The 2nd quarter of 2023 has been filled with great achievements for the local government units of Laguna Province. Indeed, Laguna continues to rise high through upholding excellence in local governance. Of course, all of these achievements will not be possible without the sincere efforts of all our DILG Laguna personnel, who put many hours into providing technical assistance and monitoring the compliance of our LGUs. Their passion for work and willingness to step outside of their regular duties are ultimately what made all of these possible. Every accomplishment is a result of a collective impact, and we, in DILG Laguna, will continue to direct our gaze upwards. Awards and recognition are great ways to reward excellence of our LGUs that is why, I am happy to report that three Lupons in Laguna Province namely Lupong Tagapamayapa of Barangay San Vicente in the City of Biñan, Lupong Tagapamaya of Barangay Batong Malake, Los Baños, and Lupong Tagapamayapa of Barangay Ibabang Atingay in Magdalena bagged the top spots in the Lupong Tagapamayapa Incentives Awards (LTIA) Regional Assessment held on May 9-17, 2023. Meanwhile, in the CY 2022 Peace and Order Council (POC) Performance Audit conducted by the Provincial Audit Team (PAT) on June 14, 2023, all the City/Municipal Peace and Order Council (C/MPOCs) in Laguna Province passed the POC audit. We are already done with the first half of this year and it is filled with achievements, hard work, and grit. We hope to maintain it as we move forward to the latter half. With pride and honor, we present to you the second quarter issue of The Catalyst - the official publication of DILG Laguna. Accountable, Transparent, Participative, and Effective Local Governance In order to expedite the assumption to office of the newly-appointed Sangguniang Kabataan (SK) Treasurers and Secretaries in the Province of Laguna, and enable them to proceed with their fidelity bonding in compliance with the Public Bonding Law and Treasury Circular No. 02-2019, DILG Laguna conducted two batches of province-wide Sangguniang Kabataan Mandatory Training on May 12, 2023 and June 23, 2023 via Zoom online application. The first batch of training was participated by 33 SK treasurers and secretaries from the Cities of Cabuyao, Calamba and San Pedro, as well as the Municipalities of Cavinti, Lumban, Calauan, Siniloan, Victoria, Liliw, Los Baños, Rizal, Famy, and Santa Maria. Meanwhile, the second batch of training was participated 34 participants from the Cities of Calamba and San Pablo, Municipalities of Rizal, Santa Maria, Bay, Cavinti, Lumban, Nagcarlan, and Calauan. In her message, DILG Laguna Program Manager Jinkee C. Advento underscored the importance of conducting the SKMT and encouraged all participants to apply the knowledge they gained from the activity in the performance of their duties and functions as SK treasurers and secretaries. She also challenged the participants that as future leaders of this country, they must always choose to do the right thing and foster positive change. The discussion was composed of 3 modules which capture the necessary topics to equip the SK officials with the skills and knowledge that will enable them to effectively perform their functions. LGOO II Hannah Krystel R. Castro and LGOO II Wyeth L. Fernandez served as resource speakers in the training. LGOO II Castro discussed the Module 1 Sessions 1 and 2 with the topics Decentralization & Local Governance and SK History and Salient Features of RA 10742, respectively. Meanwhile, LGOO II Fernandez provided extensive discussion covering Modules 2 and 3 with the topics Meetings and Resolution, Planning and Budgeting, and Code of Conduct and Ethical Standards, respectively. Overall, the activity was considered a success as it was able to cater the majority of the newlyappointed SK treasurers and secretaries in Laguna Province who are in need of the training before assuming office. 4
