PD's We proudly present to you with pride and
pleasure the Department's achievements and
CORNER accomplishments throughout the first quarter of
2022. With fresh enthusiasm and excellent
support from all of our personnel, we were able to
establish a sustained focus on the delivery of
service to our stakeholders despite these
challenging times, as we are transitioning to the
new normal.

This issue showcases various features on DILG
Laguna’s activities and accomplishments,
particularly on its peace-building efforts and full
devolution. It also features some of the best
practices of our field offices to enhance the
capacity and improve the performance of local
government units within their jurisdiction.

DILG Laguna can take pride in the fact that
despite the restrictions and great challenges
brought about by the pandemic, we continue to
head in the direction of fulfilling the Department’s
primary aim to ensure effective and efficient
delivery of our services to the public. Going
forward, we are focusing on innovation and
development to consistently meet the needs of
local government units as they adapt to new
roadmaps.

The next few days will be crucial, as the Election
Day (May 9, 2022) is fast approaching. Lagunenses
will choose new leaders, national and local, that
will lead a new direction. Just like our whole-of-
nation approach in achieving inclusive peace,
each of us plays an important role in the coming
elections. We should make a meaningful
contribution and exercise our right to vote for
candidates that possess good qualities of matino,
mahusay, at maaasahang mga lingkod bayan.

Together, let us all emerge stronger with
enthusiasm and renewed hope for a better
tomorrow.

DTP

RAPID QUALITY ASSESSMENT

To ensure the responsiveness and quality of the submitted
Devolution Transition Plan of all local government units in
Laguna Province, DILG Laguna, through its Devolution Core
Team, spearheaded the LGU DTP Rapid Quality Assessment from
January 26, 2022 to February 9, 2022.

It was the first phase of the DTP Analytical Framework which
served as a guide to further analyze the LGU DTPs. The
assessment focused on evaluating the quality and compliance of
DTPs to DBM-DILG Joint Memorandum Circular (JMC) No. 2021-1.

Members of the DILG Laguna Devolution Core Team-Cluster
Team Leaders Quennie C. Malleon and Ma. Lorilyn V. Manrique
and DTP Provincial Focal Persons Jinkee C. Advento and Hannah
Krystel R. Castro, evaluated the city/municipal DTPs based on 3
parameters: form completeness, adherence to process and
alignment, and DTP content consistency. Meanwhile, the
City/Municipal Local Government Operations Officers assessed
the submitted DTPs of barangays under their jurisdiction.
Prescribed DTP assessment forms were utilized and supported
by documents for the means of verification (MOV).

On February 17, 2022, DILG Laguna, through the Local
Government Monitoring and Evaluation Section (LGMES)
conducted the Orientation on the Peace and Order Council (POC)
Performance Audit for C/MLGOOs ad LGU POC Focal Persons in
the Province of Laguna via Zoom online platform.

The activity’s objective was to orient all C/MLGOOs and LGU POC
Focal Persons on the guidelines for the conduct CY 2019 and 2021
Peace and Order Council (POC) Performance Audit and present
the tentative calendar of activities to the participants.

DILG Laguna Provincial Director John M. Cerezo, in his welcome
remarks, put emphasis on the important role of the Peace and
Order Councils (POCs) in attaining lasting peace, order, and
public safety in every community. He also reiterated the valuable
role of the LGU focal persons in the conduct of the audit.

OIC- Chief of DILG Laguna LGMES Joyce A. Saavedra presented
the draft DILG Memorandum Circular re: Guidelines for CY 2019
and 2021 Peace and Order Council (POC) Performance Audit. Ms.
Saavedra also informed the participants that the result of the
2019 and 2021 audit will be utilized as data in the Seal of Good
Local Governance assessment. She also informed the body that
signed issuance will be provided once available.

LGOO II Wyeth L. Fernandez discussed the process of uploading
documents or means of verification using the POC audit system.
A hands-on training was also performed by the participants, and
an open forum followed thereafter.

