1. Roll Call and Pledge of Allegiance:
2. Acceptance of Agenda: Not including items that require Public Notice, the
Planning Commission may act upon any item(s) not appearing on the posted
agenda if a two-thirds vote of the full Commission determines a need to take
immediate action and that the need for action came to the attention of the
Commission after the Agenda was posted. Copies of the agenda are available for
the public near the southwesterly entry door to the City Council Chambers.
3. Approval of Meeting Minutes: September 25, 2012
4. Public Comments: Public comments are welcome on matters not appearing on
the Public Hearing or Consent agenda but are within the City’s jurisdiction. Be
aware that State law prohibits the Commission from making any decision on issues
not on the agenda. Slanderous, profane or personal remarks are not permitted.
Please limit your comments to 3 minutes and direct your comments to the entire
Planning Commission. In response to your comments, the Planning Commission
Chair or presiding Commission Member may direct City staff to assist you after the
meeting or place your issue on a future Planning Commission agenda.
For purposes of meeting recording, please use the microphone. If you wish to
comment on Consent or Public Hearing Agenda items, instructions are noted
below.
5. Public Hearing Agenda: the Planning Commission chair will announce each item
followed by an oral staff report. The Chair will then open the public hearing and
invite public Comments. The first public speaker for each item will be the project
applicant or their authorized agent. The amount of time made available to the
project applicant is generally 3-5 minutes. Comments by the public shall be limited
to three (3) minutes for each person; unless additional time is granted by the Chair.
Following comments by the public, the applicant may be asked to provide additional
information. After the chair closes the public hearing, the Commission will discuss
the proposal. Action on the project will be by Commission motion and a second,

followed by a role call vote. Planning Commission action on any item may be
appealed to the City Council within 10 working days of the Commission action.

Modifications/additions to Zoning Code definitions for gross floor area (modification
to 1983 and 1998 Zoning codes) and basement and floor area (addition to 1998
Zoning code).
Recommendation: Approve Resolution Recommending Council Adoption of
modifications to the 1983 Zoning Code definitions and addition of new definitions in
the 1998 Zoning Code.

In the 1983 Zoning Code/ Local Coastal Land Use Program, addition of a Planned
Development Permit section 17.121.035 to support affordable housing and the
addition of 17.042.020C. Identifying affordable housing as a permitted secondary
use in the C-1 zoning district.
Recommendation: Adopt resolution recommending City Council approval.

5.C. 0 CITYWIDE; City of Pismo Beach, Applicant: Project No.: P12-000095
Amendments to the 1983 General Plan/Local Coastal Plan: Land Use element
Policy LU-Q-6 to permit density of 20 dwelling units per acre for vacant parcels;
Design element policy D-2a adding authority for the implementation plan to expand
building heights; Land Use element policy LU-3 and LU-6 to permit as a secondary
use affordable housing as a secondary use in the Public and Semi-Public and
Industrial land use areas.
Recommendation: Adopt resolution recommending City Council approval.

Amendments to 1998 Zoning Code directed by General Plan Housing element
policies to support affordable housing, including additions to Tables 2-5 and 2-6
adding housing as a permitted use in commercial zoning districts and establishing
development standards and modification of section 17.42.060 expanding the
Planned Development Permit parameters to support affordable housing.
Recommendation: Adopt resolution recommending City Council approval.