DILG LAGUNA ASSESSES LGUs FOR CY 2023 SLSG The CY 2023 Seal of Good Local Governance (SGLG) Provincial Assessment was successfully conducted in the Province of Laguna on May 16 to June 2, 2023. The said assessment was spearheaded by the Cluster Heads of DILG Laguna – LGOO VII Ma. Lorilyn V. Manrique, Cluster A Head, LGOO VII Quennie C. Malleon, Cluster B Head, and LGOO VII Florabel M. Ingel, Cluster C Head, along with selected cluster members. The thirty (30) local government units (LGUs) in Laguna were assessed through onsite validation and document review. With the enactment of Republic Act No. 11292, otherwise known as the Seal of Good Local Governance Act of 2019, the LGUs were validated on the ten (10) governance areas namely: (1) Financial Administration and Sustainability; (2) Disaster Preparedness; (3) Social Protection and Sensitivity; (4) Health Compliance and Responsiveness; (5) Sustainable Education; (6) Business- Friendliness and Competitiveness; (7) Safety, Peace and Order; (8) Environmental Management; (9) Tourism, Heritage Development, Culture and Arts; and (10) Youth Development. The schedule of the assessment is as follows: The SGLG is an award, incentive, honor and recognition-based program for all LGUs. It is a progressive assessment that upholds the tenets of good governance. All LGUs that will pass the provincial assessment will qualify to the national assessment, tentatively scheduled on the 3rd quarter of 2023. “PAGKILALA SA KATAPATAN AT KAHUSAYAN NG PAMAHALAANG LOKAL” 5
To ensure efficient and effective implementation of Local Government Support Fund (LGSF) projects of selected local government units within the Province of Laguna, the DILG Laguna Provincial Office, through its Project Development and Management Unit (PDMU), conducted project validations during the month of June 2023. These validations were participated by the concerned DILG Field Officers, DILG PDMU Engineers and Provincial Focal Persons, as well as representatives from the concerned LGU’s Engineering and Planning Offices. Two (2) completed projects under LGSF FY 2021 were visited: the Rehabilitation and Repair of Slaughterhouse in Brgy. Palayan, Nagcarlan and Construction of a two-storey public market in Brgy. Calumpang, Liliw, Laguna. Both projects are now “completed” in status. The former is now fully operational while the latter is close to being used by its tenants. On the other hand, the majority of the validated and visited projects under the LGSF FY 2022 are either on-going or already completed. However, one project has a “not yet started” status — the Farm to Market Road in Brgy. Cuevang Bato, Famy, Laguna. The said project is expected to be awarded before the upcoming election ban. The barangay concerned was reminded of the project’s fund validity which is until December 2023. Among these LGSF FY 2022 projects, one on-going project was also validated — the Evacuation Center in Brgy. Tadlac, Los Baños which is projected to be completed by November of this year. In the coming months, a series of validations will be conducted by DILG Laguna PDMU to closely monitor the concerned LGUs’ compliance with the prevailing guidelines of project implementation set by this Department. 6

CY 2022 PEACE AND ORDER COUNCIL (POC) PERFORMANCE AUDIT 12
The Department of the Interior and Local Government (DILG) is one of the mandamus agencies in the Manila Bay Clean-up, Rehabilitation and Preservation Program (MBCRPP). The Supreme Court has mandated the Department to monitor all local government units (LGUs) in Regions III, IV-A and NCR that are within the Manila Bay watershed area to perform activities in service of six (6) Outcome areas. The Department through the MBCRPP-Program Management Office (PMO) and Program Management Team (PMT) collaborates with the mandamus agencies and devices the Local Government Unit Compliance Assessment (LGU CA). The said assessment aims to effectively keep track of LGUs performance in the four (4) outcome areas such as (1) Liquid Waste Management (LWM), (2) Solid Waste Management, (3) Informal Settler Families and (4) Institutional Arrangement and Information and Education Campaign (IA-IEC). For C.Y. 2022 LGU CA, the Regional and Provincial Inter-Agency Agency Committee assessed the seventy-six (76) LGUs in the Region. In the Province of Laguna, the City of Biñan (1st Place) and Municipality of Kalayaan (3rd Place) were hailed as top performing LGUs in the implementation of the pertinent Environmental Laws. The City of Biñan was endorsed as the entry of CALABARZON Region at the Manila Bayani Awards and Incentives (MBAI) National Validation in the city category. With this, the DILG CALABARZON and DILG Laguna