Seal of Good Local Governance (SGLG) Award:
an Honor and Prestige

The Seal of Good Local Governance (SGLG) Awards which was institutionalized through the
enactment of Republic Act No. 11292 or the SGLG Act of 2019, is an award, incentive, honor
and recognition-based program that aims to motivate local government units (LGUs) to constantly
progress and/ or sustain their notable performance across various governance areas.
DILG La Union Provincial Director Reggie R. Colisao said, “The Conferment of the SGLG is not only
about the fund incentives that the LGUs may receive, but more about the HONOR AND PRESTIGE
that the Award can give. The Seal symbolizes integrity, transparency and accountability of LGUs and
it manifests that good local governance is being practiced in the LGU.”
In line with SGLG’s first year of implementation, DILG Memorandum Circular No. 2022-026 sets the
2022 SGLG Awards with an “ALL-IN” Principle wherein provinces, cities and municipalities must
pass ALL the ten (10) Governance Areas, namely: (1) Financial Administration and Sustainability;
(2) Disaster Preparedness; (3) Social Protection and Sensitivity; (4) Health Compliance and
Responsiveness; (5) Sustainable Education; (6) Business-Friendliness and Competitiveness; (7)
Safety, Peace and Order; (8) Environmental Management; (9) Tourism, Heritage Development,
Culture and Arts; and (10) Youth Development.

For 2022 SGLG Assessment, the twenty (20) Local Government Units (LGUs) in the Province of
La Union were assessed by the Regional Assessment Teams (RATs) from DILG Pangasinan from
April 6, 2022 to April 22, 2022.

Cluster Leader Melinda M. Buada (RAT Leader), with members: LGOO II Alvin Joseph A. Rosario
and Pastor Rene C. Tamoria, CSO Representative from the National Chaplains of the Philippines

(NCP) assessed the following LGUs:

On the other hand, the Provincial Government of La Union was assessed by DILG Region 1 Assistant
Regional Director Agnes A. De Leon (RAT Leader), with members: Local Government Monitoring
and Evaluation Division (LGMED) Assistance Division Chief Leslie Carol L. Isip, and Pastor Rene C.
Tamoria, CSO Representative from NCP last May 2, 2022.

The assessment has two (2) phases, the Onsite Validation of the LGUs’ facilities, and the Review
of the LGUs’ documents to support the SGLG requirements, which also includes the conduct of
interviews of concerned personnel per governance area. An exit conference was also conducted
every after each assessment to provide initial feedback to the LGU of their status of compliance
with the set SGLG requirements.

As per Regional Calibration and Validation conducted last May 16-18, 2022, there are fourteen (14)
potential passers in La Union. These LGUs will be subject to National Validation.

Ortega-David: The Epitome of the New

Generation's Leadership

Garnering over 348,269 votes in the 2022 National and
Local Elections, Raphaelle Veronica Ortega-David,
known by her nickname “Rafy,” won over the hearts of
the citizens of La Union as she was elected the governor
of the province.

Ortega-David is hailed as the first female governor of the
province, as well as the youngest at 24 years old. She is one
of the daughters of the incumbent governor Pacoy Ortega,
who served his last term as the province’s governor just
this June. A loving wife to Mr. Kevin David, and a doting
mother to her son, Ino, Gov. Rafy finished with a degree
of Bachelor of Science in International Hospitality
Management Specialization in Hotel Administration at
Enderun Colleges, finishing her tertiary education as Cum
Laude. She is also a cadet and a commercially licensed
pilot.

In one of her interviews, Governor Rafy said that being
the youngest and first woman

governor in the province is both

pressuring and exciting. She may
have big shoes to fill but she also has
new ideas to share.. “Mapapakita

ko po na kaya ng kababaihan at

kabataan na makipagsabayan,” she

stated. She also fondly spoke about

how she is considered to be Gov.

Pacoy’s mini-me, inheriting

his ‘pagiging maka-kapwa,’ or

his empathy to people. She was

frequently seen with her father
on some of his official businesses

during his term as governor, and

even had the chance to be his
substitute on official events. In her

term as governor, she plans to carry out the value of empathy for a Stronger La Union.

In her first Monday flag-raising ceremony, she pledged to continue the transformative governance.
Her service to her Kaprobinsiaans will be anchored on her P.U.S.O Agenda–which will focus on People
centeredness and driven governance, Universal access to basic needs, Sustainable and progressive
economy, and Orderly, sustainable, and resilient component city, municipalities, and barangays.
She plans to execute her agenda in her first 100 days.. The governor also promoted the La Union
PROBINSYAnihan–a call to action to the programs of her office which aim to promote oneness and
the value of bayanihan in the province. Governor Rafy spent her first day in office on June 30, 2022
getting to know each of the offices in the Provincial Capitol. The young governor is set to prove that
“Puso, Serbisyo, at Sigasig ng Bagong Henerasyon” can build a Stronger La Union.

