Lynn Arrington Lynn is the design and technical driving force behind

Contractor - Phase 1: Dick Pacific Watkins was awarded Phase I, which consisted of

federal funding and original contract time expiration,

Federal Prison Camp Tucson

Location: Tucson, Arizona The 635,070 square foot United States Penitentiary
(USP) contains six general housing units and one

The units are supported by a medical facility and
1,117,000 SF an inmate processing building inside of the complex
perimeter and by several functions housed in buildings
outside of the secure perimeter. These include the
administration building; central warehouse; vehicle
maintenance building, fire station and fueling
facility; and maintenance facility. The visitor and
staff processing building, and the vehicle sally ports
for support and delivery vehicles are located at the
complex perimeter.

Because ASPC-Lewis is in a remote location not
accessible to municipal water and sewer services, the
development included a one million gallon per day
wastewater treatment facility and a complete water
treatment and delivery system.

Prisons Arizona State Prison Complex - Tucson II

Location: Tucson, Arizona Arrington Watkins and the Arizona Departments

accommodate inmates throughout the Arizona
prison system with special medical needs.

Arrington Watkins completed design and
construction documents for the project, but funds for
construction were withdrawn and the project was
never built.

Prison Arizona State Prison Complex - Yuma
Dakota Unit

Location: Yuma, Arizona This 800-bed Level 4 prison unit was the third unit of

Prisons Nevada High Desert State Prison Phases I-V

Location: Indian Springs, Nevada Arrington Watkins has been involved in all six

Corrections institution, with 3,000 beds.

Prisons State of Nevada 960 Bed Expansion

Location: Las Vegas, Nevada The State of Nevada Department of Corrections
Carson City, Nevada (NDOC) initiated an emergency bed expansion

exam rooms, medications dispensing area, specimen
collection and laboratory area, nurse’s station, secure
holding rooms, counseling offices, patient outreach
services and doctor’s offices.

Loudoun County
Jails Adult Detention Center Phase II

Location: Leesburg, Virginia Phase II of the Loudoun County Adult Detention
Facility Type: Facility is comprised of an intake addition and two

Our design was based on precast cells from Tindall

columns, and hollow core slabs used for the rest

are integrally insulated and have brick veneer cast
June 2008 into them to match Phase I exterior without the cost
of an onsite applied veneering system. The housing
198,142 SF units are two levels, in an X-format. This allows for
one control room to watch two separate pods (or
four separate pods in the segregated units). These
control rooms are elevated 5’ to allow the officer
visual access to both fl oors simultaneously.

The housing units utilize a pre-engineered metal roof
structure above the secure plank roof. This allowed
an economical method of routing HVAC and other
support equipment without compromising security.

Jails Eloy Youth Development School

Location: Eloy, California Privately owned and operated for the State of

Courts Maricopa County Northwest Regional Justice Center

Location: Surprise, AZ The Northwest Regional ustice Center was the first of
three Regional Justice Centers designed by Arrington

as a two-phase Design - Build competition. Arrington
Project Owner: Maricopa County, AZ Watkins teamed with Sahara Construction and was

The location chosen for the site of the facility was

together to share spaces for public, sheriff, public
defender, county attorney and court administration
spaces. The facility was to be tied into an existing
superior court building with a new shared front entry.

Courts Maricopa County San Tan Regional Justice Center

Location: Chandler, AZ The San Tan Regional Court Center is a 45,000
square foot court building for the Maricopa County
Facility Type: Justice Court Justice Courts situated on a 5-acre site in downtown
Chandler, Arizona. Arrington Watkins was initially

Partially because of the multiple uses of the expanded
facility, security was a major concern. Arrington
Watkins developed a single public entry for both the
existing superior courts and the new justice courts, a
separate secure staff entry, secure entry for judges
and elected officials; secure access to probation field
officers and adult education teachers, and secure and
private in-custody circulation.

Arrington Watkins completed the design and
construction documents for the complete project before
funding was withdrawn for the construction.