provided technical assistance in partnership with the Provincial Government of Laguna, to the City of Biñan in preparation for the annual MBAI, through the conduct of Orientation on MBAI Tool and Indicators and MBAI On-site Mock Assessment on May 23, 2023 and June 6, 2023, respectively. During the MBAI On-site Mock Assessment, the invited validators provided comments and recommendations. The City of Biñan showcased its best practices in implementing pertinent environmental laws such as the Clean Water Act, Ecological Solid Waste Management Act 2000, and Urban Development and Housing Act. One of the recognizable best practices of the City of Binan is the Eco Hollow Blocks which were made from shredded plastic wastes. Its strength was tested by an independent company and the Department of Science and Technology (DOST). Results of the test showed that it was much stronger than the commercial eco bricks. The recently completed infrastructure in the City of Biñan that used these materials is the new Command, Control, and Communication (C3) Center which serves as the headquarter of the Biñan City Disaster Risk Reduction and Management Office (BCDRRMO). These ecobricks and hollow blocks are also being used to build walkways, schools, and the city jail. Environment-Protective, Climate Change Adaptive and Disaster Resilient LGUs CITY OF BIÑAN CHAMPIONS THE BATTLE FOR MANILA BAY 13
In the last quarter of CY 2022, the DILG Laguna, through the leadership of Provincial Director Engr. John M. Cerezo, has completed the necessary arrangements for the construction and development of the new DILG Laguna Provincial Office. Located at the DGP Compound, Barangay Bagumbayan Santa Cruz, Laguna, the construction commenced last December 2022 with a contract cost of Php 11,588,109.79. As of June 30, 2023, physical accomplishment of the project is at 94.6%. The contractor has claimed its 90% progress billing on July 4, 2023 and the final billing will be processed once the project is at 100% accomplishment. The remaining works are expected to be finished in the first to second week of July 2023. The building will include a conference room, cluster offices, and dormitory rooms for DILG Laguna personnel. It is expected to be completed by July 18, 2023 and provide a more pleasant working environment to all personnel so as to help increase their productivity. With the aim to provide a formal venue for the discussion of issues and concerns, as well as the conceptualization and deliberation of strategies which will be utilized to sustain effective and efficient management of the local government units under their supervision and protection, specifically in the areas of peace and order and public safety, the 2nd Quarter Cities/Municipalities Management Coordinating Council (C/MMCC) Meeting of DILG Laguna Cluster- A was conducted on May 24, 2023 at Palmeras Garden Resort, San Pablo City. The said C/MMCC is composed of the DILG Family - the LG Sector, Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP), together with the Armed Forces of the Philippines (AFP), under the first to third and lone districts - Alaminos, Bay, Calauan, Los Banos, City of Binan, City of Cabuyao, City of Calamba, City of San Pedro, City of Santa Rosa, and San Pablo City. The C/MMCC meeting highlighted the partnership of DILG Laguna Cluster A with the Laguna State Polytechnic University - Los Baños, in developing a Katarungang Pambarangay (KP) Automated System which started through a Public Appraisal Survey last May 15, 2023. This system shall be cascaded this year to all barangays for ease of using all the KP forms and implementation of KP more effectively. The DILG City of Calamba took part in the Grand Launching of the Dulugang Bayan/Free Legal Consultation Program held simultaneously during the Monday Flag Raising Ceremony on May 08, 2023 at the Calamba City Hall, Laguna. The said program is an envisionment of the City Mayor, Hon. Roseller H. Rizal, and through the City Legal Services Office, in collaboration with the Calamba City Justice Zone Stakeholders, Integrated Bar of the Philippines-Laguna Chapter, Metro Calamba Lawyer’s League, Public Attorney’s Office-Calamba, Department of the Interior and Local Government (DILG), Department of Labor and Employment (DOLE), and other offices/agencies, was