DILG La Union conducts POC Audit
for CY 2019 and CY 2021

The Peace and Order Council
(POC) is the government's
platform for stronger
collaboration among local
government units (LGUs), with
law enforcement agencies and the
community to fight criminality,
illegal drugs, insurgency, and
violent extremism. It creates an
enabling environment among
its members to harmonize
and effectively implement
peace and order and public
safety. To strengthen POCs,
the Department of the Interior
and Local Government issued
Memorandum Circular (MC) 2019-143 which reiterates the conduct of annual performance audits
to monitor the compliance of sub-national POCs and POC Secretariat.

In February 2022, DILG issued MC
2022-013, for the conduct of POC
Audit for CY 2019 and CY 2021, to
evaluate the functionality of local
POCs, recognize innovations, and
identify interventions and strategies
for improvement.

To further implement the intent of
the above-mentioned issuances, the
DILG La Union through its organized
Provincial Audit Team (PAT)
conducted the POC Performance
Audits for the years 2019 and 2021
(table and online validation) on May
16-19, 2022 at the Conference Room, Office of Civil Defense (OCD) Region 1, City of San Fernando,
La Union. The PAT composed of DILG, PNP, PDEA, and two (2) CSO representatives from Northern
Luzon Baptist Pastors and Preachers Fellowship and Council for Restoration of Filipino Values
assessed the POC documents submitted by the City and Municipal POCs based on the following:
Organization, Policies, Plans, and Budget, Meetings, Reports, General supervision, and Innovation.

Audit results were forwarded to the National POC Secretariat, Policy Monitoring Compliance Division
(PCMD), and Bureau of Local Government Supervision (BLGS) through the POC Audit Portal. The
release of POC Performance Audit Results to the SGLG Team, and Awarding/ Recognition of Top
Performing POCs and POC Secretariats will be in June 2022.

peace and order situation

in La Union with the new

leadership of the incoming Gov. Raphaelle Veronica “Rafy” Ortega-David. He emphasized that peace

and order are essential for us to have a better, safe, and stronger La Union to live in.

The agenda of the meeting includes the presentation and approval of the two (2) Joint PPOC-
LUADAC Resolutions relative to the provision of technical and financial assistance to City and
Municipal ADACs and the conduct of the Provincial Basic Logistics Course (PBLC) of the La Union
Police Provincial Office for CY 2022. Accomplishments on Anti-Criminality, Anti-Insurgency, Anti-
Illegal Drugs 1st Semester 2022 were also presented by the PNP-La Union, 71st Infantry Batallion,
and PDEA-La Union respectively. PD Reggie R. Colisao, PPOC Head Secretariat, discussed updates
on the Enhanced Comprehensive Local IntegrationProgram (E-CLIP) and the results and findings
of the recently conducted POC and ADAC Performance Audits. She also presented the 1st Semester

CY 2022 PPOC-LUADAC Secretariat Report.

C/MADACs in LU assessed as
"ideal" in ADAC Audit

The Anti-Drug Abuse Council (ADAC) Performance Audit of the 20 C/MADACs of the Province
of La Union commenced on May 10, 2022 at the Provincial Planning and Development Office
(PPDO) Conference Hall, Provincial Capitol, City of San Fernando, La Union. The ADAC Provincial
Team is composed of DILG Provincial Director Reggie R. Colisao, CESO V, as Chairman and member
representatives, from the DILG Provincial Office, Philippine National Police La Union Office,
Philippine Drug Enforcement Agency La Union Chapter, Northern Luzon Baptist Pastors and
Preachers Fellowship and Council for the Restoration of Filipino Values (CRFV-1).
The local ADACs were audited on their functionality and effectiveness based on the indicators of
the DILG-DDB JMC No. 2018-01 and DILG MC 2022-.034. The ADAC Performance Audit aims to (1)
Assess the functionality and effectiveness of local ADACs based on existing issuances and policies; (2)
Determine ADAC-initiated and / or endorsed innovations and best practices at all levels; (3) Create
a platform for evaluation and assessment, and (4) Recognize the best, effective, and performing
ADACs.
The Assessment concludes that the city and municipalities of La Union garnered Ideal functionality
where the municipalities of Aringay, Bacnotan, Bagulin, Balaoan, Caba, Luna, San Juan, Santol, and
Sudipen garnered 100 points or Perfect Ideal Functionality.

DILG, PIMTF conduct LCPC Audit

The DILG La Union Provincial Office spearheaded the Local Council for the Protection of Children
(LCPC) Functionality Audit through the Provincial Inter-agency Monitoring Task Force (IMTF)
from March – April 2022 using the LCPC Functionality Assessment Guidelines in DILG MC 2021-
039. Its member composition includes representatives from the following: Provincial Social Welfare
and Development Office, Provincial Health Office, Provincial Planning and Development Office,
Department of Education, and Northern Luzon Baptist Pastors and Preachers Fellowship.