DILG Laguna Program Manager Florabel M. Ingel Laguna gave the
closing remarks. She thanked all the participants for their
participation in the orientation and advised them to prepare all
needed MOVs ahead of the scheduled deadline.

LTIA 2022 PROVINCIAL ASSESSMENT By virtue of Executive Order No. 394 series of
1997, the Lupong Tagapamayapa Incentives
Awards was created as an annual National
Awards that aims to strengthen the
Katarungang Pambarangay (KP) as an
indigenous conflict resolution structure at the
grassroots, institutionalize an incentives
mechanism for Lupons which demonstrate
exemplary performance, and widen the
community’s awareness on the presence of KP.

In furtherance of the LTIA’s objectives, DILG
Memorandum Circular No. 2016-58 was issued to
reiterate and supplement DILG Memorandum
Circular No. 2008-102 dated June 17, 2008
relative to the LTIA enhanced criteria and
guidelines. Through this, the participation of all
Lupong Tagapamayapa (Lupon) nationwide was
emphasized.

Pre-pandemic (CY 2020), 16 Lupons/Barangays
out of the 30 Cities, and Municipalities of the
Province of Laguna were endorsed and
subjected to the LTIA Provincial Assessment. In
the CY 2021 LTIA implementation, 13 Lupons
were endorsed and assessed through the newly-
introduced LTIA-Information System.

This year, 12 nominees (Lupons) were endorsed
to the LTIA Provincial Awards Committee (PAC)
by their respective City/Municipal Awards
Committees, to wit:

Brgy. San Vicente, City of San Pedro;
Brgy. San Vicente, City of Binan;
Brgy. Labas, City of Santa Rosa;
Brgy. Mayapa, City of Calamba;
Brgy. Batong Malake, Los Baños;
Brgy. San Ildefonso, Alaminos;
Brgy. Sto. Domingo, Bay;
Brgy. San Francisco, Victoria;
Brgy. Oogong, Santa Cruz;
Brgy. Cabanbanan, Pagsanjan;
Brgy. Ibaba del Sur, Paete; and
Brgy. Gonzales, Pakil.

Out of these nominees, 1 Lupon (Brgy. Cabanbanan)
formally backed-out before the commencement of
the LTIA Provincial Assessment. To give the LTIA
Provincial Awards Committee (PAC) ample time to
assess all 11 nominees, the PAC conducted a three-
day on-site assessment on March 17, 18, and 21, 2022.
Said PAC is composed of the following: Chairperson:

Vice-Chairperson: Ma. Victoria C. Dado, Provincial
Prosecutor
Members: Hon. Divinagracia G. Bustos-Ongkeko,
Executive Judge, Regional Trial Court (Represented

Chapter, LnB Ms. Maricar A. Palacol, OIC, Provincial
Peace and Order Office (PPOO) PCOL Rogarth B
Campo, Acting Provincial Director, Laguna PPO
(Represented by: PLTCOL Melisa Malayo, and PCMS
Mary Ann Valdez); and Engr. Anastacio T. Castillo,
Commander, Knights of Rizal (CSO Representative)

As the result, the following Lupons ranked first
among their competitors in their respective LTIA
Awards Categories, to wit:

Category
Brgy. Oogong, Santa Cruz - 1st to 3rd Class
Municipalities Category
Brgy. Ibaba del Sur, Paete - 4th to 6th Class
Municipalities Category
Despite the ongoing battle against the COVID-19
pandemic, the implementation of the CY 2022 LTIA
has helped the government strengthen the
Katarungang Pambarangay (KP) through recognition
of Lupons’ exemplary performance in maintaining
peace and order within their localities.

Training Course on Alternative

Dispute Resolution Mechanisms

Being the newest addition to the justice zones in the country and
the "first in the CALABARZON Region," City of Calamba was the first
to be offered this year’s Training Course on Alternative Dispute
Resolution Mechanisms under the Katarungang Pambarangay Law.
It is program of the Office for Alternative Dispute Resolution
(OADR) under the Justice Sector Convergence Program of the
Justice Sector Coordinating Council, specifically for the Justice
Zones.