set to provide free legal consultation/advice to the public every Friday from volunteer lawyers. The DILG City of San Pedro, in collaboration with the City Government of San Pedro, hosted the prestigious 2023 Lupong Tagapamayapa Incentives Award (LTIA) ceremony on May 5, 2023 at the San Pedro Astrodome in Brgy. Pacita 1. The event took place as part of the Sampaguita Festival, a celebration of the city's vibrant culture and community. CLGOO Lenie R. Bautista, in her address, emphasized the vital role of Katarungang Pambarangay in fostering peace and justice within the community. She highlighted the significance of Lupong Tagapamayapa in facilitating prompt, cost-effective, and amicable resolutions to disputes at the barangay level. To determine the recipients of LTIA, the City Assessment Team, consisting of CLGOO Lenie R. Bautista, PCMS Criselda Caneta of San Pedro Police, Atty. Ma. Christina Oliveros-Rilloraza of San Pedro City Trial Court, Liga ng mga Barangay President Diwa T. Tayao, and Rev. Julian M. Garapan, conducted an extensive onsite evaluation of the twenty-seven barangays in the City of San Pedro from March to April 2023. The assessment focused on several key areas, including Efficiency in Operations, Effectiveness in Securing the Settlement of Interpersonal Dispute Objective of The Katarungang Pambarangay (KP), Creativity and Resourcefulness of the Lupong Tagapamayapa, Area or Facility for KP Activities, and Provision of Financial or Non-Financial Support. After careful deliberation and scoring, the LTIA City Assessment Team identified the Top 10 BestPerforming Lupong Tagapamayapa in the City. The rankings are as follows: IT IS SETTLED: CITY OF SAN PEDRO HOSTS THE 2023 LTIA AWARDING CEREMONY Top 1 – Brgy. San Vicente Top 2 – Brgy. Pacita 1 Top 3 – Brgy. Chrysanthemum Top 4 – Brgy. Laram Top 5 – Brgy. Langgam Brgy. Pacita 2 Top 6 – Brgy. Cuyab Top 7 – Brgy. Sto. Nino Top 8 – Brgy. Calendola Top 9 – Brgy. United Better Living Top 10 – Brgy. San Lorenzo Ruiz Barangay San Vicente, the top-ranking barangay, was presented with a Gold Plaque of Recognition and Php 30,000.00 cash incentives, and each member of the Lupon received glass medals. Barangay Pacita 1 and Chrysanthemum, securing second and third place, respectively, received Silver and Bronze Plaques of Recognition, along with Php 25,000.00 and Php 20,000.00 cash incentives. The remaining barangays in the top ten were awarded Green Plaques of Recognition and Php 5,000.00 cash incentives. The other participating barangays received Certificates of Participation and a consolation prize of Php 2,000.00. Hon. Art Joseph Francis Mercado, San Pedro City Mayor, extended his congratulations to the 2023 LTIA winners and pledged his support to uphold the principles of Katarungang Pambarangay. He assured the community that the Barangay Justice System will continue to receive the necessary technical and administrative assistance to operate effectively. With this commitment, the City of San Pedro aims to maintain a robust and efficient system for resolving disputes and promoting harmony among its residents. 17
The City Government of Calamba, through the leadership of the City Mayor, Hon. Roseller H. Rizal, in close coordination with the DILG City of Calamba, local Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), and City Health Office (CHO), conducted its 2nd Barangay Drug Clearing Caravan CY 2023 on June 17, 2023 at Calamba City Hall, Laguna. The activity, which forms part of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program and International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) Celebration, aims to expedite said programs and increase the number of drug-cleared barangays in the city; and expects the participants to be familiarized with Community-Based Drug Rehabilitation Program (CBDRP), pass the Screening and Surveillance Drug Test, and be more challenged to help themselves in their rehabilitation and recovery journey through the assistance of the City Anti-Drug Abuse Council (CADAC). The caravan was attended by 175 participants including Persons Who Use Drugs (PWUDs) from selected barangays in the City of Calamba who are undergoing continuous drug rehabilitation and support from the abovementioned agencies and Barangay Anti-Drug Abuse Council (BADAC) Members.
