Final Statement

Scores of Iraqi American technocrats and dignitaries have
met in United to Save Iraq Conference, on this day 13th
March 2019 in Washington DC upon an invitation by Iraqi
American Friendship Society, and Iraq Freedom and
Progress Society to discuss the appalling situation in Iraq
under the Iranian sponsored dictatorial extremist regime
of pro-Iran Ultra clerics and militias as well as corrupt
Islamist politicians.

The conference was privileged to have in attendance
distinguished guests: Mr. Tim Schneider Chairman of the
Republican Party in the state of Illinois, Mr. David Mack
Director of Middle East Institute at the State Department,
and Rt. Colonel John Orff of the Department of Defense.
Several distinguished guests joined the conferees from
Europe and the Middle East such as Mr. Ali Ja’fer Zadeh
representative of Iranian Opposition, two representatives
of Ahwazi groups of opposition in Iran.
In a speech, Dr. Aiham Al Sammarae, on behalf of the
Preparatory Committee, called upon the United States
and international community to help Iraqi people get rid of

the nightmare of Iranian Mullahs’ domination which

brought destruction, chaos, corruption and terrorism, and

restore Iraq's sovereignty, by such measures as

disbanding Iran's militias; establishing political system on

basis of citizenship, equality, democracy, freedom of

expression, transparency of elections; abolition of

exclusionist measures such as De-Ba’thification laws and

decrees of dismantling Iraqi army and security services.

He stressed the need for initiating a real reconciliation

between all national parties to restore social cohesion;

releasing all political prisoners and detainees; and halting

executions thereof.

He called upon the United States and international

community to support an interim national salvation

government comprising free professional Iraqis to restore

law and order, prepare UN-monitored fair elections, and

rewrite a constitution along national, civil and secular

principles. He said both international community and Iraqi

national movement are responsible for rebuilding Iraq in

accordance with international norms in developing

civilized societies.

Dr. Husam AlRawi Chairman of conference said that the
change in Iraq through an interim salvation government
has become the population’s paramount demand. He said
the policy of political exclusionism adopted by the
dictatorship of pro-Iran corrupt parties led to the dismissal
of tens of thousands of civil servants and hundreds of
thousands of military men because of being members of
Ba’th party, the largest party in Iraq, as well as murdering
tens of thousands of them and displacing of millions of
supporters of the Ba’th Party. He pointed out that the vast
majority Iraqi people are looking forward to a drastic
change to rescue them from the disastrous conditions
they endured for the past 16 years with deterioration in all
aspects of life under the dictatorial regime corrupt Iran
proxy parties. He explained that successive elections
since 2005 were rigged in favor of ruling parties, thus
failing to bring about a true representative government.
The referred to last elections of May 2018 which was
publicly dismissed as a fraud with a voter turnout
estimated at 19/20% - which should have been rejected,
and not recognized by the U.N and foreign governments.
He concluded that the Iraqi people look forward to being

supported by world community and US administration in
their moves and aspirations to eject Iran’s hegemony and
the domination of its proxies of Ultra clerics and militias;
and to establish a true representative democratic secular
political system that would serve the national interests of
Iraqi population, and strongly contribute to the world
campaign against terrorism, and to defending peace and
stability in the region.

Mr. Tim Schneider of the American Republican Party said
in his speech that there has been a growing infiltration of
Iran into the Iraqi government at every level, and in many
cases to use Iraq to legitimize their villainous political
activity and influence in the region. He added, “Iran is
sowing chaos in Iraqi politics to keep Iraq divided
internally. This must not continue. Iran is not just
financially backing terrorist groups and militias, but also
Iraqi political parties.” He explained, “The Iranian factions
have always been close to power in Iraq since2003. There
has been a blind spot in US policy to think that Iran not
being close to power since that time.” Mr. Schneider said,’
The US must push back expansion of Iranian aggression.
Iran takes advantage and plunders Iraqi resources in

ways that continually undermine Iraq’s growth while Iraq
thrives. This is wrong. We must all work to rebuild Iraq on
the basis of international norms like those lived by those
in civilized society. He added,” I support and stand with
the people of Iraq as they chart a future based on Iraqi
interests and not those dictated by Iran. The future of
generations of Iraqi young children and those yet unborn
are in our hands.” The republican leader concluded by
saying,” Legislation is being debated in the Congress to
limit Iranian aggression and control in Iraq. It is a long road
difficult to reverse.”