The undertaking was conducted on February 15 to 17, 2022 through
an online platform. It was facilitated by the OADR, in close
coordination with the Office of the City Local Government
Operations Officer, and was participated by Punong Barangays,
Barangay Secretaries, and members of Lupong Tagapamayapa.

The activity was truly beneficial in enhancing the mediation and
conciliation skills of the participants hence, enabling them to apply
the concepts and procedures of ADR mechanisms under the KP Law.

The course was divided into eight modules, tackled during the first
and second day of the training. Participants were given the chance
to simulate the mediation process and apply the learnings they
gained during the previous discussions.

In line with DILG-ARTA Joint Memorandum Circular TRAINING-WORKSHOP ON STREAMLINING OF LGU
No. 2021-01, otherwise known as the “Guidelines on SYSTEMSAND PROCEDURES ON BUSINESS AND
Streamlining of LGU Systems and Procedures on NON BUSINESS-RELATED SERVICES
Business and Nonbusiness-Related Services for Cities

and Municipalities”, the City Government of Calamba,
in close coordination with DILG City of Calamba
Office, conducted a three-day Training-Workshop
relative to the aforementioned Joint Memorandum
Circular attended by the concerned Department
Heads and their representatives.

LGOO V Monette S. Landicho, EODB Regional Focal
Person, LGOO V Jinkee C. Advento, Chief, LGCDS DILG
Laguna, and LGOO II Von Gabriel C. Eugenio,
Provincial Reengineering Focal Person, served as
resource persons in the said undertaking.

LGOO II Eugenio discussed the DILG-ARTA JMC No.
2021-01, overview of the Reengineering Manual, and
definition of its concepts. Meanwhile, LGOO V
Advento enlightened the participants on the process
of reengineering. She also facilitated the workshops
on client journey mapping, as well as the
reengineering of the LGU’s processes.

Selected participants presented their workshop
outputs and were critiqued by LGOO II Eugenio, LGOO
V Advento, LGOO V Landicho.

SAFE NLE 2022 LAUNCHING Laguna Police Provincial Office (LPPO) on February 18,
2022, launched the S.A.F.E (Secure, Accurate, Free/Fair
Elections) 2022 at Camp BGen Paciano Rizal, Santa
Cruz, Laguna. Representatives from various national
government agencies, religious organizations, civil
society organizations, and other stakeholders
gathered to promote safe National and Local Elections
(NLE) in May 2022.

The PNP’s campaign for safe NLE 2022 called
“Kasimbayanan” – Kawani (national government
agencies), Simbahan (Church/religious sector), at
Pamayanan (community) became the highlight of the
activity.
PCOL Rogarth B Campo, Acting Provincial Director,
Laguna Police Provincial Office, in his welcome
remarks, assured that the men and women of LPPO
will provide intensive security measures in ensuring a
safe and successful 2022 elections.

Meanwhile, Engr. John M. Cerezo, Provincial Director,
DILG Laguna and Dr. Gigi Janairo, DOH Provincial
Coordinator, both members of the Provincial
COMELEC Campaign Committee (PCCC), reiterated the
importance of adhering to the safety protocols
established by the Inter-Agency Task Force on the
Management of Emerging Infectious Diseases (IATF-
MEID) while conducting various campaign-related
activities.
All guests and participants of the launching
supported the signing of the manifesto for a safe
election.

Santa Rosa placed 3rd in the
Independent Component Cities and
Component Cities Safety Seal
Certification Program

The City of Santa Rosa, under the
leadership of Mayor Arlene B. Arcillas,
ranked 3rd place among the
Independent Component Cities and
Component Cities with the highest
number of safety seal issued to
registered establishments within its
jurisdiction.

The city issued a total of 281 safety
seals, making it as one of the best
performing local government units for
Safety Seal Certification along with
Dasmariñas City, Cavite and Bacoor
City, Cavite.

