This issue also centers on synergy, as featured on the articles contributed by our field officers and program officers, regarding our efforts in partnering and collaborating with other national government agencies, local government units, local resource institutes, and other stakeholders, in the implementation of our programs, projects, and activities. Also included are activities to strengthen our internal governance. As the Vice-Chair of Disaster Preparedness, the Department initiates, and participates in the conduct of quarterly NSED. On November 10, 2022, DILG Laguna joined the said drill for the 4th quarter of 2022. Participants were re-oriented on the proper drill process ten (10) minutes before the actual drill. They were also able to practice the Duck-CoverHold properly. Those who cannot go under their respective tables (due to their physique) covered their heads with hard materials or hands for their protection. Lastly, the minimum public health standards (MPHS) were observed during the conduct of NSED. DILG LAGUNA JOINS 4TH QUARTER NATIONAL EARTHQUAKE DRILL (NSED) FOR 2022
The D epar tment of the Inter ior and Local Government ( D ILG) annual l y conduc t s the Local Government Uni t Compl iance As ses sment (LGU CA). Thi s i s to under s tand and as ses s the level of compl iance of LGUs per taining to the implementat ion of env i ronmental laws in Mani la Bay Water shed Area. The 1 s t O veral l Per former of the said as ses sment in CALABARZ O N Region wi l l be endor sed to the Mani la BAYani Awards and Incent i ves (MBAI) – N at ional Val idat ion. D ILG Laguna, through the Local Government Moni tor ing and Evaluat ion Sec t ion (LGMES), in par tner ship wi th the Prov inc ial Inter -Agenc y Commi t tee (PIAC) - Laguna, conduc ted the 2022 LGU CA on O c tober 25 to N ovember 28, 2022. PIAC-Laguna was composed of representat i ves f rom different offi ces f rom the Prov inc ial Government of Laguna namel y , Prov inc ial Env i ronment and N atural Resour ces O ffi ce (PE N R O ), Prov inc ial Government Env i ronment and N atural Resour ces O ffi ce (PG-E N R O ), Prov inc ial Urban D evelopment and H ous ing O ffi ce (PU D H O ), Prov inc ial H eal th O ffi ce (P H O ) and Prov inc ial Planning and D evelopment O ffi ce (PP D O ). 2022 LOCAL GOVERMENT UNIT - COMPLIANCE ASSESSMENT Pa g e 6
Wastewater treatment facilities; Central MRF; Transfer Stations; Closed and rehabilitated dumpsites; Bio-digesters; Barangay MRF with compost pit; Central composting facility; ISF cleared areas; and Socialized Housing Project During the validation, PIAC-Laguna conducted an interview with the LGU officials and functionaries. They made a thorough assessment of the presented documents by the LGUs. The Committee also inspected the following facilities, to wit: 1. 2. 3. 4. 5. 6. 7. 8. 9. Initial results of assessment for the thirty (30) LGUs in Laguna were submitted to the Regional Inter-Agency Committee (RIAC) – CALABARZON. The final deliberation of the results was conducted on December 6 and 7, 2022 at View Park Hotel, Tagaytay City, Cavite. It was attended by the mandamus agencies namely, Department of the Interior and Local Government IV-A, Department of Pa g e 7 Environment and Natural Resources (DENR) – Environmental Management Bureau (EMB) IV-A, DENR – Manila Bay Coordinating Office IV-A, Department of Human Settlement and Urban Development (DHSUD) IVA and Laguna Lake Development Authority. The following LGUs were recognized as top performers in the Provincial and Regional level:

Retooled Communi ty Suppor t Program (RCSP) i s a convergence mechani sm for local government uni t s , par t icular ly in the barangay for the ident ificat ion of i s sues and needed government intervent ions . I t i s anchored on the empowerment f ramework that intends to develop people’ s capabili ty to organi ze themselves and thei r development by br inging about value-chain intervent ions to uplif t thei r cur rent condi t ion. RCSP adheres to the governance pr inciples wi th the end in view of ensur ing social jus t ice and mains t reaming peace and development thrus t s . For thi s year ’ s implementat ion, the ident ified pr ior i ty target communi t ies in the Province of Laguna are Barangay San Antonio, Kalayaan, and Barangay Galalan, Pangil. One of the act ivi t ies under RCSP i s the conduct of Ugnayan sa Barangay. Thi s act ivi ty aims to ident ify development gaps and other i s sues present in the target barangays . One of the i s sues rai sed dur ing the Ugnayan i s the proper ty of the Univer s i ty of the Philippines (UP) in the aforement ioned barangays . Therefore, the Depar tment of the Inter ior and Local Government (DILG) Laguna ini t iated a coordinat ion meet ing wi th the representat ives f rom the Depar tment of Agrar ian Reform (DAR) and UP Los Baños Land Grant Office, together wi th the Officer -in-Charge of the Provincial Peace and Order Office, Ms . Pa g e 11 SERBISYO CARAVAN IN BARANGAY GALALAN, PANGIL, LAGUNA In her opening message, Hon. Josephine Taniegra, Punong Barangay, Barangay Galalan expressed her gratitude to all the national government agencies (NGAs) present in the caravan and for the various services they have committed to provide the residents of Barangay Galalan. Hon. Gerald A. Aritao, Municipal Mayor, Pangil, Laguna in his welcome message also expressed his gratitude to the national government for including Barangay Galalan as one of the priority target barangays under the Retooled Community Support Program (RCSP). He also thanked the residents of Barangay Galalan for attending the caravan despite heavy rainfall.

He also acknowledged the act ive suppor t of the Provincial Task Force on ELCAC on all the act ivi t ies conducted under the RCSP. O n behalf of D i r . Ar iel O . On October 14, 2022, the Provincial Task Force on Ending Local Communist Armed Conflict (PTF-ELCAC), in coordination with the Regional Task Force on ELCAC, and in partnership with the Municipal Government of Kalayaan, facilitated the conduct of Serbisyo Caravan in Barangay San Antonio. During the activity, Engr. John M. Cerezo, Provincial Director, DILG Laguna gave the overview of the RCSP and Executive Order No. 70. He gave emphasis on the whole-of-nation approach that aims to promote convergence among national government agencies, LGUs, civil society organizations, and other stakeholders for inclusive peace and development. Peace-building messages were delivered by Mr. Jerick E. Arcega of the Localized Executive Order 70 – Program Management Office, DILG Central Office and Engr. Daniel Carlo Farenas of DILG Region IV-A. They put emphasis on the actions being undertaken by the national government in order to bring peace and development in every community. They also encouraged the community to support the national government in this advocacy. Members of the Laguna Provincial Task Force on ELCAC, along with representatives from other national government agencies were given time to deliver their respective messages and present their programs and services to the residents of Barangay San Antonio. Before the year 2022 came to i ts end, DILG-Laguna conducted i ts 4th Quar ter Provincial Team Conference cum 2022 Year -End Assessment on December 12, 2022 at the Kamayan sa Palaisdaan Resto Resor t , Bay, Laguna. Dur ing the act ivi ty, repor t ing of accomplishments and awarding of cer t ificates were conducted by each sect ion in the Provincial Office - Local Government Capabili ty Development Sect ion (LGCDS), Project Development Moni tor ing Uni t (PDMU), Local Government Moni tor ing and Evaluat ion Sect ion (LGMES), Legal, and Finance and Administ rat ive Sect ion (FAS).