Representatives of Iranian Resistance Council, and
Ahwaz liberation movements expressed full support to
Iraqi people aspirations to get rid of Iran’s occupation
which had brought ruin, terrorism and sedition to Iraq.

Scores of support messages from Iraqi dignitaries inside
and outside Iraq were shown in the conference.
Several papers were presented at the conference
addressing various aspects of the deteriorating situation
in Iraq under the regime of ultra-religious parties loyal to
Iran's terrorist expansionist regime, as follows:

(1) The impossibility of establishing a civilian
democratic system of government that respects
human rights and launch a real development under
a regime of a middle- ages theocratic regime by Dr.
Ghazi Faisal AlSikouti, read on his behalf by Dr.
Okba AlQadhi.

(2) Economic and Financial Aid Extended to Iran by its
proxy Regime in Iraq by Dr. Nabeeh AlUbaidi read
on his behalf by Dr. Raymond George. The paper
pointed to the large-scale process of pumping
billions of Dollars by pro-Iran regime in Iraq into
Iranian regime’s budget to thwart US sanctions and
fuel its expansionist, destabilizing and terrorist
activities in the Middle East and the world at large.
This process is done, as the paper explained,
through a suspicious daily Dollar auction held by
Iraq’s Central Bank. Quoting reliable sources, the
paper said, through this loophole Iraq’s regime
transferred 347, 5 Billion US Dollars into Iran via
Iranian-sponsored front companies. Moreover, the
ruling pro-Iran Ultra-religious parties have been
smuggling Iraqi oil to Iran. The regime has also been

buying gas from Iran at very high prices, flooding
Iraqi markets with Iranian agricultural products and
mediocre industrial products, at the expense of Iraqi
relevant products.
(3) A paper by Dr. Abdul Salam AlTai (read on his behalf
by Dr Raad Stephan) dealt with the detrimental
effects of the domination pro-Iran dictatorship of
fanatical religious parties on social security and
cohesion as well as development in Iraq.
(4) Dr. Hanan Abdul Latif delivered a paper on the
negative effects of the domination of Iranian
sponsored ultra-religious parties on Iraq on the
status and wellbeing of Iraqi women and children.

After in-depth deliberations and discussion, the
conferees concluded this conference with the
following considerations:
“The pro-Iran dictatorship of Ultra clerics and fanatical
religious groups and militias which was installed by the
occupation authority has unleashed in Iraq an
unprecedented state of chaos, corruption, collapse of
security and order, deterioration of public services and
most basic elements of a decent life. This authoritarian
regime has spread out corruption from top to bottom in

government agencies. For the last 16 years, its leaders
and groups have been competing to loot public funds and
property as well as those of private citizens, and are
quarreling for senior governmental posts by bribery and
gross rigging of elections.
As a result, millions of the population of this rich country
were turned into refugees scattered in camps at home,
and in neighboring and western countries. Most of the rest
of population suffer unemployment and poverty in towns
and villages ravaged by war and negligence; and
oppression, political exclusionism, discrimination and
religious cleansing by the regime’s ultra-religious militias.
Therefore, Iraq, a rich country which embraced the cradle
of human civilization and rule of law has become one of
the most corrupt and indebted countries with the worst
record of violations of human rights and all components
of democratic civil life. After being free of terrorism and
extremism before 2003, Iraq has turned into a hotbed of
terrorist organizations and a springboard for exporting
terrorism to Middle Eastern and North African countries
and thence to Western world. Such a serious situation
calls for an all-out drastic solution to this crisis in order to

salvage Iraqi people from the tragic situation, and save
the middle East and the world at large form the dire
consequences of Iran’s domination of Iraq..
Therefore, change has become a realistic goal and an
imperative necessity to eject Iranian hegemony from Iraq,
and oust the corrupt extremist parties from its
government, in accordance with the following principles:

