Introduction
Halal Assurance System is one of the integrated system that
implemented by the producer or service provider to identify
non-halal contamination and ensure that the product is
maintain the halal status throughout the validity of halal
certificate.
HAS is conducted by IHC (Internal Halal Committee), IHC is
responsible to trained manpower or workers in order to
establish,monitor,control,and verify the HAS system for
ensure the effectiveness of HAS

The first step in setting up HAS is
to identify the halal critical point
(HCP). HCP is the key process in
the development of HAS. HCP is
defined as the Halal Critical
Point is a location or process in
the process flow where
measures can be applied to
eliminate failures to comply
Shariah requirements. The HAS
plan is developed around the
HCP to ensure the integrity of
the production and halalness of
the product.
Ability to recognized and identify halal critical
ingredients and process are vital in the HAS system.
Rather than blindly guess whether that said material
halal, haram and syubhah, this method systematically
defines and segregated the process and material into
halal critical points (HCP).

P1 : Determination Of Halal Critical Point (HCP)
Identifying a Halal Control Point (HCP) within a halal process flow is somewhat
tricky. Systematic methodologies in defining HCP does exist, but it is
complicated to understand as it requires a full understanding of the process
flow, severity of the Halal risk, technicality while incorporating the Shariah
requirements. HCP determination can be based upon either the Process or the
Raw Materials To date, there are several methods in examining and
determining HCP existed and used by Halal practitioners, especially by Halal
Executives and Internal Halal Committees (IHC).
P2 : Development And Certification Of Flow Chart
Flow chart shall be developed besed on the actual process of the said
product s or services.The process flow chart shall consist of :
-Starting on the supply chain which refer to selection of materials and supplier
control
-Clear marking of the determined halal treats (halal control point), its element
and limits along the supply chain.
-Indicate the flow of the process including rework and recycle activities.

Measures
In the event where there are non-compliant
issues, appropriate control measures will be
taken in accordance with Malaysian
standards.

Action
Corrective actions will be developed,
reviewed and carried out in the event of
noncompliance. It is essential to preserve the
halal integrity of the products or process and
the corrective actions shall be ensured to
align with established procedures.

Management Records
Effective documentation and record-keeping
system are required to provide evidence of
conformity to the requirements and effective
implementation of the system

The verification process shall include
checking records and operational
compliance of the monitoring systems,
personnel compliance to operations and
audit reports.

Industry
Effective implementation of an assurance
system requires the key people ( Internal
Halal Committee) to understand the
company‘s or manufacturing
processes,related hazard and means to
prevent,control and monitor any related
hazards.
Conclusion
The manufacturer is reponsible for
developing and managing Halal Assurance
System to ensure compliance of the
entire supply chain process with the
requirement set by the competent halal
authority.The main objective of HAS is to
minimize the halal risk. and this system is
cover all aspect that are required to get
the halal certificate. The system has
considered food safety, quality and
cleanliness at each level of production. It
provides a systematic approach to ensure
and preserve halal integrity of products.
