, Santa Cruz, Laguna.
The audit was conducted primarily to
assess the 2019 and 2021 performance of all
City/Municipal Peace and Order Councils
(C/MPOCs) and POC Secretariats, as well as
finalize the audit scores of the C/MPOCs.
CY 2020 POC Performance Audit was not
conducted due to the suspension of
programs, projects, and activities of POCs
and the reallocation of their funds for
COVID-19 response.
The audit process were guided by the
following pillars: Organization, Meetings,
Policies, Plan, and Budget, Reports, and
Innovations.
During the CY 2021 POC audit, the following

In both POC performance audits for CY 2021 and 2019, the
PAT held final deliberation of POC audit scores. Closing programs
were also conducted, wherein PAT members were given
Certificates of Appreciation for their untiring support in the
conduct of both audits.

BRIDGING PARTNERSHIP
FOR GOOD GOVERNANCE
Recognizing that the success of the armed forces is invariably linked to
that of the communities/local government units, the 202nd Infantry (UNIFIER)
Brigade, 2ID, PA under the command of BGen Cerilo Balaoro, Jr. invited the
DILG Laguna to discuss before its personnel the Local Government Code,
including the powers and responsibilities of local governments and the fields
of engagement wherein the Armed Forces of the Philippines (AFP) can
participate in local governance.
Cluster Head Quennie Malleon represented PD John Cerezo to the activity
held on June 8, 2022 at Headquarters 202nd Brigade, Barangay West
Talaongan, Cavinti, Laguna. She discussed the key principles of the Local
Government Code, the local government structure, and the existing avenues
by which the armed forces are participating in local governance. CH Malleon
also informed the officers of the implementation of Retooled Community
Support Program (RCSP) in Laguna Province, with Barangay Galalan, Pangil
and Barangay San Antonio, Kalayaan as target beneficiaries before the end of
the year.
Cpt. Jerome M. Mandocdoc (INF) expressed his gratitude on behalf of the
UNIFIER Brigade to DILG Laguna for the close coordination and collaboration
between the two agencies. He also conveyed their support to any DILG-led
activities that will be implemented in the future.

CY 2022 LOCAL COUNCIL FOR THE PROTECTION
OF CHILDREN FUNCTIONALITY ASSESSMENT

The Laguna Provincial Council for the Protection of Children Provincial Inter-
Agency Monitoring Task Force (PCPC-PAIMTF) conducted the Local Council for
the Protection of Children Functionality Assessment Finalization of Results for
the city and municipal level on May 25, 2022. The PAIMTF is composed of the
Department of the Interior and Local Government (DILG) Provincial Director as
the Chairperson, Provincial Social Welfare and Development Officer (PSWDO) as
Co-Chairperson, and Provincial Planning and Development Officer (PPDO),
Provincial Health Officer (PHO), one (1) DepEd/Academe Representative, and one
(1) NGO/Interfaith Representative as members.
The Local Council for the Protection
of Children (LCPC) is a council
organized at the provincial, city,
municipal, and barangay level that
serves as the umbrella organization of
all children’s concerns.
The objective of the assessment is to
ensure the functionality of the LCPC in
support to the government’s goal to
efficiently and effectively implement all
policies, programs, and projects on all
major areas of concern for children.
LGOO II Wyeth Fernandez, DILG Laguna Local Government Monitoring and
Evaluation Section (LGMES) Technical Staff, facilitated the acknowledgement of the
PAIMTF Members and Representatives. Afterwards, LGOO II Jenny Mendoza, DILG
Laguna LGMES Technical Staff, discussed the meeting agenda. The PAIMTF had their
final deliberation on results of the said assessment. LGOO II Mendoza presented the
results of the assessment, out of the thirty (30) LCPCs assessed, one (1) city garnered
the highest score equivalent to Ideal Functionality, while seventeen (17) councils
garnered a rating of 50%- 79% equivalent to Mature Functionality. The rest of the thirty
(30) councils in Laguna garnered ratings equivalent to Basic to Progressive
Functionality. Shortly after the finalization of all the results, DILG Laguna Provincial
Director, Engr. John M. Cerezo, along with LGOO II Fernandez and LGOO II Mendoza,
awarded the certificate of appreciation to all PAIMTF members and representatives
who participated in the activity.

