The syndicate was not moved by
the gesture.

The 32 poor baby elephants are
not the first to be sold by the gov-
ernment. Between 2012 to 2018,
a staggering 108 baby elephants
are known to have been ripped off
from their nurturing mothers and
flown to Chineese zoos. A total of
140 elephants have been sold in
the last nine years.

The monetary value of an ele-
phant in terms of Statutory Instru-
ments 56 and 57 of 2012 is US$50
000. It is believed that the baby ele-
phants have each been sold for be-
tween US$30 000 and US$40 000.
How the money realised from the

the market.”

The removal of second-hand cars above 10
years old from the Open General Import Licence
category means that those intending to bring in
such vehicles must now require a special permit
from the Ministry of Trade. The process of ac-

The budget lacks a human face; it projects a lack of empathy.
When it suits them, the authorities do not hesitate to levy tax-

babwean dollar conveniently kicks in. Currency deception is
unsustainable, as history has repeatedly shown.

It has also not gone unnoticed that the government is in-
creasing the tax burden on poverty-stricken citizens — even to
the extent of mugging street vendors and hairdressers — yet
taxpayers are not getting anything useful in return by way of
improved service delivery, better infrastructure or governance
reform. A budget must have a human face.

underpinning the National Devel-
opment Strategy One (2021-2015)
(NDS1) was unveiled in Harare
yesterday.

Globally, it is a ZW$421.6
billion financial commitment,
translating to US$5.27 billion (at
the 2021 official average exchange
rate forecast by Treasury) or US$3.5
billion (grey market rates). The
budget is to be funded through
expected fiscal revenues amounting
to ZW$390.8 billion and Treasury
Bills financed deficit to the tune of
ZW$30.8 billion. Treasury projects
a nominal Gross Domestic Product
(GDP) for 2021 of ZW$2.4 trillion
or US$29.9 billion. This means a
budget deficit of 1.3% is expected,
well below the NDS1 target of 2%
of GDP.