The IMTF assessed the 2021 LCPC documents of the cities and municipalities of La Union through
table and on-site assessment. Through on-site assessment, the IMTF were able to provide technical
assistance to the LGU since the indicators for the new guidelines is highly technical.

DILG La Union conducts Mid-Year Evaluation cum
PPAs Post Evaluation in Baguio City

To provide a better perspective of the strategies employed that are effective and responsive to
the demands of the Department in the implementation of various PPAs, the Department of the
Interior and Local Government (DILG) La Union Provincial Office conducted a three-day activity
entitled “Mid-Year Evaluation cum Post-Evaluation on Various PPAs implementation (SGLG, POC/
ADAC/BADAC Audit, LTIA, Dagyaw, Townhall Meeting and CSO Accreditation/Orientation for CSO
Desk Officers)” on June 15-17, 2022 at the Azalea Hotels and Residences, Baguio City.
This follow-through activity was initiated to enhance the knowledge and skills of personnel,
particularly the field officers to further their competence in providing technical assistance to the
local government units in the implementation of PPAs and the submission of required reports.
Also, provided an assessment of the accomplishments and reiteration of the remaining deliverables
under the said programs.
In her message, PD Reggie R. Colisao, she reiterated to everyone to be mindful of the requirements
and deadlines of the office, and emphasized that a group will not succeed without each other’s
cooperation and teamwork.
As part of the innovations of the office, health and wellness activities were also conducted to
check and monitor the health condition of the personnel. Activities such as checking the body
mass index (BMI), weight, blood pressure, oxygen saturation, and pulse rate were conducted by
LGOO II Olivia Kaye B. Finn. Yoga and Zumba exercises were led by MLGOO Eufemia P. Apostol, and
LGOO II Ingrid Ira M. Ignacio.

DILG LU and CTTs join refresher course on
COVID-19 Contact Tracing Work

The Department of the Interior and Local Government - La Union (DILG LU) and Contact Tracing
Teams (CTTs) assigned in the local government units (LGUs) participated in the Refresher
Course on COVID-19 Contact Tracing Work held on May 18, 2022 via blended mode.

The activity was facilitated by the DILG Regional Office I through the Local Government Capability
Development Division (LGCDD) in collaboration with the Department of Health (DOH) and Office
of Civil Defense (OCD).

Aside from the DILG-hired Contact Tracers, LGUs have also organized their CTTs composed of
Barangay Health Emergency Response Teams (BHERTs), Volunteers, representatives from the
Bureau of Fire Protection (BFP) and Local Epidemiology Surveillance Units (LESUs).

The conduct of refresher courses is one of the strategies to manage the COVID cases in the country.
This activity aims to update the CTTs on the contact tracing process: Prevention, Detection, Isolation,
Treatment and Reintegration and Vaccination (PDITR+V). It also aims to keep CTTs abreast with the
new national directives/ policies pertaining to COVID-19, and be fully aware of the new reporting
mechanism.

The Coronavirus Disease (COVID-19) was first reported in the country on January 21, 2020. Since
then, the goverment has stepped up its efforts on improving health policies and protocols to prevent
the spread of infection, and reduce its negative impact on our socio-economic development. At
present, the administration of COVID-19 vaccines and boosters are highly encouraged to increase
"herd immunity.". As a result, cases were reportedly to be decreasing, however, the virus still exists.

Balaoan, DILG LU reorient Brgy Secs on
BDC and Tech Writing

The Municipal Government of Balaoan, La Union, headed by Atty. Aleli U. Concepcion conducted
an Orientation on Barangay Development Council (BDC) Functionality Audit for the members
of the Municipal Assessment Team (MAT) and Barangay Secretaries. All 36 Barangay Secretaries
were present during said orientation on April 26, 2022 at the Conference Hall of Balaoan, La Union.
The BDC Functionality Audit Self-Assessment Form (SAF) was presented to the participants and
used for the workshop.

The roles of the MAT, which include reviewing, scanning, uploading and encoding the forms, were
also discussed. The 2022 Audit covers both FY 2020 and FY 2021.
After the Orientation on BDC, the Municipal Local Government Operations Officer (MLGOO) of DILG
Balaoan, Olivia Mae N. de Guzman, facilitated a short course on Technical Writing and preparation of
minutes of meeting. This initiative was conducted in coordination with Toastmasters International,
through the Cordillera Toastmasters' Club in Baguio City. Toastmaster member Jasmin G. Bayquen,
also a professor from the University of the Philippines Baguio – Humanities Department, discussed
the basics of sentence construction. This served as a refresher for the barangay secretaries, to
complement their efforts in compliance with documentary requirements for all functionality audits
being undertaken on various Barangay Councils.
Prof. Bayquen also facilitated a workshop on formal letter writing, preparation of memo and drafting
of e-mail correspondence. The participants were also reorientated on the parts of the minutes of the
meeting, especially the recommended format on drafting the minutes of the BDC meeting. MLGOO
de Guzman also presented a sample After Activity Report.
The said activity was funded from Municipal Development Council, under Office of the Mayor.