The Recognition of the Best
Performing Local Government Units
for Safety Seal Certification Program
(SSC), VaxCert PH, and National
Vaccination Days was conducted by
the National Task Force (NTF) Against
COVID-19, in partnership with the
Department of the Interior and Local
Government (DILG) last March 22, 2022
at the SM Mall of Asia, Pasay City.

PREPARING THE BARANGAYS

FOR THE 2022 ANNUAL ASSESSMENT

AND FUNCTIONALITY AUDITS


For the past years, it has been a practice of the DILG City of Calamba, led by CLGOO

Jennifer S. Quirante, to conduct the Lupong Tagapamayapa Incentives Award (LTIA),
Barangay Violence Against Women (VAW) Desk, Barangay Anti-Drug Abuse Council
(BADAC), Barangay Peace and Order Committee (BPOC), Barangay Development
Council (BDC), and Barangay Council for the Protection of Children (BCPC)
functionality pre-assessment every February of each year. This is to evaluate the
barangays’ current performance in preparation for the actual conduct of the Annual
Functionality Audit.

The DILG City of Calamba Pre-Assessment Teams visited all of the 54 barangays of the
city to conduct onsite assessment. The barangays’ readiness and the availability of
documents were assessed based on the guidelines provided for each functionality
audit.

Meanwhile, the pre-assessment served as a venue to reorient barangay officials and
staff on the importance and functions of each aforementioned council and committee,
as well as the duties and responsibilities of its members.

After the month-long assessment, barangays were provided with consolidated
feedback, enumerating their lacking documents as well as the areas for improvement
to increase their level of functionality.

Integrated Sustainable Assistance
Recovery and Advancement Program

The DILG R4A supported the conduct of "Integrated Sustainable Assistance
Recovery and Advancement Program", at the Santa Rosa Sports Complex in City of
Santa Rosa, Laguna on April 1, 2022.

DILG Regional Director Ariel O. Iglesia was ably represented in the said event by
DILG Provincial Director Engr. John M. Cerezo, Cluster Head Maria Lorilyn V.
Manrique, and City Director Melody M. Barairo, together with Technical Officer
Brenda Caraos of DILG City of Santa Rosa.

This said program was an inter-agency initiative and part of the Duterte Legacy
Caravan which aims to disseminate, showcase, and inform the public on the current
programs of the National Government at the grassroots level that are geared
towards national recovery from the pandemic.

During the program, the Safety Seal for Department of Trade and Industry-Laguna
was awarded by the DILG, headed by PD Cerezo.

Early this year, the Manila Bay Regional Task
Group personally awarded the Plaques,
Trophies and Certificates to the City of Biñan,
City of San Pedro, City of Santa Rosa,
Municipality of Kalayaan, Municipality of Santa
Cruz and Municipality of Luisiana to recognized
their invaluable performance during the
conduct of 2021 LGU Compliance Assessment.
The activity is attended by DILG Laguna

Head Quennie C. Malleon, PDO Jan Emmanuel
M. Gustilo II, Regional PDOs Marielle Ann
Odchigue, and Ciarra Dave Abcede.

Board and PCIT 1st
Quarter Meeting

To strengthen the online presence and further enhance the communication
efforts of DILG Laguna, the Provincial Communications and Information Team
(PCIT) conducted its first quarter meeting, along with members of The Catalyst
Editorial Board, on January 11, 2022 via Zoom online application.
In her opening message, Provincial Program Manager Florabel M. Ingel
stressed the importance of the role of PCIT in providing relevant information to
our stakeholders.

LGO II Hannah Krystel R. Castro presented the notable accomplishments of
Laguna PCIT in 2021, as well as the reorganization of The Catalyst Editorial
Board. She also provided updates on the operations of PCIT and its
communication plan for FY 2022.

Afterwards, there had been a reorganization of the PCIT to outline how certain
activities are directed and determine how information flows between levels
within the team. Members of the PCIT are expected to discharge their roles
and responsibilities to meet their targets and achieve the ultimate goal of
sharing important information and maintaining regular contact with the
clientele.