DILG LAGUNA CLUSTER A EXPERIENCES
“BAGONG MAYNILA”

As part of its innovation, DILG Laguna Cluster A, spearheaded by LGOO VII
Maria Lorilyn V. Manrique, Cluster Team Leader, conducted an Observation Tour
cum Cluster Meeting in the City of Manila on May 31, 2022.
This activity aims to gain new information on the best practices of the City
Government of Manila relative to Good Local Governance, particularly in tourism
and risk reduction management. DILG Laguna Cluster A members visited and
listened to the presentation of the City Tourism Office and the City DRRM Office of
the City of Manila.
In her message during the event, Cluster Team Leader Manrique gave thanks
to the City Government of Manila, headed by Hon. Mayor Francisco “Isko” Moreno
Domagoso, for the warm welcome and efforts in presenting their best practices.
She also gave thanks to the DILG-Manila for helping them coordinate their activity
in the said LGU.

“Bagong Maynila”- Tourism Best Practices Highlights
With the mission to instill national and local pride by promoting Manila as the gateway
to the Philippines, be a role model to other cities, and to enhance the knowledge and
appreciation of the city’s cultural tourism through exhibitions, the City of Manila manage to
keep its tourism areas like the Luneta Park and Manila Zoo amidst the pandemic. Manila
City Government is eyeing to transform the zoo into a “family-friendly tourist spot” as
museums and other attractions will also be established. They were able to actively celebrate
their Nilad Festival where they celebrated the founding anniversary of the City of Manila.

For the longest time in the City of Manila, commuters and passers-by would see faces
of politicians printed on waiting sheds along España Boulevard, if not advertisements. But
now, the Manila City Government decided to feature tourist spots and iconic places in the
nation’s capital with the new tagline, “Ang Bagong Maynila!"
“Bagong Maynila”- Disaster Risk Reduction and Management
The City DRRM Office showcased their high-tech gadgets and monitoring system for
disasters and crime prevention. Manila Disaster and Risk Reduction Management Office is
the city’s lead agency in promoting disaster resiliency brought about by both man-made
hazards and natural calamities.
It aims to provide swift and efficient disaster risk reduction programs to foster public
awareness and promote preparedness through training and information dissemination with
staunch participation from major stakeholders and citizens of Manila.
At the end of the LGU Observation of best practices, the Cluster- A members are now
ready to share their observations with the LGUs under their supervision.

CLUSTER B WELCOMES ITS NEW MEMBERS

By virtue of Regional Order No. 2022-333 dated June 9,
2022 which was signed by DILG IV-A Regional Director Ariel
O. Iglesia, DILG Laguna Cluster B warmly and formally
welcomed two (2) new Field Officers – LGOO VI Tirso Alvin D.
Laviña III and LGOO V Fe Monalie C. Abarca during the
Cluster meeting held on June 21, 2022 in Magdalena, Laguna.
LGOO VI Laviña will now be assigned as MLGOO of Santa
Cruz replacing LGOO VI Luningning Coroza who will be the
new MLGOO of Nagcarlan. On the other hand, LGOO V Abarca
will be the OIC-MLGOO of Paete replacing LGOO VI Loida V.
Vista who will be the new MLGOO of Calauan. Both LGOOs VI
Coroza and Vista will be assigned in Cluster A of DILG
Laguna.
A brief ceremony was held during the cluster meeting
wherein a tribute and recognition was held for the two (2)
outgoing Field Officers for their unwavering support and
achievements to the cluster as MLGOOs.