(1) The conference extends full support to the
comprehensive settlement of Iraq’s serious crisis
proposed by Iraqi opposition since towards the end
of 2014 – which calls for getting rid of Iranian
influence in all its military, political, security and
economic forms from Iraq, and for removing the pro-
Iran regime of extremist Islamist parties. It also calls
for establishing an emergency interim government
to lay the bases, within a period of not more than a
year and a half, for establishing a civil democratic
representational system of government. The
proposed new system of government is to be based
on principles of peaceful transfer of power,
separation of powers, respect for human rights,

public freedoms and full equality between citizens in
rights and duties, and non-discrimination between
them on the basis of language or sex or religious,
ethnic, political, geographic, and social affiliation.
The transitional government is to comprise civilian
technocrats and professional Iraqi army generals
who enjoy a high record of efficiency and integrity.
(2) The interim government is to undertake the following
tasks:

a. Launching an immediate relief action to help
millions of Iraqis through the prior-2003 rationing
system and any other effective measures.

b. Restoring order; imposing security and law;
combating drug and crime rings; protecting
borders; beating hotbeds of terrorism and
extremism; and disbanding all non-regular
paramilitary groups and militias, and forcing
them to hand over all their weapons and offices.

c. Restoring public services such as drinking
water, electrical power, medical services and
municipal services and education.

d. Checking widespread looting of public and
private funds by pro-Iran ultra- religious parties
and militias, and initiating legal action against
corruption tycoons inside Iraq and abroad to
restore looted public funds.

e. Laying down the bases for a real comprehensive
process of democratic transition by enacting an
Electoral Law, Political Parties Law, Freedom of
Press and Expression Law; and drafting an Iraqi
national constitution and drafting an Iraqi
national constitution deriving its principles from
Iraqi people’s national values and traditions of
the constitutions of the modern state of Iraq
since its establishment in 1921, and holding a
general referendum thereon.

f. Launching a comprehensive national campaign
of reconstruction starting with rebuilding of
towns ravaged by ISIS and by governmental war
on their terrorists.

g. Ordering immediate return of displaced families
to their cities, and compensating them for the
damage caused by the terrorist gangs’ control of

their cities, and war operations acts of vandalism
carried out by pro-Iran militias.
h. Abolishing fascist exclusionism laws and
procedures such as De-Ba’thification Decree,
Accountability law, Ba’th Party Ban law, and
Anti-Terrorism law which was designed to
suppress the anti-Iran majority of the population
on the pretext of combating terrorism; and
releasing political detainees and prisoners, who
were jailed for opposition to Iranian hegemony or
for being members the pre-2003 government.
i. At the end of the transitional period, legislative
and presidential elections are to be held in
accordance with the new constitution and laws,
whereby Iraqi people will elect their
representatives in free and fair elections under
Arab, international and UN monitoring and
supervision with a view to establishing a civil
democratic representational system of
government.

(3) The conferees support the policies and measures
taken by President Trump administration against
Iranian regime, to force it to give up its expansionist
policies, its weapons of mass destruction and
missiles production, and its terroristic interventions -
which threaten peace, security and stability in the
Middle East and the world at large. Continuing and
tightening these measures until realizing their target
would reflect positively on the national aspirations of
the peoples of Iraq and other Arab countries and
their moves to ward off the disastrous consequences
of the rouge Iranian regime’s expansionist,
interventionist and terrorist policies.

(4) The conferees call upon the United States and the
international community to extend full support to
Iraqi people in getting rid of Iran’s domination and its
proxy regime in Iraq; to pave the way for a
establishing a secular democratic civilian system of
government in Iraq that will preserve its sovereignty,
independence, territorial integrity, and national unity;
and to implement a comprehensive reconstruction

and development process aided by United States
and international community.
(5) The conferees are confident that, after the ejection
of Iranian domination, the new national government
in Iraq will establish strategic relations of
cooperation and friendship with the countries which
helped bring about this positive change in Iraq, in the
forefront of which is the United States in order to
serve the national interests of Iraq and those
countries as well as peace, security and stability in
the Middle East and the world at large. Obviously,
the high technical and economic potential of the
United States will be of great help in the completion
of the reconstruction process to be launched by the
Government of Iraq after the desired political change
in all fields.”

In the sessions of the conference, several speakers
explained various aspects of the catastrophic
conditions in Iraq under the domination of Iran and its
proxy dictatorial regime of extremist parties and
militias, and expressed full support to Iraqi people’s

struggle to get rid of it. The speakers were Dr. Emad
Khamis of the Iraqi American Friendship Society, Dr.
Jawdat AlSamarrae representative of Iraqi Patriotic
Front and Ms. Muna AlRawi representative of General
Federation of Iraqi Youth in Diaspora.
