The calibre of leadership is an important component of the
equation. Leaders must be committed to excellence. They must
show consistency and commitment. These attributes strengthen
public institutions.
In tandem with that aspect is the importance of ensuring that
public institutions are capacitated to ensure that they have the
organisational ability to implement policy.
Related to all this is the vital role of the rule of law. It must be
upheld—not only in the sense of abiding by court judgements
with regards to property rights but also ensuring that the coun-
try’s entire legal, administrative and governance frameworks are
anchored on constitutional values and principles.
The issue transcends the narrow prism through which
self-serving officials pay lip service to the “rule of law”—what
we must pay attention to in the broader context is the “role of
law”. Good governance is the bedrock upon which a govern-
ment can hope to achieve anything meaningful.
We must keep this in mind as the nation embarks on the
important task of implementing the new economic blueprint.
