The rights organisation argues
that the government should also
provide a comprehensive financial
plan to back up the vaccination pro-
gramme.
“The obligation to acquire the
vaccine, surely must be a primary
role of the government. It is embar-
rassing that the 2021 National Bud-
get did not provide for that reaction
and purchase of vaccine drugs. It is
embarrassing that in this late stage,
there is no plan for the acquisition
of Covid-19 drugs,” the application
reads.
“This is an application to com-
pel the government to provide the
resources and publish a plan for the
registration of Covid vaccines, the
storage of Covid vaccine and most
importantly the distribution plan
for these vaccines,” further reads the
application.
ZimRights lawyers state that gov-
ernment has failed to kickstart a crit-
ical Covid-19 campaign in compar-
ison to other African countries who
have already begun vaccine rollout
programmes.
“Notwithstanding the availabili-
ty of the vaccines, the respondents,
jointly and severally have failed to
put in measures to ensure the roll-
out and availability of the Covid-19
vaccines to Zimbabweans. Their
failure has resulted in the loss of life.
In short, the respondent omissions
and commissions have breached the
rights of Zimbabweans to life and
health protected by the constitution
of Zimbabwe,” the lawyers argue.
The government has been accused
of failing to communicate a clear
strategy to combat the pandemic
post the lockdown, which was ex-
tended last week by another 14 days.
ZimRights says the government
should put in place measures to en-

Judicial sources said the situation
is worrying as a backlog of unheard

Lawyers told The NewsHawks
this week they are failing to have

Wetlands are the lungs of the ecosystem
On Tuesday, Zimbabwe joined the
rest of the globe in commemorat-

the ecosystem is fast disappearing in
Zimbabwe’s urban areas due to both
illegal and legal infrastructural devel-

Many local authorities and some
land barons have been allocating
housing and commercial stands
on wetlands across the country.
The NewsHawks correspondent

with Hardlife Mudzingwa (HM),

Mudzingwa challenged Finance
minister Mthuli Ncube to allocate a
wetlands preservation fund to reduce
the impact of climate change on the
citizenry. He also urged stern action
against local authorities allocating
stands on wetlands. Below are ex-

Brett Private funding has improved
Chulu Zimbabwe wheat productivity
THE 2020 winter production
was entirely funded by private
players and the improvement
in both gross output and pro-
ductivity (yield per hectare) has
been very significant.
Government set an average
target of 5.2 tonnes per hectare
(ha) for the 2020 winter wheat
production, a 30% increase
from an average of 4 tonnes per
ha. Contract growers funded by
commercial banks were expect-
ed to increase productivity to 5
tonnes per ha while private sec-
tor-funded growers were expect-
ed to ramp up productivity to 6
tonnes per ha.
As at the beginning of Decem-
ber, 190 000 tonnes had been
delivered to the Grain Market-
ing Board (GMB).
The Agriculture ministry
projects that 200 000 to 220
000 tonnes of wheat will be de-
livered. This output exceeds the
post-land reform programme’s
highest ever delivery of 164
000 tonnes, an improvement
of 15.8%. The 2019-2020 sea-
son produced a measly 90 000
